Chigusa Tsuruta
Chi's role in the plot is at first minor. She would first appear in conversation about how image is everything. Those looks are very valuable things for a reason. She would first appear in the first arc, chewing out a quirk less girl for saving her friend at the cost of herself even as the friend is thankful. This would have paralleled canon with the added bonus of a scoff of the girl's lack of quirk. Easy to brush off as just another rude girl but it gets worse.
She would usually appear in the background in magazines and talk shows, where she has a sweet vibe to her. Then in season three, she appears in the camp and you really see her true colors, actively mistreating the girl who now has a quirk,Tsuyu Izuku(who is found out as a mage) and Seiji. Even when she gets called out on it, she hides it behind admittedly sounds reasoning and jabs. Enough to be dismissed as being a hard ass. Until we see her actually leave Koda to with no one being the wiser. I am not joking here. While she says behind, she again hides behind genuine sound reasoning.
She's basically another villain in hero's clothing created by society.
Her motto is "A gold framemakes even a terrible photo shine.". Her dynamic with the adult heroes usually takes center stage besides her first two appearances. She has it out for present mic the most in those cases though her venom for mutant quirks is barely hidden.
