So there's a kid in a hole and everyone knows about it. It's fine, probably. It's not like the kid is being actively tortured or anything. Lots of cities have a kid in a hole, it's pretty normal.
How do they treat the kid where you're from? Oh, you've got a museum for all the past kids? That's cool, I guess. We do an annual gratitude parade around the city, big festival. I hear some places do still torture their kid. We're somewhere in the middle...making progress, haha!
I was a HOLY volunteer, actually, great program. Harboring Omelas' Lost Youth - they send us to the hole with supplies, you know, meal packs to drop down, meds, and we get trained in cognitive behavioral therapy for conversations with the kid to keep em well-adjusted. I even got a scholarship for doing it. Really makes you appreciate all the privileges of city life when you get back! I'd love to visit the hole again, though. Kid probably remembers me!
Anyway, did you see the news about the city far away? My cousin's in the service, he got assigned to the calvary there. He doesn't get much time away from the group to talk with any of us, but on the news they said the city far away is torturing the kid in the hole all the time. Awful, right? Hard to believe all the people there just let it happen, but I'm glad we're doing something about it, showing them a better way, you know. With great power comes great responsibility and all that, haha!

Could you explain a little more about "non-defense government contracts are much worse" I always hear about defense contracts and bloat but less about others.
A lot of infrastructure contracts and overall handling of infrastructure is riddled with corruption. US ports are lower in efficiency than Tanzania, primarily due to dockworker unions refusing any automation. Road expansion and upkeep are typically closed tender contracts given to political donors, many of which explicitly have provisions in the contract that the contractee cannot be fired solely for poor performance or cost overruns.
The entire contracting process could do with a thorough anti-corruption campaign, defense and non-defense alike. It would never happen though. At least our bureaucratic apparatus isn't as bad as Germany.
