1) The Bilaspur-Manali-Leh railway line is estimated to cost Rs 83,360 crore.

3) It would be the highest railway tracks in the world when complete. Taglang La railway station at Taglang La is expected to become the highest railway station in the world at 5,359 m (17,582 ft) above the sea level overtaking the current record of Tanggula Railway Station in Qinghai, China at 5,086 m (16,686 ft).
So far three railways in India are one of World’s Highest Railways including Shimla & Darjeeling Mountain Railways of India both being a UNESCO World Heritage Sites too.

4) At its highest point, the tracks would be at 5,360 metres above sea level higher than all World’s Highest Railways till date

8) This line is expected to help the armed forces, boost tourism and give a major push to development in Ladakh region.

9) If the Railways’ proposal of it declaring a National project is accepted by the government, the Centre would be providing most of the funds making the job easier.
10) Of total 465 km length, 52 per cent would go through tunnels, the longest of which would be 27 km long. Total length of the tunnels would be 244 km.

11) According to the first phase of the survey, the railway line will have 74 tunnels, 124 major bridges and 396 minor bridges.

14) The final location survey is being undertaken at a cost of Rs 457.72 crore, he said. It would be completed in three phases – digital evaluation of elevation model, selection of path for better alignment and geographical survey for bridges and tunnels.

15) When complete, trains on Bilaspur-Sundernagar-Naggar-Manali-Leh line would run at a speed of 75 kmph.
16) It will reduce the distance between Delhi to Leh from the present 40 hours to 20 hours.

The railways is also seeking the help of the US for satellite imagery to survey the route and will also use the Lidar method for an understanding of the geology of the entire route.
27) “We can start construction to showcase Indian Railway’s presence in the valley. The railway line will provide relief for locals as well as Army personnel living there,” said Alok Kumar, who is overseeing the project.

28) The line will connect Sundernagar, Mandi, Manali, Keylong, Koksar, Darcha, Upshi and Karu and other important towns of Himachal Pradesh and Jammu & Kashmir enroute.
29) The railway line’s elevation will begin from Bilaspur at a height of 500 metre and culminate in Leh at an elevation of 3,215 metre.
30) The highest road point (Tanglangla Pass) enroute at 5,360 meters will be the highest of any railway in the world. Over 50% of the line will be underground with 27-km long tunnel near Manali.
31) Currently, the final location survey of 465-km line is on and considering the difficult terrain, it will take at least two years to complete it, after which the project will be sent for approval.
32) The railway has sought Central funding for 51-km stretch between Upshi and Leh. Lok Sabha MP Thupstan Chhewang also wrote to Railway minister Piyush Goyal on September 6 demanding the project to be declared as national project.
33) “The line is strategically important and will provide all-weather surface connectivity to far-flung areas of Ladakh region.
34) It will also boost tourist inflow, which will be beneficial for local population.
35) Travel time will reduce by half, the rail project will be executed in a way that it need not close during extreme weather,” said Desh Ratan, chief engineer of the project.
36) Railways has proposed that its strategically significant railway line along the Indo-China border, which will be the world’s highest railway track, be declared a national project, officials said.
37) The advantage of a project being declared a national project is that a major chunk of the funding for the project is borne by the central government.
38) “The first phase of the survey for the project has been completed and initial estimates put the cost of the 465 km line at Rs 83,360 crore.
39) This is the most difficult project undertaken by the railways and is one of five most significant projects in terms of strategic importance.
40) This project will lead to the development of the region,” said General Manager, Northern Railway, Vishesh Chaube.
41) It was in September that Thupstan Chhewang, the BJP MP from Leh, had written a letter to the Minister of Railways to seek national project status for the project.

Railway Minister Suresh Prabhu will inaugurate the work for the final location survey on June 27.

The total expected length of Bilaspur–Mandi–Leh line is almost 500 km (310 miles). It would become the highest railway track in the world, overtaking the current record of China’s Qinghai–Tibet Railway. The Railway Budget 2011-2012 announced that the project would be taken up in the next year’s budget. The next year’s Railway Budget announced that the project was sent to the Planning Commission for appraisal. As of September 2016, Northern Railways has begun the process of acquiring land for setting up office in Leh.

History The Chief Minister of Himachal Pradesh asked the Government of India to extend railway connectivity from Bilaspur to Leh through Mandi, Manali and Keylong. This would increase tourism in Himachal Pradesh and Ladakh and facilitate quicker movement of troops and equipment. Following an examination of the feasibility report for the proposed Bilaspur–Mandi–Leh line, the Union Railway Ministry of India forwarded the recommendation to the Planning Commission of India for its approval.[8] The survey for the project had been done and presently it is seeking approval of the planning commission of India and while railway minister assured about early clearance of this project.

Strategic importance Once this railway line is completed, Leh will be directly connected to Himachal Pradesh and the rest of India by railway. The distance between Bilaspur and Leh will be about 500 km (310 mi). When the railway lines to Bilaspur and then to Leh are completed, the time taken to reach Leh from Delhi will be reduced to less than two days compared to about four days by the existing highway from Manali. Personnel and equipment will be transported more easily to Leh, a strategic military base. This is one of the four important railway connectivity along China border identified by the Defence Ministry.

Uncertainty due to paucity of funds The Bhanupalli (Punjab) to Bilaspur rail link is currently under construction but hardly any funds have been allocated and almost no progress was made as of 2013. There has been a demand to lay the railway line to Bilaspur from Kalka railhead instead of laying it from Bhanupalli. Therefore, the alignment and the fate of the proposed railway line to Leh is very uncertain. The railways are short of funds to the extent of more than four hundred billion rupees for the existing projects in hand as of 2013.

Indian Railways has estimated that the entire project is estimate to cost INR 22,318 Crore.

Current Status
Survey To Commence At Leh

Railway Minister Suresh Prabhu will inaugurate the work for the final location survey on June 27.

In December 2016, Government of India had 73 roads being constructed along the Line of Actual Control (LAC) with China and has identified 14 strategic border area railway line projects. The following four – will be taken up as the priority basis as the first phase: Bilaspur Manali-Leh (498 km) section of Pathankot-Leh strategic raillway along the Himachal-J&K border, Missamari-Tenga-Tawang (378 km) along Bhutan-Arunachal border, North Lakhimpur-Bame-Silapathar (249 km) along Assam-Arunachal border, and Murkongselek-Pasighat-Tezu-Rupai (227 km) along Assam-Arunachal border. The 498 km Bilaspur-Manali-Leh rail project has been expedited and the Final Location Survey (FLS) for this has been undertaken at a cost of Rs 345 crore. The railway had requested the Ladakh Autonomous Hill Development Council, Leh (LAHDC) to provide adequate land for setting up a camp office, and the required infrastructure.[11] IN April 2017, Government said that the Final location Suervey (FSL) for these will be completed by the October 2020.[12]

In addition to the above 4 lines commenced in 2016, two more strategic lines were approved in May 2017 for construction: Dehradun-Uttarkashi and Rishikesh-Karan-Prayag-Chamoli under religious tourism to connect Yamunotri, Gangotri, Badrinath and Kedarnath in Uttrakhand.

The remaining 8 strategic railway projects are: Patti-Ferozpur[13] in Punjab, Jodhpur-Jaisalmer doubling of the existing line in Rajasthan, Tanakpur-Bageshwar[14] in Uttrakhand. Jammu-Akhnoor-Poonch[15] in K&K along line-of-control, Chattargarh-Hanumangargh-Motigarh-Anupgargh-Bikaner[16] from Sirsa in Haryana to along Rajasthan border, Tanakpur-Joljibi[17] in Uttrakhand to China border, Jodhpur-Phulsund[18] in Rajasthan, Srinagar-Kargil-Leh[19] along line of control in J&K.[20]

Challenge After Jammu–Baramulla line, Bilaspur–Mandi–Leh line will be the most challenging railway project in Indian Railways due to high mountains, a large number of tunnels and high bridges and severe cold weather.[original research?] According to the survey report, cost of construction of this 498 km (309 mi) long all weather broad gauge railway line has been calculated at Rs 22,831 crore with a negative rate of return of 4.46%.[21] However, it is uncertain when the construction would start, if at all. Taglang La railway station at Taglang La is expected to become the highest railway station in the world at 5,359 m (17,582 ft) above the sea level overtaking the current record of Tanggula Railway Station in Qinghai, China at 5,086 m (16,686 ft).

8) This line is expected to help the armed forces, boost tourism and give a major push to development in Ladakh region.

9) If the Railways’ proposal of it declaring a National project is accepted by the government, the Centre would be providing most of the funds making the job easier.

14) The final location survey is being undertaken at a cost of Rs 457.72 crore, he said. It would be completed in three phases – digital evaluation of elevation model, selection of path for better alignment and geographical survey for bridges and tunnels.

The railways is also seeking the help of the US for satellite imagery to survey the route and will also use the Lidar method for an understanding of the geology of the entire route.
27) “We can start construction to showcase Indian Railway’s presence in the valley. The railway line will provide relief for locals as well as Army personnel living there,” said Alok Kumar, who is overseeing the project.

28) The line will connect Sundernagar, Mandi, Manali, Keylong, Koksar, Darcha, Upshi and Karu and other important towns of Himachal Pradesh and Jammu & Kashmir enroute.
29) The railway line’s elevation will begin from Bilaspur at a height of 500 metre and culminate in Leh at an elevation of 3,215 metre.

31) Currently, the final location survey of 465-km line is on and considering the difficult terrain, it will take at least two years to complete it, after which the project will be sent for approval.
32) The railway has sought Central funding for 51-km stretch between Upshi and Leh. Lok Sabha MP Thupstan Chhewang also wrote to Railway minister Piyush Goyal on September 6 demanding the project to be declared as national project.
33) “The line is strategically important and will provide all-weather surface connectivity to far-flung areas of Ladakh region.
34) It will also boost tourist inflow, which will be beneficial for local population.
35) Travel time will reduce by half, the rail project will be executed in a way that it need not close during extreme weather,” said Desh Ratan, chief engineer of the project.
36) Railways has proposed that its strategically significant railway line along the Indo-China border, which will be the world’s highest railway track, be declared a national project, officials said.
37) The advantage of a project being declared a national project is that a major chunk of the funding for the project is borne by the central government.
38) “The first phase of the survey for the project has been completed and initial estimates put the cost of the 465 km line at Rs 83,360 crore.
39) This is the most difficult project undertaken by the railways and is one of five most significant projects in terms of strategic importance.
40) This project will lead to the development of the region,” said General Manager, Northern Railway, Vishesh Chaube.

The total expected length of Bilaspur–Mandi–Leh line is almost 500 km (310 miles). It would become the highest railway track in the world, overtaking the current record of China’s Qinghai–Tibet Railway. The Railway Budget 2011-2012 announced that the project would be taken up in the next year’s budget. The next year’s Railway Budget announced that the project was sent to the Planning Commission for appraisal. As of September 2016, Northern Railways has begun the process of acquiring land for setting up office in Leh.

History The Chief Minister of Himachal Pradesh asked the Government of India to extend railway connectivity from Bilaspur to Leh through Mandi, Manali and Keylong. This would increase tourism in Himachal Pradesh and Ladakh and facilitate quicker movement of troops and equipment. Following an examination of the feasibility report for the proposed Bilaspur–Mandi–Leh line, the Union Railway Ministry of India forwarded the recommendation to the Planning Commission of India for its approval.[8] The survey for the project had been done and presently it is seeking approval of the planning commission of India and while railway minister assured about early clearance of this project.

Strategic importance Once this railway line is completed, Leh will be directly connected to Himachal Pradesh and the rest of India by railway. The distance between Bilaspur and Leh will be about 500 km (310 mi). When the railway lines to Bilaspur and then to Leh are completed, the time taken to reach Leh from Delhi will be reduced to less than two days compared to about four days by the existing highway from Manali. Personnel and equipment will be transported more easily to Leh, a strategic military base. This is one of the four important railway connectivity along China border identified by the Defence Ministry.

Uncertainty due to paucity of funds The Bhanupalli (Punjab) to Bilaspur rail link is currently under construction but hardly any funds have been allocated and almost no progress was made as of 2013. There has been a demand to lay the railway line to Bilaspur from Kalka railhead instead of laying it from Bhanupalli. Therefore, the alignment and the fate of the proposed railway line to Leh is very uncertain. The railways are short of funds to the extent of more than four hundred billion rupees for the existing projects in hand as of 2013.

Indian Railways has estimated that the entire project is estimate to cost INR 22,318 Crore.

Survey To Commence At Leh

Railway Minister Suresh Prabhu will inaugurate the work for the final location survey on June 27.

In December 2016, Government of India had 73 roads being constructed along the Line of Actual Control (LAC) with China and has identified 14 strategic border area railway line projects. The following four – will be taken up as the priority basis as the first phase: Bilaspur Manali-Leh (498 km) section of Pathankot-Leh strategic raillway along the Himachal-J&K border, Missamari-Tenga-Tawang (378 km) along Bhutan-Arunachal border, North Lakhimpur-Bame-Silapathar (249 km) along Assam-Arunachal border, and Murkongselek-Pasighat-Tezu-Rupai (227 km) along Assam-Arunachal border. The 498 km Bilaspur-Manali-Leh rail project has been expedited and the Final Location Survey (FLS) for this has been undertaken at a cost of Rs 345 crore. The railway had requested the Ladakh Autonomous Hill Development Council, Leh (LAHDC) to provide adequate land for setting up a camp office, and the required infrastructure.[11] IN April 2017, Government said that the Final location Suervey (FSL) for these will be completed by the October 2020.[12]

In addition to the above 4 lines commenced in 2016, two more strategic lines were approved in May 2017 for construction: Dehradun-Uttarkashi and Rishikesh-Karan-Prayag-Chamoli under religious tourism to connect Yamunotri, Gangotri, Badrinath and Kedarnath in Uttrakhand.

The remaining 8 strategic railway projects are: Patti-Ferozpur[13] in Punjab, Jodhpur-Jaisalmer doubling of the existing line in Rajasthan, Tanakpur-Bageshwar[14] in Uttrakhand. Jammu-Akhnoor-Poonch[15] in K&K along line-of-control, Chattargarh-Hanumangargh-Motigarh-Anupgargh-Bikaner[16] from Sirsa in Haryana to along Rajasthan border, Tanakpur-Joljibi[17] in Uttrakhand to China border, Jodhpur-Phulsund[18] in Rajasthan, Srinagar-Kargil-Leh[19] along line of control in J&K.[20]

Challenge After Jammu–Baramulla line, Bilaspur–Mandi–Leh line will be the most challenging railway project in Indian Railways due to high mountains, a large number of tunnels and high bridges and severe cold weather.[original research?] According to the survey report, cost of construction of this 498 km (309 mi) long all weather broad gauge railway line has been calculated at Rs 22,831 crore with a negative rate of return of 4.46%.[21] However, it is uncertain when the construction would start, if at all. Vashisth temple and Hot spring is about 4 kms from Manali bus stand. The temple is dedicated to sage (rishi) Vashisth. Just in front of Vashisth temple on the other side of the road there is another temple dedicated to Lord Rama. Vashisth is believed to be the Kula Guru of Lord Rama. The locality near the temple is also called as Vashisth. The temple is believed to be 4000 years old. There is a hot spring and a bathing pool inside Vashisth temple. As you can see in the video steam is continuously coming out from the hot spring. Manu Temple is about 4 kms from Manali bus stand. The road although motorable is very steep and narrow. The temple is very ancient and made of wood. The temple is dedicated to Maharshi Manu. It is believed that Sage Manu meditated here for many years. People say that the place Manali is named after sage Manu. Visiting Manali is incomplete unless you visit Manu temple. Shiyali Mahadev temple is situated in between Mall road and Hadimba temple, about 1 km from each side. Shiyali Mahadev temple is probably the second most important temple in Manali next to Hadimba temple. It is a very ancient temple with beautiful wooden carvings. As you can see in the video the temple is very attractive. Hadimba Temple is the most important temple in Manali. Hadimba (or Hidimba or Hidimbi) was the wife of Bhima of Mahabharat. Hadimba was born in Rakshasa family but fell in love with Bhima. The temple is 24 meters tall with wooden carvings. It is said that the temple was built by Raja Bahadur Sing during 1553. The temple is declared as a protected monument. There is also an open air Ghatotkach temple near Hadimba temple. Ghatotkach was the son of Hadimba. Dhungri Van Vihar is a forest like park near Hadimba temple in Manali. It is a natural Himalayan park with tall trees as you generally see everywhere in Manali. There is an entry fee of Rs 10/- per head. If you have enough time you can pass some time here, but there is nothing to see in this park. Himachal dress look very different from that of other Indian states. The male will typically wear a cap. The cap may have colors on one side or may be fully colorful. Women dresses are more attractive. The dresses are available for hire in Shimla Manali and other places for photography. We got them near Hadimba Temple. The charges are Rs 150/- per person, sometimes bargainable to Rs 100/- or even less. If you take rabbits with dress you have to pay extra for rabbits (around Rs30/- per head). If you take picture on Yak, you have to pay extra for Yak (around Rs50/- per head). River crossing is a popular adventure sports in Manali. You will find several river crossing teams near the Club House in Manali. There will be a rope tied from one end to the other end of the Beas river and you have to roll on the rope by a pully. You will have a safety belt so that you will not fall down in river. This activity was very much enjoyable. The river crossing charge is Rs 150/- per head sometimes bargainable to Rs 100/-. The Club House is one of the interesting attractions in Manali. The entrance to Club House is Rs 20/- and other games like badminton (150 rs per hour), billiard/snooker (130 rs per hour), Table tennis (100 rs per hour), Carrom (80 rs per hour), boating, zorbing (100 rs per head), river crossing (150 rs per head), bhoot bangla (50 rs per head) etc. are charged separately at the game location. Himalayan Nyingmapa Buddhist Monastery is one of the major tourist attractions of Manali. It is located at the center of the town about 50 meters from the Mall road. It is a Tibetan Monastery inaugurated by Dalai Lama. The main monastey is two storied and you can climb to the upstair. There is a huge golden color Buddha statue in the monastery. In the ground floor you can see the legs and lower part of Buddha and in the first floor you can see the headand upper part bof Buddha statue.

Kullu Dussehra is the renowned International Mega Dussehra festival observed in the month of October in Himachal Pradesh state in northern India. Wherein more than 4-5 lac people visits the fair from all across the Globe. It is celebrated in the Dhalpur maidan in the Kullu valley. Dussehra at Kullu commences on the tenth day of the rising moon, i.e. on ‘Vijay Dashmi‘ day itself and continues for seven days. Its history dates back to the 17th century when local King Jagat Singh installed an idol of Raghunath on his throne as a mark of penance. After this, god Raghunath was declared as the ruling deity of the Valley. The State government has accorded the status of International festival to the Kullu Dussehra, which attracts tourists in large numbers

According to legend, after his return from a pilgrimage to Maharishi Jamdagni went to his hermitage at Malana. On his head he carried a basket filled with eighteen images of different gods. Crossing through Chanderkhani pass, he came upon a fierce storm. Struggling to stay on his feet, Maharishi Jamdagni’s basket was thrown from his head, scattering the images to many distant places. Hill people, finding these images saw them take shape or form as Gods, and began to worship them. Legend has it that deity worship began in the Kullu Valley.
In the 16th Century, Raja Jagat Singh ruled over the prosperous and beautiful kingdom of Kullu. As the ruler, the Raja came to know of a peasant by the name of Durgadatta who apparently possessed many beautiful pearls. The Raja thought he should have these treasured pearls, even though the only pearls Durgadatta had were pearls of Knowledge. But the Raja in his greed ordered Durgadatta to hand over his pearls or be hanged. Knowing of his inevitable fate at the hands of the king, Durgadatta threw himself on the fire and cursed the king, “Whenever you eat, your rice will appear as worms, and water will appear as blood”. Doomed by his fate, the Raja sought solace and searched out advice from a Brahmin. The Holy man told him that in order to eradicate the curse, he must retrieve the deity of Ragunath from Raam’skingdom. Desperate, the king sent a Brahmin to Ayodya. One fine day the Brahmin stole the deity and set out on his journey back to Kullu. The people of Ayodya, finding their beloved Ragunath missing, set out in search of the Kullu Brahmin. On the banks of the Saryu river, they approached the Brahmin and asked him why he had taken Ragunath ji. The Brahmin recounted the story of the Kullu king. The people of Ayodya attempted to lift Ragunath, but their deity became incredibly heavy when headed back towards Ayodya, and became very light when headed to Kullu. On reaching Kullu Ragunath was installed as the reigning deity of the Kullu kingdom. After installing the deity of Ragunath, Raja Jagat Singh drank the Charan-Amrit of the deity and the curse was lifted. Jagat Singh became Lord Ragunath’s regent. This legend is connected with the Dussehra at Kullu. This deity is taken in a Ratha to the Dussehra.

Dussehra 2017: 5 Places That Celebrate The Victory of Good Over Evil Differently
The legends may vary but the message behind the Vijayadashmi celebration remains the ‘victory of good over evil.’
Dussehra or Vijayadashmi falls on the tenth day of Navratri. The sky-high effigies of Ravana, Kumbhkarana and Meghnada are set of fire to celebrate Lord Rama’s victory over asura king Ravana on this day. Vijayadashmi also commemorates the victory of Goddess Durga over Mahishasur. The legends may vary but the message behind the Vijayadashmi celebration remains the ‘victory of good over evil.’
Let us take you through 5 places in India that celebrate this day with great fervor in the most diverse ways:
1. Mysore
For over 400 years, the Mysore Dasara has been celebrated with great pomp and show. Mysuru got its name from Mahishasura – the demon killed by Goddess Chamundeshwari on the tenth day of the Navratri Festival – Vijayadashmi.
The key attractions of Mysore Dasara are the marvelously lit Mysore Palace, elephant ride, military parades and various cultural shows. 2. West BengalThe people of West Bengal, celebrate the victory of Maa Durga over Mahishasura with Durga puja. The day is marked by processions where Durga idols are carried to river or ocean and the devotees bid farewell to the Goddess. During Durga Puja elaborate pandals are constructed where people offer prayers, enjoy scrumptious bhojs and perform a special dance known as dhunuchi.3. KulluKullu Dussehra is yet another most-sought after Dussehra celebration in India. However, instead of burning the effigies of Ravana, Kumbhkarana and Meghnada, the locals perform Lanka-Dahan by burning a consortium of dry leaves and twigs. In rest of the country, Dussehra marks the end of celebration of Navratri, but in Kullu the festivities begin with Dussehra. The main attractions of Kullu Dussehra are the dances performed on the beats of dhadaks and notes of Narsingha trumpets.4. ChennaiThe states of Tamil Nadu, Karnataka and Andhra Pradesh celebrate the festival with Bommai Kolus – wherein colorful dolls are displayed along with idols of Goddess Laxmi, Saraswati and Parvati. Kalasa Ahvanam marks the first day and Vijyadashmi concludes the festival. 5. VaranasiThe Ram Lila at Varanasi is rejoiced by thousands of viewers every year. Special sets of Ayodhya, Lanka and Ashok Vatika are constructed for Ram Lila and the characters enact Ramayana in the most unique way.
