Lazlo Eper, 34, was last seen hitching a ride near Ottawa.

The bold escape was one more problem for Solicitor-General Warren Allmand. the man responsible for Canada's troubled prison system.

Weary from two days of questioning about last week's five-man break from a maximum-security institution near Montreal, Allmand told the House of Commons yesterday he had been given only a sketchy report of the latest escape.

Earlier this week, Allmand appointed a three-man commission to investigate the Quebec escapes. The Commons justice committee has been asked for a nation-wide probe of the prison system.

Eper, carrying what he said was a loaded pistol, ordered an unarmed shop instructor to help carry two ladders so he could scale the 25-foot wall surrounding the medium-security prison west of Kingston.

Eper used a piece of up holstery webbing to lower himself to the ground, ran to the nearby staff parking Jot and forced Ernest Hughes, a clerk in the prison stores department, to drive him to a location near Ottawa International Airport.

The hostage was released unharmed after a three-hour ordeal and provincial police found his abandoned car 30 minutes later near suburban Manotick. A youth told police he saw a man park the car, flag down a passing motorist and drive off with him.

The shop instructor. Vernon Revelle, said Eper "was the last guy in the whole place I'd have thought would try an escape."

Revelle said they had known each other for more than five years and "we became pretty good friends." He added: "He made it expressly clear that he meant no harm to me in any way, shape or form."

Revelle said he was alone at the time, so I wasn't going to be foolish and try to tangle with him."

He said Eper was "a quiet chap, but I wouldn't argue with him. That was a real gun, it was no imitation."

Revelle ran to alert guards after the escape and, meanwhile, Eper encountered Hughes outside in the parking lot. Hughes was on his way to pick up takeout lunches for several staff.

"Just as we were leaving the penitentiary grounds," Hughes said later, "he noticed a city police car parked near the corner. He told me, 'If you warn them in any way I'll kill you and the cops as well. It'll be a bloody day today."

When they reached a road junction near Perth, Hughes said, Eper told him: "I guess I'll have to get rid of you.

"I can't let you go be cause you'll phone police," he told me, but I persuaded him it would be better if he kept me to drive him, so we drove to Ottawa. But I was pretty worried about how I was going to get free."

It took about an hour for the penitentiary staff to realize Hughes had failed to return with the take-out lunches and might be a hostage.

Eper is missing his middle and index fingers of the left hand. His left forearm is tattooed with two skulls, two swords and a heart.

While on parole in 1967, Eper shot a detective through the neck and hand as two officers approached a wanted car in a Hamilton hotel lot.
