DAVAO CITY – Mindanao Development Authority (MinDA) provided steam-powered fish dryers, retort machines, and vacuum-packing equipment to 12 fishing communities in Mindanao.
MinDA Secretary Emmanuel Piñol, in a statement on Monday, said that with the equipment, the fishing community beneficiaries will soon be marketing Spanish sardines and vacuum-packed dried fish.
“The project of providing poor fishing families with post-harvest equipment to add value to their catch is part of the Mindanao Fisheries and Aquaculture Development (MinFAD) program initiated by MinDA. The Mayors of Olutanga, Zamboanga Sibugay, and Nasipit, Agusan del Norte have already signed the Memorandum of Agreement with MinDA in simple ceremonies this week,” he added.
Piñol said the grant fund from MinDA will be used to acquire a locally fabricated mini-boiler, steam-powered fish dryer, and retort machine for Spanish sardines-making of a women's group in Barangay Ata-Atahon in Nasipit.
“All of these interventions will only cost PHP424,000 per location instead of millions if the facilities and equipment were to be acquired commercially. Other towns that will soon receive the same equipment are Jabonga, Agusan del Norte which produces the Pijanga dried fish, Bunawan, Agusan del Sur which produces dried mudfish and catfish and Pitogo, Zamboanga del Sur which also produces dried fish,” he added.
Piñol also said that the remaining seven fishing villages that will receive the grant fund from MinDA will soon be identified.
“The Nasipit, Agusan del Norte and Olutanga, Zamboanga Sibugay MinFAD post-harvest facilities are expected to be operational by February this year, in time for the lifting of the fishing ban in most fishing grounds in Mindanao,” he said.
The same amount of fund given to Olutanga will be used in acquiring a bio-mass powered mini-boiler, a steam-powered fish dryer, and vacuum packing equipment to produce sanitary and high quality dried fish from the island town of Zamboanga Sibugay.
“The identification of the post-harvest facilities needed by the towns was made during the series of trips I made as early as last year when MinDA designed the MinFAD,” the MinDA chief said.
The MinFAD aims to establish post-harvest facilities in at least 22 fishing grounds of Mindanao, including Basilan, Sulu, and Tawi-Tawi to improve the productivity of poor fishing communities.
The post-harvest facilities and equipment which the first 12 fishing villages will receive were fabricated locally by a multi-awarded inventor from Butuan City, Engr. Rudy Cane.
Cane designed the bio-mass-powered mini-boiler to produce steam for the dryers which could be used even during rainy days and nighttime thus improving the productivity of the fishermen.
"The mini-boiler also powers a mini-retort machine capable of steaming 500 bottles every three hours for Spanish sardines-making," he added.
The vacuum-packing machine, Piñol said, will come in the package to be sourced from the commercial market. (PNA)

CAGAYAN DE ORO CITY-- Mindanao Development Authority (MinDA) Secretary Emmanuel Piñol on Tuesday said the province of Misamis Oriental will be one of the 22 local government units that would benefit from the agency's Fisheries and Aquaculture Development Program. During Tuesday's signing of an agreement between MinDA and the provincial government on the "digitalization of agri-fishery and socio-economic information partnership," Piñol told Governor Yevgeny Vicente Emano that the program is under a project grant funded by the European Union through the Mindanao Fisheries and Aquaculture Development (MinFAD). "Just pick a place where to put it. This is what we call a fish center. It is a facility where you have an ice plant, cold storage blast freezer, and processing facility. Why? The problem in Mindanao is that there are many fish products, (but they are) not reaching the markets because there is no ice," he said. The lack of storage facility of newly-caught fish and other marine food sources has limited the productivity of Mindanao fishermen, according to Piñol, who also mentioned similar situations in Sulu, Tawi-Tawi, and Camiguin provinces. When operational, he said all of the fish centers would be interconnected in a digital platform that will monitor how much fish is caught in Misamis Oriental, information of the fish varieties caught, and what markets these fish will be sold. Collaboration Under the agreement, MinDA and the provincial government would collaborate in the streamlining of data and information between the Provincial Agriculture Office (PAGRO) and MinDA Tienda, which will boost the planning and implementation of strategic projects and programs of the province. "We have been dreaming this day, to make sure that our data are updated for our value chain players to have access to information to decide on the kind of investment that they are going to engage in Misamis Oriental," PAGRO chief Apollo Pacamalan siad. As part of the agreement, MinDA is also tasked with providing technical support to the province in mapping agriculture and aquaculture sites, including the database of individual farmers and farmer groups. "This will actually provide the benchmark in the entire country, that if our information system is lodged in the provincial level, then we can have an online, real-time updating of information so that market information is available at the farmers' field at the same time. We can actually shape up programs for the farmers based on what the market wants," Pacamalan said. For his part, Emano believes the program would benefit farmers and fisherfolk, adding that it was about time that "they who labored in the production the most could benefit from their hard work, and not the middlemen". Other opportunities Meanwhile, Piñol shared with Emano other opportunities and projects that can help improve the agriculture landscape in the province, and one of which is the potential of growing Hass-variety avocado. "Hass is the most popular Avocado variety mainly because of its taste and long shelf life, making it a potential major dollar earner for Mindanao," Piñol said in a Facebook post recently. (PNA)

DAVAO CITY – The Mindanao Development Authority (MinDA) said it is looking into crafting of a comprehensive program that would ensure the sustainability of "Pijanga" fishing in Lake Mainit, which borders Surigao del Norte and Agusan del Sur provinces. In a statement Monday, MinDA Secretary Emmanuel Piñol said the plan is to strengthen the alliance of the lake-side towns so that environmental programs could be crafted to ensure a sustainable livelihood for families who depend on the lake. Under the Mindanao Fisheries and Aquaculture Development (MINFAD) Program of MinDA, he said, the existing "Pijanga" hatchery will be improved to ensure the availability of fingerlings to be seeded in the lake every year. "The establishment of post-harvest facilities for the "Pijanga" will also be included in the proposed program for Lake Mainit to enable fishermen to get a higher value for their produce,” Piñol added. Lake Mainit, one of Mindanao's major inland body of water at 17,430-hectares, teems with "Pijanga," which has provided a livelihood for poor fishing families living along the 64-kilometer coastal line of the country's fourth-largest lake. "Pijanga," which belongs to the white goby family, is the dominant fish species in the lake. Fishermen in the towns of Jabonga and Kitcharao in Agusan del Norte and Alegria and Mainit in Surigao del Norte have been fishing "Pijanga" from the lake, along with the occasional catch of "Bingaw," a red fish that swims up to Lake Mainit from the sea. However, Piñol acknowledged the "concerns about the sustainability of the "Pijanga" raised by several sectors because of overfishing. Agusan del Norte Gov. Dale Corvera and Jabonga town Mayor Napoleon Montero said the fish breeds whole year-round. Corvera, according to the MinDA chief, said that for as long as illegal fishing practices are checked, such as the use of fine mesh nets which catch the young "Pijanga" called "Saguyon," there will always be a fish to catch from the Lake. Dried "Pijanga" has become a popular product of the towns surrounding the Lake, making it the iconic symbol of Lake Mainit. “Mayor Montero on the other hand said post-harvest facilities needed in Lake Mainit include ice-making equipment and mechanical drying facilities, along with packaging machines,” Piñol said. DAVAO CITY – Mindanao Development Authority (MinDA) chairman, Secretary Emmanuel Piñol, said the province of Davao Oriental (DavOr) is set to become one of the 22 recipients of fish centers to be established in Mindanao.
In a statement on Sunday, the agency said Piñol made the announcement during the first-ever Aqua-Fishery Summit on Thursday (August 27). The project is touted to improve the province’s promising aqua-fishery industry.
Completing the value chain for the fishery sector, Piñol said in the statement that it will be connected virtually to each other and to the market which will facilitate better sales and exchanges.
He added that the City of Mati will be the beneficiary of a fish processing plant that the program will fund.
Support packages will also include the provision of ice makers and blast freezers, cold storage, and fish dryers.
In his speech during the summit, Piñol said that considering Davao Oriental’s vast potentials, it has been included in MinDA’s Mindanao Fisheries and Aquaculture Development (MinFAD) program, making it one of the key players in the fishery sector along with other coastal provinces in the island of Mindanao.
Gaps, issues, and concerns affecting production and business systems in the local fishery were also discussed during the summit.
Provincial Agriculture Office department head Rotchie Ravelo said that among the challenges of the fishery industry are climate change, natural and man-made disasters, weak legislative mechanism, and the so-called “brown” development that involves the redevelopment of mangrove areas, rivers and beaches into other purposes such as resorts and human settlement areas.
Other concerns raised were the difficult market access and unstable price movements for "bangus" or milkfish and vannamei shrimp produce.
Governor Nelson Dayanghirang, meanwhile, emphasized the role of law enforcement as he reminded everyone that the task to maintain peace in fishing communities is a shared responsibility by all stakeholders.
He pointed out the role of coastal community-dwelling fisherfolk who have knowledge of illegal fishing activities in keeping the peace in their respective areas.
“There is a need for marginalized fishers to use or be provided with larger fishing vessels that they may be able to compete with other commercial fishers,” Dayanghirang also said. (PNA)

DAVAO CITY – In partnership with the Mindanao Development Authority (MinDA), the Davao Oriental provincial government held its first-ever Fisheries and Aquaculture Summit in Mati City on Friday. The province, whose peninsular landmass boasts of a 589-kilometer coastline, is eyeing to be a fisheries powerhouse over the next five years, MinDA said in a statement Saturday. Secretary Emmanuel Piñol said Gov. Nelson Dayanghirang took the first step in reaching the goal after he met with the fisherfolk and officials from areas outside of the province, such as Bislig City in Surigao del Sur, during the summit. Piñol said representatives from different government agencies, the academe, the military, Coast Guard, the Philippine National Police (PNP), and the private sector also attended the summit. Davao Oriental has been identified by MinDA as a key player in the Mindanao Fisheries and Aquaculture Development Program (MINFAD), which aims to double Mindanao's Fisheries and Aquaculture production from the current 2.1-million metric tons annual output. "The MINFAD aims to upgrade the production and post-harvest facilities of at least 22 rich fishing grounds of Mindanao, including the island provinces of Basilan, Sulu, and Tawitawi," he added. The 22 fish centers will be inter-connected by a digital platform to be initially managed by MinDA, which would determine the volume of catch daily and the species of fish landed. Through a digital platform, each fish center will be virtually connected to the market. MINFAD is one of the key programs endorsed by MinDA for inclusion in the Mindanao Rise Program which is funded with a PHP2.1-billion grant by the European Union (EU). "For Davao Oriental, the participants yesterday submitted the need for Bangus and Vannamei hatcheries and the establishment of post-harvest facilities in the main fishing port of Mati," the MinDA chief added. The post-harvest facilities, which will be funded through the EU grant, will include ice-making and blast-freezing equipment, cold storage, fish drying, and processing facilities. Piñol said Mati City Mayor Michelle Rabat and San Isidro Mayor Justina Uy, who also attended the summit, have expressed support to the direction set by the provincial government. "Following yesterday's summit, the MinDA planning staff will return to the province and start the social preparation, including the organization and training of fisherfolk associations in preparation for the implementation of the recommendations by the stakeholders," Piñol said. DAVAO CITY – The Mindanao Development Authority (MinDA) has identified some 22 "fish centers" equipped with ice-makers, cold storage and processing facilities located in almost every coastal province of Mindanao for funding under the European Union's Mindanao Peace and Development Program (MINPAD) to be implemented this year.
In a statement on Sunday, Secretary Emmanuel Piñol said the fish centers, estimated to cost about PHP200 million, will be interconnected through a digital platform that will monitor daily catch and establish market linkage.
He added that the facilities are expected to boost fisheries and aquaculture productivity in Mindanao while upgrading the fisheries sector to make it compliant to international standards against unreported and unregulated fishing (IUUF) and ensure traceability.
“During the final planning workshop of MinDA on Friday, the Mindanao Fisheries and Aquaculture Development (MINFAD) was identified as one of the critical programs which could address poverty in Mindanao, increase productivity and trigger the region's economic recovery post-Covid 19 (coronavirus disease 2019),” Piñol said.
Apart from the fisheries support, MinDA has also identified as priority commodities for funding support coconut, rubber, corn, banana, organic rice, poultry and small ruminants, vegetables, and high-value crops.
“Interventions in these commodities will be guided by the Complete Value Chain Policy advocated by MinDA for the Agriculture and Fisheries sectors in Mindanao. Regions identified for Area-Based Programs are Zamboanga, Bangsamoro, and Caraga while the Mindanao Water Supply Program is also included as a special program,” he added.
The funding for the MINPAD Projects will come from the PHP2.1-billion EU grant fund which was signed earlier between the EU Delegation in the Philippines and the Philippine government through the Department of Finance.
Piñol added that MinDA targets the implementation of the said projects to start late this year. (PNA)
