International Day against the Use of Child Soldiers 

(aka Red Hand Day) was February 12th

This date marks the entry into force of the Optional Protocol to the Convention on the Rights of the Child on the Involvement of Children in Armed Conflict (OPAC) on February 12, 2002. This protocol was adopted by the UN General Assembly in May 2000; it has been ratified by 170 states.

Statement by the Prime Minister on the International Day Against the Use of Child Soldiers

"As a global community, we have a responsibility to help children reclaim their lives, rejoin their communities, and reach their full potential. Canada is working with its international partners to implement the Vancouver Principles on Peacekeeping and the Prevention of the Recruitment and Use of Child Soldiers. By supporting those principles, we are helping build a world that views the protection of children as essential to achieving peace and security.”

COUNTERING TERRORISM AND VIOLENT EXTREMISM: THE EROSION OF CHILDREN’S RIGHTS IN ARMED CONFLICT

“In response to the threat of armed groups using extreme violence, governments have introduced counterterrorism measures that lack adequate safeguards for children and have, in some cases, led to violations of their rights.”

“...by and large, current discourse on terrorism, counterterrorism, and violent extremism can undermine international law and fails to address the specific needs and rights of children. Efforts by the United Nations to develop practical handbooks and guidelines on the protection of children’s rights in counterterrorism contexts have helped draw attention to children’s rights in these contexts.”

Why Red Hand Day Must Help Drive Better Understanding and Protection of Child Soldiers

Be aware of additional victims: Child soldiers from all over the world deserve the international community’s attention and protection, regardless of whether or not they are in conflict/war zones.

Don’t forget the original victims: The awareness of other types of child soldiers beyond war zones should not distract or take away from tackling existing worst-case scenarios (e.g. child soldiers in Somalia, Indonesia, and Iraq).

Consider the full spectrum: Other groups of children in non-conflict or domestic spaces need to be acknowledged, clearly identified, and protected.

Harness the power of Red Hand Day for the new challenge: This awareness campaign should be connected to Red Hand Day, so that it is revisited on each anniversary of the International Day Against the Use of Child Soldiers going forward.
