How tall do you think Trainer Leaf is, anyways?

If you want to go with the Bandai Scaleworld figures… comparing her height with Clefairy and Gengar… cross multiply… that would make her 4′7″ (1.4m) tall, including the hat.

In my personal opinion… I think that the height of the protagonist character in Pokemon should be set through user input.  It always bothered me that the PokeDex can show you the height comparisons of Pokemon, but they are all scaled against the protagonist who is set to some arbitrary height.  Those height comparisons would be so much more meaningful to me if I could see how tall or short the Pokemon are compared to my own height. I am imagining that maybe the game starts with the arbitrary height set for the protagonist, and you’d never need to do this, but, optionally, the mom could offer to measure the protagonist’s height against the doorframe.  Then the player could always choose to go home and measure their height at the door - and then input their current height for the game to store.  Then, when viewing the height comparisons in the PokeDex, the game can adjust the scales of the silhouettes to show you how the Pokemon’s height compares to your own height, and then I could have a clearer sense of just how tiny Eevee actually would be if it were standing next to me.

All this to say, if I had my way, Leaf’s height would always be your own height.
