This might be conspiracy theory like but i think that this Noa is a programmed ai meant to mimic the real Noa. i think real Noa is dead and the ai has just been fed information about Noa and his want for parental validation. And then when the big 5 found out about Noa's existence they told him about Seto and then ai Noa calculated how real Noa would react and found out that Seto was sailing right above his base and he made his move
