Oh man, that’s quite the question isn’t it?  I’m not going to pretend to have any firm answers, but it’s definitely worth thinking and talking about, lol.  You could just chalk it up to “Love” and leave it at that--love isn’t rational, love makes us say and feel and do things we normally wouldn’t, but that seems a bit of a cop out to your inquiry, so I’m gonna try and go a little deeper.

I have a friend who came later to the show and has pointed out to me a lot of interesting things about the Garak/Bashir dynamic that I hadn’t considered before.  I’ll probably be rambling a lot here, but I just wanted to make clear that not all these ideas are ones I came up with ;-P

So: a big thing with Garashir is that while there’s a lot of obvious contrast to the characters, they have a lot more in common than it might seem at first glance.  They actually share a lot of traits--they both love stories, they’re both outgoing, they both keep secrets, they both seem to fall in love easily, they’re both intelligent but also very hard workers and like excelling at things and doing things well,and they both respond very positively to praise.  

They’re both actually very idealistic, exalting and basically embodying the values of their respective cultures.  And they both go through similar arcs on the show, where they have to make decisions about whether to honor the spirit of those values, or to protect the institution that taught them those values even when it doesn’t live up to them.  Both of them end up in a grey area there, but mostly come down on ultimately valuing the ideal over the institution: Bashir rejects Section 31 and mostly consistently advocates for living up to their Federation ideals even during wartime, and Garak ultimately places the well being of Cardassia’s people over the control of the state and ends up a veritable revolutionary.  

We learn they have similarities in their backgrounds as well, having complicated relationships with their parents, particularly their fathers, each of which had a very overt hand in “molding” who they are as people-Bashir’s with the genetic enhancements, Garak’s by clearly exerting a massive amount of influence over the course Garak’s life through basically abuse and manipulation.  Both of them fail to fully reject their abusive parents even while they resent them.  They’re main differences in fact are mostly products of their environment--Bashir grew up in the Federation, Garak on Cardassia, and they’ve greatly absorbed those environments.  in fact, that’s another thing they have in common: being massively and clearly products of their environments, to the point that they could basically be seen as manifestations of their respective cultures ideals, more so arguably than any other characters we see.  

That’s a lot, and is fast forwarding into the future past The Wire, but I’m going to the trouble of spelling it out to back up this statement that my friendhas made: Garak and Bashir are, arguably, the same person under different circumstances.  Or at least, a deeply similar type of person brought up in vastly different environments; they’re like distorted mirror images of each other.  And this, I think, helps explain both why watching them just sit across from each other and talk is so riveting, and their deep, inexplicable bond.  Yes, there’s attraction between them, yes they’re both lonely when they first meet, yes they’re each one of the few people that can actually provide the other with stimulating conversation.  But I think the depth and endurance of their connection is more then that.  i think, subconsciously, theyrecognize each other, even if they don’t fully realize it or don’t know why.  They understand each other, and on some level realize that the other is one of the few people who will ever truly be able to understand them.  And that creates level of compassion with each other that maybe doesn’t extend to others.  

Also, considering that both characters have a lot of deep hidden insecurities and self loathing, it’s possible that loving each other no matter what is basically the closest they’re ever come to unconditionally loving themselves.  That makes it sound like a form of narcissism, but that’s not what mean at all--it's more...a form of self healing I think.  And I think the growth of the characters over the course of the show is somewhat due to their relationship and the, quite frankly, oddly therapeutic element of it.  Even when they’re not around each other and directly interacting, I think that influence persists, simply from knowing each other.

So...that’s my best explanation.  They’re always going to be drawn to each other, to have affection for each other, because they’re not just two sides of the same coin: they’re the same coin in different hands, trying to understand themselves.
