When writing about very young kids, I feel like people tend to overestimate the importance of talking as a marker for development. Two year olds, as an example, can be extremely chatty and often perfectly understandable with just a tiny bit of puzzle solving (especially for their more adventurous forays into language), but they still need lots of help and are still figuring out stuff like shapes. And directions. And how hide-and-seek works. The dialogue of your young characters should not be the only indicator of their age, is what I'm saying. Just because they can tell another character what they want does not mean your child character doesn't need help getting out their playdough or even reaching it from where it's stored on the counter in the first place. They might not even grasp the concept of a step stool yet.
