"El Ejército Guerrillero Popular es importante, es la forma principal de organización correspondiente a que la guerra popular es la forma principal de lucha; el ejército guerrillero popular que hemos fundado, y se desarrolla pujante, está hecho a la luz de las tesis del Presidente Mao Tsetung y de una muy importante de Lenin sobre la milicia popular: nos dice que el ejército puede ser usurpado y manejársele para generar una restauración, por eso él planteó la milicia popular la que debía asumir funciones de ejército, de policía y de administración, una gran tesis que si bien no la llegó a plasmar por circunstancias históricas no quiere decir que no sea importante y válida, y tan válida es que el propio Presidente Mao se preocupó bastante por el problema de desarrollar la milicia popular."(Presidente Gonzalo)"Este ejército es fuerte porque todos sus hombres poseen una disciplina consciente; ellos se han unido y luchan, no por los intereses privados de unos cuantos individuos o de un estrecho grupo, sino por los intereses de las amplias masas populares y de toda la nación. El único propósito de este ejército es mantenerse firmemente junta al pueblo chino y servirlo de todo corazón."(Presidente Mao Tse-tung)"Nuestro principio es: el Partido manda al fusil, y jamás permitiremos que el fusil mande al Partido."(Presidente Mao Tse-tung)En celebración del 3 de Diciembre, dirigimos nuestro saludo y sujeción firme, consciente, voluntaria e incondicional a la Jefatura de la revolución peruana y de nuestro Partido, el Presidente Gonzalo; centro de unificación partidaria, garantía de triunfo hasta el comunismo, maestro de comunistas y el hombre más grande de la presente época; a nuestra todopoderosa ideología el marxismo-leninismo-maoísmo, pensamiento gonzalo, principalmente pensamiento gonzalo para nuestra revolución, y a nuestro glorioso Partido Comunista del Perú y todo su sistema de dirección partidaria. Así también, saludamos solemnemente a nuestro Ejército Popular de Liberación, sin el cual el pueblo no tendría nada, y a todos los militantes y combatientes del Partido y del Ejército, y al nuevo Poder, siendo la medula de la guerra popular. Saludamos finalmente al proletariado internacional y los pueblos oprimidos de todo el mundo, expresando nuestra alegría y optimismo proletario por las luchas justas y duras que están llevando a cabo con cada vez más combatividad y fuerza; destacando aquí el papel decisivo de los Partidos Comunistas y otras organizaciones que están por asumir su tarea de dirigir y unir estas luchas aplicando nuestra ideología universal, el marxismo-leninismo-maoísmo, principalmente el maoísmo, en la preparación, el inicio y el desarrollo de la guerra popular en cada país. Nos reafirmamos en que estamos viendo el comienzo de una nueva gran ola de la revolución proletaria mundial, la cual está en su ofensiva estratégica como estableció nuestro Presidente Gonzalo.Igualmente, nos reafirmamos en las magistrales palabras del Presidente Mao, que el ejército revolucionario “es fuerte porque todos sus hombres poseen una disciplina consciente; ellos se han unido y luchan, no por los intereses privados de unos cuantos individuos o de un estrecho grupo, sino por los intereses de las amplias masas populares y de toda la nación”. Al contrario de los ejércitos reaccionarios de las clases explotadoras, nuestro ejército popular no tienen una disciplina basada en la obediencia ciega o en el temor o el culto de algunos líderes “genios” o “carismáticos”, sino en la consciencia de clase, en los intereses colectivos de nuestra clase y el pueblo.Entonces, nuestro ejército así como el Partido y todos sus organismos se basan en la disciplina consciente que deriva de nuestra posición de clase, pero esto no significa que no necesitamos la autoridad, la construcción jerárquica y los Jefes y la Jefatura de la revolución. Rechazamos y aplastamos toda expresión de tal “anti-autoritarismo”, que no es nada más que idealismo e
individualismo burgués, y cuando se difunde en nuestras filas solo puede debilitar a las fuerzas revolucionarias. Igualmente rechazamos y aplastamos la tesis revisionista de la rata Jrushchov del llamado “culto a la personalidad”, la cual en realidad tiene como su único motivo atacar y difamar a los jefes proletarios y toda la revolución proletaria, y promover a las miserables cabezas de la contrarrevolución, así como han hecho las miserables ratas de la LOD y la LOI en Perú.Es precisamente por nuestra consciencia de clase y nuestra firme sujeción al marxismo que enarbolamos y defendemos la tesis marxista de los jefes y la Jefatura de la revolución. Cogiendo y aplicando el principio marxista del desarrollo desigual, sabemos que la larga, dura y heroica lucha del proletariado inevitablemente produce un grupo de proletarios más avanzados, con la capacidad de sistemáticamente sacar lección de las experiencias de la lucha y asumir el papel de dirigentes. Y entre ellos inevitablemente algunos se destacan; cada revolución produce sus jefes, y entre ellos una Jefatura basada en la aplicación creadora de la ideología universal a las condiciones específicas. Finalmente, nos reafirmamos en lo planteado por nuestro Partido en su I Congreso:“En su proceso de desarrollo toda revolución, por la lucha del proletariado como clase dirigente y, sobre todo, del Partido Comunista que enarbola sus irrenunciables intereses de clase, genera un grupo de jefes y principalmente uno que la representa y dirige, un jefe de autoridad y ascendiente reconocidos; en nuestra realidad ésto se ha concretado, por necesidad y casualidad históricas, en el Presidente Gonzalo, jefe del Partido y de la revolución.Pero, además, y éste es el fundamento de toda jefatura, las revoluciones generan un pensamiento que las guía, resultado de la aplicación de la verdad universal de la ideología del proletariado internacional a las condiciones concretas de cada revolución; pensamiento guía indispensable para alcanzar la victoria y conquistar el Poder y, más aún, para continuar la revolución y mantener el rumbo siempre hacia la única grandiosa meta, el comunismo; pensamiento guía que, llegado a un salto cualitativo de decisiva importancia para el proceso revolucionario que dirige, se identifica con el nombre de quien lo plasmó teórica y prácticamente. En nuestra situación este fenómeno se especificó primero como pensamiento guía, luego como pensamiento guía del Presidente Gonzalo y, posteriormente, como pensamiento Gonzalo; porque es el Presidente quien aplicando creadoramente el marxismo-leninismo-maoísmo a las condiciones concretas de la realidad peruana lo ha generado, dotando así al Partido y a la revolución de un arma indispensable que es garantía de triunfo.”

The Peru People’s Movement, generated organ of the Communist Party of Peru for the work abroad reaffirms its promise to uphold, defend and apply Gonzalo Thought—the creative application of Marxism-Leninism-Maoism to the concrete conditions of the Peruvian revolution—until the final triumph of our invincible people’s war.We celebrate this XXIX anniversary of the speech on September 24th by Chairman Gonzalo, the greatest man of the our epoch, Great Leader of the Communist Party of Peru and of the Peruvian revolution, teacher of communists, guarantee of triumph until communism, and center of Party unification, with deep pain, together with the exploited and oppressed masses of the whole world. No social class in history has achieved the taking of Power without forging a great leadership. The proletariat has also generated its political great leaders in hard two-line struggle and in the midst of the most ruthless class struggle. Imperialism and reaction understand the importance of Great Leadership for the working class. It costs years, decades, to forge a proletarian leadership, in hard two-line struggle against revisionism. And imperialism understands that among all the great leaders, one distinguishes himself. That is why imperialism and its lackeys attack the great leaders of the proletariat. The Peruvian proletariat, in the midst of class struggle, has generated the leadership of the revolution and its ultimate expression: the Great Leadership of Chairman Gonzalo who, in hard two-line struggle, has defeated revisionism, liquidationism of the right and left, the right opportunist line and rightism; he reconstituted the Party, and has become the greatest man of our epoch, the greatest Marxist-Leninist-Maoist of our time, teacher of communists and center of party unification.On September 24, 1992, following his arrest, Chairman Gonzalo was presented by imperialism and reaction inside an iron cage, dressed in a striped jumpsuit on the sportsgrounds of the Prefecture of Lima, with the clear purpose of presenting him as defeated and as a caged animal. This planned scenario as part of the “low-intensity war” with the purpose of turning the public presentation into a “triumph” for imperialism, reaction and revisionism was blown into a thousand pieces by our great leadership, Chairman Gonzalo. Chairman Gonzalo showed the international proletariat and all the oppressed masses of the world his unbreakable revolutionary promise, his communist firmness.“We are here as children of the people and we are fighting in these trenches, they are also trenches of combat, and we do it because we are Communists! Because here we are defending the interests of the people, the principles of the Party, and the People's War. That is what we do, we are doing it and will continue to do so!" The speech thundered through the whole world, turning it into a powerful call that neither imperialism, nor the reactionaries, nor revisionism, nor the ROL, nor the LOL have been able to bury. Chairman Gonzalo turned his public presentation into a victory for the people’s war in Peru and for the oppressed masses of the world, defeating the plans of imperialism, reaction and revisionism. The Speech of September 24th still stands as a milestone in the history of the Party, which shines victoriously and powerfully as a combat weapon for all the communists and revolutionaries.“Finally now, listen to this. As we see in the world, Maoism is marching unstoppably to lead the new wave of world proletarian revolution. Listen well and understand! Those who have ears, use them. Those who have understanding - and we all have it - use it! Enough of this nonsense. Enough of these obscurities! Let us understand that! What is unfolding in the world? What do we need? We need Maoism to be incarnated, and it is being incarnated, and by generating Communist Parties to drive and lead this new great wave of the world proletarian revolution that is coming.” (Chairman Gonzalo’s

September 24, 1992) With revolutionary optimism and class hatred we call upon the communists and revolutionaries of Peru and the world to defend Chairman Gonzalo and his all-powerful though with actions of the people’s wars, with marches and with agitation and propaganda in every corner of the world. To the reactionaries and bloodsuckers, including the current government, to the rats of the ROL and the LOL, we recall the accord of the CC of the PCP and the oath of all the members, combatants and masses: “We resolutely warn the genocidal country-seller Fujimori; the cowards and genocidal armed forces who control him, specialists in defeat and experts in taking their anger out on the unarmed masses; to the church hierarchy, judges and bureaucrats who endorse the genocide and to the great puppeteer imperialism, principally Yankee, who will answer for the life and health of our Great Leader. So, if anything happens they will pay with their lives, them and all of their kind, cost what it may."The Peru People’s Movement with all our class hatred reaffirm that each one of the reactionaries and blood-suckers who assassinated our beloved Chairman Gonzalo and kept him in a state of torture, those who created a climate of opinion against our Great Leadership as part of the plans of imperialism and reaction, the ROL and the LOL, will pay for their crimes against the Great Leadership, the Party and the people.

Chairman Gonzalo, the greatest man of the present epoch, Great Leader of the Communist Party of Peru and the Peruvian revolution, teacher of communists, guarantee of triumph until communism and center of Party unity, departed from the world on September 11th 2021. Our Great Leadership, the eagle of our Party, died as he lived: giving his life for the Party and the revolution, keeping the red banner of Marxism-Leninism-Maoism and the people’s war high, after decades of combatting and resisting in the highest trench of combat as the most important political prisoner and prisoner of war in the world. The Peru People’s Movement, generated organ of the Party for the work abroad, unites with all the communists, revolutionaries and masses of Peru and the world in profound and unparalleled grief, reaffirming ourselves in our immutable promise to uphold, defend and apply gonzalo thought – the creative application of Marxism-Leninism-Maoism to the concrete conditions of the Peruvian revolution – until the final triumph of our invincible people’s war.
We denounce with all our class hatred the old reactionary state in Peru and each one of its genocidal heads and watchdogs, who kept our Great Leadership in conditions of torture, in total isolation since his arrest on the 24th of September 1992. We reaffirm ourselves in that each one of these reactionaries and bloodsuckers shall pay for their crimes against the Great Leadership, the Party and the people, including the present government and the miserable one that presides over it, just like the rats of the revisionist and capitulationist right opportunist line and of the “left” opportunist line for their direct complicity in the reactionary plans to annihilate and slander our beloved Chairman Gonzalo.
Chairman Gonzalo’s far-reaching importance for the Peruvian revolution and the world proletarian revolution in the present epoch are without comparison. In the 60’s, taking up Chairman Mao’s contributions to Marxism-Leninism and the theses of our founder José Carlos Mariátegui, Chairman Gonzalo formed the red faction and, purging the Party of the revisionist heads and little groups, realized the reconstitution of the Party as a Party of the new type, Marxist-Leninist-Maoist and militarized. Under his masterful leadership, the Party inititated the people’s war in Peru in 1980, establishing the People’s Committees – the New Power – in 1982 and in 1990 the Open People’s Committees, conquering the strategic equilibrium of the people’s war in 1991. In this way, mobilizing thousands and thousands of peasant and worker masses in armed struggle and conquering victories from the enemy, always in implacable struggle against revisionism inside and outside of our ranks, Chairman Gonzalo generated gonzalo thought, the foundation of the Great Leadership, the guarantee of triumph for the Peruvian proletariat and people until communism. Concretely, a communist through and through, a man of thought and action.
Thus, by applying Maoism in the people’s war, under the just and correct leadership of Chairman Gonzalo the Party in 1982 defined Maoism as the new, third and higher stage of Marxism. This great milestone, having established Marxism-Leninism-Maoism, principally Maoism as the universal ideology of the international proletariat, to be applied to the concrete conditions of each revolution and in all the countries, oppressed and imperialist, is the principal one of Chairman Gonzalo’s universal contributions to Marxism and the international proletariat. Among his other universally valid contributions we emphasize the principle of the concentric construction of the Party and the militarization of the Communist Parties, because a Communist Party is a Party “to take the power for the working class and for the people”. We also emphasize his masterful thesis of the unitary people’s war, establishing the principle “countryside principal – city as complement” for the countries with proportionally big cities, like Peru.
After his arrest on September 24th 1992, in the hands of the enemy, Chairman Gonzalo once more demonstrated his conditions as communist Great Leadership, turning this supposed “triumph” of the reaction into a glorious revolutionary triumph: with his masterful Speech the Chairman called the communists, revolutionaries and masses to continue developing the people’s war according to the established plans. The Speech still stands as a milestone in the history of the Party, that shines victoriously and powerfully before the world as a combat weapon. Soon after, the Peruvian reaction under the direct leadership of the yankee CIA launched its hoax of the “peace letters” through the miserable traitor rats of the revisionist and capitulationist ROL; a dark and futile plan to try to slander the Great Leadership and the Party and pacify the revolutionary masses. Although they kept our Great Leadership in total isolation, without any possibility of communicating with the Party or make a pronouncement, Chairman Gonzalo permanently upheld his communist firmness, the principles, the people’s war; not even with all their montages and edited videos has the reaction been able to convince the masses of the world of their hoax. Thus, until the last moment this great teacher of communists defeated the plans of imperialism, reaction and revisionism.
Now, when the bloodsuckers and their lackeys repeat their cowardly attacks against Chairman Gonzalo, accusing him of “terrorism”, again they will not convince the working and revolutionary masses of Peru or the world. For decades the reactionaries have carried out their campaign to try to annihilate gonzalo thought, but the concrete reality today is that a new generation of communists and revolutionaries are for learning from Chairman Gonzalo, taking up and applying his all-powerful thought and his universal contributions. The Communist Party of Peru continues to confront the complex and difficult conditions of the bend in the road while maintaining the course of the revolution and the people’s war, applying gonzalo thought to solve the new problems, in implacable struggle against the rats of the ROL and the LOL and all types of revisionism and opportunism.
We call the communists and revolutionaries of Peru and the world to persist in the defense of Chairman Gonzalo and his all-powerful thought with the actions of the people’s wars, with marches and with agitation and propaganda in all the countries, and to reaffirm themselves in his masterful words:

El Presidente Gonzalo, el hombre más grande de la presente época, Jefe del Partido Comunista del Perú y de la revolución peruana, maestro de comunistas, garantía de triunfo hasta el comunismo y centro de unificación partidaria, partió del mundo el 11 de septiembre de 2021. Nuestra Jefatura, el agila de nuestro Partido, murió como vivió: dando su vida por el Partido y la revolución, manteniendo en alto la bandera roja del marxismo-leninismo-maoísmo y la guerra popular, después de décadas de combatir y resistir en la más alta trinchera de combate como el más importante prisionero político y de guerra en el mundo. El Movimiento Popular Perú, organismo generado del Partido para el trabajo en el extranjero, se une con todos los comunistas, revolucionarios y masas del Perú y del mundo en profundo inigualable dolor, reafirmándonos en nuestro compromiso inmutable de enarbolar, defender y aplicar el pensamiento gonzalo - la aplicación creadora del marxismo-leninismo-maoísmo, a las condiciones concretas de la revolución peruana – hasta el triunfo final de nuestra invencible guerra popular.
¡Proletarios de todos los países, uníos!¡HONOR Y GLORIA ETERNA AL PRESIDENTE GONZALO, EL HOMBRE MÁS GRANDE DE LA PRESENTE EPOCA!Denunciamos con todo nuestro odio de clase al viejo Estado reaccionario en Perú y cada una de sus cabezas genocidas y perros guardianes, que mantuvieron a nuestra Jefatura en condiciones de tortura, de aislamiento total desde su detención el 24 de septiembre de 1992. Nos reafirmamos en que cada uno de estos reaccionarios y chupasangres pagarán por sus crímenes contra la Jefatura, el Partido y el pueblo, incluyendo el presente gobierno y el miserable quien lo preside, así como las ratas de la línea oportunista de derecha, revisionista y capitulacionista y de la línea oportunista de “izquierda” por su complicidad directa en los planes reaccionarios de aniquilar y difamar a nuestro querido Presidente Gonzalo.
La importancia trascendental del Presidente Gonzalo para la revolución peruana y la revolución proletaria mundial en la presente época no tiene parangón. En los años 60, asumiendo las contribuciones del Presidente Mao Tsetung al marxismo-leninismo y las tesis de nuestro fundador José Carlos Mariátegui, el Presidente Gonzalo formó la fracción roja y, purgando al Partido de las cabezas y grupillos revisionistas, realizó la reconstitución del Partido como Partido de nuevo tipo, marxista-leninista-maoísta y militarizado. Bajo su dirección magistral, el Partido inició la guerra popular del Perú en 1980, estableciendo los Comités Populares – el Nuevo Poder – en 1982 y en 1990 los Comités Populares Abiertos, conquistando en 1991 el equilibrio estratégico de la guerra popular. Así, movilizando a miles y miles de masas campesinas y proletarias en lucha armada y conquistando victorias al enemigo, siempre en lucha implacable contra el revisionismo dentro y fuera de nuestras filas, el Presidente Gonzalo generó el pensamiento gonzalo, el sustento de la Jefatura, la garantía de triunfo para el proletariado y el pueblo peruano hasta el comunismo. En concreto, un comunista a carta cabal, un hombre pensante y operante.
Así, aplicando el maoísmo en la guerra popular, bajo la dirección justa y correcta del Presidente Gonzalo el Partido en 1982 definió el maoísmo como nueva, tercera y superior etapa del marxismo. Este gran hito, el haber establecido el marxismo-leninismo-maoísmo, principalmente maoísmo como ideología universal del proletariado internacional, para aplicar a las condiciones concretas de cada revolución y en todos los países, oprimidos e imperialistas, es la principal de las contribuciones universales del Presidente Gonzalo al marxismo y al proletariado internacional. Entre sus otras contribuciones de validez universal destacamos el principio de la construcción concéntrica del Partido y la militarización de los Partidos Comunistas, porque un Partido Comunista es un Partido “para tomar el poder para la clase obrera y para el pueblo”. Destacamos también su magistral tesis de la guerra popular unitaria, estableciendo el principio de “campo principal – ciudad complemento” para los países con ciudades proporcionalmente muy grandes, como Perú.
Después de su detención el 24 de septiembre de 1992, en manos del enemigo, el Presidente Gonzalo una vez más mostró su condición de Jefatura comunista, convirtiendo este supuesto “triunfo” de la reacción en un glorioso triunfo revolucionario: con su magistral Discurso el Presidente llamó a los comunistas, revolucionarios y masas a continuar desarrollando la guerra popular según los planes establecidos. El Discurso queda como un hito en la historia del Partido, que resplandece victorioso y pujante ante el mundo como arma de combate.
Poco después, la reacción peruana bajo la dirección directa de la CIA yanqui lanzó su patraña de las “cartas de paz” a través de las miserables ratas traidoras de la LOD revisionista y capitulacionista; un plan negro y fútil para tratar de difamar a la Jefatura y el Partido y pacificar a las masas revolucionarias. Aunque mantenían a nuestra Jefatura en aislamiento total, sin posibilidad ninguna de comunicarse con el Partido o pronunciarse, el Presidente Gonzalo mantenía permanentemente su firmeza comunista, los principios, la guerra popular; ni con todos sus montajes y videos editados la reacción ha podido convencer a las masas del mundo de su patraña. Por décadas los reaccionarios han llevado acabo su campaña para tratar de aniquilar el pensamiento gonzalo, pero lo concreto hoy es que una nueva generación de comunistas y revolucionarios están por aprender del Presidente Gonzalo, asumir y aplicar su todopoderoso pensamiento y sus contribuciones universales. The Peru People’s Movement, generated organ of the Communist Party of Peru for the work abroad, expresses its communist salutes on this anniversary of the Day of Heroism to all the prisoners of war and communist and revolutionary political prisoners in Peru; militants of our Party, combatants of the People’s Liberation Army and revolutionary and progressive masses that support our invincible people’s war and today continue to combat and resist the dark counterrevolutionary work of the reaction and its lackeys of the revisionist and capitulationist ROL and the LOL with its armed revisionism. We salute our Great Leadership and express our firm and unconditional subjection to Chairman Gonzalo, the most important prisoner of war in the world today, teacher of communists, the greatest living Marxist-Leninist-Maoist on the face of the Earth, center of Party unity, guarantee of triumph until communism, and to all the heroes of our people’s war who serve as inspiration to the communists and combatants in the people’s wars and armed struggles under the banner of Maoism in India, Turkey, Philippines and other places, to which we also give our warm communist salutes.
On the nineteenth of June 1986, under the government of the genocidal Alan Garcia, who fulfilled the mandate of his master Yankee imperialism and with the complicity of revisionism and reformism, with the Socialist International gathered in Lima under the slogan “Peace and Economic Solidarity”, the reactionary army, the navy, the air force and the police forces, under the Joint Command, carried out the genocide and assassination of hundreds of prisoners of war in El Frontón, Lurigancho and Callao.
The prisoners of war, upholding “It Is Right to Rebel”, fought the reactionary army with heroism, generously giving their blood and sealing a milestone of heroism, bravery and courage that is saved in history as a demonstration of the new type of men and women that only the people’s war, omnimodally led by a militarized Communist Party can generate.
Within the general and final crisis of imperialism and with a growing revolutionary situation in uneven development in the world, each action of the people’s war must serve that the masses take up the ideology of the proletariat, Maoism. In each plan, campaign or action the bourgeoisie expresses itself through attitudes or actions, expressing the struggle between left and right in the practice of the revolution. Fighting, the masses are blowing up the bourgeois ideology, the infiltration and the capitulation. Through two line struggle they combat revisionism and infiltration so that the people’s war does not lose its course and turn into a mere armed struggle in the service of the interests of one or another imperialist superpower or power or one or another faction of the big bourgeoisie.
It is the duty of us as communists, and especially the communist Parties and organizations, to combat the agents of imperialism who infiltrate the ICM and promote capitulation before imperialism and reaction through parliamentary cretinism, with “peace negotiations” or demanding that the masses blindly obey the “experts” of the bourgeoisie and the reactionary state, like in the pandemic of COVID-19.
Capitulators who within our ranks focus on the brutal actions of imperialism and reaction, their genocides, and not on the heroism of the masses and their capacity to struggle, magnifying the power of the imperialists to create fear among the masses and prepare the capitulation before imperialism and reaction; agents of imperialism who negotiate with the blood and the struggles of the masses looking for a place within the old society, like in Colombia, undermining the revolution and participating as pawns in the re-division of the world that is taking place.
The masses make history, led by their Party, the Communist Party, and it is up to the communists to participate with them, shoulder to shoulder, in their struggles for them to embody Maoism; for their heroism to crush every expression of the bourgeoisie in our ranks, in the ranks of the people; for the masses to be incorporated into the people’s war, and through the people’s war crush every infiltration of the bourgeoisie and reach golden communism through people’s war.
The struggles of the masses in Peru and of the peoples of the whole world, the spilled blood, as we now see in the streets of Colombia, in Palestine and in the imperialist countries, like in the suburbs of Paris, Belgium etc. against imperialism, reaction and revisionism, continue to nourish the revolution and are preparing the masses for even more heroic achievements.
Only with Maoist Communist Parties capable of applying our universal ideology, Marxism-Leninism-Maoism, mainly Maoism, to the concrete conditions of each country, generating guiding thought, and capable of leading the struggles of the masses while maintaining the principles and the course of the revolution; only in this way can we combat and resist the reactionary repression, following the great example of the fallen heroes in Fronton, Lurigancho and Callao. Only in this way can we develop people’s war and through cultural revolutions reach our goal, golden communism.

On this occasion of the XLI anniversary of the ILA-80, the initiation of the invincible people’s war in Peru, we Marxist-Leninist-Maoists reaffirm ourselves in the far-reaching importance of the correct and masterful decision of the CC of the PCP, to initiate the people’s war on May 17th, 1980, “a defiant political blow of transcendental significance, deploying rebellious red flags and hoisting hammers and sickles, that proclaimed: ‘It is right to rebel’ and ‘Power grows from the barrel of a gun.’” The initiation and development of the people’s war in Peru marks a milestone in the history of the world proletarian revolution, showing in practice before the world the universal validity of Maoism as the new, third and higher stage of Marxism, and of the people’s war as the universal military theory and strategy of the international proletariat.
The bend in the road and the current complex situation of the people’s war in Peru do not negate these truths: today the Communist Party of Peru continues to omnimodally lead the people’s war, applying Gonzalo thought to solve the new problems; in the people’s wars and armed struggles in India, Turkey, Philippines and other places, the communists apply the lessons of the people’s war in Peru and struggle to take up the contributions of Chairman Gonzalo – in a life-or-death struggle against revisionism – to maintain the course of the revolution; and on all the continents we see organizations and Parties that are for taking up and applying Maoism, inspired and forged by the people’s war and the struggle of the PCP against Avakian’s and Prachanda’s new revisionism.
One of the universal contributions of Chairman Gonzalo is precisely having defined the universal validity of the people’s war and the four fundamental points for waging a people’s war:
1) The ideology of the proletariat, Marxism-Leninism-Maoism, that must be specified in a guiding thought, that is the creative application of the universal ideology to the concrete conditions of each revolution. Chairman Gonzalo teaches us: “The first thing we considered was this; not to mechanically apply the people’s war, because Chairman Mao Tsetung warned us that mechanical application leads to opportunism and leads to defeat”. That is to say that the communists of each country must apply the universal principles in the midst of the class struggle, shoulder to shoulder with the masses, in order to thus determine the particularities of their revolution, generating a guiding thought and a Great leadership.
2) The necessity of the Communist Party to lead the people’s war. The whole history of the class struggle confirms that each class inevitably generates its organizations and its leaders; that only in this way, by generating its leadership, can the broad masses concretize their demands and their interests in an ideological and political line and organize themselves in order to destroy the old and build the new. In the struggle of the proletariat, the “anti-authoritarians”, who deny the necessity of the Party, have already been unmasked over and over again; in practice they oppose proletarian authority while they subject obediently to bourgeois and reactionary authority. Chairman Gonzalo establishes that today, the Communist Parties have to be Parties of a new type, Marxist-Leninist-Maoist and militarized to fulfill their central task of preparing, initiating and developing the people’s war.
3) The road of the revolution has to be specified in each country according to the concrete conditions. In Peru, being a semifeudal and semicolonial country with a large peasant population, the people’s war is developed as a peasant war following the road of encircling the cities from the countryside. However, in a country with large cities like Peru, the cities can not be disregarded; what needs to be done is to take the countryside as the principal and the city as complement. Applying the peasant war dogmatically, presenting it as a universal characteristic of the people’s war and disregarding the cities is a rightist and revisionist error that we have seen in Nepal, for example. The communists in all countries, oppressed or imperialist, must analyze well the concrete conditions and the relationship between countryside and cities, taking into account the experiences of the guerrilla war in cities and what Chairman Gonzalo put forward: “see how to conceive countryside-city, develop the war in the countryside and see how to handle it in the cities; the reaction is faced with having to defend their cities, they are their strong points; see how they develop civic action, intelligence, control in the shantytowns.” (III Plenum of the Central Committee – Central Document, 1992). It is a decisive question in which the struggle between Marxism and revisionism is expressed, because it has to do with the revolutionary crisis and the conquest of power in the whole country: “our process of the people’s war has to take us to the upsurge, consequently we have to prepare the insurrection which will be, in synthesis, the taking of the cities. We think about and prepare the insurrection because it is a necessity, without it we cannot triumph in the whole country” (Interview with Chairman Gonzalo).
4) Support bases or New power is the core of the people’s war. Totally opposed to foquism, the people’s war is not a war of a group of “heroes” who will liberate the masses. The people’s war has two aspects, destruction and construction, and construction is the main aspect. The new society – the new state – is built in the midst of the people’s war by the armed masses under the leadership of the Party. This principle is valid for the whole proletarian revolution until our final goal communism; with the armed sea of masses we shall crush the restauration of capitalism: “It is necessary to reconstitute Communist Parties that are clearly defined and apply the highest of Maoism, which is the Great Proletarian Cultural Revolution. See the experience of the Chinese and Russian revolutions and the capitulation of Nepal at the gates of the conquest of power, we must give it special attention and learn from it. See also how to combat those who develop people’s war separated from the fluidity of the war; we insist that the new is not built when the power is conquered, it is built in the midst of the people’s war.” (Central Committee – Communist Party of Peru, 2015).
Today, in the general and final crisis of imperialism and with a growing revolutionary situation in uneven development in the world, we are more and more faced with the urgent necessity of the people’s war. In order to finally sweep away the imperialist invaders and exploiters from the oppressed countries, and not to be betrayed over and over again by bourgeois or feudal leaders, the peoples need people’s war. In order to finally crush and sweep away bourgeois dictatorship and capitalism and not to be betrayed over and over again by the revisionist leaders, the proletariat needs people’s war. Only in this way, arming the people under the leadership of the proletariat with its militarized vanguard, will we destroy and bury the system of exploitation and oppression in the whole world and reach communism, the society without classes, without exploitation and without war.

SPECTACLE AT THE CAPITOL: WHO STANDS TO GAIN?
"There is a Latin tag cui prodest? meaning ‘who stands to gain?’ When it is not immediately apparent which political or social groups, forces or alignments advocate certain proposals, measures, etc., one should always ask: ‘Who stands to gain?’
It is not important who directly advocates a particular policy, since under the present noble system of capitalism any money-bag can always ‘hire’, buy or enlist any number of lawyers, writers and even parliamentary deputies, professors, parsons and the like to defend any views. We live in an age of commerce, when the bourgeoisie have no scruples about trading in honour or conscience. There are also simpletons who out of stupidity or by force of habit defend views prevalent in certain bourgeois circles."

The theatrical spectacle on January 6th, in which a group of Trump supporters entered (and were apparently allowed to enter) the Capitol building, is now condemned almost unanimously by imperialist and reactionary states and media all over the world as a “coup attempt” by “terrorists” and “extremists”. In the larger perspective, this incident is one more glaring example before the world of the deep, desperate crisis of bourgeois so-called “Western Democracy”. To understand the more short-term, domestic political significance of this circus however, we need to follow Lenin’s example and ask “who stands to gain?” In fact, no one has more to gain from this incident than the U.S. imperialist monopolist bourgeoisie and the new Biden administration that it has appointed to represent it.
The objective situation is this: the U.S. ruling class is facing a developing revolutionary situation. The working class and the people are mobilizing in the streets - with more and more militancy - against repression and racism and for their daily demands. The crisis of bourgeois democracy is becoming more and more acute as the fraudulent parliamentary system loses its legitimacy in the eyes of the masses. Facing this sharpening class struggle, the ruling class is taking measures, intensifying its counterrevolutionary repression; more militarization of the police, more surveillance, censorship etc.; but it cannot rely solely on repressive measures. At minimum, it needs to make sure that it has at least the passive support of a significant part of the bourgeois and petty bourgeois “middle classes”, mainly the intellectuals; the journalists, the political leaders, the academics, i.e. those who are tasked with the education (indoctrination) of the masses and act as a “buffer” between the ruling class and the proletariat. While the ruling exploiters continue to abandon the principles of their own dying bourgeois democracy and move towards more and more open dictatorship, they still need to maintain the illusion of democratic “freedom”.
As representatives of the U.S. ruling class, the Republican and the Democratic Parties both have the job of carrying out these reactionary tasks: to repress and contain all revolutionary tendencies and to manipulate and mobilize different groups of masses to support this process and give legitimacy to the system. Like the fascist projects of the past, they both use real and often justified demands of the people, mainly the petty bourgeoisie, to foment “protest movements” that in reality serve to defend the interests of the monopolist bourgeoisie. While Trump’s method is to rely mainly on the rural and small-town petty bourgeoisie and their mistrust of the federal state and big monopolies, Biden and the Democrats rely mainly on the urban intellectual petty bourgeoisie, including the revisionist “left” and its connections within the protest movements and the Black and Latino communities. The Trump faction uses old-fashioned chauvinism and open racism; the Biden faction uses bourgeois so-called “anti-racism” and bourgeois feminism to divert the just struggles against the racist and patriarchal system. In both cases the purpose is to draw attention away from the class struggle and to prevent that the people’s struggles become a united revolutionary struggle led by the proletariat.
We can already see the results of the so-called “coup attempt”: all kinds of reactionaries, liberals and revisionist “leftists” now come together to defend “our democracy” against the “right-wing mob”. To question the legitimacy of the elections is now to be associated with white supremacist “crazies” and “rednecks”. “Insurrection” is to be equated with fascism. Liberals and revisionists take on the task of creating public opinion in support of more counterrevolutionary measures to protect government institutions from “violent mobs”, to “reject violence” and disarm the masses. Just like in Europe, fascist and racist groups are used not only as shock troops against the working people, but also as an excuse to take measures against “extremists” in general (aiming mainly at the communists). It is no coincidence that the bourgeois media now refer to the Trump supporters as “totalitarian”, a term invented by the reaction for this exact purpose.
So, “who stands to gain?” It seems clear that Trump and his people are on their way out; they didn’t gain the trust of the dominant factions of the ruling class to carry out its reactionary tasks. Instead, their last desperate spectacle serves as a perfect political tool to legitimize the new administration and establish its image as a liberal, almost “leftist” government so it can carry out the continuing process of reactionarization, intensified exploitation of the working class, repression of the people’s struggles and the imperialist wars of plunder and genocide abroad. For the communists and revolutionaries, the task is to lead and develop the people’s struggles, to reject and unmask the whole fraudulent electoral circus and the new Biden government, to unite all the classes of the people under proletarian leadership. The objective conditions are at hand; what is needed is a Marxist-Leninist-Maoist militarized Communist Party, reconstituted for its main task of preparing, initiating and developing the people’s war.

Apply what Chairman Mao said: ‘We must practice Marxism and not revisionism, unite and not divide ourselves, be frank and honest and not foment intrigues or machinations.’”

Imperialism, reaction and revisionism systematically try to contain, manipulate and use the women’s struggle to derail the class struggle. The role of bourgeois feminism is to turn the women’s struggle into a defense of “Western democracy”, to embellish imperialism and to paint the picture of this system of exploitation and oppression as the guardian of the supposed “freedom of women”; which is to say in reality the “freedom” of the “free market”; the freedom for a handful of bourgeois or petty-bourgeois women to make their careers within the imperialist system as exploiters or faithful lackeys of the ruling classes. It is a bourgeois feminism that today on world level puts forward the legalization and normalization of prostitution; that shamelessly participates in imperialism’s racist propaganda against the Arab peoples and the other oppressed peoples, and even defends the genocidal wars of imperialism in the name of this feminism. It confirms what the Communist Party of Peru has stated, that the mobilization of women is ‘a necessary and fruitful mobilization from the working class viewpoint and in the service of the masses of the people, but which promoted by and for the benefit of the exploiting classes, acts as an element which divides and fetters the people's struggle.’”

In celebration of the XXVII anniversary of Chairman Gonzalo’s masterful Speech, the Peru People’s Movement extends its warmest communist salutes and our full, firm, conscious and unconditional subjection to our Great Leadership Chairman Gonzalo, center of Party unity and guarantee of triumph until communism, and to the heroic combatant the Communist Party of Peru, its Central Committee and its whole system of Party leadership; to the I Congress of the Party, to the Basis of Party Unity and the III Plenum, the second milestone in the history of the Party.
We once more emphasize the far-reaching and decisive importance of Chairman Gonzalo’s masterful Speech from the 24th of September 1992, with which our Great leadership turned the supposed “defeat” of the people’s war into one more triumph for the Party and the revolution, showing before the world that the communists – when they apply the universal ideology of the proletariat, today Marxism-Leninism-Maoism – will never capitulate before the blows from imperialism, reaction and revisionism. Inspired and filled with exultant optimism by the Speech, the communists, combatants and masses of Peru persisted in maintaining and developing the people’s war according to the established plans, in a struggle to the death against the revisionist and capitulationist ROL and to overcome the bend in the road that resulted from the detention of the Great leadership and the revisionist treason. And thus, applying Gonzalo Thought, the Central Committee of the PCP today continues to lead the people’s war omnimodally, mobilizing the exploited and oppressed masses to retake what was lost, in implacable struggle against the revisionism of the ROL and the LOL. Likewise, the Speech and the development of the people’s war in Peru served and continues to serve as a beacon and guide, as a shining inspiration for communists, combatants and masses all over the world who advance more and more in taking up Maoism as command and guide, applying it to their concrete conditions and developing people’s war; in India, in Nepal, in Turkey, in Philippines and other places, where it is confirmed once and again that the struggle against revisionism as the main danger is decisive to be able to prepare, initiate, develop and triumph in the people’s war.
We also emphasize that Chairman Gonzalo and his all-powerful Gonzalo Thought, being the creative application of the universal ideology of the proletariat, Marxism-Leninism-Maoism, principally Maoism to the conditions of the Peruvian revolution, also gives universal contributions to this universal ideology, and that its main contribution is precisely having established Maoism as third, new and higher stage of Marxism. Applying Chairman Mao’s contributions in the practice of the people’s war and synthesizing the whole experience of the world proletarian revolution, of the Great Proletarian Cultural Revolution and the struggle between restoration and counterrestoration, Chairman Gonzalo arrived at the just and correct definition: that to be a Marxist today is to be a Marxist-Leninist-Maoist, principally Maoist.
In that way, applying what was established by the Great Leadership, the PCP assumed and continues to assume the implacable struggle against revisionism on world level. In that way the revisionism of the ROL, of Avakian, Prachanda and others was crushed, the revisionism of those who promote a tamed “Maoism”, adapted to what is acceptable for the reaction, reduced to a nostalgic homage to what was in the past, a “Maoism” only in name, dead, opposed to the spirit and the revolutionary position of Chairman Mao. This new revisionism with a “maoist” label basically puts forward what revisionism has always put forward; that “there are no conditions”, that “the revolution is in retreat”, that “imperialism is strong”, that one must consider the “peaceful road”, and that the communists who persist and advance in the revolution against all odds are “dogmatists”, “sectarians” or “adventurists”. This revisionism today continues to be the main danger for the revolution in each country and on world level.
What Chairman Mao stated is being confirmed, that “while the prospects are bright, the road has twists and turns”, and what Chairman Gonzalo established, that “Maoism, being incarnated in the peoples of the world, marches unstoppably to take command of the new great wave of the world proletarian revolution”! Today we see that in the present situation, of the general and final crisis of imperialism and the strategic offensive of the world proletarian revolution, a new generation of communists and revolutionaries is emerging, that are for taking up Maoism as the only command and guide, learn from Chairman Gonzalo and assume his universal contributions in struggle to the death against the old leaders who promote revisionism and capitulation. It is seen in the left within the Communist Parties, in the forge of the armed struggles and people’s wars, and it is seen in the formation of new Maoist organizations even in the imperialist countries. We reaffirm ourselves in what Chairman Gonzalo said in his Speech: “We are living historic moments, each of us knows that this is the case, let us not fool ourselves. In these moments we must strengthen all forces to confront difficulties and continue carrying out our tasks. And we must conquer the goals! The successes! The victory! That is what is to be done.”

De esta manera también nos compaginamos con la situación fuera de nuestras filas, pues toda expresión que pueda darse en el Partido de actitudes, ideas, criterios y posiciones de corte derechista tienen que ver con la dinámica ideológica; con la repercusión de la lucha de clases, de las campañas del Estado reaccionario, con la propia acción del revisionismo en el país, con las contrarrevolucionarias actividades del imperialismo, especialmente con la contienda entre las dos superpotencias y la siniestra labor del revisionismo a nivel mundial. De esta manera el Partido, nos vacuna, nos prepara y elevamos la guardia; y así, aplicando una firme y sagaz lucha de dos líneas en el seno del pueblo […]”

Este año celebramos el 91° aniversario del Partido Comunista del Perú, fundado en 1928 por José Carlos Mariátegui sobre claras bases marxistas-leninistas y reconstituido bajo la dirección del Presidente Gonzalo como el heroico combatiente, Partido de nuevo tipo, marxista-leninista-maoísta militarizado para preparar, iniciar y desarrollar la guerra popular. El Movimiento Popular Perú, organismo generado del Partido para el trabajo en el extranjero, da su saludo y sujeción plena, firme, consciente y voluntaria a nuestra Jefatura el Presidente Gonzalo, centro de unificación partidaria y garantía de triunfo hasta el comunismo, a su todopoderoso pensamiento y al Partido, su Comité Central y todo su sistema de dirección partidaria; al I Congreso y la Base de Unidad Partidaria con sus tres elementos el Programa, el Pensamiento Gonzalo y la Línea Política General con su centro la Línea militar.
Nuestro Partido se fundó, se reconstituyó y sigue desarrollándose en lucha implacable y constante contra el revisionismo como peligro principal, el revisionismo siendo la avanzada de la burguesía en las filas del proletariado, el cual escinde y divide el movimiento comunista, los Partidos comunistas, el movimiento sindical y el movimiento popular. Así, forjado en las luchas contra el revisionismo en Perú y en el mundo, asumiendo la lucha contra el revisionismo de Jruschov y el triple ataque revisionista de Teng, Hoxha y Brezhnev, iniciando la guerra popular en Perú aplastando la primera línea oportunista de derecha, aplastando la segunda LOD y luego la línea oportunista de “izquierda” (LOI) en medio de la guerra popular, el PCP se ha desenvuelto y sigue desenvolviéndose como fracción roja dentro del Movimiento Comunista Internacional. Bajo la dirección y guía del PCP y junto con camaradas en todo el mundo se aplastó al revisionismo de Avakian y Prachanda, y hoy el Partido llama a la izquierda de los Partidos y organizaciones maoístas a mantener siempre la vigilancia proletaria y desenmascarar y aplastar al revisionismo que hoy sigue actuando dentro y fuera de sus filas. Destacamos una vez más: no se puede combatir al imperialismo sin combatir al revisionismo, y la situación actual en el mundo lo está confirmando una y otra vez.
Hoy, el imperialismo en su crisis general y última está intensificando su nuevo reparto del mundo. Las tres superpotencias EE.UU., Rusia y China y las demás potencias imperialistas manipulan y utilizan a diferentes Estados, regímenes y organizaciones en los países oprimidos y en los países imperialistas como fichas de ajedrez en su pugna por la hegemonía mundial, y se coluden en su negro e imposible sueño de aniquilar la revolución y preservar su sistema. En esto, el negro papel del revisionismo es desviar las luchas del proletariado y los pueblos e impedir que se genere la dirección proletaria que se necesita para unir a los pueblos contra todo el sistema imperialista de explotación y opresión, destruirlo y construir la nueva sociedad a través de la guerra popular.
El caso de Siria y Kurdistán es un claro ejemplo del papel del revisionismo y una confirmación de lo planteado por el Presidente Gonzalo y el PCP: que en el mundo actual, sólo el proletariado – con su ideología y sus Partidos Comunistas - es capaz de dirigir la lucha de liberación nacional, unir a los pueblos contra el imperialismo, llevar la lucha hasta la victoria y establecer la verdadera independencia. Condenamos y aplastamos la actual agresión del Estado Turco contra el pueblo kurdo, y destacamos que es una parte de la agresión imperialista, principalmente yanqui, contra Siria y todo el Medio Oriente, esta vez realizada a través de las fuerzas turcas.
En su colusión y pugna para repartir, controlar y saquear a las naciones oprimidas de la región, entre ellas Siria, Turquía y Kurdistán, las superpotencias EE.UU. y Rusia (con la ayuda de las potencias europeas) aplican el método de poner masas contra masas, y han empleado todo tipo de movimientos y regímenes nacionalistas reaccionarios, religiosos y revisionistas como mercenarios en su guerra de reparto y para impedir que los pueblos de la región se unan contra su enemigo principal, el imperialismo. Este es el papel de “Al Qaeda” y del “Estado Islámico”, y también del PKK/YPG, que siguiendo la política establecida por Öcalan ha rechazado el marxismo así como la lucha contra el imperialismo, declarando su lealtad a la “democracia occidental” y construyendo su “confederalismo democrático” sustentado por las fuerzas armadas genocidas del imperialismo yanqui.
En síntesis, aplicando el revisionismo y el nacionalismo burgués, el YPG y una parte de la población kurda se unieron con el enemigo imperialista principal en vez de unirse con el pueblo árabe y los demás pueblos oprimidos en la lucha contra el imperialismo. Así se hicieron dependientes del imperialismo yanqui y sus aliados en la UE, y se quedaron sin el apoyo de los demás pueblos oprimidos en la región; hoy cosechan lo que sembraron. Y los revisionistas del mundo, que no decían ni una palabra contra la invasión yanqui en Irak o el bombardeo de Libia (o en muchos casos apoyaron abiertamente a estas agresiones), ahora se unen con los demás liberales y reaccionarios en pedir que las fuerzas yanquis vuelvan, en pedir más intervención imperialista para salvar al “proyecto democrático”. Nos reafirmamos en lo que hemos planteado en 2016:
"El Presidente Gonzalo planteó en el Discurso: ‘Hoy día la realidad es una, los mismos contendientes de la I y II Guerra Mundiales, están generando, están preparando la III nueva guerra mundial’. Hoy vemos que el proceso del nuevo reparto del mundo ya está en marcha, y que todos los imperialistas - en medio de su pugna cada vez más agudizada - se coluden en su ofensiva contrarrevolucionaria general para desesperadamente tratar de evitar que su explotación y sus guerras genocidas de rapiña generen más resistencia, más revolución. Por eso la superpotencia hegemónica Yanqui así como las potencias europeas, el imperialismo ruso y el imperialismo chino utilizan todo tipo de contradicciones nacionales, religiosas y sociales para poner masas contra masas, para manipular a los movimientos de liberación nacional como fichas de ajedrez hasta crean ‘movimientos guerrilleros que son usurpados por las superpotencias o potencias para convertirlos en fuerzas de ocupación y dominarlos’ (Línea internacional, PCP 1988)." Y reiteramos lo planteado en la revista Sol Rojo:
“[…] la lucha del pueblo kurdo por su liberación nacional debe ser considerada en el contexto de la revolución mundial y de las demás luchas en el Medio Oriente, para desarrollar una lucha coordinada contra el imperialismo en la región. La tarea principal e indispensable es definir y combatir el enemigo principal - hoy el imperialismo yanqui y sus aliados - y conjurar la acción de los demás imperialistas. Si una lucha de liberación nacional se ve como aislada de los demás, y si no define y combate el enemigo imperialista principal junto con los demás pueblos oprimidos, la lucha inevitablemente va a ser utilizada por los imperialistas como ficha de ajedrez en sus guerras de reparto, aprovechándose de todo tipo de contradicciones nacionales, religiosas y territoriales para poner masas contra masas.” (Sol Rojo no. 43, enero de 2016)
Llamamos a los comunistas del mundo a aprender del PCP y persistir en su lucha contra el revisionismo para poder unir a todos los pueblos contra el imperialismo. Llamamos a todos los antiimperialistas, demócratas y progresistas a no dejarse manipular y utilizar por los imperialistas y sus lacayos revisionistas para legitimar y promover su reparto genocida de las naciones oprimidas.

En celebración del XXVII aniversario del magistral Discurso del Presidente Gonzalo, el Movimiento Popular Perú dirige sus más calurosos saludos comunistas y nuestra sujeción plena, firme, consciente, incondicional a nuestra Jefatura el Presidente Gonzalo, centro de unificación partidaria y garantía de triunfo hasta el comunismo, así como al heroico combatiente el Partido Comunista del Perú, su Comité Central y todo su sistema de dirección partidaria; al I Congreso del Partido, a la Base de Unidad Partidaria y al III Pleno, el segundo hito en la historia del Partido.
Destacamos una vez más la importancia trascendental y decisiva del magistral Discurso del Presidente Gonzalo del 24 de Septiembre de 1992, con el cual nuestra Jefatura transformó la supuesta “derrota” de la guerra popular en un triunfo más para el Partido y la revolución, demostrando ante el mundo que los comunistas - cuando aplican la ideología universal del proletariado, hoy el marxismo-leninismo-maoísmo - nunca van a capitular ante los golpes del imperialismo, la reacción y el revisionismo. Inspirados y llenos de exultante optimismo por el Discurso, los comunistas, combatientes y masas del Perú persistieron en mantener y desarrollar la guerra popular según los planes establecidos, en lucha a muerte contra la LOD revisionista y capitulacionista y para superar el recodo que resultó de la detención de la Jefatura y la traición revisionista. Y así, aplicando el pensamiento gonzalo, el Comité Central del PCP hoy sigue dirigiendo la guerra popular omnímodamente, movilizando a las masas explotadas y oprimidas para retomar lo perdido, en lucha implacable contra el revisionismo de la LOD y la LOI. Igualmente, el Discurso y el desarrollo de la guerra popular en Perú sirvió y sigue sirviendo como faro y guía, como inspiración brillante para comunistas, combatientes y masas en todo el mundo que avanzan cada vez más en asumir el maoísmo como mando y guía, aplicándolo a sus condiciones específicas y desarrollando guerra popular; en India, en Nepal, en Turquía, en Filipinas y en otros lugares, donde se confirma una y otra vez que la lucha contra el revisionismo como peligro principal es decisiva para poder preparar, iniciar, desarrollar y triunfar en la guerra popular.
Así también, destacamos que el Presidente Gonzalo y su todopoderoso pensamiento gonzalo, siendo la aplicación creadora de la ideología universal del proletariado, el marxismo-leninismo-maoísmo, principalmente el maoísmo a las condiciones de la revolución peruana, también da contribuciones universales a esta ideología universal, y que su contribución principal es precisamente haber establecido el maoísmo como tercera, nueva y superior etapa del marxismo. Aplicando las contribuciones del Presidente Mao en la práctica de la guerra popular y sintetizando toda la experiencia de la revolución proletaria mundial, de la Gran Revolución Cultural Proletaria y la lucha entre restauración y contrarrestauración, el Presidente Gonzalo llegó a la definición justa y correcta: que ser marxista hoy es ser marxista-leninista-maoísta, principalmente maoísta.
Así, aplicando lo establecido por su Jefatura, el PCP asumió y sigue asumiendo la lucha implacable contra el revisionismo a nivel mundial. Así se aplastó el revisionismo de las ratas de la LOD, de Avakian, Prachanda y otros, quienes promueven un “maoísmo” domesticado, ajustado a lo que es aceptable para la reacción, reducido a un homenaje nostálgico a lo que fue en el pasado, un “maoísmo” solo de membrete, muerto, opuesto al espíritu y la posición revolucionaria del Presidente Mao. Este nuevo revisionismo bajo membrete “maoísta” fundamentalmente plantea lo que el revisionismo siempre ha planteado; que “no hay condiciones”, que “la revolución está en repliegue”, que “el imperialismo es fuerte”, que hay que considerar el “camino pacífico”, y que los comunistas que persisten y avanzan en la revolución contra viento y marea son “dogmáticos”, “sectarios” o “aventuristas”. Este revisionismo hoy sigue siendo el peligro principal para la revolución en cada país y a nivel mundial.
Se confirma lo que planteó el Presidente Mao, que “las perspectivas son luminosas, pero el camino es sinuoso”, y lo establecido por el Presidente Gonzalo: que “¡El maoísmo, encarnándose en los pueblos del mundo, marcha inconteniblemente a comandar la nueva gran ola de la revolución proletaria mundial!” Hoy vemos que en la situación actual, de la crisis general y última del imperialismo y de la ofensiva estratégica de la revolución proletaria mundial, está surgiendo una nueva generación de comunistas y revolucionarios que están por asumir el maoísmo como único mando y guía, aprender del Presidente Gonzalo y asumir sus contribuciones universales en lucha a muerte contra los viejos dirigentes que promueven el revisionismo y la capitulación. Se ve en la izquierda de los Partidos Comunistas, en la fragua de las luchas armadas y guerras populares, y se ve en la formación de nuevas organizaciones maoístas incluso en los países imperialistas. Nos refirmamos en lo planteado por el Presidente Gonzalo en el Discurso: “Vivimos momentos históricos, cada uno sabe que es así, no nos engañemos. Debemos en estos momentos poner en tensión todas las fuerzas para enfrentar las dificultades y seguir cumpliendo con nuestras tareas. Y ¡conquistar las metas!; ¡los éxitos! ¡la victoria!. Eso hay que hacer.”

What is “Third-Worldism”? The term has been used to describe mainly two phenomena:
1) The “Non-Aligned Movement” (NAM), which is the grouping of countries that originated in the Bandung Conference of 1955, promoted by Nasser, Nehru, Sukarno, Tito and others. In synthesis, it was an “anti-imperialism” under the leadership of the bourgeoisie with the motive of acquiring a more favorable position for some oppressed countries within the imperialist system, through agreements with the superpowers and imperialist powers, which is to say an “anti-imperialism” opposed to the proletarian revolution.
2) The “Third-Worldism” that is presented as a “development” or an “application” of Marxism-Leninism or Marxism-Leninism-Maoism, and has its origin in groups of intellectuals and organizations mainly in the imperialist countries in the 60’s-70’s. What was put forward by the theoreticians of “Third-Worldism” (Arghiri Emmanuel, Immanuel Wallerstein, Samir Amin and Gottfred Appel are the most well-known) in synthesis, was that the imperialist exploitation of the Third World had not only created a labor aristocracy and a social-chauvinist revisionism in the imperialist countries, but that the whole working class in these countries had turned into a labor aristocracy, which is to say a class that is no longer revolutionary but allied with the imperialist bourgeoisie. The conclusion of the followers of “Third-Worldism” is that it is not possible to make revolution in the imperialist countries and that, consequently, the communists and anti-imperialists in these countries should only dedicate themselves to supporting the struggles in the Third World instead of organizing the proletariat and building Communist Parties to overthrow their own bourgeoisie and build proletarian power through revolutionary war.
In the present article, in the light of Marxism-Leninism-Maoism, we will focus on the second type of “Third-Worldism” even though, as we will show, it has fundamental points in common with the politics of the NAM and with other bourgeois or petty-bourgeois “anti-imperialist theories”. Look at, for example, the so-called “post-colonialism” or “post-colonial theory”, which is nothing but “post-modernism” applied to the subject of imperialism/ anti-imperialism, essentially putting forward that “Marxism is not valid” for the oppressed peoples of the Third World, because it is “Western” and “Eurocentric”. What all of these non-Marxist “anti-imperialisms” have in common is precisely that: negate, combat and/ or revise Marxism; negate the role of the proletariat as the leading class in the revolution in each country and on a world level, and in that way undermine the union between the national liberation movement and the international proletarian movement.
The Marxist-Leninist-Maoist Position
The position of the Marxist-Leninist-Maoists is clear: the contradiction oppressed nations – imperialism today is the main contradiction in the world, and the oppressed nations of the Third World are the base of the world revolution. As the PCP has defined in its International Line:
“Our Party upholds that in the present world there are three fundamental contradictions: 1) The contradiction between oppressed nations, on one hand, and imperialist superpowers and powers on the other hand; this included here is the thesis of three worlds being outlined, and we formulate it like this because the core of this contradiction is with the imperialist superpowers but there is also contradiction with the imperialist powers. This is the main contradiction and its solution is the development and victory of the revolutions of new democracy. 2) The contradiction proletariat-bourgeoisie, its solution being the socialist revolution and in perspective the proletarian cultural revolution. 3) The interimperialist contradiction: between the imperialist superpowers, between the superpowers and powers and between the imperialist powers themselves, which leads to war for world hegemony and imperialist wars of plunder, against which the proletariat must wage the people’s war and in perspective the world people’s war. We do not count the contradiction socialism-capitalism today, because it is only expressed on the ideological and political level since socialism that does not exist as a state; today there is no socialist system. There was, and to uphold that it exists today is essentially to state that the USSR is socialist, which is revisionism.” (Communist Party of Peru – International Line, 1988)
And as Chairman Gonzalo establishes in the Interview from 1988:
“…we insist that the contradiction between the oppressed nations on one side, and the imperialist superpowers and imperialist powers on the other, is principal and of great importance for the world revolution. It has to do, in our opinion, with the weight of the masses in history. It is obvious that the great majority of the masses who inhabit the earth live in the oppressed nations. It is also evident that their population is increasing four times as rapidly as the population of the imperialist countries. […]
We firmly believe in this, and it is not because of chauvinism or of being, as some say, inhabitants of oppressed countries or nations. It is not. This is the trend that can be seen in history, and this is the weight of the masses in history. And, moreover, facts continue to demonstrate that where imperialism is more and more being defeated and undermined is in the struggles that are being waged in the oppressed nations. Those are irrefutable facts. Therefore, we consider this principal contradiction to be of great importance, and it will define the sweeping away of imperialism and reaction from the face of the earth, provided that Marxism-Leninism-Maoism is put as command and guide of the world revolution, that Communist Parties are developed based on this ideology, and that they take up people's war, again, in accordance with the type of revolution and the specific conditions.” (Interview with Chairman Gonzalo) [our emphasis, SR]
Furthermore, the PCP emphasizes that there exists a revolutionary situation in uneven development in the world, including the imperialist countries:
“And Europe, where persistent anti-imperialist military actions are carried out, it is necessary to study the ideology and politics they are based on, what class they serve, their connection to the ideology of the proletariat and their role within the world proletarian revolution, as well as their position concerning contemporary revisionism; movements that express the existence of a revolutionary situation in uneven development on the old continent” [underlining is ours – SR]
That is to say that the struggle of the oppressed nations against imperialism is the base of the world revolution and will define the sweeping away of imperialism, with the condition that the proletariat leads it with its ideology, Marxism, today Marxism-Leninism-Maoism, mainly Maoism. The main contradiction determines how the other contradictions are expressed and develop, but it does not annul them. What’s more: “any one of the four fundamental contradictions can be principal according to the specific circumstances of the class struggle, temporarily or in a given country.” (International Line); for example, in an imperialist country the contradiction proletariat – bourgeoisie continues to be the main one. The contradiction oppressed nations – imperialism does not negate the fundamental contradiction between the proletariat and the bourgeoisie, and does not negate the historical role of the proletariat, the only class capable of leading the revolution. It does not negate that the revolutionary situation in uneven development is expressed also in the imperialist countries. As we will see, this is precisely what the “Third-Worldists” want to negate: Marxism, the proletarian leadership, the existence of a revolutionary situation and the strategic offensive of the world proletarian revolution.
A Third-Worldist Book
In 2018 the book The Global Perspective: Reflections on Imperialism and Resistance by the Danish author Torkil Lauesen was published in English. From 1968 until the 1980s, Lauesen was a member of a group (M-KA – Communist Work Group – Manifesto) in Denmark originally headed by Gottfred Appel and guided by his Third-Worldist “theory”, which they considered a “development” or an “application” of Marxism-Leninism-Mao Tsetung Thought. Applying this “theory” in practice, this group devoted itself to forming contacts with different national liberation movements in the Third World and gathering resources for these movements, including armed actions to confiscate such resources. The group was dissolved in 1989 when Lauesen and other members were arrested and imprisoned. Today, Lauesen together with Zak Cope and other intellectuals continue publishing books and texts promoting their “Third-Worldist” thesis adapted to the new “leftist theories” in fashion.
Lauesen’s book, like many of the “Third-Worldist” texts, makes a summary of the history of imperialism, of social-chauvinism and how this has formed the thought and politics of the worker’s movement in the imperialist countries. This summary by itself and the facts presented would be beneficial to study for the majority of “leftists” in these countries that have been formed for over a hundred years by this social-chauvinist revisionism that still constitutes the ideological foundation of all kinds of revisionist and anarchist organizations. Here, Lauesen refers to the correct positions of Marx, Engels and Lenin on the matter of the exploitation of the colonies and the implications of that for the class struggle in the imperialist countries:
“Ireland is the bulwark of the English landed aristocracy. The exploitation of that country is not only one of the main sources of their material wealth; it is their greatest moral strength. They, in fact, represent the domination over Ireland. Ireland is therefore the cardinal means by which the English aristocracy maintain their domination in England itself. If, on the other hand, the English army and police were to be withdrawn from Ireland tomorrow, you would at once have an agrarian revolution in Ireland. But the downfall of the English aristocracy in Ireland implies and has as a necessary consequence its downfall in England. And this would provide the preliminary condition for the proletarian revolution in England.” (Letter from Karl Marx to Sigfrid Meyer and August Vogt, 1870)
"Capitalism also tried to eliminate the contradictions in its social structure. Bourgeois society is a class society. In the greatest 'civilized' States capital wanted to gloss over social contradictions. At the expense of the plundered colonial peoples capital corrupted its wage slaves, created a community of interest between the exploited and the exploiters as against the oppressed colonies—the yellow, black, and red colonial peoples—and chained the European and American working class to the imperialist 'fatherland'. " (First Congress of the Communist International, 1919)
In the Bernstein quotes, like the following, one can see the origin of the social-chauvinism that today continues to be one of the main characteristics of revisionism: "The colonies are there, and it is necessary to occupy them; I think that a certain guardianship of the civilized peoples over the non-civilized peoples is a necessity.” (Bernstein), and Lauesen explains: "The connections drawn by Bernstein between the interests of the German working class and colonialism were logical. Only colonialism made it possible for the situation of European workers to improve. Colonial profits allowed capital to mitigate the social contradictions within the European countries. It helped turn the dangerous classes into loyal citizens. The specter of revolution was contained." (Lauesen, Torkil. The Global Perspective: Reflections on Imperialism and Resistance . So, concerning the origin and character of revisionism, of reformism and of all social-chauvinist opportunism everything is clear and Lenin’s position continues to be valid and correct:
“…the culture of the advanced countries has been, and still is, the result of their being able to live at the expense of a thousand million oppressed people. It is because the capitalists of these countries obtain a great deal more in this way than they could obtain as profits by plundering the workers in their own countries. [...] It is these thousands of millions in super-profits that form the economic basis of opportunism in the working-class movement." (Report On The International Situation And the Fundamental Tasks Of the Communist International, 1920)
Third-Worldism in Opposition to Marxism
Although they want to present themselves as fighters against social-chauvinism and good helpers of the anti-imperialist struggles, the “Third-Worldists” in their analysis of history and of the current situation abandon Marxism and reach the same conclusions as reaction and all of revisionism; that Marxism has “failed” due to its “dogmatism”, that the world revolution is in “retreat”, that “new methods” must be sought and above all, that it is not possible nor desirable to organize the proletariat to make revolution in the imperialist countries. Instead of mobilizing the class to combat and crush social-chauvinism, they advocate capitulating to it. They deny what was established by Lenin:
“Neither we nor anyone else can calculate precisely what portion of the proletariat is following and will follow the social-chauvinists and opportunists. This will be revealed only by the struggle, it will be definitely decided only by the socialist revolution. But we know for certain that the “defenders of the fatherland” in the imperialist war represent only a minority. And it is therefore our duty, if we wish to remain socialists to go down lower and deeper, to the real masses; this is the whole meaning and the whole purport of the struggle against opportunism. By exposing the fact that the opportunists and social-chauvinists are in reality betraying and selling the interests of the masses, that they are defending the temporary privileges of a minority of the workers, that they are the vehicles of bourgeois ideas and influences, that they are really allies and agents of the bourgeoisie, we teach the masses to appreciate their true political interests, to fight for socialism and for the revolution through all the long and painful vicissitudes of imperialist wars and imperialist armistices. The only Marxist line in the world labour movement is to explain to the masses the inevitability and necessity of breaking with opportunism, to educate them for revolution by waging a relentless struggle against opportunism, to utilise the experience of the war to expose, not conceal, the utter vileness of national-liberal labour politics.” (V.I. Lenin – Imperialism and the Split in Socialism, 1916)
According to Lauesen, Leninism “failed”: “Lenin wanted to mobilize the proletariat below the top tier of the best-paid, unionized workers. His strategy failed.” (Lauesen, torkil. The Global Perspective: Reflections on Imperialism and Resistance . Kersplebedeb Publishing. Kindle Edition) This is a recurring theme in the book: “State socialism did not provide the example of a better world we had hoped for; both democratic structures and economic progress were lacking.”(ibid.).
Just like the “ex-Maoist” Avakian and other revisionists, Lauesen puts forward that the socialist revolutions “failed” because the communists were “dogmatic” and “nationalists”: “The national interests of socialist states often weighed more heavily than international solidarity in the fight against imperialism. This contributed to the decline of the anti-imperialist movement at the end of the 1970s.”(ibid.) For Lauesen, what “contributed to the decline” wasn’t revisionism, but the “dogmatism” of the communists who struggled against this revisionism. For Lauesen, the problem with the struggles in Vietnam, Palestine and other places was not the command baton of Soviet social-imperialism and the influence of modern revisionism, but that the communists guided by Chairman Mao had “divided” the revolutionary forces: “[the Chinese criticism] caused a major split in the international socialist movement that had negative consequences for socialists everywhere. In hindsight, I believe that the Soviet policy of “peaceful coexistence” was correct. […] In M-KA, we saw the Soviet Union as a tactical ally. In our practical collaboration with liberation movements in Africa and the Middle East we saw that the Soviet Union was playing a positive role on the ground.”(Ibid.)
Just as he denies the restoration of capitalism in the Soviet Union (in 1956), converting it into a social-imperialist superpower, Lauesen today considers China not as an imperialist superpower but that it “will open up new windows of opportunity for radical social change” and that “the Chinese government increasingly represents the interests of the Global South in international debates.” (ibid.). Lauesen and the “Third-Worldists” have replaced Marxism with pragmatism, and shamelessly deny the struggle between the proletarian position, Marxism, and the bourgeois position among the proletarian ranks, revisionism. Consequently he puts forward that “actually existing socialism—and, with it, the anti-imperialist movement of the 1970s and 80s—vanished with the collapse of the Soviet Union in 1991.” (ibid.) These are the same revisionist positions that we find in other “ex-Marxists” like the Zapatistas in Mexico (which Lauesen extols as an example of the “new methods” that have to replace “authoritarian” and “dogmatic” Marxism) and the followers of Öcalan, as well as in all kinds of revisionist and social-chauvinist organizations in the imperialist countries.
Negating the Proletariat as Leading Class
In order to sustain their revisions of Marxism, the Third-Worldists have had to abandon the Marxist definition of what a class is. According to Lauesen, “The term “class” is used to group together people with the same economic status.” (ibid.) – which is to say more or less the same vulgar definition that the bourgeoisie wants to impose. For Marxists, classes are defined by their relationship to the means of production, and by their class consciousness. Applying this scientific definition, we see that although the differences in living conditions, salary, etc, between different groups of proletarians indeed can affect how the class struggle develops, it doesn’t change the fundamental fact that all proletarians are exploited by the owners of the means of production, and that the contradiction between proletariat and bourgeoisie is an antagonistic contradiction, that cannot be resolved without the proletarian revolution and the destruction of the bourgeoisie as a class, be it in an oppressed country or an imperialist country. This is an objective, scientific and Marxist truth.
Here we can see the foundation of Third-Worldist revisionism: negating the proletarian revolution, replacing it with a supposed “revolution of the poor against the rich”, with yet another version of non-proletarian “anti-capitalism” which we have already seen in movements like “Occupy”, “ATTAC” and others, which is to say, movements under bourgeois leadership that in the end only serve to mobilize the masses around supposed reforms within the system, for a “more humane capitalism”. Lauesen refers to such movements in positive terms, but the proletarian revolution, as defined in the Communist Manifesto, would supposedly no longer be valid today: “When The Communist Manifesto was written in 1848, the call for “workers of the world” to unite did not appear utopian. It does today, if we consider both historical and contemporary realities. Is there really one working class united by exploitation?” (ibid.). Applying his bourgeois definition of classes, he reaches the conclusion that all “Third-Worldists” have in common: “the workers of the Global North have an objective interest in preserving the system.” (ibid.)
In other words, for the “Third-Worldists” the problem of making revolution in an imperialist country is not a problem of subjective factors, of class consciousness, of the need to combat social-chauvinist revisionism and of building Communist Parties. For them the problem is not in that some sectors (and even large sectors) of the working class are under the influence of the ideology and politics of the imperialist bourgeoisie and its revisionist lackeys, but that these workers “objectively” have no interest in destroying the system of exploitation and oppression. It isn’t strange that the “Third-Worldist” theoreticians have to turn to the “theories” of the exploiter classes to “support” such nonsense, because they cannot do it with Marxism. In reality, the objective conditions for revolution in the imperialist countries exist and express themselves more and more in the current struggles.
Although Lauesen admits that there are problems with the “Third-Worldist” theory that he and his organization applied in the 70s-80s, and he admits that the imperialist system today is in crisis and that the “the objective conditions for social change are good.”, in his final conclusions he joins the other revisionists and social-chauvinists, claiming that Marxism and proletarian revolution have “failed”, that one should not destroy the old reactionary states and build the new ones — because “the tools of state power are effective tools of oppression; they are not effective tools of change.” (ibid.). Instead of proletarian revolution, Lauesen proposes following the example of the Zapatistas, of “not to take power, but to exercise it.” (Subcomandante Marcos). He cites so many examples of organizations, governments and reformist movements and “post-Marxists” who supposedly represent the “new path” that must be followed, but he does not mention even with one word the People’s War in Peru, which, since its initiation in 1980 develops as beacon and guide for millions of revolutionary workers and peasants in the world, and he only mentions the people’s war in India in passing.
Conclusions
The current situation is that imperialism finds itself in its general and final crisis, we are entering a new great wave of world proletarian revolution and a revolutionary situation in uneven development is expressed in the whole world. The world proletarian revolution is in its strategic offensive. While the imperialists unfold their redivision of the world and prepare for a third imperialist world war for world hegemony and to redivide the spoils (the oppressed nations), the revolutionary forces advance against all odds, as is shown in the people’s wars and armed struggles under the banner of Maoism in Peru, in India, in the Philippines and other places, in the national liberation struggles in the Third World and in the violent and heroic struggles of the proletariat, even in the imperialist countries. The oppressed countries are the base of the world revolution, and when the people’s wars of the world will converge in a world people’s war against the imperialist world war, the forces of the oppressed nations will encircle the superpowers and imperialist powers, united with the revolutionary forces who struggle within the belly of the beast in the imperialist countries.
In the imperialist countries the contradiction proletariat-bourgeoisie continues to be the main contradiction, expressing itself in violent struggles in the proletarian neighborhoods, in strikes and protests against the old order. The advance of the revolutions in the Third World are inevitably sharpening the objective conditions in the imperialist countries, creating more and more the conditions for the revolution inside the belly of the beast. Imperialism, reaction and revisionism today strive to reinforce the rear of imperialism*, using social-chauvinist revisionism, fascism and liberalism to mobilize the masses in service of the imperialist war and the bourgeois dictatorship, but at the same time we can already see that there exists new organizations in these countries who are for assuming Maoism and the construction or reconstitution of the Communist Parties as militarized Marxist-Leninist-Maoist parties, applying the universal ideology to specific conditions to prepare, initiate and develop people’s war.
The essence of “Third-Worldism” is to negate these Marxist truths and replace them with old and rotten bourgeois “theories”. Some do it in a more open way, like Lauesen; others try to present their “Third-Worldism” as a “development” or an “application” of Marxism-Leninism-Maoism, but in every case it is nothing but a pretext for not doing revolutionary work in the imperialist countries; to postpone the revolution and limit themselves to legal work of creating public opinion or “supporting” the struggles in the Third World. The Communists, on the other hand, uphold the principle that the best way to support revolutions in other countries is to make revolution in one’s own country.
“This is the way we understand the great importance of the principal contradiction that we uphold. There are some who don't agree, and think that what's really going on is that we don't believe in revolution in the imperialist countries. We believe that these revolutions are a historical necessity and that the development of the principal contradiction provides them with more favorable conditions, and that even a world war will provide more favorable conditions for them to make revolution. And revolution will be made because it is a necessity. In the end, the two great forces, the two great revolutions, the democratic revolution and the socialist revolution must converge so that revolution may triumph in the world. Otherwise, it would not be possible to eliminate imperialism and reaction from the whole planet. That's what we think.
The question poses itself: what is the key point? It is Marxism-Leninism-Maoism, because it is a question of having a just and correct ideological and political line, and you can't have a just and correct political line unless you have a just and correct ideology. For that reason, we think that the key to everything is ideology: Marxism-Leninism-Maoism, principally Maoism. Secondly, the development of Communist Parties. Why? Because the masses thirst for revolution, the masses are ready and clamor for revolution. So the problem does not lie with them. The proletariat clamors for revolution, the oppressed nations, the peoples of the world clamor for revolution. So we need to develop Communist Parties. The rest, I repeat, will be done by the masses, they are the makers of history and they will sweep imperialism and world reaction away with people's war.” (Interview With Presidente Gonzalo, 1988)

“As Chairman Mao said: "The storm draws near and the wind roars in the tower." Thus, the vortex draws near, the vortex begins, and the invincible flame of the revolution grows, converting itself into lead and steel. And from the din of battle with its inextinguishable fires will come forth the light. From the darkness a light will appear and a new world will be born. The old order of reaction creaks, its old boat takes on water and desperately sinks. But comrades, nobody can expect reaction to retreat graciously. Marx warned us: Even while drowning, the reactionaries were capable of inflicting glancing blows and desperate swipes to see if we go down. But that is impossible. Reaction has the hyena's dreams of blood. Convulsive dreams shake their somber nights. Their hearts scheme sinister hecatombs. They arm themselves to the teeth but they cannot prevail. Their destiny is weighed and measured. The time has come for the settling of accounts. Today we celebrate the 39th Anniversary of the initiation of our glorious and invincible people’s war in Peru, on May 17th, 1980. At that moment, led by our Great Leadership Chairman Gonzalo and forged in hard and implacable struggles against revisionism, the reconstituted and militarized Party went from times of peace to times of war; leading the masses of the people in armed struggle to destroy the old system of exploitation and oppression: to sweep away imperialism, bureaucrat capitalism and semi-feudalism with democratic revolution, continuing it without any interval as socialist revolution and to continue the march with cultural revolutions until Communism.
During the early years of the people’s war, destroying the semi-feudal relations of exploitation in the countryside, the first Support Bases and People’s Committees were established: the New Power, which the reaction with all its counterrevolutionary violence has still never been able to destroy. Applying the path of surrounding the cities from the countryside and the principle of a unified people’s war—countryside principal, city complementary—also the work in the cities was developed preparing the revolutionary crisis and the insurrection. “The creation of a powerful, united counterrevolution” as Marx said, the people’s war advanced, achieving the great conquest of the Open People’s Committees in 1990 and reaching strategic equilibrium in 1991. This is how it was, applying the universal ideology of the proletariat to the concrete conditions, in people’s war, that the Party in 1981 arrived at defining Maoism as the third, new and superior stage of Marxism, and its concrete application to the conditions of the Peruvian Revolution as Gonzalo Thought.
The historical importance of the initiation and development of the people’s war in Peru is beyond measure. In the moment when the revisionist coup and the restoration of capitalism in China had generated confusion inside the Communist Parties of the world, when so many communists vacillated and the revisionists took the opportunity to spread capitulation and treason, the Communist Party of Peru did the opposite: under the Great Leadership of Chairman Gonzalo, the Party firmly unleashed the struggle against revisionism as the main danger, purifying and forging the Party for its main task—the initiation and development of people’s war—and unfolding the Marxist-Leninist-Maoist, Gonzalo Thought, counteroffensive against the general counterrevolutionary offensive and against the triple revisionist attack of Teng, Hoxha and Brezhnev. Thus, the people’s war in Peru was established as a decisive and unfading inspiration for the proletariat and all the oppressed, giving a new impulse to the communists and revolutionaries of different countries in the world to assume and apply Maoism, build or rebuild their Parties and initiate people’s war.
Today although some revisionists and traitors—like Avakian, Prachanda and a handful of followers—have attempted to use the detention of Chairman Gonzalo, the bend and the complex situation of our people’s war as a pretext for negating the validity of Gonzalo Thought and/ or the universal validity of Maoism, what is concrete and undeniable is that what Chairman Gonzalo defined in his masterful Speech is coming true: that Maoism is marching unstoppably to lead the new wave of world proletarian revolution. Although some continue boasting of the hoaxes of reaction—that “the Party doesn’t exist”, that “the people’s war has been defeated”, and some others believed to be “called upon” to lead from abroad, the reality is that the Communist Party of Peru and its Central Committee continue leading the people’s war omnimodally, developing the mass work for retaking what was lost and fulfill the plans established by its Great Leadership Chairman Gonzalo, while also continuing to act as red faction in the International Communist Movement in the implacable struggle against revisionism. Although there are some, even under the label of Maoism, who converge with the lousy rats of the ROL, spreading capitulation, opportunism and confusion and want to revise Maoism, concretely there are thousands of Communists and revolutionaries in the world are learning from Chairman Gonzalo, the PCP and the People’s War in Peru, and thousands of proletarians and peasants are already heroically fighting in their people’s wars and armed struggles under the glorious red banner of Marxism-Leninism-Maoism, principally Maoism. And we are convinced that applying the lessons of the People’s War in Peru, the left of each Party will firmly take on the struggle against revisionism as the main danger, reject conciliation and crush all contrary lines in order to bring the revolution to final victory.

YANKEES OUT OF VENEZUELA! DRIVE OUT ALL THE IMPERIALISTS WITH PEOPLE’S WAR!
"’A new historical period of struggle against North American imperialism and Soviet revisionism has begun’ presents to us that the destruction of imperialism and world reaction brought forth by the Communist Parties, leading the proletariat and the peoples of the world, will become an incontrovertible reality, and calls upon us to struggle against the two imperialist superpowers, Yankee imperialism and Russian social-imperialism, against the imperialist powers and world reaction, specifying the conditions of each revolution to determine the main enemy and avert action from the other ones.”

Together with the international proletariat and the oppressed peoples of the world, the Peru People’s Movement, generated organ of the Communist Party of Peru, condemns, crushes and rejects the aggression of Yankee imperialism against Venezuela, concretely its attempts to substitute���by means of sanctions, state coup and/or imperialist genocidal war—the current regime by a regime directly controlled by the Yankees and loyal to their interests. We reaffirm ourselves on the obligation of all communists, revolutionaries, democratic forces and progressives in the world to defend Venezuela and all the oppressed countries against all aggression, exploitation and imperialist intervention, whether by the superpowers—USA, China or Russia—or whichever imperialist power.
The present situation in Venezuela is one more example which confirms without a doubt the Marxist truth, the lesson of the entire history of the world proletarian revolution and national liberation struggles: that in the era of imperialism, the last phase of moribund capitalism, the bourgeoisie is not capable of leading any revolutionary struggle, nor of national liberation, against imperialist exploitation and domination. In the oppressed, semi-colonial and semi-feudal countries of the third world, including Venezuela, imperialist domination has created bureaucrat capitalism, “a capitalism that is born tied to feudalism and submitted to imperialist rule” (Ch. Gonzalo). The big bourgeoisies of these countries have their comprador (private monopolies) and bureaucratic factions (state monopolies), and while the contradictions between them are expressed, as well as their contradictions with the superpowers and imperialist powers, they are fundamentally and without exception dependents and subjects of one or another superpower or imperialist power.
The current regime of Venezuela, today headed by Maduro, is a regime of the ruling classes; of the bureaucratic faction of the big bourgeoisie and the landlords; a regime that, despite all the “anti-imperialist” babble, has permitted and served the continued Yankee exploitation of the country. Through fascist corporativization, disguised as “revolution”, this regime has been able to mobilize certain sectors of the people in service of the reactionary old state, but never will it allow any true revolutionary movement that could threaten the property and dictatorship of the ruling classes or profits that imperialism steals from the country. As part of this policy the regime takes advantage of the justified and powerful hatred of the people against Yankee imperialism for its plans to change master: the economic and political crisis of Yankee imperialism is expressed more and more while Chinese imperialism and Russian imperialism are entering more and more into Latin America and count on regimes like that of Maduro to serve their dispute with Yankee imperialism over the spoils and world hegemony. The proletariat and peoples already have enough experience with this kind of regime—like the fascist regime of Velazco in Peru—and of countries where the people have heroically mobilized against imperialism and for revolution to only later be betrayed by a handful of leaders who have followed the baton of social-imperialism of this or other powers, like Cuba, Vietnam and other places.
The old state of Venezuela and its regime, being apparatuses of the exploiter classes, cannot, nor do they want to, mobilize and arm the immense masses of the people to defend the country; for the exploiters are only left basing themselves on their own reactionary armed forces, on the limited support of certain sectors of the population and in their agreements with other superpowers and powers. Consequently, the task of mobilizing and arming the people for the defense of the country inevitably corresponds to the communists and revolutionaries, and has to be independent from the reactionary old state. It is decisive to unmask and reject the revisionist thesis of “the imperialists are strong” and “the people are weak”, which they spread as a pretext to justify their “tactical alliances” with imperialism and reaction and to accommodate themselves within the system of exploitation and oppression instead of destroying them and building the new society. Look at how the rat snitches of the ROL in Peru, basing themselves on their revisionist thesis of the so-called “retreat of world revolution” continue to promote capitulation and treason shamelessly using the label of maoism, and today even praising the “bolivarian revolution”. We reject and crush this whole deception! In reality imperialism today finds itself in its general and ultimate crisis, and the world proletarian revolution is in its strategic offensive. “All reactionaries are paper tigers. In appearance, the reactionaries are terrifying, but in reality they are not so powerful. From a long-term point of view, it is not the reactionaries but the people who are really powerful.” (Chairman Mao Tse-tung)
The reality is that the only way to become free from all imperialist exploitation and establish true independence in a country like Venezuela is to rely on the support of the masses, mainly the proletariat and peasantry, and on the support of the international proletariat and the oppressed peoples of the third world; mobilizing and arming the classes of the people under the leadership of the proletariat through its Communist Party for initiating and developing people’s war; sweeping away imperialism, bureaucratic capitalism and semi-feudalism with democratic revolution and without any interruption continuing it as socialist revolution and continuing the march with cultural revolutions until Communism. Today, the proletariat in each country needs it militarized Marxist-Leninist-Maoist party, which firmly applies self-decision, independence and self-sustenance in order to never depend on any command baton, and to apply the universal ideology to the specific conditions of their own revolution; in implacable struggle against revisionism as the main danger.
We call upon the communists and revolutionaries of Venezuela and all the countries to grasp and apply what was established by Chairman Gonzalo in his masterful Speech of 1992:
“Things being that way, let us think of the danger that the nation, that the country, can be divided, that the nation is at risk. They want to dismember it; they want to divide it. Who wants to do this? As always, imperialism, those who exploit, those who rule. And what should we do? What is our task now? It is appropriate that we push forward the People's Liberation Movement and that we develop it through the People's war because the people, always the people, have been the ones who defend the country, who have defended the nation. It is time to form a People's Liberation Front, it is time to form and develop from the People's Guerrilla Army a People's Liberation Army. That is what we must do and we shall do it! That is what we are doing and that is what we shall do! You gentlemen shall be witnesses.”
