Dallas Marshals Want Pay Raise
Dallas has 53 deputy marshals who are sworn peace officers, just like Dallas police. They drive black and white cars, just like Dallas police. But they are paid like the city’s civilian employees, and they say that is unfair.
"We deserve to be paid more than we are getting right now," said Armando Tijerina, a marshals’ union representative.
Tijerina said he has been with the city of Dallas for 21 year, but is paid just $54,000 a year. Starting Dallas police pay is now $60,000, and police are set for another pay raise in the new city budget that’s being finalized.
"If they’re doing the same job as we do, as DPD, why not get compensated to the same amount," said Dallas police Sgt. George Aranda, the National Latino Law Enforcement Organization Dallas chapter president.
Aranda’s union chapter includes 35 of the 53 Dallas marshals.
The marshals’ basic tasks are to investigate environmental crimes and arrest people for municipal court misdemeanor warrants.
Those duties can be dangerous.
"We’ll find weapons in the vehicle. We’ll find narcotics in the vehicle and so on, and the charges escalate," Tijerina said.
But marshals are asked to do much more than the basic duties.
This summer, they participated in the Dallas police summer crime initiative, working alongside Texas Department of Public Safety troopers, or on their own, to make traffic stops in high crime areas.
"Nothing is routine and these guys are out there doing the same thing we are. So let’s pay these guys," Aranda said.
Now, Aranda said there is talk among officials at Dallas City Hall of merging the marshals with the police department. It’s complicated because the marshals work under a different pension plan.
"They do want to meet and they do what to rectify it, but it’s going to take some work," Aranda said.
In a city with hundreds fewer police officers than there were a few years ago, Tijerina said citizens do not notice the difference between marshals and police.
"They see a uniform, they see a law enforcement officer, they want help immediately," he said.
Dallas marshal cars have Dallas police radios and computers. Marshals train with Dallas police. Tijerina said Marshals deserve Dallas police wages.

2 men found dead at Dallas apartment complex
DALLAS – Police are investigating the deaths of two men at a Dallas apartment complex.
The Dallas Police Department said officers responded to a shooting call at the Century Park Apartments near Preston and Spring Valley roads around 9:30 a.m. Thursday.
The officers found two men dead from apparent gunshot wounds.
Police said detectives are still conducting their investigation. They are trying to determine if the men possibly died in a murder-suicide.
No information about a suspect was released.

For the second year in a row, Texas topped the nation in real estate development activity in 2018.
With almost $26 billion in direct spending on real estate projects, the Texas building sector contributed more than $62 billion last year to the state’s economy, according to a report from the NAIOP, the Commercial Real Estate Development Association.
The development sector last year supported more than 400,000 jobs in the state, the industry trade group said in it’s annual economic impact report.
Texas was ahead of both New York and California in the ranking of real estate development impact in each state.
Commercial property developments created and supported 8.3 million American jobs in 2018 and resulted in salaries and wages of $325.9 billion, according to the NAIOP study.
The industry contributed $1 trillion last year to the country’s gross domestic product, the report said.
"Commercial real estate development’s contributions to the U.S. economy are significant," Thomas Bisacquino, NAIOP president and CEO said in a statement. "The industry’s growth is critical to creating new jobs, improving infrastructure, and creating places to work, shop live and play.
"Our industry’s performance has been bolstered by strong consumer spending and increases in wages and job growth, as well as tax reductions."
In Texas, the NAIOP estimates that in 2018 the development and ongoing operations of office, industrial, warehouse and retail buildings – generated more than $20.6 billion in personal income statewide.

Friendly and verdant Ferguson Park, east of White Rock Lake, would have been a great place to hang out Monday — if not for the reason I was there.
All the other folks at the park, tucked into one of Far East Dallas’ tidy 1950s subdivisions, visited for the fun of it. Young giggly girls free from school routines shared secrets in the shade of the playground apparatus. A pair of teens hit balls on the tennis courts. A retiree walked a dog so plump that it waddled like a duck.
But as I followed the wide new trail that winds around the playgrounds, ball fields and spray park, I had but one thought: Which tree did that poor injured woman claw her way up Saturday morning to escape a dog attack so vicious that it left her in need of blood transfusions?
With so many people shooting each other to death in this city in recent weeks, you might have missed the news about Saturday’s dog attack. Dallas police hardly have time to chase down irresponsible pet owners as they battle the spike in violent crime. And Dallas Animal Services is already fighting the good fight against the city’s loose dog problem.
But this story comes down to personal responsibility. We all owe it to each other to make sure people can walk through our neighborhood parks without fearing we’ll be tormented by aggressive dogs.
A man walked a dog past tennis courts at Ferguson Park on Monday near the site where two people were mauled by three Rottweiler-mix dogs on Saturday morning.
The woman and her husband, who live near the park but whose names city officials have not yet released, were taking their regular walk about 8:30 a.m. Saturday when three dogs from a house just across the street charged at them.
The scene unfolded in a split second amid the tall trees that shade the tennis courts. The dogs attacked the screaming woman, and, as her husband fought to pull them away, they turned on him. By the time the first officers arrived, the Rottweiler-mix animals had the man pinned down as his wife looked on helplessly.
The police officers, unable to free the man, shot at the dogs, killing one and injuring another. The third fled toward the owner’s home, but Dallas Animal Services field officers contained it along with the injured animal. Both were euthanized over the weekend.
At last report, the couple remained hospitalized with serious injuries as Dallas police continue to investigate what charges, if any, to bring against the dogs’ owner.
I started writing about Dallas’ loose dog problem, which most often bedevils the city’s working-class and impoverished neighborhoods, five years ago. Much has changed for the better for both people and their pets, thanks to City Hall’s demand for accountability, a new-and-improved Dallas Animal Services and a bigger spay-neuter effort.

But still, too many folks just don’t get it — or just don’t care: You can’t be lackadaisical about ensuring that your dogs stay behind your fence. An apology from a negligent owner is a pitiful response for the physical harm and emotional terror wrought on victims such as the couple at Ferguson Park.
Dallas Animal Services Director Ed Jamison is even more frustrated than I am by yet another mauling. He and his staff have worked day and night to solve this problem. He says the Saturday attack is particularly sad, “given the history we have here.”
Jamison is referring to the May 2016 death of South Dallas resident Antoinette Brown, all but eaten alive by a pack of loose — but, again, owned — dogs. This gruesome tragedy highlighted the need to get control of the large number of dogs roaming the streets, particularly in southern Dallas. The incident also led to Jamison’s eventual hiring.
Since Jamison arrived in Dallas about 18 months ago, his department has picked up a record number of dogs and issued more citations than ever before while posting live-release rates unimaginable just five years ago.
Some days, the Dallas Animal Services boss and his team feel that the city’s beefed-up enforcement efforts are paying off. For example, so far in 2019, bite reports are down a little over 8%.

But none of that matters much to Jamison this week as he deals with the aftermath of Saturday’s attack by owned dogs. “The message is not getting through," he said. "It all starts with them containing their animal.”
Police have not yet publicly identified the owner of the dogs that ran amok in Ferguson Park, but many in the neighborhood know him. I won’t identify him either because he has not yet been charged. When I got a hold of him Wednesday, he declined to answer my questions and told me he’d have to call me later. In off-camera interviews with two local TV stations over the weekend, he sounded contrite about the incident and maintained that the animals escaped through a hole under his fence.
However, Jamison said the DAS field officer who chased down the third dog found the gate to the man’s backyard wide open before he finally was able to roust the sleeping owner.
This also is apparently not the first time the man has been involved in animal-bite incidents. The animal shelter’s record-keeping was haphazard before Dallas police commanders took it over in 2016, but Jamison’s team has been able to piece together this history: The same man whose dogs attacked the Ferguson Park couple surrendered another dog for euthanization after a 2012 bite incident and turned over two more after the same thing happened in 2014.
“How many times do you have to allow your dogs to get out of your yard and bite somebody before you do something to guarantee it won’t happen again?” Jamison said. “Irresponsible owners are to blame, but it’s the pets that end up paying the price.”
That goes double for the unsuspecting victims of loose dogs that can become dangerously aggressive.
Just a year ago in southwest Dallas, 56-year-old Ronnie Bell lost his arm and nearly died after he was attacked by dogs that were able to get out of their owner’s yard through an open gate. In April 2018, home surveillance video captured the terrifying southern Dallas scene of two loose dogs — seemingly coming out of nowhere — attacking a mail carrier and causing serious injuries.
The City Council responded to those and other attacks by voting last summer to reinforce the ordinance regarding dangerous dogs. The amendment to an existing ordinance establishes a criminal penalty for dog bites, clearly defines an “aggressive dog” and outlines requirements owners must follow.
This new tool ensures that Dallas Animal Services can hold owners accountable in cases that police don’t press charges.
Saturday’s horror occurred in a neighborhood that has worked hard to rid itself of loose dogs. Ellen Childress, a former crime-watch leader and one of the residents whose homes back up to Ferguson Park, is especially concerned about the safety of the children who play there.
Just days before the Saturday attack, two dogs that Childress described as pit bulls parked for a while on her front porch and later behaved so aggressively that a neighbor was scared to get out of her car. Once Dallas Animal Services was called, a field officer arrived quickly and captured the animals.
Nonetheless, Childress said the violent mauling “caught everyone by surprise. We haven’t had a loose dog problem in a long time, so people felt comfortable out walking and so many children are here for the splash park.”
Once again, those using Ferguson Park are on high alert. One walker Monday evening held his dog’s leash in one hand and a thick piece of wood in the other. In some Dallas neighborhoods, that’s the norm.
As Jamison said, the fix has to start with dog owners themselves. “Why does another tragedy have to happen instead of people just doing the right thing?”

International Real Estate Capital in Dallas-Fort Worth is Real

One of the reasons why I joined JLL over five years ago was its international presence. Given my German background, I always wanted to be more connected internationally, and having access to a team of over 80,000 people in more than 300 offices across 80 countries made this firm the perfect outfit for me.
I say that because even after five years, I’m still amazed by the kinds of conversations I get to have with investors from around the globe about where they want to go.

Just a couple of weeks ago I had a meeting with a big international real estate investment fund in Los Angeles, which is owned by one of the biggest corporations in Japan. We discussed their investment criteria, including the target markets they would consider investing in: New York, Chicago, San Francisco, Los Angeles…the Gateway Cities.
“What about Dallas?” I asked.
And, here was the surprising reply: “Absolutely! We love Dallas with all its growth, infrastructure, transportation, etc. etc.”
It makes me so happy to see Dallas making the cut as it has always been considered secondary market and largely avoided by many international investors. Not to mention, that many investors did not know much about Dallas (outside of the TV show) and thought it was just another oil and gas producing Texas city.
Historically, cross-border buyers have mainly focused on office, industrial, and retail properties in the 24-hour Gateway Cities. However, this routine has been changing at an increasing rate in several ways.
First of all, multifamily apartments are now on of the international menu. In the past, international investors were not comfortable with the product type due to the short-term lease structure, but also did not like the fact that the majority of residential properties are built out of wood.
The multifamily sector saw increased participation in 2018 from cross-border investors, reaching 9.4 percent of investment volume nationally compared to other product types. This figure is expected to grow and diversify in the future, as international investors seek to increase allocations.
The multifamily case is emerging, despite participation being only at 9 percent. This historically has been driven by Canadian groups, which understand the culture of rental housing. New groups are now emerging from other parts of the world—notably, Asia and Germany. We will see more of this capital, with groups adopting both urban and suburban strategies.
I also have more and more meetings with German family offices (which in a way, brings things a bit full circle for me) who are already invested in multifamily apartments here in DFW and are looking for more. I also know of various players who are working with Japanese investors to invest in wood-frame apartments 25 years and older to obtain very favorable depreciation and tax write-offs.
I am now more connected with international investors through the our global platform than ever before. I recently met with two investors from Japan who wanted me to educate them on the DFW apartment market. I asked them why all of a sudden they wanted to invest here. Their answer was very simple: “Toyota USA Headquarters is located here, so we think we should invest here.”
It’s a great feeling to be part of growing DFW position on the international investor map. I think our future here is bright, and I can’t wait to have even more of these kinds of conversations with investors from around the world.

In Dallas, Tracking Merit Coffee’s Texas-Sized Expansion
Merit Coffee’s Deep Ellum cafe.
They say there is no rest for the weary. There is also, unsurprisingly, no rest for those unwilling to slow down. Few know this better than Robby Grubbs, the owner of San Antonio’s Merit Coffee, who has overseen significant statewide expansion in the last 18 months, first into downtown Austin, and now into Dallas. Turns out Merit has a whole lot in store for the Big D, including a stunning new coffee 2,500 sq. ft. coffee bar in the Deep Ellum district of downtown, and overseeing a brand new cafe in the tony Highland Park neighborhood, open this very day of publishing, April 2nd.
Let’s start with Deep Ellum first. The neighborhood is a Dallas cultural epicenter, but as a district it’s been historically rough on coffee shops (or anything that isn’t a concert venue, bar, or tattoo parlor for that matter). A dearth of nearby housing has for the longest time relegated one of the only walkable areas of the city to a nighttime only destination. A lack of daytime foot traffic is death to coffee shops. But Deep Ellum is seeing that axiom bend—if not break entirely—thanks to revitalization efforts bringing in more businesses and eateries over the past few years that require an audience during sunlight hours.
The newest edition to these efforts is Merit, who is betting big on this changing tide. Working with Austin-based architect Michael Hsu—whose previous work includes Austin favorites Uchi, La Condesa, Sway, and the iconic burger stand P. Terry’s—Merit has transformed the space that was previously home to funky antique store Lula B’s into a modern cafe. What was once a warehouse-like space has been given a total overhaul, including near-floor-to-ceiling windows comprising a majority of the southern- and eastern-most walls that allow in lots of natural light throughout the day, imparting a sense of openness to the cafe.
Inside, the space’s antique shop past life is equally unrecognizable from the clean, buttoned-up cafe in its place. Through the front doors, guests are greeted by white counter-topped light wood bar offsetting the not-quite-navy-not-quite navy backsplash tiles, a nod to Merit’s preferred color palate. A matter-of-fact white lettered, light-wooded menu board along with the pastry case full of tasty treats from local Bisous Bisous Pâtisserie give subtle cues to how, where, and what to order. Following the bar space back, a pour-over station consisting of two Modbar modules jut from the clean counterspace, where baristas make single-serve coffees via Kalita Wave brewers with coffee ground through the white Mahlkönig EK-43 sitting at the right angle bend of the bar, the demarcation between the brewed coffee and espresso sections of the bar. For espresso-based drinks, Merit has stuck with the white Mahlkönig/Modbar combo but have switched it up to include to PEAK grinders, three espresso modules, and two steam valves from Modbar’s new AV line.
The remainder of the space is divided between tables, zig-zag bench seating, and a glass-encased training center where Merit will host wholesale clients and other training classes.
There are no half-measures in this build-out. No bets have been hedged. Even as a relatively unknown brand to the Dallas consumer—save for the occasional guest spot at Communion in Richardson—and opening in a difficult part of town for coffee shops, Merit is going all-in. For Grubbs, a former Dallas resident whose ties include opening the Texas’ first Starbucks here some two decades ago (not to mention meeting his spouse just a few blocks away), the timing was right for the move. “Dallas felt like the natural direction to go,” Grubbs tells Sprudge. “The opportunity presented itself thru the Developer, Asana. We met them through a deal in Austin and we fell in love with their portfolio and their history of doing things right. We realized that we are a little early in what we believe is a killer transition in Deep Ellum, which made it even more attractive. We are super stoked about attracting more daytime traffic here.”
The Deep Ellum cafe is just the first step in Merit’s plan to grow their presence in Dallas. The second Dallas outpost is located in the Highland Park neighborhood—next to what Grubbs tells me is the “busiest Drybar in the country”—opens today. Building two shops simultaneously in a brand new city is an aggressive growth strategy, but as Grubbs explains, “We knew we wanted at least two locations. It just so happened Deep Ellum and Highland Park came on the radar at the same time and both were too good to pass up.”

Merit will also ramp up wholesale efforts in Dallas once they’ve gained a bit more of a footing in the city. In order to meet the demand, the San Antonio-based roastery commissioned a 45-kilo Probat roaster, up from the two 25-kilo and one 12-kilo Probats they currently run.
Once the two new cafes get up and running and the wholesale program is humming along, surely Grubbs is going to slow down, right? Nope. Even with all this Dallas activity, Merit has been simultaneously developing a third Austin location. That will bring the total count of locations for the Merit/Local family of coffee bars up to 11 here in 2019, making them inarguably the most prolific and expansive of the new generation of Texas independent coffee companies. That it’s all come at such a blistering pace over the last two years is nothing short of astonishing.
Grubbs closed my interview with him by teasing further Texas expansion, as well as continued growth and development within the three cities they currently call home. One thing is for certain: Merit is putting a premium on growth, even if it comes at the detriment of sleep. If the opportunity too good to pass up comes along during the planned and much-need breather, well, then it’s like Grubbs says: “Plans schmans.”

Toddler caught in the middle of SWAT standoff in Dallas
Dallas, TX (KTVT) — Dallas police say a man held a piece of broken glass to a toddler’s neck during a standoff, as a way to keep officers at bay.
The tense situation ended just after 3:00 a.m. with the man peacefully surrendering. The child, a 2-year-old girl, is safe.
For more than an hour though, Dallas police investigators say they were very concerned for the little girl’s safety.
Police first responded to a family violence call, outside a McDonald’s restaurant in southeast Oak Cliff, at 1:30 a.m.
Investigators say the man, now identified as 27-year-old Abel Anderson, stabbed his brother in law, then ran to his home about a block away. Officers went to the house on Southerland Avenue, where they found Anderson inside, refusing to come out.
Also inside the home at the time were the man’s two-year-old niece and her grandmother.
Police say Anderson broke out a window in a front bedroom and held the child up for those outside to see. At one point, officers say, he took a shard of that broken glass and put it to the little girl’s neck.
SWAT officers began negotiating with Anderson, who told police he would peacefully surrender if they called his brother to the scene. Less than two hours after the incident started, he walked out with his hands on his head.
As soon as the suspect was in custody, officers went inside the home and found the baby girl safe, sitting on a bed. Paramedics confirmed the child was physically unharmed and she is now back with her grandmother.
Anderson is charged with multiple counts of Aggravated Assault Family Violence which includes the alleged stabbing of his brother-in-law.

Scoop Up These 4 Chemical Stocks for Stellar Returns
The U.S. Chemical is witnessing continued investments, strengthening export markets and robust demand across key-end markets like electronics, automotive and construction.
These factors have helped the industry outpace the broader market over the past year despite many headwinds including sluggishness in China, weak demand in agriculture and damaging effects of the hurricanes.
Industry Performance
The Zacks Chemicals Diversified industry has outperformed the broader market over a year. The industry has gained around 30.7% over this period, topping S&P 500’s corresponding return of roughly 21.5%.
Investments Continues to Drive Growth
The American Chemistry Council (ACC), an industry trade group, envisions national chemical production (excluding pharmaceuticals) to rise 3.7% in 2018 and 3.9% in 2019. Higher demand across light vehicles and housing markets, capital investments and improved export markets are like to drive growth.
According to the ACC, the United States remains a valuable destination for chemical investment and domestic chemical makers continue to enjoy the advantage of access to abundant and cheaper feedstocks and energy. This is driving investment in chemical production projects.
The trade group noted that roughly 320 chemical projects have been announced worth more than $185 billion, 62% of which is foreign direct investment. Moreover, roughly 65% of the chemical investment announced since 2010 are complete or under construction. New capacity is expected to provide a boost to chemical production as these investments come on stream.
The trade group expects capital spending in the chemical industry to rise 6.3% in 2018 and 6.8% in 2019 and eventually reach $48 billion by 2022.

Many of the small homes in the West Dallas neighborhood just south of Singleton Boulevard date to the 1940s and ’50s. Some are even older.
But a housing community on the way for the area near the popular Trinity Groves development will bring hundreds of new houses. Megatel Homes, one of North Texas’ biggest builders, has finished work on the first phase of its SoHo Square project on Borger Street.
"We control more than 50 acres of land," Megatel CEO Zach Ipour said. "We have the largest residential development right next to Trinity Groves.
"It’s planned to have over 1,000 lots."
Other developers have built housing in the area just west of downtown, but Megatel wants to have the major for-sale home community.
"I think we are the largest landowner" after Trinity Groves developers, Ipour said.
He said the first phase of the SoHo Square project will have 229 homes — a combination of townhouses and single-family homes. The project ultimately could be worth more than $300 million.
Prices for the townhouses will start near $250,000, and houses will start at about $370,000.
"We are targeting renters in Uptown and downtown," Ipour said. "They can come to this project and own a home and the payments would be equal or less than they are paying in rent."
SoHo Square is next door to the $400 million Trinity Green, a 25-acre development that includes apartments and a small residential development being built by David Weekley Homes, with houses starting near $400,000.
Construction also is underway on a 324-unit apartment project in Trinity Green that is being built by Wood Partners and development owner Stonelake Partners.
The SoHo Square community will be off Singleton Boulevard west of downtown Dallas.
A 355-unit apartment community in Trinity Green opened in early 2017 and is almost fully leased.
Trinity Green and SoHo Square are a few blocks west of Trinity Groves, the popular complex of restaurants, bars and apartments on Singleton Boulevard near the foot of the Margaret Hunt Hill Bridge.
Ipour said Megatel just filed the building permits for its model homes at SoHo Square.
"We are starting with 25 homes," he said. "We are building a $3 million community center that has over 3,000 square feet, with a fitness center and bowling alley and swimming pool."
Most of Megatel Homes’ communities are in the suburbs. The builder has homes in more than five dozen North Texas locations.
Megatel is wrapping up a townhome development on Flora Street just east of downtown Dallas’ Arts District. The two-bedroom homes start at $469,000.
Suburban builders are increasingly looking at D-FW urban locations to woo younger buyers.
"The builders are getting feedback from the buyers, who are saying they want to be closer in and in areas that already have services," said Paige Shipp of housing analyst Metrostudy Inc. "Anything below $300,000 there is such a larger pool of demand."
Shipp said younger buyers in particular want shorter commutes and often aren’t interested in driving to the far suburbs to purchase a house.
"That buyer is much more concerned about the price point and geographic location than what we have traditionally thought was important, including the schools and the house size," she said. "This is really considered entry-level — people who are buying their first home.
"They want the dream of homeownership and they don’t want to drive."
SoHo Square includes a $3 million pool and community center.
