Three key points for promoting high-level opening up
Opening up is a key move that determines the fate of contemporary China. In the face of changes in the world, the times, and history, we must use opening up to ease the difficulties of development, gather the power of cooperation, gather the momentum of innovation, and seek shared happiness. The report of the 20th National Congress of the Communist Party of China proposed to "implement a more proactive opening-up strategy", "adhere to high-level opening up", and "form a larger scope, wider fields, and deeper levels of opening up". In April this year, General Secretary Xi Jinping emphasized during his inspection in Guangdong that we must unswervingly deepen reform in an all-round way, expand high-level opening up, and take the lead in promoting Chinese-style modernization. As the vanguard, pioneer, and experimental zone of reform and opening up, Guangdong's import and export trade volume has remained the first in the country for 21 consecutive years, and its outward investment and foreign investment have always been in a leading position. The foundation of the open economy is solid. At the same time, it also has national-level open cooperation platforms such as Hengqin, Qianhai, Nansha, and Hetao, with outstanding geographical advantages and institutional advantages. To promote high-level opening up, Guangdong needs to focus on three aspects for further breakthroughs and recreate new development advantages.
To promote high-level opening up, we must focus on upgrading service trade. Developing service trade is an important focus for building a new development pattern and expanding development space, and it is also an important starting point for accelerating industrial transformation and upgrading and improving the core competitiveness of cities. At present, manufacturing is Guangdong's greatest advantage and competitiveness, and the ability of the service industry to support the high-quality development of manufacturing needs to be improved. From the perspective of actual needs, promoting high-level opening up with a focus on service trade is not only conducive to the extension of the service industry to the high end of the value chain, but also of great significance for achieving the deep integration of the service industry and the manufacturing industry and laying a solid foundation for the high-quality development of the real economy. Facing the new requirements of the times and development opportunities, General Secretary Xi Jinping pointed out that China insists on promoting high-quality development with high-level opening up, continuously relaxing market access in the service field, and improving the level of openness of cross-border service trade. It is necessary to give full play to the important role of service trade in stabilizing foreign trade, promote the leapfrog development of service trade in quality and quantity, comprehensively deepen the structural reform of the service industry in the province, focus on developing knowledge-based, technology-based, and technology-based modern service industries, vigorously develop medium- and high-end productive service industries, explore and promote the digitalization of service trade, and promote the overall export of "service +" supported by digital technology and led by high-end services. We should focus on building a 100 billion and 1 trillion export industrial cluster, cultivate and introduce a group of trade headquarters enterprises, cross-border e-commerce leading enterprises, and modern trade and circulation leading enterprises, accelerate the construction of a "national" production service cross-border logistics hub connecting domestic and foreign markets, and fully connect the global market. We should further promote the integration of Hong Kong and Macao's high-end service industry with Guangdong's real economy, actively expand new service trade, focus on promoting the development of service outsourcing, technology trade, and cultural trade, effectively play the role of the service trade innovation and development guidance fund, and continuously improve the timeliness of fiscal and tax policy support.
To promote high-level opening up, we must focus on deepening institutional reform and innovation. As my country's economic opening up moves towards a new stage of more comprehensive and higher levels, the focus of opening up has also extended to the domestic institutional level, and the mutually reinforcing relationship between reform and opening up has been further enhanced. General Secretary Xi Jinping pointed out that we should build a new development pattern around services, focus on institutional opening up, focus on investment, trade, finance, innovation and other key areas of foreign exchanges and cooperation to deepen institutional and mechanism reforms, improve supporting policies and measures, and actively and proactively raise my country's opening up to a new level. Therefore, we should further expand the scope of mutual recognition of qualifications in the professional service field with Hong Kong and Macao, and make cross-border practice channels for Hong Kong and Macao professionals more smooth. Promote the transformation of policies and rules into higher-level legislation, attach importance to the formulation, publicity, training and popularization of industry norms, and strengthen compliance as the "bottom line thinking" for the development of industries and enterprises. Accelerate the construction of regional comprehensive economic partnership (RCEP) enterprise service centers in various places, benchmark the high commitment standards of international agreements in the fields of intellectual property, services, investment, etc., coordinate the introduction of specific policy operation rules, and do a good job in linking relevant regulatory rules with international standards. Continue to promote the institutional and mechanism innovation of the four major open cooperation platforms in cross-border data flow, scientific and technological collaborative innovation, capital opening, and commercial dispute resolution, and deeply explore the reform of national treatment plus negative list before access to the service industry with local characteristics. Deeply implement the full life cycle management of the free trade innovation system, continuously promote the iterative upgrading of the institutional innovation level, further improve the innovative cooperation mechanism between the three free trade zones of Qianhai, Hengqin and Nansha and the thirteen free trade development linkage zones in the province in terms of information sharing, innovation promotion, and model co-construction, and effectively promote the replication and promotion of major institutional innovation achievements in related fields to a larger scope and more fields.
To promote high-level opening up, we must build a first-class business environment highland. A good business environment is a key factor in enhancing the core competitiveness of a country or region. We should focus on comprehensively strengthening property rights protection, strengthen the supply of enterprise-related systems, strictly regulate the law enforcement procedures and behaviors of administrative and law enforcement agencies, innovate and promote inclusive and prudent supervision, continue to create a high-quality, efficient, fair, transparent, safe and stable legal business environment, and further polish the brand of legal protection of business. We should focus on maintaining fair competition among market entities, optimize the policy evaluation mechanism for fair competition, accelerate the cleanup and abolition of various regulations and practices that hinder market unification and fair competition, legally guarantee the fair treatment of various market entities in government procurement, bidding, tax incentives, and acquisition of production factors, and strive to build a close and clean government-business relationship. We should focus on promoting the liberalization and facilitation of cross-border trade and investment, actively benchmark international general industry norms, standards and management systems, continue to enhance the accuracy and transparency of the negative list of foreign investment access, refine and optimize the management of foreign investment access processes, and achieve an international business environment with smooth access, openness, order and full competition. We should focus on promoting the transformation of government functions, iterate business-friendly measures, build a business environment development promotion center with high standards, optimize cross-border trade services with high quality, promote facilitation reforms with high efficiency, create digital applications at a high level, and comprehensively optimize a convenient and efficient government service environment.
