New Delhi:
A tigress died in Delhi Zoo on Wednesday due to “kidney failure”, and authorities have sent its samples for coronavirus testing.
The 14-year-old big cat named Kalpana died around on Wednesday evening and the carcass was cremated on Thursday following direction to minimize human-animal interface, an official from the Environment Ministry said.
The tigress had grown frail. Post-mortem revealed high creatinine levels, the official said.
“Only a few officials remained present during cremation of the tiger carcass, in accordance with guidelines issued in the wake of the coronavirus outbreak,” he said, adding, “Samples have been sent to Indian Veterinary Research Institute, Bareilly, for coronavirus testing.”
Former member secretary of Central Zoo Authority DN Singh on Friday alleged lapses on the part of the zoo authorities.
“The tigress seems to have died due to dehydration. A senior veterinary officer from Jabalpur advised the zoo officials to administer saline through rectum, as it is easier to absorb in the body this way, but the zoo staff did not do it,” Mr Singh alleged.
“Also, no senior official was present when the animal was being cremated, which is in violation of the rules,” he said.

COVID-19 patient tries to commit suicide in Jabalpur
Staff members of a hospital in Madhya Pradesh on Sunday foiled the bid of a 40-year-old COVID-19 patient to commit suicide by jumping off the third floor of the facility, police said.
The patient got down from the third floor window onto the open slab and was about to jump when some staff members rushed to him and held him back, said Netaji Subhash Chandra Bose Medical College and Hospital Dean Dr P K Kasar.
The patient is suffering from some mental issues according to his family members, he said. Kasar demanded that state government install iron grills on the windows of the hospital.

US approves plasma therapy to treat COVID-19 infection
The US Food and Drug Administration has approved using blood plasma from recovered coronavirus patients as a treatment against the infection, reports AFP. “This product may be effective in treating COVID-19 and... the known and potential benefits of the product outweigh the known and potential risks of the product,” reads the FDA’s statement.

The number of coronavirus positive cases reported so far in the country crossed 30 lakh on Sunday, just 16 days after it crossed 20 lakh. The toll rose to 56,706 with 912 fatalities reported in 24 hours, said the health ministry in its morning update.
COVID-19 cases in the country jumped from 10 lakh to 20 lakh in 21 days, while it had taken 59 days for the cases to cross 10 lakh.
It took 110 days for COVID-19 cases in the country to reach one lakh.
However, the number of recoveries also surged to 22,80,566 with 57,989 patients recuperating from COVID-19 in a day, the data updated at 8 am showed. The country now has 7,07,668 active cases, which comprise 23.24 percent of India's total caseload, the ministry said.
The recovery rate among coronavirus patients neared 75 percent, while the case fatality rate dipped to 1.86 percent, which is among the lowest in the world, the ministry claimed.
Information and Broadcasting Minister Prakash Javadekar announced standard operating procedures (SOPs) for resuming shooting of films and TV programmes. The new guidelines include measures such as social distancing and mandatory use of face cover or masks for cast and crew, except for actors in front of camera.
In Madhya Pradesh, health minister Prabhuram Choudhary said he has tested coronavirus positive. Choudhary is the seventh minister in the state, besides Chief Minister Shivraj Singh Chouhan, to have tested positive for the viral infection. Meanwhile, Delhi reported its highest single-day spike in August with 1,450 new cases.
Recovery rate touches 74.90%, says health ministry
The Union health ministry on Sunday said the average daily number of recoveries is on a "constant upward move", even as the total confirmed COVID-19 cases in the country climbed to 30,44,940 after a spike of 69,239 fresh infections.
The average daily recoveries have steadily increased from 15,018 between1 and 7 July to 60,557 between  13 and 19 August, the health ministry said. The total recoveries exceed the active cases by nearly 16 lakh (1,572,898) and the national recovery rate has gone up to 74.90 percent, it said in a statement.
According to the Indian Council of Medical Research(ICMR), a cumulative total of 3,52,92,220 samples have been tested up to 22 August, with 8,01,147 samples being tested on Saturday.
With over eight lakh tests being conducted for the eighth consecutive day, the average daily positivity rate has come down from 9.67 percent during 3-9 August  to 7.67 percent over the last week. the ministry said.
Centre announces SOPs for film shoots
The Centre on Sunday announced SOPs for resuming shooting of films and TV programmes to contain the spread of COVID-19. Union minister Prakash Javadekar asserted that the guidelines will facilitate resumption of shooting and provide employment to scores of people in the film industry who were affected in the wake of the pandemic.
Sharing details of the SOPs, Javadekar said barring those who are in front of cameras, all others will have to wear masks.
The I&B ministry's SOPs state that physical distancing of at least six feet to be followed as far as feasible at all locations at all times, while sitting, standing in queues, among others. These include places such as shoot locations, sound recording studios and editing rooms.
Aspects such as scenes, sequences, set-ups, camera locations, positions of various crew members, seating arrangements, food and catering arrangements, staggered meal timings should be planned while giving due consideration to physical distancing norms, according to the document.
Measures should be taken by the production team to involve a minimum number of cast and crew members during the shoot, the SOPs said.
Visitors and audiences should not be allowed on sets and for outdoor shooting, necessary coordination with local authorities should be ensured to minimise and manage the spectators, they said.
Resting or stay-over facilities should be planned while adhering to physical distancing guidelines, according to the document.
Staggered call and pack-up timings for different production units should be ensured by studios having multiple sets, the SOPs added. "There shall be designated entry and exit points for all shoot locations and other workplaces," the document said.
Common locations such as sets, cafeteria, make-up rooms, edit rooms, vanity vans, washrooms should be sanitised regularly, it said.
Sanitisation, to the extent possible, before and after the shoot should be done, the SOPs said.
Shooting of films and TV serials can be resumed using these SOPs, Javadekar said.
India may get vaccine by year-end if everything goes well, says Harsh Vardhan

Three COVID-19 vaccine candidates, including two indigenous ones, are in different phases of development in India. The phase-one human clinical trials of the two indigenous COVID-19 vaccine candidates, one developed by Bharat Biotech in collaboration with ICMR and the other by Zydus Cadila Ltd, have been completed and the trials have moved to phase-two, ICMR Director General Dr Balram Bhargava had said recently.
The Serum Institute of India, which has partnered with AstraZeneca for manufacturing the COVID-19 vaccine candidate developed by the University of Oxford, is likely to begin phase two and three human clinical trials next week.
West Bengal, Odisha register record spike in cases
Meanwhile, several states added new cases and fatalities to their tallies. Delhi registered 1,450 new coronavirus cases on Sunday, the city's highest single-day spike in August, taking the total cases to over 1.61 lakh while the toll mounted to 4,300.  The positivity rate stands at 7.74 percent, while the recovery rate is 90.04 percent.
The COVID-19 caseload of West Bengal went up to 1,38,870 after with 3,274 new infections, the highest in a day, the health department said. The toll due to the disease also rose to 2,794 with 57 more people succumbing to the viral infection, the department said in a bulletin. Since Saturday, 3,048 patients have recovered from the disease and the number of active cases is now 28,069, it said.
Odisha too registered its highest single-day surge of 2,993 COVID-19 cases and 10 more deaths due to the infection. With this, the state's toll has mounted to 409 and the infection count reached 78,530, a health official told PTI. Fifty-three other coronavirus patients have also died, but the cause of their deaths was attributed to some other reasons, the official said.
Maharashtra reported 10,441 new coronavirus positive cases, which pushed the cumulative total in the state to 6,82,383. With the death of 258 patients during the day, the toll climbed to 22,253.
Madhya Pradesh health minister tests positive
In Madhya Pradesh, Health Minister Prabhuram Choudhary tweeted that he has tested positive for COVID-19.
"My COVID-19 test report came out positive. I request those who had come in my contact to undergo a coronavirus test. Those in close contact should quarantine themselves," he tweeted. "With your prayers and blessings, I will return amidst you soon to serve the people," he said.

Recovery rate touches 74.90%, says health ministry The Union health ministry on Sunday said the average daily number of recoveries is on a "constant upward move", even as the total confirmed COVID-19 cases in the country climbed to 30,44,940 after a spike of 69,239 fresh infections. The average daily recoveries have steadily increased from 15,018 between1 and 7 July to 60,557 between  13 and 19 August, the health ministry said. The total recoveries exceed the active cases by nearly 16 lakh (1,572,898) and the national recovery rate has gone up to 74.90 percent, it said in a statement. According to the Indian Council of Medical Research(ICMR), a cumulative total of 3,52,92,220 samples have been tested up to 22 August, with 8,01,147 samples being tested on Saturday. With over eight lakh tests being conducted for the eighth consecutive day, the average daily positivity rate has come down from 9.67 percent during 3-9 August  to 7.67 percent over the last week. the ministry said. Centre announces SOPs for film shoots The Centre on Sunday announced SOPs for resuming shooting of films and TV programmes to contain the spread of COVID-19. Union minister Prakash Javadekar asserted that the guidelines will facilitate resumption of shooting and provide employment to scores of people in the film industry who were affected in the wake of the pandemic. Sharing details of the SOPs, Javadekar said barring those who are in front of cameras, all others will have to wear masks. The I&B ministry's SOPs state that physical distancing of at least six feet to be followed as far as feasible at all locations at all times, while sitting, standing in queues, among others. These include places such as shoot locations, sound recording studios and editing rooms. Aspects such as scenes, sequences, set-ups, camera locations, positions of various crew members, seating arrangements, food and catering arrangements, staggered meal timings should be planned while giving due consideration to physical distancing norms, according to the document. Measures should be taken by the production team to involve a minimum number of cast and crew members during the shoot, the SOPs said. Visitors and audiences should not be allowed on sets and for outdoor shooting, necessary coordination with local authorities should be ensured to minimise and manage the spectators, they said. Resting or stay-over facilities should be planned while adhering to physical distancing guidelines, according to the document. Staggered call and pack-up timings for different production units should be ensured by studios having multiple sets, the SOPs added. "There shall be designated entry and exit points for all shoot locations and other workplaces," the document said. Common locations such as sets, cafeteria, make-up rooms, edit rooms, vanity vans, washrooms should be sanitised regularly, it said. Sanitisation, to the extent possible, before and after the shoot should be done, the SOPs said. Shooting of films and TV serials can be resumed using these SOPs, Javadekar said. West Bengal, Odisha register record spike in cases Meanwhile, several states added new cases and fatalities to their tallies. Delhi registered 1,450 new coronavirus cases on Sunday, the city's highest single-day spike in August, taking the total cases to over 1.61 lakh while the toll mounted to 4,300.  The positivity rate stands at 7.74 percent, while the recovery rate is 90.04 percent. The COVID-19 caseload of West Bengal went up to 1,38,870 after with 3,274 new infections, the highest in a day, the health department said. The toll due to the disease also rose to 2,794 with 57 more people succumbing to the viral infection, the department said in a bulletin. Since Saturday, 3,048 patients have recovered from the disease and the number of active cases is now 28,069, it said. Odisha too registered its highest single-day surge of 2,993 COVID-19 cases and 10 more deaths due to the infection. With this, the state's toll has mounted to 409 and the infection count reached 78,530, a health official told PTI. Fifty-three other coronavirus patients have also died, but the cause of their deaths was attributed to some other reasons, the official said. Maharashtra reported 10,441 new coronavirus positive cases, which pushed the cumulative total in the state to 6,82,383. With the death of 258 patients during the day, the toll climbed to 22,253. Four-day complete lockdown in Mizoram
  The Mizoram government on Sundaym imposed a four-day complete lockdown in the Aizawl Municipal Corporation (AMC) area to curb the spread of COVID-19, an official said. The lockdown will come into effect from the midnight of Sunday and will remain in force till 4.30 am on August 21, he said. The decision in this regard was taken during a meeting chaired by Health Minister Dr R Lalthangliana during the day, the official said.
  He said a massive secondary contact tracing exercise will be launched and frontline workers will be tested duringthe lockdown period. Besides, random sampling will be done, the official said. Mizoram registered its highest single-day spike of 64 COVID-19 cases on Sunday.

  The night curfew imposed in Meghalaya's East Khasi Hills district, under which Shillong falls, has been extended till August 24, officials said on Sunday. The night curfew has been in force from 9 pm till 5 am every day, they said.
  East Khasi Hills district has reported the highest number of COVID-19 cases in the northeastern state at 388. "The order was issued to put in place preventive and mitigation measures and to identify and take stringent steps so that the spread of COVID-19 is contained," District Magistrate Matsiewdor War Nongbri said.

Pune reports 2,800 fresh infections
Pune district in Maharashtra reported 2,800 new cases of coronavirus in the last 24 hours, taking the overall number to 1,25,197, a health official said on Sunday. The toll in the district crossed the 3,000-mark to reach at 3,022 after 65 patients succumbed to the infection, he said."Of the 2,800 cases, 1,522 were from areas within the limits of Pune Municipal Corporation (PMC), where the infection count has gone up to 74,098," the official said. As many as 1,412 patients were discharged from hospitals during the day, he added.

Kerala reports 1,530 new case; CM, 7 other ministers test negative
Kerala on Sunday reported over 1,500 COVID-19 cases for the fourth straight day, taking the tally to 44,415 while Chief Minister Pinarayi Vijayan and seven of his cabinet colleagues along with top officials tested negative, several of them for the second time. As many as 53 health workers were among the 1,530 fresh cases, 1,351 of them through contacts, and ten COVID-19 deaths took the toll due to the disease to 156, Health Minister KK Shailaja said in a health department release.  Vijayan, Shailaja and others, who went into self- quarantine on Friday after the Malappuram District Collector contracted the virus days after accompanying them to the air crash site there, tested negative for coronavirus, sources in the Chief Minister's office said.

Madhya Pradesh records highest single-day rise of 1,022 new cases
Madhya Pradesh reported its  highest single-day spike of 1,022 coronavirus cases on Sunday, pushing the state's overall count to 45,455, reports PTI quoting state health officials. The toll rose to 1,105 as 11 patients succumbed to the infection, the officials said.  Of the new cases, the highest number of 214 were reported in Indore, followed by 126 in Jabalpur, 123 in Bhopal and 65 in Gwalior. The number of cases in Indore, the worst-hit district in the state, climbed to 9,804 of which 342 people have died.
  A total of 685 patients were discharged from hospitals in the state after recovery during the day.

Rajasthan Chief Justice tests negative after scare
  Chief Justice of Rajasthan High Court Indrajit Mahanty on Sunday tested negative for coronavirus after a scare that he has contracted the infection, reports PTI .Jaipur Chief Medical and Health Officer (CMHO) Dr Narottam Sharma said the first report had come out positive due to a technical error in the RT-PCR test. "However, he has tested negative in two subsequent reports," Sharma said, adding that there is a possibilty of an error cropping up due to mistakes by the health staff or technical issues. Sharma said the health staff has been asked to remain vigilant with utmost accuracy.  
  Chief Minister Ashok Gehlot on Saturday had expressed concern after the chief justice tested positive for the infection. He had wished him speedy recovery in a tweet. Earlier, the work at the Rajasthan High Court here was suspended for three days from 17 to 19 August.

Over 350 prisoners test positive in Thiruvananthapuram central jail
  The Coronavirus pandemic has hit the central jail in Thiruvananthapuram with more than 350 inmates testing positive in the last one week and a murder accused succumbing to the pathogen on Sunday, jail superintendent Santhosh S told PTI. The undertrial prisoner was the first to test positive for the virus in the prison at nearby Poojapura and in the last one week 359 more cases, including a staff, have been reported, he said.  As many as 145 cases were detected on Sunday alone, he said adding barring three, shifted to hospital, others have been kept in a special isolation area within the prison.

Former India opener Chetan Chauhan succumbs to COVID-19
  Former India opener Chetan Chauhan died on Sunday due to COVID-19 related complications after being put on life support for nearly 36 hours, his brother Pushpendra Chauhan said. Chauhan was 73 and is survived by his wife and son Vinayak, who is scheduled to arrive from Melbourne later in the day. "My elder brother Shri Chetan Chauhan has left us today after fighting a good battle. I sincerely thank everyone who had prayed for his recovery. His son Vinayak will be reaching anytime and we will then perform last rites," Pushpendra told PTI.
  Chauhan, who was Sunil Gavaskar's longest serving opening partner, was admitted to Sanjay Gandhi PGI in Lucknow on July 12 after being found COVID-19 positive. Due to kidney related ailments, his health deteriorated and he was shifted to Medanta hospital in Gurugram. On friday night, he had a multi-organ failure and was put on ventilator support.

Dilip Kumar's brothers test positive, hospitalised
Legendary actor Dilip Kumar's brothers, Ehsaan Khan and Aslam Khan, have tested positive for COVID-19 and are currently in hospital, reports PTI. Ehsaan, 90 and Aslam, 88, were admitted to Lilavati Hospital late Saturday night after they complained of breathlessness.  Both the brothers, who live separately from Dilip Kumar, are being treated by Dr Jalil Parkar.  "They were brought to the hospital late Saturday night. They have tested positive for COVID-19. Their oxygen levels are low and both of them are on non-invasive ventilator support," Parkar told PTI.

  Maharashtra Chief Minister Uddhav Thackeray has said the process of lifting the lockdown in the state would be done in a stepwise manner. The threat of COVID-19 still persists, Thackeray said on Saturday, and added that he does not want a second wave of the deadly viral infection in the state. It is more important how to lift the lockdown than when to come out of it, Thackeray said in a video interaction with a team of doctors who are part of the task force set up by his government to combat COVID-19.
  The Maharashtra government last month extended the lockdown in the state till 31 August.Till Saturday, the state reported 5,84,754 COVID-19m cases and 19,749 deaths due to the disease, as per official figures.

Mizoram records highest singe-day spike of 64 new cases
  Mizoram reported its highest single-day spike of 64 COVID-19 cases on Sunday, pushing the tally to 777, reports PTI. Of the new cases, 50 were reported from Aizawl district and 14 from Kolasib bordering Assam, an official said. The figure also includes 40 security personnel. Mizoram now has 421 active cases, while 356 people have so far recovered from the disease, the official said, adding, the recovery rate in the state has declined to 45.81 percent.

The US health watchdog has authorised the emergency use of a new and expensive saliva based laboratory diagnostic test for COVID-19 that could be a game changer in the diagnosis of the infection as it will enable rapid testing amongst more people easily, reports PTI. Stephen Hahn, the Food and Drugs Administration Commissioner, said the new saliva test would increase efficiency and avoid shortage of crucial test components like reagents.

Hectic preparations are underway for the Monsoon Session of Parliamen, which is likely to begin in the last week of August or early September, reports PTI. The preparations include several first-time measures in view of the COVID-19 pandemic such as staggered sitting of Lok Sabha and Rajya Sabha and use of both chambers and galleries to accommodate members while following physical distancing norms, officials said. According to the Rajya Sabha Secretariat, members of the Upper House will be seated in both chambers and galleries during the session.  Similar seating arrangements are being worked out by the Lok Sabha Secretariat as well. For the first time, large display screens and consoles for participation from galleries, ultraviolet germicidal irradiation, special cables between the two Houses and polycarbonate separators will be in place.

Singapore reported 86 new coronavirus infections, including two community and six imported cases, taking the nationwide tally to 55,747, the health ministry said on Sunday. Most of the new cases are work permit holders currently under quarantine, the ministry said without giving the exact figure, reports PTI.
The six imported patients are placed on stay-home notice or isolated upon arrival in Singapore, the ministry said. Of the two community cases, one is a Singaporean national and the other is a foreign worker, it said.

23 prisoners of Rajkot Central jail test coronavirus positive
As many as 23 prisoners of the Rajkot Central Jail in Gujarat have tested positive for coronavirus, a senior official said told PTI on Sunday.
Rapid antigen tests were conducted on 94 inmates and results of 23 of them, including undertrials and convicts, came out positive on Saturday night, jail superintendent Banno Joshi said. "The infected inmates are asymptomatic and have been isolated. We are in the process of getting them hospitalised," Joshi said.
There are total 1,386 inmates in the Rajkot Central Jail as on date.  Earlier, 11 inmates had tested positive for coronavirus on various occasions. With this, the total number of COVID-19 cases in the jail has gone up to 34, the official said. The district has so far reported 3,173 COVID-19 cases.

Pakistan's coronavirus total jumps to 288,717, toll at 6,168
Pakistan's coronavirus tally reached 288,717 on Sunday after 670 new cases were detected in the last 24 hours, the health ministry said. Six more fatalities were reported overnight, pushing the death toll to 6,168, it said.
While 266,301 patients were recovered so far, 769 are in critical condition at various hospitals across the country. With the detection of the 670 new cases, Pakistan's coronavirus tally now stands at 288,717, the ministry said.

Indian Navy on Sunday said that a 98-yr-old retired war veteran Sepoy Ramu Laxman Sakpal has defeated the novel coronavirus, reports ANI.
"Sepoy Ramu Laxman Sakpal (Retd), a 98-yr-old war veteran, residing at Nerul was admitted to Naval Hospital Ship Asvini in a critical state. He was diagnosed with Pneumonia due to COVID a few weeks ago. His condition was successfully managed, leading to freedom from COVID-19," the statement from the Indian Navy read.
Sakpal (Retd) was accorded a warm farewell at INHS Asvini, the primary naval healthcare centre in the war against COVID-19 and managing the care of serving and retired COVID-19 patients from Navy, Army, Air Force and Coast Guard.

Assam's COVID-19 tally tops 75,000, toll climbs to 182
Assam's COVID-19 tally surpassed the 75,000-mark with 1,057 fresh cases, while the death toll mounted to 182 as eight more people succumbed to the virus, Minister for Health and Family Welfare Himanta Biswa Sarma said.
The state's coronavirus caseload stood at 75,558, while 53,286 people have so far recovered from the disease, he said. Assam now has 22,087 active COVID-19 cases, the minister said in a tweet late on Saturday.
"Our positivity rate continues to be low at 5.08 percent, which gives us confidence," he said.

Devotees start thronging Vaishno Devi Shrine as religious places open in J&K
The famous Mata Vaishno Devi Shrine atop Trikuta hills in Reasi district of Jammu and Kashmir along with other religious places across the Union Territory reopened for devotees on Sunday morning after remaining closed for almost five months due to the COVID-19 outbreak.
The gates of the shrine reopened for the devotees around 6 am and Chief Executive Officer (CEO) of the Shri Mata Vaishno Devi Shrine Board (SMVDSB) Ramesh Kumar was seen taking last minute review of the measures to ensure safety of the pilgrims from the dreaded disease.
"The Vaishno Devi pilgrimage was stopped on March 18 as a precautionary measure to prevent the spread of COVID-19 and now when the administration had decided to reopen the religious places, the board had taken all necessary measures keeping in mind the challenge posed by the dreaded disease," Kumar said.
In the first week, there shall be a cap of 2,000 pilgrims each day, of which 1,900 would be from Jammu and Kashmir and the remaining 100 from outside.

Former India opener Chetan Chauhan died on Sunday due to COVID-19 related complications after being put on life support for nearly 36 hours, his brother Pushpendra Chauhan said.
With a sharp fall in the case fatality rate to below 2 percent, India has one of the lowest COVID-19 mortality globally, according to the health ministry.
Over the last 24 hours, 303 new positive cases and one death were recorded in the Maharashtra Police force.
The reported active COVID-19 cases in India now stand at 6,77,444 with as many as 18,62,258 COVID-19 patients discharged so far, the Union Health Ministry has said in its latest update.
A spike of 65,002 cases took India’s COVID-19 tally past 25 lakh on Saturday, just a day after it crossed the 24 lakh mark, while the number of fatalities neared 50,000 with 996 deaths, Union Health Ministry data showed.
According to figures from the ministry, 18.08 lakh people have so far recuperated from the disease, pushing the recovery rate to 71.61 per cent.
India has been reporting over 60,000 cases daily since August 7, barring August 11 when the country registered 53,601 new instances of the infection.
The COVID-19 caseload stood at 25,26,192, while the death-toll climbed to 49,036, data updated on Saturday at 8 am showed.
Case fatality rate has declined to 1.94 per cent.
There are 6,68,220,active cases of coronavirus infections in the country, which is 26.45 per cent of the total caseload, while the number of recoveries has risen to 18,08,936.
India''s COVID-19 tally had crossed the 20 lakh mark on August 7.
According to the Indian Council of Medical Research (ICMR), 2,85,63,095 samples have been tested up to August 14. Of these, 8,68,679 were examined on Friday, the highest in a day so far.
Of the 996 fresh deaths reported, 364 are from Maharashtra, 117 from Tamil Nadu, 104 from Karnataka, 97 from Andhra Pradesh, 60 from West Bengal, 55  from Uttar Pradesh, 25 from Punjab, 16 each from Bihar, Chhattisgarh and Madhya Pradesh, 15 each from Gujarat and Jharkhand, 13 from Rajasthan, 11 each from Delhi and Jammu and Kashmir and 10 each from Kerala, Odisha and Telangana.
Besides, seven fatalities have been reported from Haryana, six from Assam, four each from Puducherry, Tripura and Uttarakhand, two each from Andaman and Nicobar Islands and Goa while Arunachal Pradesh and Chandigarh have registered one fatality each.
Of the total 49,036 deaths, Maharashtra counts for the maximum with 19,427, followed by 5,514 in Tamil Nadu, 4,178 in Delhi, 3,717 in Karnataka, 2,746 in Gujarat, 2,475 in Andhra Pradesh, 2,335 in Uttar Pradesh, 2,319 in West Bengal and 1,081 in Madhya Pradesh.
So far, 846 people have died of COVID-19 in Rajasthan, 731 in Punjab, 684 in Telangana, 520 in Jammu and Kashmir, 518 in Haryana, 442 in Bihar, 324 in Odisha, 224 in Jharkhand, 175 in Assam, 147 in Uttarakhand and 139 in Kerala.
Chhattisgarh has registered 130 deaths, Puducherry 106, Goa 93, Tripura 50, Chandigarh 28, Andaman and Nicobar Islands 24, Himachal Pradesh 19,   Manipur 13, Ladakh nine, Nagaland eight, Meghalaya six, Arunachal Pradesh five, Dadra and Nagar Haveli and Daman and Diu two and Sikkim one.
According to the Health Ministry, more than 70 per cent of the deaths occurred due to comorbidities.
"Our figures are being reconciled with the Indian Council of Medical Research," the ministry said, adding that state-wise distribution of figures is subject to further verification and reconciliation.

"My elder brother Shri Chetan Chauhan has left us today after fighting a good battle. I sincerely thank everyone who had prayed for his recovery. His son Vinayak will be reaching anytime and we will then perform last rites," Pushpendra told PTI.   Chauhan, who was Sunil Gavaskar's longest serving opening partner, was admitted to Sanjay Gandhi PGI in Lucknow on July 12 after being found COVID-19 positive. Brazilian health authorities on Tuesday were starting a three-month test of a coronavirus vaccine produced by Chinese pharmaceutical company Sinovac one of a handful around the world that are entering late-stage testing to prove effectiveness, reports AP.
Dimas Covas, president of the Butantan Institute coordinating the study, said at a press conference that if the vaccine proves safe and effective, Brazil would receive 120 million doses from China at the beginning of next year, which will allow 30 million Brazilians to be vaccinated.

US leading the world in COVID-19 testing, India second: Trump
The United States is leading the world in terms of COVID-19 testing and India is at second position, President Donald Trump said while giving an update on his administration's response to the coronavirus pandemic.
So far more than 140,000 Americans have died due to coronavirus and 3.8 million have tested positive. While the US economy is slowly coming back to normal, the pandemic is now spreading in the Sun Belt of the country.

India recorded 37,148 COVID-19 cases in the last 24 hours, pushing its tally to 11,55,191 , while the total number of recoveries increased to 7,24,577, according to the Union health ministry's data issued at 8 am on Tuesday.
The toll due to the disease rose to 28,084 with 587 fatalities reported in a day, the data showed.
Of the total cases, based on the health ministry's figures, Maharashtra, the worst-affected state by the pandemic, alone accounts for nearly 27.5 percent, followed by Tamil Nadu (15 percent) and Delhi (10.7 percent) cases. These three states together account for more than half of India's total case load.
On Tuesday, Maharashtra's COVID-19 tally rose to 3,27,031 with the addition of 8,369 new cases, while 246 more patients succumbed, taking the fatality count in the state to 12,276, health department said.
Whereas in Tamil Nadu, 4,965 people tested positive on Friday, taking the infection count past the 1.80 lakh. Tamil Nadu on  crossed 20 lakh in samples screened so far.
The state recorded 75 fresh COVID-19 deaths, including that of a 56-day old boy, during the day, taking the toll to 2,626, a health department bulletin said. The state has 51,344 active cases out of the total 1,80,643.
Delhi recorded 1,349 fresh COVID-19 cases on Tuesday, taking the caseload in the city to over 1.25 lakh, while the death toll mounted to 3,690 after 27 fatalities were recorded, authorities said.
The number of active cases stood at 15,288, marginally up from 15,166 on Monday.
Amid the rising cases, the Shri Amarnath Shrine Board (SASB) on Tuesday decided to cancel this year's pilgrimage to the 3,880-metre-high cave shrine in south Kashmir Himalayas.
India's COVID-19 fatality rate, however, has dropped significantly to 2.43 percent from 3.36 percent on 17 June, the Centre said on Tuesday, asserting the country has handled the pandemic "relatively well".
There are 4,02,529 active cases of the coronavirus infection currently in the country, while 7,24,577 people have recovered till now. Thus, 62.72 per cent people have recovered so far, the ministry said.
In the meantime, the National Green Tribunal Tuesday said that segregation of COVID-19 waste from others is a must to avoid further contamination adversely affecting public health.
Nearly a quarter Delhiites affected with COVID-19, finds sero survey
Amid the rising cases, the results of a  sero-prevalence survey in Delhi showed that 23.48 percent people in the National Capital had developed antibodies for COVID-19 with experts stating that the National Capital is still far from herd immunity against the coronavirus.
The survey results also show that remaining 77 percent are still vulnerable and the containment measures need to continue with the same rigour, National Centre for Disease Control director Dr Sujeet Kumar Singh, told a press briefing.
Delhi has a population of nearly 2 crore. Eight out of Delhi's 11 districts have more than 20 percent of sero prevalence, Singh said.
A senior Delhi government official said the government  will consult with public health experts and epidemiologists to determine if the future course of Delhi's strategy against COVID-19 should change in light of these survey results or not.
The sero survey was conducted from 27 June to 10 July, during which a total of 21,387 samples were tested by the NCDC in collaboration with the Delhi government.
Cases from states
Meanwhile, coronavirus cases in Gujarat crossed the 50,000 on Tuesday with a highest one-day spike of 1,026, around 300 of them from Surat district, the health department said.
The coronavirus death toll rose to 1,229 in Uttar Pradesh after the state reported 37 fatalities, a statement issued by the state government said on Tuesday. With as many as 2,128 fresh COVID-19 cases, the state's infection tally reached 53,288.
Kerala on Tuesday reported 720 fresh cases of COVID-19, taking the number of infected people in the state to 13,994, while 1,62,444 people are under observation in the state.
Of the new cases, 528 were infected from their contacts, Chief Minister Pinarayi Vijayan said.
The state of Madhya Pradesh recorded 785 new COVID-19 caseson Tuesday, taking the state-wide infection count to 24,095, while 18 more patients succumbed to the disease, health department officials said.
With 18 more people succumbing to the viral infection on Tuesday, the death toll went up to 756, they said.
Of them, four fatalities each were reported from Bhopal and Indore, while one each patient died in Morena, Jabalpur, Sagar, Ratlam, Dhar, Barwani, Datia, Hoshangabad, Jhabua and Guna, the officials said.
Among the new cases, the highest 149 cases were reported from Bhopal, followed by 72 in Raisen, 70 in Indore, 62 in Morena and 49 in Gwalior, they said.
Jammu and Kashmir saw 608 new COVID-19 cases on Tuesday, raising the tally in the Union Territory to 15,258 as nine fresh fatalities pushed the death toll to 263, officials said.
"Nine persons, who were COVID-19 positive, have died over the past 24 hours in Jammu and Kashmir," they said, adding all the nine deaths took place in the Kashmir Valley.
In Goa, COVID-19 cases crossed the 4,000 with the state now having 4,027 positive cases as on Tuesday with 174 new detections, the state Health department said.
The COVID-19 tally in Manipur crossed the 2,000-mark, with the detection of 90 new cases on Tuesday, a Health department bulletin said.
The coronavirus death toll in Himachal Pradesh increased to 11 after a 75-year-old woman died in Mandi on Tuesday as 33 fresh cases surfaced, taking the state's infection tally to 1,665.
Chhattisgarh's COVID-19 count rose to 5,731 on Tuesday with the addition of 133 COVID-19 cases in the last 24 hours, while the death toll climbed to 29, as the sample of an elderly woman who died earlier tested positive, a health official said.
Mumbai, neighbouring districts report 2,627 new cases; 107 die
Mumbai's COVID-19 tally rose to 1,03,262 on Tuesday with the addition of 995 new cases, while the toll increased to 5,814 after 62 more patients succumbed to the infection, the city civic body said.
In enighbouring Thane district, an addition of 1,323 cases took COVID-19 count to 70,513, while the toll swelled by 40 during the day to touch 1,967, an official said.
Kalyan led the list of new cases with 268 people testing positive, followed by 254 in Navi Mumbai, he said.
"Thane and Kalyan now have over 16,000 cases each while Navi Mumbai is fast approaching the 12,000 mark. Of the 70,513 cases, 33.28 percent is active," he added.
Among those who died was a 52-year-old constable from Hill Line police station under Thane commissionerate, he said.
Neighbouring Palghar added 309 cases during the day to take its count to 12,382 while five deaths increased the toll to 223.
India doing relatively well, says Centre
Amid the rising cases, Rajesh Bhushan, officer on special duty in the Union health ministry, told a press conference in Delhi, that 30 states and Union Territories have COVID-19 positivity rate lower than that of the national average which stands at 8.07 percent.
According to PTI, stating that some states are doing more than 140 tests per million, Bhushan, said that the number of tests per million have to be brought down to  a level of 140 tests per day per million, so that the "rate of positivity reduces and comes down to 10 percent first and then continue the testing process so that the rate of positivity further reduces to 5 percent or lower".
The health ministry official also said that the COVID-19 deaths per million population in India stand at 20.4 per million which is amongst lowest in the world, Bhushan said.
"There are several countries where the deaths per million is 21 times or 33 times higher than in India. The global average stands at 77 deaths per million population," he said.
"So far, the nation has managed COVID-19 relatively well," Bhushan said.
He also shared a chart showing that the COVID-19 case fatality rate has declined from 3.36 percent on 17 June to 2.43 percent now.
Punjab's first plasma bank opens at Patiala
Punjab on Tuesday got its first plasma bank at Patiala's Rajindra Hospital where those who have recovered from the novel coronavirus can donate their blood plasma to help treat COVID-19 patients.
State's Medical Education and Research Minister OP Soni inaugurated the facility through video conference and said it will play a vital role in the fight against the pandemic.
Multiple trials of plasma therapy have been successfully conducted in the state that paved the way for the establishment of the plasma bank, he said.
Karnataka won't extend lockdown, to regulate supply of Remdesivir
Karnataka chief minister BS Yediyurappa also said that it will not be extending lockdown in Benglauru and other areas of the state, saying that "lockdown" is not the solution to control COVID-19 and stressed on social distancing and wearing of masks.
"We had been successful at the beginning in controlling the COVID, but in recent days especially in Bengaluru the COVID cases have increased.....I want to tell the people of the state that for the control of the virus, lockdown was not the solution. The solution is wearing masks and maintaining social distancing," Yediyurappa said.
In the meanwhile, amid reports of black marketing and haording of Remdesivir, a drug used in the treatment of coronavirus infected patients, Karnataka's COVID-19 task force on Tuesday decided that the state government will regulate its supply to private hospitals.
"Remdesivir which is currently available in the government hospitals will be supplied to private hospitals through the government. This will help curb black marketing of this drug," Medical Education Minister K Sudhakar's office said in a release.
The government has also fixed the rate for COVID-19 tests in private labs at Rs 2,000 for government referred cases and 3,000 for self-reporting cases.
Meanwhile, the West Bengal govt said Tuesday that there will be a complete lockdown in the state on 23, 25 and 29 July to fight the spread of COVID-19.
US accuses Chinese hackers in targeting of COVID-19 research
Days after authorities in the US, Canada and the United Kingdom accused a hacking group with links to Russian intelligence with trying to target research on the disease, the US Justice Department on Tuesday accused two Chinese hackers of stealing hundreds of millions of dollars of trade secrets from companies across the world and more recently targeting firms developing a vaccine for the coronavirus.
The indictment, says the hackers in recent months had researched vulnerabilities in the computer networks of companies publicly known for their work in developing vaccines and treatments, AP reported.
However, there was no immediate indication that the hackers had successfully obtained any COVID-19 research, despite efforts to snoop on the companies.

Jammu and Kashmir saw 608 new COVID-19 cases on Tuesday, raising the tally in the Union Territory to 15,258 as nine fresh fatalities pushed the death toll to 263, officials said. Exclusive: Not the time to play politics over appointment of health minister, says Shivraj Singh Chouhan; MP may extend lockdown if needed
The BJP government in Madhya Pradesh, which at present is grappling with the crisis of growing number of coronavirus positive cases and 76 deaths — second after Maharashtra with 223 deaths — may extend lockdown beyond 3 May, if the state is not completely out of danger.
The current government came to power in the state by toppling the 15-month-old Congress government — after a long political drama that culminated just two days before the complete lockdown of the country announced by Prime Minister Narendra Modi began on 25 March. The state has functioned without a cabinet since then. Madhya Pradesh is the only state in the country with no health minister during this pandemic.
Ahead of a likely cabinet expansion on Tuesday, Chief Minister Shivraj Singh Chouhan, in an exclusive interview with Firstpost, discusses in detail about his strategy to combat COVID-19 pandemic, plans to reboot the economy and redress agrarian issues.
What is the Madhya Pradesh government’s approach towards lockdown?
Government is well prepared to fight this havoc and we’re leaving no stone unturned for the well-being of people. Right from the moment I took oath as the chief minister, I focused my attention on dealing with this disaster. The first challenge before us was to supply adequate medical equipment, medicines, masks, PPE kits etc. Now the supplies have been ensured. Initially, cases of coronavirus infection were less in Madhya Pradesh. At present, the number of such cases has increased. But, in many districts, conditions are now better than before. We’ve made complete monitoring arrangements. Senior and competent officers are looking after the mechanism of the system in every field. We have given necessary guidelines to government and private hospitals, and medical colleges. We also organised a training program for private hospitals after meeting with the Nursing Home Association. Many private hospitals are proposing to give their entire hospital to deal with this epidemic. We have appointed separate cells, separate officers and set up control centres. Work is being done for better implementation of the protocol that we have got for prevention of COVID-19 by the Central government. There will be no reduction in the supply of basic needs.
Madhya Pradesh Health Department, medical staff and administration are working with full vigour to control the spread of the virus. Telemedicine centres have been set up in all the districts to help doctors directly communicate with the COVID-19-affected people through video calling. An app has been developed to monitor the quarantined persons, with the help of photo-based geo-tagging method. Training modules are being provided through WHO and UNICEF to impart immediate training to nurses and paramedical staff. To solve the problems faced by citizens during the lockdown, round-the-clock control rooms and call centres have been set up at the state and district levels. All kinds of essential facilities are being provided adequately in the affected areas.
Are you planning to relax it gradually, if so how?
The good news is that in many places we have been able to control the infections. Initially, some cases were found in Jabalpur but now the situation is under control there. The situation in Bhopal has also improved. Gwalior and Shivpuri got completely free of COVID-19 infection. The positive news makes us believe that if we all come together and fight this disaster following the rules of social distancing and staying indoors, we can defeat this menace. For me, the first priority in any situation is the well being of every single person in Madhya Pradesh. Right now, my duty is to protect their health. It is our responsibility to maintain patience and extend mutual support for a few days more to fight the pandemic.

In case we’re unable to get out of danger completely even after the lockdown, or if some more time is required to handle the crisis, the lockdown can be extended. The final decision will be taken on the basis of the outcome after lockdown ends and in the interest of the state.
Madhya Pradesh was much below the ladder in terms of COVID-19 positive cases and fatalities (first case of death on 25 March) initially. Why did it become the second state after Maharashtra in terms of deaths (76 deaths) gradually?
It is a challenging time not only for the state but for the whole country. We are trying our best. Initially, there were few cases in Madhya Pradesh, primarily in Jabalpur. But after that, there was a rapid increase in the number of cases around major cities like Indore and Bhopal. Tablighi Jamaat members from Madhya Pradesh, who attended the Markaz event in Delhi in March, came back and scattered into many corners and prime areas of the state. They responded reluctantly, didn’t come forward willingly and thus indirectly spread the infection. People with foreign travel history visited Indore, Bhopal and a few other places concealed the fact due to lack of awareness or other reasons. But we have increased medical facilities and are consistently trying to strengthen medical infrastructure across the state. New cases are still being found but we have divided the state into different zones. More than 400 containment areas and hotspots have been created in 26 districts. We’ve done 100 percent survey and contact tracing in all such areas. Screening and quarantining of more than 55,000 people have been undertaken. Arrangements have also been made to ensure the availability of all essential commodities in such areas.
India’s cleanest city consecutively for three years — Indore seems to have a growing number of cases — 897 cases and 52 deaths and has become a Coronavirus hotspot. What is the plan to contain it?
Indore is the prime commercial centre and densely populated city of the state. A large number of people from Indore travel abroad for business. Initially, such people concealed their travel histories and spread the infection by coming in contact with others. We are giving special attention to cases of infection found in the city. In Indore, the entire government staff, including the police and administration, along with public representatives, social workers, organizations, media and the public, has been fighting the battle against coronavirus wholeheartedly. I am confident that we will win this battle soon and Indore will set an example. I have reviewed the situation of the epidemic in Indore and the rest of the state, through video conferencing.
I have instructed on effective implementation of the strategy of ‘Identify, Isolate, Test and Treat’ (IITT) in all districts. With this strategy, we will be able to conquer coronavirus soon. The coronavirus testing rate in Indore is much higher than the rest of the state. A total of 5,120 samples have been taken in Indore, out of which 1,000 samples have been sent to Delhi for testing. So far, 3.9 lakh persons have been surveyed in the infected areas. Nearly 13 lakh people have already been surveyed in the entire city and another 21 lakh will be surveyed in the next seven days.
I have also given clear instructions for fair price ration to be sent to all districts in sufficient quantity and there should be no delay in the distribution. If there is no shop, the ration will be delivered at home. In order to ensure that vegetable and fruit crops are not spoiled, decentralised purchase of these perishable commodities can be arranged in a protective manner outside the city.
As per the instructions of the Centre, a containment plan has been prepared and implemented. Under rapid action, we have increased the number of investigation teams in the affected areas, in which three types of teams are working. One team creates public awareness and provides consultation, the second team collects samples by visiting homes and the third team provides psychological support to people by allaying their fears. We have arranged for the sample collection from home instead of hospitals so that a suspected infected person can be tested and isolated at the same time. In Indore, Bhopal and surrounding regions, instructions have been given for strict adherence to social distancing.
Coming back to power after 15 months, what according to you are the immediate concern, hurdles and challenges in combating COVID-19 pandemic?
The immediate concern is fighting and winning this war against coronavirus and the safety of the people. Hurdles and challenges are part of life. Although this situation is unprecedented, we have faced tough times earlier as well but have overcome and won every time with the support of the people of Madhya Pradesh. This time too, I firmly believe that with the support of the people, we will surely win. Saving lives is the biggest challenge in this fight against the COVID-19 pandemic.
In the state, doctors, paramedical staff and even police have been attacked during the lockdown. What action will your government take against miscreants and what measures will be taken to prevent more such incidents?
We are continuously trying to counsel such persons so as to remove fears and misinformation about COVID-19, yet such incidents happen, which is very unfortunate. The Central government, the state governments and the entire administrative machinery of the country are repeatedly requesting people not to panic and to cooperate with relief workers. Instead, some incidents have been very disappointing. Recently, such incidents occurred in Uttar Pradesh too. No one will be spared if found disobeying the law, risking the lives of others or not cooperating. Those who attacked the officials are already behind bars under the provisions of the National Security Act and strict action will be taken against them.
What has the government done for migrant labourers and workforce in the state?
Adequate arrangements to provide food and ration to all the needy have been made. Many labourers from MP work outside the state; more than 5,70,000 workers had come to the state till 3 April. In view of the danger of infection, these migrant workers have been lodged separately in 2,792 places. Food has been arranged for them at 4,671 places in which private individuals and institutions are cooperating. Regular health check-up of migrant labourers is being done. This is the reason that only one labourer has been found coronavirus positive in the rural area, who is being regularly monitored and given required treatment. For monitoring health of migrant labourers, separate testing centres have been set up at 1,804 places at the Gram Panchayat level. A list of such labourers, who are ill, has been prepared and they are being monitored till recovery.
Recently, more than Rs 88 crore has been deposited in the accounts of 8,85,000 labourers, amounting to Rs 1,000 per worker, to help them meet their daily needs. Food arrangements have been made for daily wagers and also for those who do not fall under the BPL category but are unable to generate income due to lockdown. Instructions have given to provide two square meals to them from the amount available under the Panch Parmeshwar scheme of the Rural Development department.
Has the state government been effective in sending essential goods to poor localities?
Three months advance ration has been provided by the government to all the ration cardholders of the state. Apart from this, I have directed all district administrations that ration should be provided to the poor, labourers or any other person stuck in any district without food. So far, ration has been made available to more than five crore beneficiaries. On average, two lakh people are being fed daily in rural areas and 2.5 lakh in urban areas. The ration is also being given to those who don’t have ration cards.
How do you plan to reactivate the economy in the state?
It is, indeed, an unprecedented disaster and is surely going to disturb the economy of the state but we need to be well-prepared to face upcoming conditions at the earliest. This fact is in our checklist for the betterment and welfare of the state. The state is facing a monthly loss of around Rs 2,000 crore to Rs 3,000 crore, and we’re deeply concerned. We have formed a state-level committee to discuss measures to reboot the state’s economy and to regain the economic and financial momentum once the crisis ends. Wheat procurement is already in process. We are also planning to start the manufacturing industries soon in keeping with the central guidelines regarding COVID-19. We’ve already permitted transportation of goods, to keep the supply chain hassle-free. The production in the pharmaceutical sector is already on. We will gradually reopen remaining commercial activities across the state depending on the situation. For now, we have also allowed small economic activities in the green zones and small towns of the state. We will strictly follow the guidelines issued by the Government of India on restarting certain industries from 20 April onwards.
But it should be kept in mind that no labourer from the infected area would be allowed to report to work. All protective measures should be adhered to at the workplace. As far as possible, arrangements should be made for the workers to stay in the workplace.
When are you going to appoint ministers in your cabinet? There are allegations that the absence of a health minister has affected the fight against COVID-19.
In my opinion, this is not the right time to play such political games but we live in a democratic system, where everybody has the right to speak. However, allegations are not true. It is a fact that the council of ministers plays a crucial role in governance and ensuring the welfare of the state. As soon as I was sworn in as the chief minister, our primary focus was to prepare for this unprecedented battle, keeping in mind the safety of all public representatives as well. I am continuously coordinating with our MLAs and MPs and with their consultation, I am making decisions for the welfare of the state. Recently, we formed a 10-member committee to look after different aspects of this fight against COVID-19 and to support the mechanism built to fight this pandemic. As far as cabinet formation is concerned, whatever decision is taken, you will certainly get information about it.
Once the COVID-19 pandemic gets over, what would be your biggest challenge as the chief minister? What about the problems faced by farmers due to non-fulfilment of loan waiver promised to them by the Congress government?
Farmers are the backbone of our economy. Providing them with the right value of their crop will be our priority. We have already initiated procurement of wheat except in some districts that are affected by the pandemic. The crop loan scheme — that provides crop loans to farmers at zero percent interest — will also be continued in the year 2020-21. The previous government was considering shutting down this secure facility. Farmers are our priority and Madhya Pradesh government has been working relentlessly for the welfare of farmers. In this hour of crisis, we will give additional facilities to farmers. Agricultural activities will be encouraged in the state once this crisis gets over. As a respite, Rs 2,990 crores of crop insurance for FY 2018-19 and 2019-20 are being distributed immediately. I will do everything possible to ensure that farmers are not affected by this pandemic. I am also restarting the Sambal Yojna for the poor which can really make a difference in their lives.

What has the government done for migrant labourers and workforce in the state? Adequate arrangements to provide food and ration to all the needy have been made. Many labourers from MP work outside the state; more than 5,70,000 workers had come to the state till 3 April. In view of the danger of infection, these migrant workers have been lodged separately in 2,792 places. Food has been arranged for them at 4,671 places in which private individuals and institutions are cooperating. Regular health check-up of migrant labourers is being done. This is the reason that only one labourer has been found coronavirus positive in the rural area, who is being regularly monitored and given required treatment. For monitoring health of migrant labourers, separate testing centres have been set up at 1,804 places at the Gram Panchayat level. A list of such labourers, who are ill, has been prepared and they are being monitored till recovery. Recently, more than Rs 88 crore has been deposited in the accounts of 8,85,000 labourers, amounting to Rs 1,000 per worker, to help them meet their daily needs. Food arrangements have been made for daily wagers and also for those who do not fall under the BPL category but are unable to generate income due to lockdown. Instructions have given to provide two square meals to them from the amount available under the Panch Parmeshwar scheme of the Rural Development department. Has the state government been effective in sending essential goods to poor localities? Three months advance ration has been provided by the government to all the ration cardholders of the state. Apart from this, I have directed all district administrations that ration should be provided to the poor, labourers or any other person stuck in any district without food. So far, ration has been made available to more than five crore beneficiaries. On average, two lakh people are being fed daily in rural areas and 2.5 lakh in urban areas. The ration is also being given to those who don’t have ration cards. How do you plan to reactivate the economy in the state? It is, indeed, an unprecedented disaster and is surely going to disturb the economy of the state but we need to be well-prepared to face upcoming conditions at the earliest. This fact is in our checklist for the betterment and welfare of the state. The state is facing a monthly loss of around Rs 2,000 crore to Rs 3,000 crore, and we’re deeply concerned. We have formed a state-level committee to discuss measures to reboot the state’s economy and to regain the economic and financial momentum once the crisis ends. Wheat procurement is already in process. We are also planning to start the manufacturing industries soon in keeping with the central guidelines regarding COVID-19. We’ve already permitted transportation of goods, to keep the supply chain hassle-free. The production in the pharmaceutical sector is already on. We will gradually reopen remaining commercial activities across the state depending on the situation. For now, we have also allowed small economic activities in the green zones and small towns of the state. We will strictly follow the guidelines issued by the Government of India on restarting certain industries from 20 April onwards. But it should be kept in mind that no labourer from the infected area would be allowed to report to work. All protective measures should be adhered to at the workplace. As far as possible, arrangements should be made for the workers to stay in the workplace. When are you going to appoint ministers in your cabinet? There are allegations that the absence of a health minister has affected the fight against COVID-19. In my opinion, this is not the right time to play such political games but we live in a democratic system, where everybody has the right to speak. However, allegations are not true. It is a fact that the council of ministers plays a crucial role in governance and ensuring the welfare of the state. As soon as I was sworn in as the chief minister, our primary focus was to prepare for this unprecedented battle, keeping in mind the safety of all public representatives as well. I am continuously coordinating with our MLAs and MPs and with their consultation, I am making decisions for the welfare of the state. Recently, we formed a 10-member committee to look after different aspects of this fight against COVID-19 and to support the mechanism built to fight this pandemic. As far as cabinet formation is concerned, whatever decision is taken, you will certainly get information about it. Once the COVID-19 pandemic gets over, what would be your biggest challenge as the chief minister? What about the problems faced by farmers due to non-fulfilment of loan waiver promised to them by the Congress government? Farmers are the backbone of our economy. Providing them with the right value of their crop will be our priority. We have already initiated procurement of wheat except in some districts that are affected by the pandemic. The crop loan scheme — that provides crop loans to farmers at zero percent interest — will also be continued in the year 2020-21. The previous government was considering shutting down this secure facility. Farmers are our priority and Madhya Pradesh government has been working relentlessly for the welfare of farmers. In this hour of crisis, we will give additional facilities to farmers. Agricultural activities will be encouraged in the state once this crisis gets over. As a respite, Rs 2,990 crores of crop insurance for FY 2018-19 and 2019-20 are being distributed immediately. I will do everything possible to ensure that farmers are not affected by this pandemic. I am also restarting the Sambal Yojna for the poor which can really make a difference in their lives.
