"We want justice,” doctors chanted in Kolkata, waving handwritten signs that read, “No safety, no service!”
16 Aug 2024
Indian doctors have called for a nationwide shutdown of hospital services as public fury over the rape and murder of a trainee medic in the eastern city of Kolkata last week mounts.
The Indian Medical Association (IMA), the country’s largest grouping of medics with 400,000 members, said the 24-hour shutdown would be implemented on Saturday, affecting most hospital departments except for essential services.
The shutdown comes after thousands of people took to the streets in several cities to express their outrage at the rape and murder of a 31-year-old trainee doctor, whose brutalised body was found on August 9 at Kolkata’s state-run RG Kar Medical College and Hospital.
On Friday, large protests were held in various cities – including Kolkata, the capital of West Bengal state, Mumbai in the west and Hyderabad in southern India – demanding justice and better security at medical campuses and hospitals.
“We want justice,” doctors chanted in Kolkata, waving handwritten signs that read, “No safety, no service!”
Demonstrators held banners calling for accountability as they gathered near parliament in New Delhi.
“Doctors, especially women are vulnerable to violence because of the nature of the profession. It is for the authorities to provide for the safety of doctors inside hospitals and campuses,” the IMA said in a statement issued on Thursday on X.
Tumblr media

Multiple medical unions in both government and private systems have backed the strike.
Doctors in government hospitals across several states on Monday had halted elective services “indefinitely” in protest.
Indian media have reported that the murdered doctor was found in the teaching hospital’s seminar hall, suggesting she had gone there for a brief rest during a long shift.
An autopsy confirmed sexual assault. Doctors say the circumstances of the rape point to the vulnerability of medics left without proper protection and facilities.
Though police have detained a man who worked at the hospital helping people navigate busy queues, state government officers have been accused of mishandling the case.
On Wednesday night, the hospital where the trainee doctor was killed was attacked. Police did not identify who was behind the rampage, but said they have arrested 19 people so far.
Little has changed
There were more than 31,000 reported rapes in India in 2022, the latest year for which data is available, according to the National Crime Records Bureau (NCRB).
The gang rape and murder in 2012 of a young woman on a bus in Delhi, northern India, led to nationwide protests and outrage over the country’s failure to tackle sexual violence against women.
Tumblr media
Since 2012, the government has brought in sweeping changes to the criminal justice system, including tougher sentences and the death penalty for repeat offenders.
Conviction rates for rape ranged between 27-28 percent from 2018-2022, according to NCRB data.
The definition of rape has also been widened to include non-penetrative acts and the age threshold for rape trials lowered so 16-year-olds can be tried as adults.
But campaigners say little has changed despite the tougher laws.
Criminal lawyer Rebecca M John, who has represented many rape victims, said some rapists still believe they can get away with their crimes.
“One of the factors would be the absence of fear of the law,” she said.
Many cases of crimes against women also go unreported because of the stigma surrounding sexual violence and a lack of faith in the police.

https://www.reuters.com/world/india/protesters-block-train-tracks-buses-eastern-india-2024-08-28/
KOLKATA, Aug 28 (Reuters) - Thousands of protesters blocked train tracks, halted buses and shouted slogans in India's state of West Bengal on Wednesday in the latest demonstration following the brutal rape and murder of a trainee doctor.
Prime Minister Narendra Modi's Bharatiya Janata Party (BJP), which is in opposition in the eastern state, called for a 12-hour state-wide protest strike after police fired tear gas and water cannon to disperse a march on Tuesday.
Most of Wednesday's protesters were BJP workers, who also forced shops to shut, as authorities braced for more disruptions, with one police official saying 5,000 officers had been deployed to quell any violence.
Thousands of doctors, many of them on strike since the Aug. 9 crime was discovered, marched in the state's capital of Kolkata, demanding justice for the victim and better workplace safety for doctors.
"If the state government had powers to make laws, I would have made a law in seven days that would mandate capital punishment in incidents of rape," Chief Minister Mamata Banerjee told a rally.
Banerjee, a staunch political foe of Modi who has promised swift justice, appealed to the striking doctors to return to work, expressing sympathy for victims of sexual violence and their families.
Many university students were among Tuesday's protesters, who had called for Banerjee's resignation over her handling of the rape and murder of the 31-year-old doctor in a government-run hospital in Kolkata.
Indian President Droupadi Murmu said she was "dismayed and horrified" by the incident.
"No civilised society can allow daughters and sisters to be subjected to such atrocities," broadcaster CNN News 18 quoted Murmu, a constitutional figurehead, as telling news agency PTI in her first comments on the crime. "Enough is enough."
The nationwide outrage unleashed by the attack was similar to that which followed the 2012 gang-rape of a 23-year-old student on a moving bus in New Delhi, but campaigners said tougher laws had not deterred sexual violence against women.

West Bengal Governor: 'I saw political Holi with human blood in the field...' Some political IPS and IAS personnel have failed in their responsibilities.'
West Bengal Governor C V Ananda Bose's relationship with the state government led by the Trinamool Congress (TMC) is more strained than ever. The most current round of conflict began when Bose, as chancellor of public universities, nominated interim vice-chancellors to almost a dozen institutions. Following this, Chief Minister Mamata Banerjee vowed to halt university funding and stage a dharna in front of Raj Bhavan.
The Raj Bhavan claimed in a statement late Saturday that the Governor had sent "two confidential letters," one to the state secretariat Nabanna and the other to Delhi. Earlier in the day, state Education Minister Bratya Basu referred to Bose as a "vampire" after the latter warned of "midnight action."
Ananda Bose speaks to The Indian Express on the ongoing debate, why he has yet to sign numerous bills passed by the legislature and the law-and-order situation in areas hit by poll-related violence.

"I Fell, Sister-In-Law Ran With My Sons": Another Manipur Gang-Rape Horror
A 37-year-old married woman from Manipur's Churachandpur district alleged she was caught by a group of men - while she was fleeing from her burning house with her two sons, niece and sister-in-law - and gang-raped on May 3
Tumblr media
Imphal/New Delhi: Another horrific case of sexual assault during the ethnic clashes in Manipur in early May has come to light, after the survivor — who has been living in a relief camp — filed a police case. More and more women in Manipur are coming to the police to narrate the shocking ordeal they went through and barbarism they faced as the authorities encourage them to speak up.
In the latest case, a 37-year-old married woman from Manipur’s Churachandpur district alleged she was caught by a group of men — while she was fleeing from her burning house with her two sons, niece and sister-in-law — and gang-raped on May 3, the day violence broke out in the district after a rally by the hill-majority Kukis over the valley-majority Meiteis’ demand for inclusion under the Scheduled Tribes (ST) category.
She said she mustered the courage to go to the police after seeing reports of women speaking up about what the horrors they went through.
“I did not disclose the incident to save myself and my family’s honour, dignity and to save ourselves from social ostracism. The delay in filing this complaint is due to social stigma… I even wanted to end myself,” the woman said in her statement attached with the ‘zero FIR’ filed with Bishnupur police station on Wednesday.
She is now living in a relief camp for internally displaced people. The case has been filed under Sections 376D, 354, 120B and 34 of the Indian Penal Code (IPC).
According to the first information report (FIR), at 6.30 pm on May 3, miscreants started burning the woman and her neighbour’s houses, after which she, her two sons, niece and sister-in-law ran as fast as they could.
“I carried my niece on my back and also held my two sons and started running from the spot along with my sister-in-law. She was also carrying a baby on her back and running ahead of me. Then I stumbled and fell down on the road and unable to get up… my sister-in-law came back running towards me and picked up my niece from my back and rang along with my two sons as I insisted,” the woman said in the ‘zero FIR’ filed in Bishnupur, 35 km from her now-destroyed house in Churachandpur.
“When I finally managed to get up, some five-six… miscreants got hold of me… They started verbally abusing and assaulting me. Despite my resistance, I was forcefully pinned down. After this, the men started sexually assaulting me…” the woman said in the FIR.
A ‘zero FIR’ can be filed at any police station, not necessarily at a police station under whose jurisdiction the crime happened. The police station where the case has been filed has to send the FIR to the correct jurisdiction, which will then investigate it, in this case the police station in Churachandpur.
The woman said her health completely deteriorated, and she even thought of dying by suicide. She said she went to the Regional Institute of Medical Sciences in the state capital Imphal, but returned without seeing a doctor as she couldn’t even “express” herself.
Subsequently, she said she went to JNIMS Hospital in Imphal on Tuesday as her health discomfort increased. The doctors there treated and counselled her, contributing to her strength to report the case.
“… I started realising the trauma and sufferings that I went through because of their heinous crimes committed against me without any fault of mine… Adequate punishment should be given to the gang of culprits who abused, sexually and physically assaulted me,” the woman said.
Last month, a horrific video of two women being paraded naked on a road by a group of men in Manipur was shared widely on social media, drawing massive condemnation and calls for action. The accused seen in the video have been arrested.
The Manipur Police told the Supreme Court on Tuesday that over 6,500 police cases have been filed between the nearly three-month period from May 3 to July 30.
The biggest chunk of police cases has been filed under the category “arson, looting and destruction of house property”, according to a police report submitted in the Supreme Court, a copy of which NDTV has seen.
These cases in thousands, inflated by multiple zero FIRs over the same cases, are arson (4,454), looting (4,148), destruction of house property (4,694), and damage to public property (584).
This data indicates the huge scale of destruction of property in Manipur when the ethnic violence was at its worst.

DCW Chief Swati Maliwal Demands Strict Action: Manipur Video Shows Women Paraded Naked Amid Ethnic Violence
Tension escalated in the hills of Manipur as a distressing video surfaced, depicting two women from one of the warring communities being paraded naked by men from the other side. In response, Delhi Commission For Women (DCW) chief, Swati Maliwal, has taken decisive action, announcing her intent to write to Prime Minister Narendra Modi and Manipur Chief Minister N Biren Singh, urging for strict measures to address the appalling incident.
The video emerged on May 4, and it gained widespread attention on the eve of a planned protest march by the Indigenous Tribal Leaders' Forum (ITLF) to bring attention to the plight of the victims. In her tweet, Maliwal expressed her determination to seek urgent steps to curb violence in Manipur and demanded the strongest possible action against the perpetrators. She also requested permission to visit the survivors, their families, and other affected women, intending to submit a fact-finding report to the government to prompt prompt action against sexual crimes targeting women.
In response to the video, the police registered a case of abduction, gang rape, and murder against unknown armed miscreants at Nongpok Sekmai police station in Thoubal district. An all-out effort is underway to arrest the culprits as soon as possible.
The distressing scene depicted in the video from May 4, located in Kangpokpi district, shows men continuously molesting the helpless women, who are seen crying and pleading with their captors. The incident has sparked nationwide outrage and calls for justice, with the DCW chief at the forefront of demanding strict action.
As the nation grapples with the horrifying incident, authorities face immense pressure to ensure that justice is served and that measures are put in place to prevent such heinous crimes in the future. The Manipur violence has shocked the country and underscored the urgency to address issues related to women's safety and security effectively.
It remains to be seen how the situation unfolds, with the DCW chief's efforts to bring attention to the incident and demand accountability from the government. The incident serves as a wake-up call for society to stand united against such violence and to prioritize the safety and well-being of all its citizens.
