Division & Project Overview:
The International Development Group (IDG), an international division of URC with projects in East and West Africa and Latin America. Technical areas addressed by these projects include health systems strengthening (particularly as it relates to the health supply chain), HIV/AIDS, TB, nutrition, livelihoods, community mobilization, quality improvement, and social and behavior change communications, among others. IDG has a need for human-centered design technical support for a potential Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project in Nigeria focusing on the creation of sustainable maternal, newborn, and child health supply chains in 3 states using a human-centered design approach. The Supply Chain Specialist Consultant will report to the Director for of Implementation Science. He/she will provide technical leadership for the upcoming GHSC-PSM task order Applying a Human Centered Design Approach to Improve Availability of Maternal, Newborn and Child Health Commodities in Nigeria. This consultancy is expected to take place over three to four weeks. Specific responsibilities include but are not limited to the following  
Roles and Responsibilities:
Provide technical support to leverage a human centered design (HCD) approach to examine challenges in Nigeria and design a sustainable supply chain system to increase availability of quality MNCH commodities in at least three states in Nigeria (Kebbi, Sokoto, and Bauchi).
Inputs into the project design to maximize the approach.
Undertake primary research including stakeholder interviews, field research, etc. to develop of an understanding of the problem(s) and issue(s) through two week trips to a state with a team
Facilitate the early development of multiple potential concept(s) and/or solution plan(s) to the problem(s) and/or issue(s) with users.
Contribute to project deliverables including the interim report, finals reports, slide deck, and case study
Participate in meetings with the client.
Deliverables:
Weekly meeting with Team Leader
Leading/and or participating in stakeholder interviews
Undertaking stakeholder interviews in one state
Facilitating a state co-creation session
Inputs into interim report, Findings/Key Strategies Slide deck, implementation plan, and case study

Minimum Qualifications:
Required Experience & Qualifications
Minimum of 5 years of professional experience in supply chain management; Bachelors Degree required
Experience in supply chain design approaches of similar scope and complexity including MNCH commodities
Experience collaborating and working with multi-disciplinary teams
Experience planning and conducting primary research, analyzing and synthesizing qualitative data & facilitating workshops
Strong verbal and written communication skills.
Strong computer literacy in Microsoft Word, Excel, and PowerPoint
Strong organizational skills with attention to detail, flexibility to work in a fast-paced environment, and ability to manage multiple assignments with speed and accuracy.
Must have excellent communication skills, good professional judgment and capacity to work well independently and as part of a team.
Must be willing to travel within Nigeria (anticipated 2-week trip).
Desired Experience & Qualifications
Proficiency in a local Nigerian language
Experience working with users in the supply chain and public health.
Experience working with USAID or other U.S. government experience is preferred.

University Research Co., LLC (URC) is seeking a Chief of Party (COP) to provide strategic leadership and oversight for a potential United States Government (USG) funded project based in Nigeria.  This position is contingent on contract award. URC supports the Government of Nigeria, US government implementing partners, and local providers to design and implement high quality programs serving vulnerable children and adolescents and their families. Candidates must have experience leading large health and social service programs in Nigeria. Specific Responsibilities
Primary duties and responsibilities include but are not limited to:
Provide strategic leadership and vision to URC staff
Provide administrative, programmatic and managerial oversight to all aspects of the program; coordinate effective implementation of program activities, including development of work plans and facilitating their timely implementation; develop annual program implementation budgets and monitor budget expenditures; manage and supervise local staff including program partners
Model and promote capacity building practices among all staff
Recruit and supervise staff to meet evolving program demands; provide technical assistance, mentoring and skills building to local staff and key local counterparts.
Make programmatic decisions and trouble‐shoot implementation challenges; oversee program data quality compliance, including developing data tracking systems and monitoring records to ensure program meets USG audit standards; approve local financial transactions and manage and authorize expenditures from local bank accounts; supervise and approve all aspects of project procurement and logistics, including office infrastructure and vehicles; oversee sub-grant development, including compliance with programmatic objectives and URC\USG financial and administrative regulations
Submit timely program reports to donor and URC Headquarters on a quarterly, semi‐annual and annual basis; disseminate program success stories and share relevant information
Serve as a spokesperson and advocate, represent URC Nigeria to USG, donors, GON, cooperating agencies and others
Liaise with Government of Nigeria at federal and local levels, Ministry of Women’s Affairs and Social Development, Ministry of Health, and other line ministries
Carry out supervisory responsibilities in accordance with the URC Nigeria policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Provide technical support and oversight to all employees and consultants/contractors working on the project
Coordinate with other senior program staff on strategic project management
Identify learning needs and coordinate learning sessions for program staff
Consult with URC HQ on an ongoing basis
Minimum Qualifications
Minimum of 10 years’ experience implementing and managing complex programs in Nigeria at a senior level. Previous Chief of Party/Project Director experience or equivalent senior management experience strongly preferred
Minimum of 10 years of progressively increasing responsibility working in public health in the fields of health and social services with children, adolescents and families
Experience working with USG programs; PEPFAR experience highly preferred
Ability to articulate strategic vision for programs serving vulnerable children, adolescents and young women at high risk of HIV acquisition
Documented experience in providing technical assistance required to implement a quality improvement approach to service delivery
Demonstrated leadership skills in working collaboratively with donor agencies, central and local government, development partners, civil society and community-based organizations
Master’s Degree, or higher, in Public Health, Social Welfare, Social Sciences or another related field
Strong program management skills including management of large, multi-player projects
Experience with managing relations at all levels, federal, state, and LGA, as well as other partners e.g., UNICEF, World Bank, etc.
Experience in work plan development and management of outputs and results of multiple stakeholders
Experience overseeing program data quality, including development of data tracking systems and monitoring records
Experience in reporting to donors on a strict timeline and disseminating program success stories and other relevant information
Demonstrated experience in managing partnerships and sub-grantees
Demonstrated experience in financial management of large projects, including compliance with organization and donor financial and administrative regulations
Relevant supervisory experience of professional staff including hiring, building staff capacity, improving retention of staff, supervision, performance reviews and disciplinary actions when necessary
Knowledge of Nigeria’s labor laws
Ability to handle multiple and conflicting priorities, and work under strict deadlines
High standards of integrity
A Nigerian national is strongly preferred
