Shigaraki/Tenko's declaration of being a Hero to the Villains came before AFO revealed he engineered his entire life, so that when he said he wanted to help the Villains, that was when he still thought he was an reject from society. Now that that's no longer the case - that he wasn't supposed to have suffered rejection, that he himself doesn't technically have anything that would qualify him for rejection - we don't know if he still thinks it's necessary for Villains to have a Hero. I want him to still believe outcasts deserved to be saved even if he personally wouldn't have experienced rejection, but who knows. If AFO was responsible for most evil things and soon he'll be gone, and Heroes have now reached out to the outcasts, Shigaraki's dream becomes unnecessary.

All the heroes gathered apparently thinks they're fighting Shigaraki (and not AFO-Possessing-Shigaraki's-Body). Deku does not enlighten anyone about this. But does it matter?
