Supplied The Education Ministry has unveiled plans to expand a literacy programme for garment factory workers.    Education Ministry secretary of state Nath Bunroeun yesterday said illiteracy is still a major issue in Cambodia, especially amongst garment factory staff, who often drop out of school to work.    The programme, in collaboration with Unesco and literacy group Sipar, will attempt to tackle the issue.     “In a bid to support literacy, I want factory owners and private companies to open up more literacy classes for staff and create opportunities for workers to participate in this programme.   “The authorities have to support and coordinate the programme too,” he said.    Currently six factories in Phnom Penh, Kandal, Kampong Speu and Siem Reap provinces are taking part in the initiative, however the ministry hopes to expand the project to a total of 18 factories by the end of the year.    Unesco representative in Cambodia Anne Lemaistre said the scheme was part of the government’s efforts to achieve the fourth sustainable development goal of ensuring “inclusive and equitable quality education and lifelong learning opportunities for all by 2030”.    According to a 2015 Sipar report, 90 percent of workers in garment factories are women, the majority of whom are under 24 and come from poor, rural families. They often come into the working world with a low level of education.    “This literacy programme is planned to reach working adults and youths over 18 in Phnom Penh and the provinces,” Ms Lemaistre said.    A total of 120 workers, 110 of whom are women, are participating in the programme at Dewhirst (Cambodia), Pactics Cambodia, Top Summit Garment Inc, Sabrina (Cambodia) Garment Manufacturing Corp, Japan Rocks SEA (Phnom Penh) and New Orient (Cambodia) factories.    Kuy Sreykeng, 22, a volunteer literacy teacher on the programme, said she loved working with factory staff. “It is good for workers to have the opportunity to study because most of them have little education.    After providing 60 hours of learning over three months, they can read, write their names and calculate sums,” she said, adding that she is delighted to see them improve.   Sipar director Hok Sothik said he hopes to build two more libraries in garment factories, to add to the existing 16 his organisation is already involved with under a separate scheme.    He said he also had plans to ensure the literacy programme will be implemented nationwide.
