in japanese, a mole under the eye is called a 泣きぼくろ, pronounced "nakibokuro," which means "tear mole." according to folk belief, a nakibokuro can mean someone is prone to crying, is crying on the inside, that they have a tragic life, etc.
you see it sometimes in japanese media on tragic characters, or characters with an inner sadness, for example:
now, who else do we know who have moles under their eyes... oh, right!
