G20 Roundup: New Payment Systems, Supply Chains Will Weaken West’s Grip on Global South

Officials from the world’s 20 largest economies met in Delhi, India Thursday for the second and final day of the G20 Foreign Ministers’ Meeting. The event was filled with acrimonious exchanges over Ukraine and the sabotage of Nord Stream, and a joint communique could not be agreed on. Sputnik reached out to Indian observers for key takeaways.
Thursday’s G20 Foreign Ministers' Meeting in Delhi was the second time the bloc failed to reach a consensus on a joint communique since last week’s Finance Ministers' Meeting in Bengaluru, India.
“There were issues. The issues, very frankly, concerned the Ukraine conflict on which there were divergences,” Indian Foreign Minister S. Jaishankar told reporters following the meetings.
Instead, the Indian hosts released a "Chair's Summary and Outcome Document" which, as the name suggests, summarized what officials said and some of the disagreements between them.
"Recognizing that the G20 is not the forum to resolve security issues, we acknowledge that security issues can have significant consequences for the global economy," the summary read, pointing to a lack of consensus on Ukraine.
A Russian-Chinese push to demand a fair and impartial investigation into the Nord Stream blasts in the communique was not mentioned.
Countries formally agreed to take steps to "strengthen" multilateralism, that "the United Nations must be responsive to the entire membership," and that problems in this area "can only be addressed through reinvigorated multilateralism, reforms and international cooperation." G20 members also expressed "deep concerns" over the global "challenges" to food and energy security, and the need to maintain "undisrupted, sustainable, and resilient supply chains."
The document also paid lip service to the climate change and global health agendas, as well as development cooperation, emerging technologies, counterterrorism, and the battle against illicit drugs.
G20 is Not G7
The reason for the lack of consensus is pretty obvious and it's not necessarily a bad thing, says Manjeet Kripalani, executive director of Gateway House, an independent Mumbai-based foreign policy think tank. Unlike the Group of 7 (G7), which is a club exclusive to rich, mostly Western powers, the G20 includes a diverse mix of countries from the West, East, and Global South.
"The G7 is a sort of homogeneous body. They all have the same views. They trade with each other. They're all advanced economies. The G20 is more fair, it represents the world a little bit better, it's a mixture of poor countries, rich countries, different continents. And so obviously, their view is going to be different. I think that the G20 represents the world better. And of course, the G7 is going to think differently," Kripalani told Sputnik.
Dr. Raj Kumar Sharma, a fellow at the University of Delhi’s Delhi School of Transnational Affairs, agreed, noting that as the host country, India had an obligation "not to take sides and reflect concerns of involved parties in the statement," balancing the G7 countries’ push to condemn Russia and use the term "war" with the fact that "many G20 countries have not taken sides in this crisis" and "have stayed neutral.”
For his part, Srikanth Kondapalli, dean of Jawaharlal Nehru University’s School of International Studies, said it was important to highlight India’s position on Ukraine and the current international security crisis more broadly.
"Where does India stand in this? I think the Samarkand Meeting of the Shanghai Cooperation Organization in September last year [made] the Indian position clear. One is, of course, neutrality in the current conflict," Kondapalli said. There are some differences between Moscow and Delhi, the observer noted, including India’s lack of criticism toward NATO expansion, which countries like China have pointed to as a root cause of the Ukraine crisis. But generally, Delhi has consistently struck to neutrality, and “did not go along with many G7 countries in terms of the United Nations debates, the General Assembly debates, or the Human Rights Council debates, or other multilateral institution debates on this issue."
During the G20 event, Indian Prime Minister Narendra Modi, Foreign Affairs Minister S. Jaishankar, and Russian Foreign Minister Sergey Lavrov each made statements criticizing the current global order, and calling for greater representation of developing countries in international institutions.
"It is high time to reform the UN Security Council," Lavrov said at a news conference Thursday, highlighting Moscow’s agreement with India on the need to reform the top global decision-making institution. Foreign Minister Jaishankar echoed these sentiments, pointing out that as "the number of members of the United Nations has quadrupled" over the past 80 years, the existing Security Council architecture "neither reflects today’s politics, economics, demographics or aspirations."
"Important institutions that provide global governance are dominated by the Western countries, whether it is the UN Security Council or the financial mechanisms like the IMF and World Bank. India along with Russia has been supportive of their reform to include members from the Global South. This would not only democratize their decision-making, but would also reflect interests of the developing countries in global governance structures," Dr. Sharma said, commenting on the Russian and Indian ministers' positions.
Kondapalli agreed that the current system is broken and needs fixing, saying the current Security Council often engages in talk instead of taking action.
For example, "there was no single statement from the Security Council on COVID-19, which has killed nearly six million people so far. And no remedial measures proposed by the Security Council in regard to this. It did have a vaccination program, but dependent on individual states’ contribution, or that vaccination drive. But nevertheless, it didn't have any position on COVID-19, which basically disrupted entire economies, lives, supply chains, manufacturing sector, the health care-related infrastructure, and so on," the observer said.

Political multilateral institutions like the Security Council aside, multilateralism has also failed in other spheres, like the World Health Assembly and the International Monetary Fund, Kondapalli said. "In terms of distributing the finances or infrastructure, especially among the Global South, the G77 countries, there is a certain crisis even in economic, multilateral institutions, apart from the political multilateral institutions," the academic noted.
Kondapalli emphasized that changes to the global decision-making order will require rich countries to be more "alert" to the needs of the Global South, because many of the problems caused by developed countries "spill over into effects on the Global South," with the Ukraine crisis being a perfect example.
"The Ukrainian conflict resulted in energy prices going up [...] Everything moves on energy, which means the transportation, food materials, everything else is dependent on transportation. As a result of this, there is a food crisis increasing, inflation rising, fertilizer prices rising. So these are major concerns for the developing countries, or the Global South. What Prime Minister Modi is trying to say is that the effects of any conflict will have a drastic impact on developing countries," the scholar said.
Manjeet Kripalani agreed with this assessment, but said it's worth emphasizing that sanctions, and not the Ukraine crisis alone, must be given their fair share of the blame. “They have prevented the free flow of particularly energy and food, which is related to the normal trading patterns. So, it is very important to call this out, because there is one side of the world which is putting out its story on the ‘war,’ but actually it is the sanctions that have done it, so it is very important to call this out,” she said.
'Exciting' Opportunity to Build a Fairer World
During his post-summit press conference, Lavrov said that Russia would continue to "focus on forming reliable transport corridors, independent payment systems, and the expansion of payments in national currencies within the framework of BRICS, SCO and the Eurasian Economic Union."
Kripalani emphasized that moves by Russia, China, and others to break out of dependence on Western institutions and systems "is actually very exciting," because it potentially opens the door to a new, fairer world order.
"It used to be that in the old days, the Western banks always were the ones that called the shots. That is no longer going to happen. There will be banks and financial intermediaries from around different parts of the world. In fact, it's going to become a financially more equal world. On logistics - in fact, it is very good, because, again, the systems that exist have been disrupted. But what we are going to see, and there is going to be a renewed push, is to get the Eurasian systems and the customs unions, etc. to start reactivating. For instance, the international North-South Transport Corridor, which runs from Central Asia down to Iran, this is now going to be looked at again, because these are connectivity projects that are closer to West Asia, South Asia, Central Asia, maybe Russia and China. And Asia will see different kinds of connectivity, maybe maritime connectivity projects, I'm not sure. But certainly, these multimodal transport corridors are going to be looked at now with great interest," the expert said.

Finally, Srikanth Kondapalli expressed a more skeptical view, pointing out that although new payment systems and currency swap transactions have helped reduce countries' dependence on the West, it must be recognized that as of this moment, the dollar continues to maintain a 50%+ share of transactions globally, with the pound, the euro, and the yen accounting for part of the rest.
"So I'm not very sure how successful this diversification to local currencies will be,” the observer concluded.

Experience of living in different cities
In my life of more than 7 decades, I have lived in some 8 cities starting from Ahmedabad, Pilani, Delhi, Mumbai, Pune, Yokohama( Japan), Muscat (Oman) and Bangalore, in that order. I will make an attempt to pen down the “trivial”, but not so common, features of my experience.
I was brought up in Ahmedabad from 1954 to 1967, which were mostly my student days. We lived on the outskirt of the city and our society of bungalows was surrounded by open fields where still farming was going on. Other than school and college, I was busy playing different games with my neighbors. I enjoyed Gujarati snacks and would take extra efforts to get them. Our neighbors were very kind and did not complain of our cricket or other games played anytime of the day. City had a very good bus service and it was our main transport. Our bungalow had a few tenants like us but it did have a problem of water and sewage. Water supply was short and erratic, and septic tank sometime spilt over. We loved the festival of Navratri ( Garba/Dandia) and kite flying on Makarsankrant. 
I shifted to BITS, Pilani hostel for five years from 1967. The change from day scholar to hostel life was huge. I could do what I wanted and when I wanted (freedom) except class attendance. Other than academic pursuit, I was able to indulge in sports/games. I learnt how to play basket ball, table tennis and contract bridge. I improved my ability to play carom, cricket and hockey. Being confined to the campus for a couple of months at a stretch, I enjoyed food in the mess and also outside at Nutan market/dhabas. I was introduced to black (udad) dal, lemon rice, mawa mutter, stuffed parathas and stuffed capsicum/tomato in the mess. Outside the campus got to taste Titar (partridge), reportedly a banned bird. I was bombarded by Hindi movies as every Saturday a movie was screened for students. I probably saw more than 125 movies in BITS in five years, compared to less than 20 movies seen earlier. Initially the old movies were screened in 16 mm in a quadrangle of the main building but later new movies in 35 mm in a huge auditorium. Once in a while, we escaped the campus life to see late night movie in a makeshift shed called Jayashree talkies.
After graduation in 1972, I lived in South Delhi till the late 70’s, initially as a bachelor and then a family man. Major problem of Delhi was public transport as I did not own a vehicle then. City bus (DTC), autorikshaw or yellow taxi were most unreliable and the operators ( drivers and conductors) most non-cooperative and rude. My wife, who joined me from Bombay, was most shocked as she compared this scene with BEST of Bombay. I did not face much problem as I used a contract bus to go to office. As a bachelor, I used to join others on most Saturday night’s for a party. The liquor law did not permit drinking in public so we sometime managed to cross into Haryana (Faridabad) and consumed beers and chicken. Returning after the fling was not a problem as “drive after drinks “was not an offence. In Delhi, we enjoyed different types of food –Punjabi and Chinese. Our favorite places were Lajpatnagar market, M block market in GKI, Narulas and Hongkong in GKI. Most tasty samosa was made by a small vendor in East of Kailash A block market. At residence, we faced water shortage and had to cook on kerosene stove.
We  shifted to Bombay in early 80’s and lived there for 8 years. Biggest difference was a moderate summer compared to Delhi and very efficient city transport whether bus, taxi or autorikshaw. We also enjoyed the sea and its beeches- Girgaon, Dadar, Juhu and Malad. We, however, had to face some water shortage. We once again were able to enjoy street food like batata vada, Frankie, bhel etc. We also loved Irani café menu of maska pav, kheema pav, baida( egg) roti etc. We started going to Marathi plays often and enjoyed the change from Hindi movies. I got to own a flat in 1982 and a Bajaj scooter in 1984. That made life easy.
We moved to Pune in the mid 80’s for a brief period and are staying there till date (more than 20 years) except our breaks to go to Japan, Oman and Bangalore. In first phase, we got to live in a bigger place, owned our own Premier Padmini car and telephone line at residence, all thanks to Thermax, my employer. The major sigh of relief was water availability and good round the year weather-moderate summer, monsoon and winter. These advantages remain even today. Pune offered the advantages of a village and city. Distances were short and day out picnic spots in the surrounding hills were approachable and affordable. I got introduced to music (performing arts) of all kinds –classical, light, gazal, filmy and non filmy. I was able to attend live performances of stars like Pt. Jasraj, Kaushiki Chakravarty, Shaunak Abhisheki, Hariharan, Raghunandan Panashikar, Jagjiy Singh, Alka Yagnik, Shankar Madhavan,Shaan, Sarod by Amjad Ali, dances by Hema Malini, Minakshi Sheshadri. Also new upcoming stars like Vibhavari Joshi Apte, Hrishikesh Ranade.Pune reintroduced us to Lord Ganesh and we love the ten day special festival of Ganpati. I was and am able to indulge in outdoor activities like walking, swimming and going to hills. We got introduced to YOGA-pranayam, Omkar, suryanamskar etc. We do it regularly even today. Our health received a boost as we got to know more about homeopathy medicines as my wife has seen lot of benefits to this alternative therapy. I was able to afford and enjoy different cuisines. My membership of a club once again enabled me to see a Hindi movie every week. Since it was free, one had the luxury to walk out of un-interesting movie without feeling guilty.
We moved to Yokohama, Japan during the 90’s. The change was huge-from “stone” age of Pune, India to space tech level in Yokohama,Japan. The weather was excellent and all the utilities-water, piped gas, electricity and land line were reliable and affordable. First time we used a Microwave oven and rice cooker with a timer. Only my daughter’s international school fee was a huge dent on my pocket but she had the best quality of education. We got initiated into Japanese food and loved visiting China Town for authentic Chinese cuisine. My daughter enjoyed the American fast food at McDonald’s and Pizzas at Shakey’s. Surprisingly there were more than fifty Indian restaurants in Tokyo area and we loved the Naan served there. The public transport (bus, train, taxi) was reliable, clean and convenient even for foreigners like us despite the language hurdle. We also enjoyed a ride on the famous bullet train (called Shinkansen) from Yokohama to Kyoto (400 kms). Like Japanese people, we also started visiting and appreciating the nature in the hills near Yokohama including hot springs and Mt. Fuji. We were surprised and shocked to find all public places-footpath, roads, stations, bus stops and toilets were spotlessly clean (clean like home). Another surprise was that weather forecast was very reliable and available in the lift lobby of the buildings. Being an island country, it would rain any time and this forecast helped. We also got introduced to huge superstores and malls.  Some malls were part of railway stations e.g. Yokohama. We also got to know the vending machine culture of Japan. Many daily required items (soft drinks, coffee, tea, snacks, milk, beer, cigarette etc) could be purchased from vending machines which were all over- on footpath, near stations, lift lobbies, parks etc.Even train tickets were on a vending machine. We also made our first visit to entertainment parks like Disneyland. We also got used to the deep tub (OFURO) bath that Japanese used to keep warm during winter. I got introduced to Sumo, the Japanese wrestling and professional baseball.
We moved to Muscat, Oman for two and a half years in the late 90’s. Other than the high temperatures (summer could be + 50 Deg C), the life was very enjoyable. Oman was an exception in the Middle East and it honored Indians and Hindus. The biggest hurdle to mobility was a driving license and I got it fast luckily. I was glad to drive around in a Camry, poor person’s Mercedes. We were regular visitors to 200 year old Shiva temple and newly built Krishna temple, both built and managed by kutchi community. We were able to buy Indian vegetables and fruits easily and reasonably priced. There was easy access to Indian restaurants and street food. We got introduced to Kerala paratha (laccha paratha) and some tandoori roti from Pakistani outlets. We got introduced to Lebanese cuisine and we loved it. We could go out for dinner, which also offered Indian music or Egyptian belly dance. We were privileged to see Hindi movies on Thursday night, a day before they were released in Mumbai. We were able to drive down to Dubai in 4 hours (400 Kms) and enjoy the shopping. Driving was a pleasure as all had to follow the traffic rules and they were followed. Muscat had lovely road side greenery and flowers, and they were maintained with great efforts. Muscat airport restaurant was open for non-muslims during Ramadan and that was a big relief.
After retiring from a Pune company in 2012, I took a short assignment in Bangalore. We were lucky to stay in huge residential complex in Whitefield. First time in our life, we stayed in high rise building on the 11th floor. We enjoyed the famous Bangalore weather but had to face mosquito menace. The complex had a zero water requirement as it treated and re-circulated most of the sewage. It, however, gave a bad smell in parking area (basement). We had to bear bad water quality. We used aqua guard treated water for cooking and bought Bisleri for drinking. The water quality also reflected in poor quality of green vegetables. Another problem we faced was traffic jams- it took almost 90 minutes from our residence to reach the airport. Most facilities in our area were catering to IT crowd and hence it was re-adjustment for us.
In conclusion, I can say that present day life style is a mixture of what we picked up from different cities. Ironically my wife always wanted and wants things from the cities we left behind. For example, she wants palak, green peas and fulgobi (vegetables) from Delhi, Fish from Mumbai, Farsan from Ahmedabad, Miso soup and Yakisoba from Japan, Mysore pak from Bangalore. These small things keep us connected to the cities we had lived in.

SUNY Delhi’s First African American Graduate

This month, SUNY Delhi  dedicates its Multicultural Lounge in memory of its first African American graduate, Thomas Russell Brown. Read what the college’s archivist, Jennifer Collins, learned about this exceptional alum.
Thomas Russell Brown was born in Manhattan, NY, December 7, 1897. His parents, Thomas Senior and Christiana, were freed slaves, both born on plantations in South Carolina. Neither Thomas nor Christiana could read or write, but both worked diligently at odd jobs until they gathered funds to move themselves and Christiana’s family north to New York City. This was during the Southern Diaspora, a time when many recently freed African Americans moved to cities like Philadelphia, Boston and New York City to find better lives and opportunities. The Browns settled in Harlem in a brownstone built by a self-taught African American Architect and started building a life.

Thomas grew up in this now historic section of Harlem surrounded by the budding intellectual and artistic thinkers who would start the Harlem Renaissance. Although we do not know much about Thomas growing up, the information that we can glean from census data and school files is that he was both studious and athletic. By all accounts his parents had the same hopes and drives all parents have when their children are growing up. They wanted their child to receive a full education and to prosper beyond what they were able to achieve. Unlike the vast majority of African American children at the time, Thomas completed high school. This was a rarity, especially in urban areas, where work superseded education for most families.

Defying expectations Thomas completed high school in 1916 and in February of 1917 he went to Long Island to enlist with the U.S. Army to fight in World War I. For most African American men service during the war meant doing laundry, cleaning American bases, and collecting bodies from the battlefield. Military records available from the Pentagon Library indicate that Thomas was placed in Company A of the 310th Division, a Quartermasters Unit that supported the 155th and 78th Infantry.
We need to put that discovery in perspective. The 310th was responsible for delivering critical supplies like petroleum and ammunition into active war zones on the French Front. The 78th is one of the most decorated units in the history of WWI. It was the 78th, supported by Thomas’ unit, that pushed the Germans out of France and won the crucial victory of the Battle of Saint Mihiel (pictured above). Membership in the 310th required exceptional reading and writing skills, analytical thinking and cartography skills. We can conclude that Thomas had these exceptional skills to participate in his unit.
At some point between 1918 and 1919 Thomas suffered a severe injury. We cannot say for sure, but it is likely that Thomas was injured during a supply run. The combination of unsecured live ammunition, large amounts of petroleum, and the nature of trench warfare made for a number of horrific injuries to members of the 310th.
After his injury Thomas was discharged with a disability—one serious enough that he was able to quality for lifetime military disability status. It would have been easy for Thomas to return home and have left it at that. A military veteran with a distinguished career (but one ineligible for any major military aware due to his race). Instead, he did something only 1.7% of African American men at the time were able to do, he enrolled in college.

Using the same tenacity and intelligence that served him in his military service, Thomas applied for the brand new (and sadly short lived) Federal Student Board Program to cover the cost of his education at Delhi. (Thomas is pictured above back row, fourth from left.) The program was established in 1918 to provide vocational education and training to veterans who had been deemed to have a significant physical disability. The selection process for this benefit was rigorous and highly selective. Thomas was one of very few people of color to receive this hard-earned benefit. He choose to come to Delhi, to study poultry, chickens specifically.

Thomas was fully involved in life at Delhi (pictured above second from right with faculty and classmates). He joined the newly formed American Legion and advocated for expanded rights and protections for fellow military veterans. He was a fan of music; his favorite song was a tune called “Please Lend Your Lips to Mine”. We are unable to find a recording of it, but according to student newspapers it wasn’t an uncommon occurrence to hear Thomas singing it across the campus. He was a member of the Glee Club. A student, an advocate, disabled, a performer, Thomas was admired and liked by his fellow students and by professors. He embodied qualities that we see in Delhi students today.
During his last semester at Delhi he was named “Mr. Congeniality” by his fellow students who predicted he would live happily with his wife Camille (who he courted and then married in 1921) on a chicken farm somewhere. Their predictions proved to be mostly accurate.

Thomas didn’t go on to raise chickens. Instead Thomas began working at the historic Poughkeepsie Hotel and was soon promoted to manager of their largest commuter cafeteria. Professor Evenden, of Tower fame, was a frequent visitor and wrote updates on Thomas’ life in the student yearbook for several years after Thomas graduated. Evenden continued to write updates about Thomas longer than any other student. Thomas kept this job until he and his wife welcomed their daughter and only child, Hope Brown. After her birth they moved back to Harlem, near Thomas’ parents. By then the Harlem Renaissance was in full swing—jazz, poetry, and literature were all around the young family. Thomas worked for the rest of his life in numerous hotel industry positions. He held a job through the depression; his family never went hungry or lived on the streets. He even sent Hope to college continuing the legacy that was started by his own father.

Thomas died April 16, 1944. His wife fought to have him interred with full honors in the Long Island National Cemetery, with the other members of his unit. Thomas’ legacy is extraordinary at every stage of his life.  He was the first member of his family to learn to read and write, the first member of his family born a free man, first to graduate from high school, to go to war for a cause that he believed in, to go to college, and possibly the first to study the habits and rearing of the chicken, a pursuit he was indeed very passionate about. So much of his achievements mirror the struggles and triumphs of students every day at SUNY Delhi.

Selfish
At an extremely selfish point of time in my life. And I don't regret it.
No one tells you this but selfish comes along with a feeling of personal power. Feeling very solid right now.
- The choice to say no to things because you just would rather be doing something else with your time.
- Having goals and a routine.
- Not taking nonsense from someone because you supposedly love each other.
- Can feel the ice around my heart. And look forward to the seconds when they melt away in the presence of a flame. However, it's not tonight.
- being extremely particular about what you like and you don't. Not compromising on what you consider accurate/appropriate/desirable.
- not trying to be a "nice" person and proving yourself constantly to elder folk. This good girl bullshit. I don't know why I just tuned into this phrase at 27. Seems like it's been around forever and yet I never noticed it.
- not spending everything you have on anyone or everyone or Tom, Dick, or Harry.
- giving when you truly feel it is appreciated and appropriate.
I think of a cushy life I could have here in South Delhi and it makes me want to run to the hood, get scribbling on my script, spend months in a lone apartment making art. The film, that just might tank because I have no experience.
Not caring about pincodes, memberships to clubs, new travels, and exotic flavours. Hate cultured people because if you're comparing and matching, it's not cultural immersion - it's primitive competition.
- I think about ways to start a business. But right now I'm occupied with trying to learn how to stand on my own. Stand without actual love around me. Just the universal kind. Some would argue that universal love is the actual kind. Don't tell me, the idea is not lost on me.
- being resourceful includes seeing people as resources as well. When you're trying to get shit done. (For yourself/ your ideas)
-"Remember girls, the world is cruel and unforgiving!" , said my mum to my friend and me, post lunch one day, as she hugged us goodbye. It is true. I'm on the luckier end of the stick, I suppose.
