In effect, Chinese state-owned conglomerate Cosco Shipping Holdings is building – virtually from scratch – a deep-water port in Peru. At the cost of US$ 3 billion, it will connect an industry and a logistics park in collaboration with a unit of the Swiss trading company Glencore.

At Chancay, 55 kilometers north of the capital Lima and the port of Callao the hum of heavy Chinese machinery and the thud of underground explosions drowning out the sound of waves are proof of the new port development underway in the Americas.

Signs in Spanish and Chinese announce construction milestones and upcoming public works. Thousands of workers move around the 1,100-hectare site, pouring concrete, driving construction equipment, and breaking rocks.

China Railway Group is building a 1.8 km tunnel from the port area so that trucks heading to the 800-hectare industrial and logistics park can bypass Chancay city center. Cosco operates in around 35 ports worldwide, but Chancay will be the conglomerate’s first outpost in South America.

“Cosco Shipping will cooperate with Peru to make the Port of Chancay into an important central port in Latin America,” President Xu Lirong said in 2019 when the company closed the deal to buy 60% of the Volcan unit project from Glencore for US$ 225 million.

“The Port of Chancay is an important initiative to implement China’s Silk Road initiative in Peru,” he added.[...]

Under Cosco’s plan, the new port will be able to handle the world’s largest container ships and process up to 1 million standard containers a year, with the first quays opening within a year.

“The port is planned to grow, and we have room to continue expanding for 50 years,” said Gonzalo Rios, the port’s deputy general manager. “There’s no other project like it, in size and construction technology today,” he said.

Peru’s main value to China as a trading partner is copper, a crucial input used in manufacturing and construction. However, while Chinese state-owned companies manage two of Peru’s biggest copper mines, their production is not expected to be shipped via Chancay. That’s because Cosco is prioritizing shipping infrastructure and agricultural commodities. Fishmeal is another major Chinese import from Peru.

Peru’s container trade with China lags well behind neighboring Chile. Chile received 643,958 twenty-foot equivalent units (TEU) of containers last year from China, while it shipped 331,047, according to S&P Global Market Intelligence’s Panjiva data service. For Peru, the numbers were, 397,046 TEU entered, and 133,239 exited.

The port of Callao, on the outskirts of Lima, today the main commercial port in Peru and the busiest container center in South America's western coast handled around 2.4 million TEU. The port unit of the Danish shipping company A.P. Moller-Maersk controls the north side of Callao. At the same time, Dubai terminal operator DP World manages the south, where it is investing US$ 350 million to expand capacity. [...]

Personal: 7/3/22AM  (In which I babble about various things including Columbo)

Saturday Head Millennial needed a ride to work, so we folded in more than half of the Wednesday errands.  The place that sells Thai basil starts had Thai basil starts!  (It's my favorite basil).  I also got a bunch of fresh fruit and pre-marinated tofu there.  (Yes, I know how to marinate tofu, but it would require me to know how long I can stand up and how much pain I'm in 2-3 days in advance.  You see the problem).  I'm still needing a lot of protein for recovery and many of the easier protein things, I can't manage without a working oven or reliable burners.  (I can boil water and make rice, for example, even if it shut off the other night often enough it took twice as long.  I can't do anything delicate where the burner shutting off at random intervals for increasing long amounts of time as the circuits deteriorate.)

We also dropped off some of my comic collection to sell off, and hit the cheapie grocery.  (We were going to take the box Wednesday, but things happened, so we hid it under the in person forage equipment in my trunk.  There's a lot of car theft around here lately, but I figure no one is stealing my ancient on it's last legs clunker from the '90's from way back were I park it when there are so many significantly better options in view from the street.)  Poor Tavy spent most of Friday night and early morning freaking out because squirrel wasn't there so he couldn't see that he was all right after the explosions.  (Squirrel gave him and extra long pet in the morning, but really he wanted him at 11:45 or so when he came out of hiding.)  Having his beloved head Millennial over to putter about and do routine things really helped even the poor wee button out.

We can one small distant explosion while Livia was looking for Lawn Bunnies at 10PM.  She popped here head out from behind the curtain and Looked at me like a character from the office.  I adore her. She was not best pleased, but they do okay with an occasional small distant bang.  The longer professional barrage on the 4th out on the Bay generally makes them nervous, but they usually recover quickly when it is over.  It was having loud and close sporadic barrage for over an hour from inside the complex horseshoe that did their nerves in Friday.

When Squirrel left for work Saturday night, I was watching Columbo.  When Squirrel got back from work Sunday morning, I was watching Columbo.  Squirrel: O.o  Why are you watching Columbo?!?  Me: Because I've never actually seen it and he's been having a minor internet resurgence that last couple of years.  So we talked about Columbo for a bit.  Don't get me wrong, I knew perfectly well who Columbo was.  He was a whole thing when I was a kid, and there were commercials and references and things, but I had only ever seen that actor play Columbo playing Bogart playing a gay Sam Spade parody in an unfortunately super racist, ageist, ablist etc. movie with a lot of shockingly high end acting talent in it from the '70's.  (Even at the age of six when it came out, I was like: Should that white guy be playing a racist Asian stereotype in yellow face?  Should they be mocking that other guy’s accent?  Also, I was really incensed by that massive logic fail with the Sam Spade parody character.  It's funny, I was just savvy enough at that age to get that the guy Colombo was playing was closeted, even though I didn't have vocabulary for it, but not savvy enough to work out that probably the adults thought making a Bogart tough guy gay was funny, instead of weirdly cool and humanizing, which was how tiny me read it.  I say the Watsonian homophobia, but not the Doylist homophobia at six, basically).

Any way, we had a really good discussion about Columbo, which he HAD seen back in the day.  We talked about the things we liked: probably autistic, working class hero's dogged pursuit of rich smug murderers, quietly tormenting the rich smug murderers over the course of the episode, using the arrogance and classist assumption of the rich smug murderers against them, etc.; and the things we didn't like: Real cops using his soft interrogation techniques to trick and coerce innocent people into incriminating themselves out here in meat space, glorifying cops going on their guts and then arranging a confession to match, etc..  I absolutely get the appeal and I really am enjoying them; at the same time, while watching I periodically find myself telling the cats "All cops are bastards, even Columbo," because he is doing something that is not okay.

Apparently Squirrel had seen a lot of cop shows from the '70's as a kid.  He's a few years older than me, so remembers more TV things from the first half of the decade than I do just generally.  I only remembered about half the shows he mentioned even existing, and the only one I'd actually seen was Kojak, and only because the reruns were one of a handful of things on in the middle of the night in the era before cable when I was too sick to sleep or read.  Given my high fever on these occasions I didn't retain much.  (This is also why I watched a lot of Beverly Hillbillies.  Even I wouldn’t watch Green Acres though, no matter how sick I was.)  My parents liked mystery shows, but not cop dramas, and this was the era of everyone in the house has to watch the same thing or not watch at all and you had to watch a thing when it was on.  (They did watch Kolchak: The Night Stalker, because my dad would watch anything with monsters in it, basically; and they watched Hill Street Blues, like most people when it was new because there had been nothing like it before; and Barney Miller, which was transformative when it was new.  They weren't into things like Kojak or Ironside.  Columbo looks like my Mom's taste, but on the edge of it, and maybe it was on opposite something they did watch.  idk.)

I still think it's funny that given how iconic Columbo was in it's day, in my head he's always been that guy who played gay Bogart credibly.  (Yes, I've seen him in other things.  I watch a lot of old movies.  His voice is distinctive, but childhood impressions stick, and pretty much anything with a queer character in it got my attention in the vast TV desert of my childhood, even if what was going on was not okay from a modern perspective). idk.
