I know I'm biased but I don't think Barb hates Steve. In season 1, when her and Nancy are talking by the lockers Barb was excited for Nancy! Her best friend was flirting with a cute, popular boy! Barb was just worried that Nancy would forget her, and was concerned that Nancy was becoming someone she wasn't just to try and impress Steve.
