Luka is a vocaloid most influenced by An but she isn't An's VS.
Luka first appeared in An's birthday live before officially making her debut in Same Dreams Same Colors. She is free-spirited and carefree (like Nagi), she tends to wander around and only stay for a short while whenever something draws her interest (similarly to how An felt about Nagi, "whenever something catches your interest you immediately go over there", along those lines), and ultimately, Luka's goal when singing is just to have fun.
I think the debate towards which character represents which vocaloid can go on for hours and is ultimately pointless, but there can be little to be argued about Luka representing An and other's perception of Nagi.
Despite this, Luka isn't An's vocaloid. Luka never helped An before; she helped Touya in Same Dreams, Same Colors, and she helped Kohane in Kick it Up a Notch, and most recently, Akito in Burn My Soul... But never An. Hell, no An focus events before even had a Luka card in them!
Rin and Miku might be the ones most helpful to An, with the twins being the ones to follow An into Fragmented Sekai and Rin making the most appearances in her sets (two 4* out of four events total thus far, unless you don't count Rin's cameo on Miku Bout To Be Beside You trained) and Miku being the one to pair up with An during WLE as well as being extremely helpful to An during Bout To Be Beside you, Resonant Town and Vivid Old Tale. So it's not a stretch to say that Miku is kind of intended to be An's mentor figure, in a way.
But the dissonance between the VS An has influenced the most and VS that has influenced An the most in return is very interesting. I always wanted to write about VBS Luka, because, what the hell is going on here. I always had a suspicion she'll be in An5, and looks like I was right.
Additionally, Luka's overarching theme as a character is "emotions" and "singing from your heart". Very curious where this is going.
