The state of Maharashtra witnessed high drama on 24 August when Union Minister Narayan Rane was arrested and granted bail in Maharashtra over his “slap Uddhav Thackeray” comment.
With his arrest, Rane, who holds the micro, small and medium enterprises portfolio in the Modi Cabinet, joins Murasoli Maran and TR Baalu to be the only Central ministers to be arrested in the past two decades.
Rane’s arrest
Union Minister Narayan Rane was arrested on Tuesday by the state police in the coastal district of Ratnagiri where he is travelling as part of the Jan Ashirwad Yatra. The Union minister was arrested over his remarks about slapping Maharashtra Chief Minister Uddhav Thackeray for what he called Thackeray's "ignorance of the year India won Independence".
Rane had claimed Thackeray forgot the year of Independence during his 15 August address and had to check with his aides mid-speech.
"It is shameful that the chief minister does not know the year of independence. He leaned back to ask about the count of years of independence during his speech. Had I been there, I would have given him a tight slap," Rane said in the public meeting at Raigad.
The 69-year-old was later produced in a court in Mahad in Raigad in the night where he was granted bail on the Rs 15,000 surety with four conditions -- he will have to appear twice before Mahad police and he will have to ensure that the act will not be repeated. The Union minister will have to cooperate with the police for the collection of voice samples. The Union minister will have to ensure that the evidence is not tampered with.
The events also led to tense moments in the state with Shiv Sena and the Bharatiya Janata Party workers agitating against one another.
Initially, Sena workers in Pune hit the streets, putting up posters against the minister and slapping photos of him with shoes. They also vandalised an office in Amravati.

In Mumbai itself, Sena workers demonstrated outside Rane's bungalow in Juhu, leading to clashes with BJP members.
Sena’s Ratanagiri-Sindhudurg MP Vinayak Raut even wrote to Prime Minister Narendra Modi demanding Rane’s expulsion from the Cabinet. “Rane has belittled the constitutional framework by his statement. The Jan Ashirwad Yatra conceptualised by the PM was to seek the blessings of the people, instead of it, Rane has been issuing statements for the cheap publicity,” Raut was quoted as saying.

Rane’s arrest has also triggered a debate on whether the state of Maharashtra carried out due protocol to arrest him. According to BJP Maharashtra president Chandrakant Patil, the minister’s arrest was “against protocol” and questioned how it could issue an arrest warrant against a Union Minister suo motu.
So, what does the rules say and what’s the process to be followed?
If Parliament is not in session, a cabinet minister can be arrested by a law enforcement agency in case of a criminal case registered against him.
As per Section 22 A of the Rules of Procedures and Conduct of Business of the Rajya Sabha, the Police, Judge or Magistrate would, however, have to intimate the Chairman of the Rajya Sabha about the reason for the arrest, the place of detention or imprisonment in an appropriate form.
As per Section 135 of the Code of Civil Procedure, a member of Parliament has freedom from arrest during the continuance of the House and 40 days before its commencement and 40 days after its conclusion in civil cases. However, the privilege doesn't extend to criminal cases.
In Rane's case, he has been charged under Indian Penal Code sections 189 (threat of injury to public servant), 504 (intentional insult to provoke breach of public peace), 505 (statements conducive to public mischief), 500 (defamation), 505(2) (circulation of defamatory material), 153-b (1)(c) (commits any act which is prejudicial to the maintenance of harmony between different religious, racial, language or regional groups or castes or communities) of the IPC.

Narayan Rane's arrest, however, is not the first time that a serving Union minister has been arrested. Rane, in fact, is the third Union minister in India to court arrest.
The first two were the late Murasoli Maran and T R Baalu.
In a highly publicised event, the duo was picked up at midnight by Chennai Police along with former Tamil Nadu Chief Minister M Karunanidhi in connection with a Rs 12 crore ‘flyover scam’ in June 2001.
The arrests came on the complaint filed by then Greater Chennai Corporation Commissioner JCT Acharyalu on June 29, 2001.
In visuals, aired on Sun TV, which shocked one and all, the police was seen manhandling Karunanidhi (now deceased) along with then Union Minister for Industries Murasoli Maran (he passed away in 2003) and TR Balu, who was the Union Minister for Environment and Forests at the time.
Maran, who was Karunanidhi’s nephew, had sustained injuries in the scuffle with the police during his arrest and was admitted to a hospital. Baalu had also sustained minor injuries.
They were both released on bail the next day after then Union Defence Minister George Fernandes had visited Chennai.
The arrest of the two Union ministers had caused widespread condemnation.
"In spite of identifying me as the Union minister, they did not care to produce the warrant of arrest and moreover they ill-treated and assaulted me", Baalu had said in a statement, released to the press in Chennai at the time.
Notably, the BJP had also expressed shock over the manner in which the DMK leader and former Tamil Nadu chief Minister M Karunanidhi was arrested by the police at his residence.

With the number of new COVID-19 cases from Dharavi slum sprawl in Mumbai trickling down to a single digit, the Shiv Sena on Wednesday hailed the “defeat” of the coronavirus as a befitting reply of the party-led government to its critics, an oblique reference to the BJP.
Dharavi, which was once a troublesome coronavirus hotspot, had on Tuesday reported just five new cases, the lowest since April 5. The total number of cases now stands at 2,189.
“Controlling the spread of the the pandemic in Dharavi calls for celebrations. Those criticising the MVA government’s handling of the COVID-19 crisis should also be invited for the celebration,” said the editorial in Sena mouthpiece “Saamana”.
It said the difficult task to curb the spread of coronavirus in Dharavi has earned accolades for the state government and the Brihanmumbai Municipal Corporation (BMC), which is ruled by the Sena, from the Centre.
The Sena also thanked residents of Dharavi for adhering to the lockdown norms and following various other measures.
Commenting on the strategy adopted in Dharavi, the edit said the BMC administration increased testing and tracing of contacts and also made lockdown rules stricter.
The Sena also praised BMC commissioner IS Chahal and Mumbai police commissioner Parambir Singh for the Dharavi success. “However, the war against the virus is not yet over. Cases are rising elsewhere in Maharashtra,” it said.
With the highest population density of 2,27,136 persons per sq. km, Dharavi had 491 cases in April with the growth rate of 12% when the number of cases were doubling every 18 days.
As per an official release, the proactive measures adopted by the BMC brought down the COVID-19 growth rate to 4.3 per centin May and further down to 1.02 per centin June.
These measures also ensured an improved case doubling time to 43 days in May and 78 days in June 2020.
It listed challenges like common toilets, high population density, narrow lanes and crammed neighbourhood, which made it difficult to ensure that people adhere to social distancing norms.
“The BMC adopted a model of actively following four T’s Tracing, Tracking, Testing and Treating. This approach included activities like proactive screening.”
“While 47,500 people were covered by doctors and private clinics in house-to-house screening, about 14,970 people were screened with the help of mobile vans while 4,76,775 others were surveyed by BMC health workers,” the release said.
Fever clinics were set up for screening high risk category such as elderly/senior citizens, which helped to screen 3.6 lakh people, it said.
“About 8,246 senior citizens were surveyed and as part of its policy of ”timely separation”, they were separated. Altogether, 5,48,270 people have been screened in Dharavi. The suspected cases were shifted to well organized COVID Care Centres and Quarantine Centres,” the release said.

Mumbai: Shiv Sena chief Uddhav Thackeray on Monday admitted that he compromised on the seat-sharing pact with the BJP for the Maharashtra polls on October 21 but insisted that it was “for the welfare of the state”.
The Sena had been pressing for at least 135 seats during months of wrangling with the Bharatiya Janata Party (BJP) but later settled for 124 and two seats in the Maharashtra Legislative Council from the saffron party’s quota. In an interview to Sena’s mouthpiece Saamana, Thackeray said he had shown “maturity” in dealing with the alliance.
Thackeray also spoke about his son taking the plunge into electoral politics, adding that it does not mean he is retiring. The Sena chief’s son Aaditya Thackeray is entering electoral politics from Worli constituency in Mumbai, and the October 21 state polls are being seen as a litmus test for the party, whether it can bank on the young leader’s popularity to win public mandate.
“Aaditya contesting the Assembly election does not necessarily mean I am retiring from active politics. I am very much around,” he said. “I am not going to do farming,” he said sarcastically, in an apparent reference to NCP leader Ajit Pawar who recently resigned as an MLA and advised his son to prefer farming or business over politics.
He also claimed that in 2014, when the Sena and BJP snapped ties ahead of the Assembly polls, his party put a check on the ‘Modi wave’ which had swept the country.
“There is no point in discussing the reasons behind the BJP and Sena contesting (the 2014 polls) separately. It was a war. There was a ‘wave’ at the national level, but we put a check on it in Maharashtra,” he said. “Despite being in power, we have always raised voice for the cause of the common man,” he added.

IOC says Maharashtra government positive about Ratnagiri refinery
Indian Oil Corporation, equity partner in the proposed mega West coast refinery, has held many rounds of talks with the new Maharashtra government and is hopeful of the project coming on-stream, a top company official said. The statement from Indian Oil Chairman Sanjiv Singh comes amidst local media reports that people in the Nanar region, where the USD 60 billion-plus project was originally planned and then shelved following opposition from the Shiv Sena when it was part of the previous BJP government, are demanding the refinery come up in their area now.
Shiv Sena leader and Chief Minister Uddhav Thackeray has shelved many large projects announced by the last BJP-Sena government.
Thackeray has put on hold Prime Minister Narendra Modi’s pet bullet train project, and has also not given the go-ahead for the world’s first Hyperloop project that seeks to connect Mumbai with Pune and reduce travel time to flat 20 minutes from over 3 hours now.
Following the objection by the Sena, the last Devendra Fadnavis government had proposed an alternative location for the refinery at Roha, off the east coast of the megapolis.
“As we are on course to finalise the technical configuration for the refinery (both Engineers India Ltd and American engineering consultancy Jacobs have submitted their final proposals), we are also engaging the state in the right earnest. We met them a number of times since December and we are confident that the project will go ahead,” Singh told reporters over the weekend.
On the finalisation of the configuration for the project, he said from over 100 configurations it is down to a couple of them now.
However, Singh was quick to add that unless there is finality on the location, the company cannot go ahead as identifying the land is crucial, considering it needs around 15,000 acres.
“Barring this, we are really in advanced stage of moving ahead,” he said and emphasised that he is very positive about the project.
A joint venture company called Ratnagiri Refinery has been set up, with IOC as the single largest domestic shareholder along with HPCL and BPCL which have marginal stakes, while Saudi Aramco has picked up 51 per cent along with Abu Dhabi National Oil Company.
Meanwhile, Singh also said of the 35,000 new petrol pumps announced by IOC last year, as many as 11,000 are operational now.
On whether IOC, which controls more than half of the fuel market in the country, will be interested in taking over the state-run BPCL which government is keen to exit, Singh said, “Let’s see. But even the bid documents are not out yet.”

MUMBAI: Maharashtra Chief Minister Uddhav Thackeray on Sunday said his stand on the CAA-NRC-NPR is well thought of and decided after holding consultations with the NCP and the Congress–the other constituents of the Shiv Sena-led Maha Vikas Aghadi (MVA) government.
After meeting Prime Minister Narendra Modi in Delhi as part of a scheduled visit on Friday, Thackeray said that no one needs to fear about the Citizenship Amendment Act (CAA) and that the National Population Register (NPR) is not going to throw anyone out of the country.
Earlier, Thackeray had said that his government will not allow the proposed National Register of Citizens to be implemented as it would “impact people of all religions”.
The stand of Thackeray, who heads Shiv Sena, appeared at variance with the NCP and the Congress.
“I have made my stand clear on these issues and I have also discussed it with the alliance partners Congress and NCP,” Thackeray said while talking to reporters on the eve of the Budget session of the state legislature.
Replying to a query on senior BJP leader Devendra Fadnavis’ statement that a state government cannot change the questionnaire of the NPR, Thackeray said, “Senior members of the three parties (Sena, NCP and Congress) can sit together and discuss about the possible complications in its implementation in the state”.
When asked about the National Investigation Agency (NIA) taking over the investigation into the 2017 Elgar Parishad case, the CM said he didn’t hand it over to the Central agency.
“The Centre took over the probe as per law, but I am disappointed over it,” he said.
In a sudden move, the NIA took over the probe into the case last month.
Maharashtra Home Minister Anil Deshmukh of the NCP had said that CM Thackeray had overruled him in handing over the probe to the NIA.
NCP chief Sharad Pawar had also expressed his disapproval with Thackeray letting the NIA take over the case.
The Shiv Sena-NCP-Congress government had initially criticised the Centre’s move to hand over the case to the NIA.
The case under probe relates to alleged inflammatory speeches delivered at the Elgar Parishad conclave held at Shaniwarwada in Pune on December 31, 2017, which the police claimed, triggered violence near the Koregaon-Bhima war memorial in the district the next day.
The Pune police have claimed the conclave was backed by Maoists.

With the number of new COVID-19 cases from Dharavi slum sprawl in Mumbai trickling down to a single digit, the Shiv Sena on Wednesday hailed the “defeat” of the coronavirus as a befitting reply of the party-led government to its critics, an oblique reference to the BJP.
Dharavi, which was once a troublesome coronavirus hotspot, had on Tuesday reported just five new cases, the lowest since April 5. The total number of cases now stands at 2,189.
“Controlling the spread of the the pandemic in Dharavi calls for celebrations. Those criticising the MVA government’s handling of the COVID-19 crisis should also be invited for the celebration,” said the editorial in Sena mouthpiece “Saamana”.
It said the difficult task to curb the spread of coronavirus in Dharavi has earned accolades for the state government and the Brihanmumbai Municipal Corporation (BMC), which is ruled by the Sena, from the Centre.
The Sena also thanked residents of Dharavi for adhering to the lockdown norms and following various other measures.
Commenting on the strategy adopted in Dharavi, the edit said the BMC administration increased testing and tracing of contacts and also made lockdown rules stricter.
The Sena also praised BMC commissioner IS Chahal and Mumbai police commissioner Parambir Singh for the Dharavi success. “However, the war against the virus is not yet over. Cases are rising elsewhere in Maharashtra,” it said.
With the highest population density of 2,27,136 persons per sq. km, Dharavi had 491 cases in April with the growth rate of 12% when the number of cases were doubling every 18 days.
As per an official release, the proactive measures adopted by the BMC brought down the COVID-19 growth rate to 4.3 per centin May and further down to 1.02 per centin June.
These measures also ensured an improved case doubling time to 43 days in May and 78 days in June 2020.
It listed challenges like common toilets, high population density, narrow lanes and crammed neighbourhood, which made it difficult to ensure that people adhere to social distancing norms.
“The BMC adopted a model of actively following four T’s Tracing, Tracking, Testing and Treating. This approach included activities like proactive screening.”
“While 47,500 people were covered by doctors and private clinics in house-to-house screening, about 14,970 people were screened with the help of mobile vans while 4,76,775 others were surveyed by BMC health workers,” the release said.
Fever clinics were set up for screening high risk category such as elderly/senior citizens, which helped to screen 3.6 lakh people, it said.
“About 8,246 senior citizens were surveyed and as part of its policy of ”timely separation”, they were separated. Altogether, 5,48,270 people have been screened in Dharavi. The suspected cases were shifted to well organized COVID Care Centres and Quarantine Centres,” the release said.

NEW DELHI: No one needs to fear about the CAA and the NPR is not going to throw anyone out of the country, Maharashtra Chief Minister Uddhav Thackeray said here on Friday, after meeting Prime Minister Narendra Modi.
This was Thackeray’s first meeting with Modi after taking over as the chief minister of Maharashtra. Thackeray’s Shiv Sena was earlier a part of the BJP-led NDA, but formed the “Maha Vikas Aghadi” government in Maharashtra with the Congress and the Nationalist Congress Party (NCP) after parting ways with the saffron party.
“I had a good discussion with the prime minister over issues concerning Maharashtra. I also discussed the CAA, NPR and NRC with the prime minister. No one needs to fear about the CAA. The NPR is not going to throw anyone out of the country,” Thackeray told reporters after the meeting with the prime minister.
He also denied that there was any friction among the constituents of the “Maha Aghadi”, while asserting that the Maharashtra government will complete its five-year term.
The Congress and the NCP are reportedly miffed over the chief minister’s stand on NPR and CAA.
“There is no friction among the allies. We are going to run the government for five years,” Thackeray said.
He also said the prime minister had assured him of extending all cooperation to the Maharashtra government.

A fortnight after he took charge as Maharashtra chief minister on November 28 last year, Uddhav Thackeray told bureaucrats at a meeting in Mantralaya, the administrative headquarters of the state government, that he wanted to rid Mumbai of “visual pollution”. As bureaucrats looked on, he explained that he abhorred the unplanned construction, poorly maintained structures and filth in the city, and wanted to spruce up Mumbai.
Two months into office, as Thackeray begins to get a grip on the administration and outlines his vision for Maharashtra, a few things are clear: a revamp of Mumbai, stronghold of the Shiv Sena, will receive his special attention. The new chief minister is also keen to be seen as an accessible administrator.
Political observers were puzzled when Thackeray agreed to give his allies, the Nationalist Congress Party (NCP) and the Congress, the most plum portfolios. The Sena has direct control over only two major portfolios-urban development and agriculture. The rest, including home, finance, public works, revenue, power, water resources, education, health and tribal development, are with the allies.
A Sena insider says Thackeray’s priority is to strengthen the party in Mumbai. In the Brihanmumbai Municipal Corporation (BMC) elections due in February 2022, he wants the party to win over a hundred out of the 227 seats. With an annual budget of around Rs 25,000 crore, the BMC is the richest civic body in Asia. “Two years may seem like a long period, but we want to focus on the BMC election from now,” says the insider.
Thackeray has made son and tourism minister Aaditya a ‘guardian minister’ for the Mumbai Suburban district, though he was elected MLA from the Mumbai City district. In the BMC election held in 2017, the BJP had posed a big challenge to the Sena in Mumbai’s suburbs, bagging 82 seats, just two short of the Sena’s tally. As a guardian minister has authority to plan a district’s annual expenditure, Aaditya is expected to pump money into areas where the Sena hopes to reap benefits in the next BMC election. A planning meeting of the Mumbai Suburban district that Aaditya chaired on January 22 okayed development works for an estimated Rs 3,000 crore.
The government’s key initiatives in Mumbai include segregation of waste, planting 400,000 saplings of Indian origin in 65 areas, revival of the ‘Mumbai Eye’ project on the lines of the London Eye, and a Rs 100 crore industrial training institute.
According to the Sena insider, Thackeray wants to showcase “constructive work” in a bid to placate a wide section of party sympathisers who are upset with him for joining hands with the Congress and NCP and veering off the Hindutva agenda. “Thackeray gave the NCP and the Congress an upper hand in government as part of a conscious strategy. He wanted the government to be stable so that he can focus on his priorities,” says the insider.
Congress legislator Anant Gadgil says the Congress should learn from the Sena and give priority to the urban areas, where it has been losing support.
Thackeray has also mounted a public relations exercise to project himself as a people’s leader. Once a week, he meets commoners at the Mantralaya, hearing out their grievances. He called over a 21-year-old Dombivali student who sells peanuts, and assured him of financial assistance for his education. “The chief minister has instructed us to read each and every letter to the editor published in local newspapers and report to him about public opinion and complaints,” says an official in Thackeray’s office.
Thackeray has initiated various reforms to decentralise power. Within a month of the announcement on December 21, chief minister’s sub-offices have been set up at each of the six revenue headquarters, where officials receive public complaints and forward them to respective departments. “I do not want people to travel all the way to Mumbai for problems that can be solved locally,” Thackeray has said. Agriculture assistance centres have come up in all 36 districts of the state. The chief minister has, on similar lines, mooted disaster management cells in each district.
Sources say Thackeray has conveyed to his ministers that he will not interfere in their departments’ day-to-day work unless it is a policy matter. In his very first meeting with bureaucrats, he made it clear that he will sign a file only after the chief secretary clears it and that no minister or bureaucrat should approach him directly bypassing set protocol and procedure. A senior bureaucrat sees Thackeray as a quick learner. “We were sceptical at first as he used to step into office only towards the afternoon. But he has moulded himself and is showing interest in administration,” he says. A Congress leader, however, argues that Thackeray’s approach will give the bureaucracy too much power and reduce ministers to rubber stamps.
So far, Thackeray has managed to keep relations between the allies fairly smooth, stepping in, if need be, to douse fires. When Shiv Sena MP Sanjay Raut claimed that former prime minister Indira Gandhi used to visit underworld don Karim Lala in Mumbai, Thackeray got Aaditya to pacify Congress leaders. Aaditya called on Raut and conveyed to him that Thackeray wanted him to issue a quick clarification that he had great respect for the late leader. “One does not need to give history references all the time,” Aaditya also said, in a public snub to Raut.

MUMBAI: Two days after Maharashtra Navnirman Sena (MNS) chief Raj Thackeray declared his support to the Modi government over eviction of Bangladeshi and Pakistani infiltrators, the Shiv Sena on Saturday said that Muslim infiltrators from these countries should be thrown out of India.
The Sena also took a dig at Raj Thackeray over his ideological shift towards Hindutva saying that dealing with the Hindutva ideology as propagated by V D Savarkar and late party founder Balasaheb Thackeray was not a child’s play.
It also taunted him saying that having two flags showed the confused state of mind.
“The Muslim infiltrators from Pakistan and Bangladesh should be driven out of India. There should be no doubt about that. But it is amusing to see a party changing its flag for it,” the Sena said in an editorial in party mouthpiece ‘Saamana’.
“Secondly, having two flags shows the confused state of mind. Raj Thackeray founded his party 14 years back on the issue of Marathi. But it appears to be turning towards Hindutva now,” it added.
Raj Thackeray on Thursday unveiled his party’s new flag which is saffron in colour and bears the ‘rajmudra’ (royal seal) used during the times of warrior King Shivaji. While addressing a rally later that day, he made it clear to his party workers that the new flag will not be used during elections.
“Dealing with the Hindutva of Savarkar and Balasaheb is not a child’s play. But we are large-hearted enough to welcome those who take a pro-Hindutva stand. Even if the ideology is borrowed, it is pro-Hindutva. Go ahead if you think you can do it,” the Uddhav Thackeray-led party said.
It added that the MNS is unlikely to achieve anything from its new Hindutva stand as Shiv Sena had never shed its saffron colour.
“The Shiv Sena had already done a lot of work on the issue of Marathi. Hence MNS did not get any response from Marathi people. There is a criticism that Raj Thackeray has turned towards Hindutva as BJP wanted it. But MNS is unlikely to achieve anything on this front also as the Shiv Sena has done a lot work on Hindutva across the country,” it added.
“Shiv Sena formed the government in Maharashtra with Congress and NCP. This doesn’t mean that the party has given up on its ideology. More than criticism, there is heartburn.
“BJP can join hands with anybody, including Mehbooba Mufti, but if others take a similar political move, it becomes a sin! Although the ideologies of the three parties (NCP-Sena and Congress) are different, there is a consensus among them that the government will be run for the welfare of the people. What the BJP could not do in five years, the MVA government had achieved in 50 days,” it said.
Hitting out at the MNS chief for stating that the Shiv Sena had changed its colour to become part of the government, the party said such comments show the “political bankruptcy”.
“Those who say this should check the masks and multi- coloured make up on their own faces,” it said.
“BJP changed its colour in 2014 and 2019. Now since Shiv Sena is not going to change despite being in alliance with Congress and NCP,a conspiracy has been hatched to divide the Hindutva votes,” the saffron party alleged.
“Raj Thackeray has now backed the CAA and will take out a march in its support. But a month ago, he had a taken different stand. He had then said that the new law is a move to divert people’s attention from important issues like economic slowdown,” it said.
During his speech on Thursday, Raj Thackeray had defended the CAA and the National Register of Citizens (NRC) and also announced that the MNS would take out a protest march on February 9 seeking eviction of illegal migrants from Pakistan and Bangladesh.

via Today Bharat The Finance Minister says a committee will look into the issue pertaining to cooperative banks.Finance Minister Nirmala Sitharaman assured the depositors of Punjab and Maharashtra Cooperative Bank that she would once again raise the issue of their distress to the RBI governor on Wednesday. She also said a committee will be formed to look into issues pertaining to multi-state cooperative banks. Ms. Sitharaman, who was in Mumbai to campaign for the BJP-Shiv Sena alliance for the upcoming Maharashtra Assembly elections was greeted by agitated depositors of Punjab and Maharashtra Bank. The Reserve Bank of India has imposed restrictions on withdrawal from the bank following a multi-crore scam involving the bank and HDIL promoters came to light. ldquo;Even as I came in, there were a few of badly affected customers of PMC bank waiting to meet. So I did meet them to hear their problem,rdquo; Ms. Sitharaman told the media at the BJP headquarters in Mumbai. Stating that the Finance Ministry has nothing to do with the RBIrsquo;s measure, Ms Sitharaman explained: ldquo;A multi state cooperative bank, like PMC Bank, are regulated by RBI. But rural cooperative banks registration is done by the rural development ministry. Similarly the urban cooperative banks are registered by the urban development ministry but are regulated by RBI.rdquo; ldquo;I have explained to the affected customers this but also told them that this doesnrsquo;t mean the government of India is doing nothing about it.rdquo; Ms. Sitharaman said. She also said she has directed the Department of Economic Affairs and the Banking Secretary to work together with urban and rural development ministries so that multi state cooperatives that also run banks to study in detail whatrsquo;s happening and what are the shortcomings. An RBI nominee, at deputy governor level, will also participate. They will also look at what amendments are needed to better empower the RBI on this front, she said. Ms. Sitharaman also said the government is ready to bring amendments, if needed, in the upcoming winter session of Parliament.
