From Charon's point of view, Zagreus finally did the thing he should have done ages ago and fled the coop. Hell, Charon would have brought his boat to help if he knew his plans. The fact that Thanatos finally wised up and proposed to Charon's favorite "brother?" Cherry on top.

Listen, Charon isn't invested in Thanatos's business. Thanatos is uptight and boring. He doesn’t even like boats. So Charon doesn't know when or how he finally wooed Zagreus, and the details don't really matter to him. He’s been pathetically in love with him for ages, so good for him. Charon is happy to help. But it is dumb that he doesn’t want a wedding or a party or for their mother to know. Nyx would be thrilled. So no, he isn’t going to come up with some lie about why Thanatos needs his birth certificate, and frankly he should have had that in his possession already. He’s an adult.

And it was always going to be impossible to get married as a Greek citizen and somehow keep it off the public record. Announcing the marriage is part of the legal process. And no, he can’t announce it in another language, it has to be Greek. No, he can’t put it in a paper nobody buys, nobody buys any papers anymore anyway so there’s only the one and it’s going there. And yes, the witnesses are required and if Thanatos keeps being such a dumbass, Charon will refuse to be one and he’ll have to tell at least one other person about the thing.
