0141? If there's only a few black kite at a time, what's with the serial number? (well obv it's dehumanizing but if you're only focusing on training one or a few people there's other terms to use) Hundreds of candidates and only one wins the tattoo? Are the rest all dead now?

so when Vic started training, his mentor had him pick out a raffle ticket from a jar. That then became his "serial number", and the haphazard method of choosing it was meant to illustrate how little his mentor cared about him when he wasn't a full-fledged operative :)
