It is also known as a Customs Exam in the Logistics and Freight Forwarding Industry. The system was introduced by the U.S. Customs Service, the Office of National Drug Control Policy, and the Department of Defense to inspect the cargo through law energy radiographic images. This is done either at the pier (docks) or on port premises.
Generally, this is decided by the Customs Border Protection (CBP) before the arrival of cargo at the port of discharge. Executive orders cannot solve supply chain issues warn ocean carriers

US president Joe Biden signed an executive order on 9 July designed to promote competition within the US economy and lower prices to consumers, promote higher wages and stimulate innovation and economic growth.
The White House press secretary Jen Psaki said a lack of competition in certain sectors means that workers cannot raise wages and consumer price increases follow.
“In total, higher prices and lower wages caused by lack of competition are now estimated to cost the median American household $5,000 per year, so we want to work to address that,” said Ms Psaki.
In particular the executive order is aimed at rail and sea freight carriers which have seen substantial increases in freight rates while the surge in demand in the US has seen supply chains come under extreme pressure, delaying the movement of goods as a result.
Federal Maritime Commission (FMC) chairman Daniel Maffei said: “I applaud President Biden for his leadership in calling ‘all hands on deck’ to ensure fair competition across the supply chain. The Federal Maritime Commission is an independent agency led by five independent commissioners.
“However, as chairman, I commit to doing all I can to have the commission fully participate in this government-wide coordinated effort to benefit the US economy.”
Mr Maffei said that the FMC has increased its scrutiny of ocean shipping lines to identify issues of anticompetitive behaviour and will cooperate with other government agencies, including the Department of Justice, to root out such behaviour.
Mr Maffei also said detention and demurrage charges remain “A top priority of the agency to identify and take action against those who flout the commission’s recent interpretive rule on reasonable regulations and practices.”
The FMC chairman added that Mr Biden’s executive order “reinforces these efforts and indicates his prioritisation of a fair and reliable supply-chain”.
However, the liner lobby group World Shipping Council (WSC) argued that the only way to successfully deal with congestion in US supply chains is through “normalised demand, not regulation”.
According to the WSC, US supply chains are “facing unprecedented pressures – there is a lack of rail and truck capacity, warehouses are full, and ports are bursting at the seams.”
Ocean carriers claimed that these issues are driven by raised import demands from US consumers with 11 of the past 12 months having seen consumer spending growth of more than 10%,
“To put this into perspective, in the 18 years before the pandemic, the average growth rate was 4.7%,” said the WSC, which also argued that Drewry Shipping said that this growth had continued into the first quarter of 2021, with Asian exports to the US growing by 34%, “the highest quarterly gain by far since Drewry’s current records began in 1995”.
Moreover, the WSC concluded that competition in the ocean sector was alive with over 50 carriers operating more than 1,000 ships on 180 services for US shippers.
With regards to detention & demurrage issues, WSC president and CEO John Butler agreed that the FMC is already in a position to investigate and take action on any issues that arise.
“Shippers can report any irregularities so that they are properly investigated, and action taken against any improper practices”, said Mr Butler.
He concluded that: “Ocean carriers are employing all available capacity and pulling out all stops to manage the operational disruptions brought on by Covid-19. But when marine terminals cannot clear the cargo already on the docks, ships cannot berth to discharge and load cargo.
“And marine terminals cannot clear cargo if the importers of that cargo have no warehouse or distribution space to put those containers. And containers are stuck in many places in the US waiting for adequate rail and truck capacity to move them.”
Only normalised demand can solve these issues, said the WSC.

Amazon's incredible, vanishing cardboard box - CNN

Over the past decade, e-commerce has been a welcome boost for the cardboard industry at a time when demand in sectors like food and manufacturing has stagnated. Shopping online is seven times more cardboard-intensive than picking up items from a store, according to the commodity data analytics company Fastmarkets, and e-commerce generated 1.3 million tons of container board in North America in 2018 — a jump up from 1.1 million the year before.
"In a regular brick-and-mortar supply chain, products are put in blister packs, and then go into a box on a pallet and don't leave that box until they're in the store," explains Derek Mahlburg, an analyst with Fastmarkets. "In e-commerce, the products get shipped to individual houses, so they get taken out of that box very early, and then they get put in a new box."
That increased demand has also driven prices upward, Mahlburg says, prompting retailers and shippers to try to find ways to waste less cardboard in their packaging — which has environmental benefits, as well.
Why the United States uses so much cardboard
The United States is starting from a low baseline when it comes to cardboard recycling. Because America has abundant space for tree farms, pulp is relatively cheap; the country has long been a big exporter of wood fiber. Also, boxes usually have to travel longer distances than they do in more dense places like Europe, and historically boxes made out of recycled material haven't been strong enough to survive the journey intact.
There hasn't been much regulatory or consumer pressure to increase recycling rates, depressing the supply of cardboard to be recycled. In those places, both companies and governments have imposed much more ambitious sustainability targets. A strict new law in Germany requires that manufacturers report how much packaging waste they generate. JD.com — the Amazon of China — is shooting for 100% recyclable or reusable packaging by 2020.
For those reasons, only about 35% of North America's total manufacturing capability is geared toward recycled content, according to Fastmarkets, compared to 80% in Europe and 93% in Asia.
"It's not so quick to switch factories that have been using virgin materials for many years," says Natasha Valeeva, an analyst at the Dutch financial services firm Rabobank. "We expect more pressure from society. The trend is everywhere, but in Europe it may be progressing faster in this direction. It's from a consumer perspective, but also from regulations."
Still, the United States is gradually changing, as paper companies have converted old newsprint mills into recycling facilities. They're also lowering the "basis weight" of cardboard, or the amount of material that has to go into every square foot.
"Corrugated companies are trying to take the paper out of paperboard," says Quint Marini, who runs the UPS packaging lab, which works with companies to cut down their shipping costs.
Mills have gotten better at making recycled cardboard that stands up to wear and tear, so it's usable for longer shipping routes. Mark Schlossman is the chief operating officer of Accurate Box, a manufacturer in Paterson, New Jersey, that produces boxes to order for companies ranging from PepsiCo to Jimmy John's. He says his company's boxes have gone from 70% virgin paper five years ago to 70% recycled today.
"The recycled liner board world has made tremendous strides in the last number of years, both in its availability and its pricing, and in the quality of its paper," Schlossman says. "In the box world, strength can be very very critical."
Even recycling, however, has an environmental impact — it requires huge amounts of water and energy. That's why shippers are also trying to use less cardboard in the first place.
In the early days of e-commerce, retailers would order large numbers of a few sizes of boxes, throw whatever needed to be shipped into one that seemed big enough, and fill all the empty space with bubble wrap and styrofoam peanuts.
No longer. In consultation with shippers like UPS — which in 2015 started charging by volume, not just weight — companies are shrinking their boxes by using algorithms that can tell them the precise dimensions they need to get an order from point A to point B.
One of the leaders in the world of "right-sizing" packaging is a Salt Lake City-based company called Packsize, which makes machines that retailers buy and use to make custom boxes in their own distribution centers. Their most advanced machine can automatically determine the optimal size for the combination of items that need to fit a box as soon as a customer clicks "buy," then route all the items onto a conveyor belt that automatically cuts and forms the box to size — no human assistance necessary.
"It's like an oversized Tetris that has been optimized," says Packsize CEO Hanko Kiessner. That not only saves on cardboard, it also allows shippers to pack boxes more densely in their trucks, requiring fewer trips. "When you have many smaller sized Tetris cubes, you have gaps, but the gaps are significantly smaller," he says.
Amazon as regulator
With nearly half of the e-commerce market, the biggest force in box shipments is Amazon.
The company buys millions of boxes a year from manufacturers close to its fulfillment centers. It employs statisticians, operations researchers, data scientists, material engineers and computational engineers — the types of people who design airplane wings — to think about boxes, bags and envelopes.
"We put those groups together, probably for the first time in the corrugate box business, to ask, 'what is happening to the corrugate box in the back of a truck?'" says Houchens.
The different stresses and strains on boxes in different parts of the truck told them how big each one really needed to be, and how thin the cardboard could get without jeopardizing the product inside. Amazon also uses machine learning algorithms to monitor feedback that comes from customers via call centers and social media on any damage that occurs in transit, to see when they've gone too far.
Using pilot production lines and partnerships with big tape and glue manufacturers, Amazon creates new designs and materials that its suppliers then figure out how to produce at scale — like a fully recyclable plastic-free padded envelope mailer, for example, rather than the standard bubble-wrap-and-paper version. With all of that combined, Houchens says they've managed to reduce packaging material by 19% in tons over their baseline year of 2016.
Still, there's plenty of room for improvement.
Companies are starting to design packaging differently for products that are bound for a customer's doorstep rather than a store shelf, so that those sold through e-commerce don't need an "overbox" at all. Tide laundry detergent now comes in a container that looks like boxed wine, rather than a plastic bottle that ships in a paper box.
Amazon has the scale and buying power to push those changes faster — and has been, since it helps its bottom line, as well. For the past year, for large items and those weighing 20 pounds or more, the company has been paying retailers $1 per package that is easily recyclable and able to ship without a brown Amazon overbox. Starting in August, it will stop paying that incentive, and instead charge $1.99 per package that doesn't comply.
Retailers are starting to see better packaging as an opportunity, too. Shipping in their own boxes also allows brands to make a stronger connection with their customers, with specialized messages on the inside to enhance the experience of getting something in the mail. They're trying to capitalize on the "unboxing" trend, wherein people record themselves opening a package and posting the video to YouTube, making the box that much more visible.
"It is a billboard, in a sense. It's the last impression that people have, your last point of contact with someone is when the box arrives at peoples' home," says Rachel Kenyon, vice president of the Fibre Box Association, which represents paper-based packaging manufacturers. "If you can take that one step further by enhancing that unboxing experience, it's a great opportunity."
Consumers are tired of garbage
Rightsizing, lightweighting, and getting rid of overboxes have reduced the rate of cardboard consumption so much that analysts believe production will slow, even as more goods are ordered online. As shopping through the mail becomes more common, companies and postal services are experimenting with ditching single-use cardboard containers altogether.
Amazon is running a pilot in India where products are delivered to homes in plastic totes, since it's more common in India for someone to be home during the day to receive them. (Security and privacy are a big reason why overboxes are used at all.) And in China, a company called Suning.com is using shared plastic delivery boxes in 13 cities that can be almost infinitely reused. In the United States, the rise of delivery lockers may allow for box-free delivery to spread as well.
Until everything is reusable, paper-based packaging companies are making the argument that at least cardboard is better than single-use plastic, even as they take steps to make packaging less damaging to the planet. And consumers, they point out are starting to reject products that come swathed in garbage.
"With social media, you can see people are not accepting certain things any more, and potentially not re-ordering because of it," says Herwin Wichers, market development director for Smurfit Kappa, a global Dublin-based paper packaging manufacturer that serves both Europe and the US. "Price is still an important part, convenience is still an important part, but the sustainability angle is starting to influence peoples' decisions."
At the same time, however, there's still a clear difference between the progress made in the US vs. Europe and Asia, with their stronger government mandates and culture of waste reduction.
Without similar pressure, even with Amazon pushing for change, the US will struggle to catch up.

LAGOS container port operator, APM Terminals has introduced new port charges on export cargoes called ‘Renomination Fee’. Disclosing this in an email correspondence sent out to its customers over the weekend, leading French-based container liner, CMA-CGM explained that the Renomination Fee takes effect from March 20th, 2019. According to the email correspondence which was sighted by Tribune Online, “This is to inform you that the Apapa terminal operator, APM Terminals (APMT) has advised that effective from 20th March 2019, renomination fee will be introduced for all short shipped full export containers.” The email correspondence which was titled ‘Introduction of APM Terminals Renomination Fee’ further stated that “In line with their Standard Operating Procedure, APMT will bill the shipping lines for subsequent invoicing of the shippers. “Please note that each renomination fee will be paid with the shipping line local charges. With regards, CMA CGM NIGERIA.” In a related development, Nigerian exporters have cried out that inefficiency and congestion at the Lagos ports are hampering export of non-oil products from the Lagos ports. This time around, they are raising the alarm that cashew nuts valued at $300 million (about N108billion) have been trapped at the Lagos ports and called on the Federal Government to come to their aid by addressing the challenges of congestion and inefficiency at the Lagos ports, which have affected exports. The exporters said gridlock and inefficiency at the ports of Nigeria’s commercial hub, Lagos has delayed shipment of 50,000 tonnes of cashew nuts and is threatening this year’s output as traders are cash-strapped. President of Nigeria Cashew Exporters Association, Tola Fasheru told Bloomberg.com that the fruits from last year’s harvest should have been exported by January; “Instead, they are still in containers on trucks waiting to enter the ports or on wharves.” “Roads to Lagos ports are badly congested; with hundreds of lorries queuing to enter the premises and either deliver or pick goods. In addition, inadequate capacity and infrastructure, stifling red tape and corruption are hampering export processes,” Fasheru said. “There is a palpable lack of synergy among the port operators and this is affecting the business of our members,” he said. Some members of the cashew association, he added, have defaulted on contracts to the extent that foreign buyers are now walking away from them. “They are no longer willing to give us fresh contracts,” said the group’s president. The delay is likely to affect the output target of 260,000 tonnes for the current season, which started in February and will end in July. “Not one single cashew exporter is in the field now as he owes on contracts and as a result has no money to operate with,” said Fasheru. SAN JOSE, Dinagat Islands--SAN JOSE, Dinagat Islands--A combination of proactive measures implemented earlier into the coronavirus pandemic and the assistance from partners in the private sector have been cited as among the major factors for this province's "Covid-free" status, five months after the government declared a national health emergency. Dr. Jillian Francis Lee, Provincial Health Office chief, recalled that as early as February when the country began detecting the first onset of cases, the provincial government initiated strategies and action plans to prevent the spread of Covid-19 in the province, in keeping with the World Health Organization and Department of Health protocols on the restriction of vessel entry. While managing the movement of people was relatively easy for an island environment, Lee said the province found itself in a unique situation because it hosts several large-scale mining companies that export nickel ore to China, thus the necessity to strictly monitor and regulate the entry of vessel. "It was very challenging in February and March because the mining companies employ foreign vessels (to transport nickel ore), and there was an immediate need to implement health protocols," she said. The provincial government, she said, wasted no time in formulating health protocols for incoming vessels, in coordination with the Mines and Geosciences Bureau (MGB) and other government agencies, as well as the operators and nickel miners in the province. Dra. Lee lauded Cagdianao Mining Corporation for being the first to implement its own COVID prevention health protocols that includes all incoming vessels quarantine measures and for establishing its own Covid-19 care and containment facilities as early as February. She also cited the company for providing disinfectants and personal protective equipment for Covid-19 front-liners, and for helping the province establish patient care centers by donating 150 beds and among others. “I am very thankful to the partners especially the Cagdianao Mining Corporation for providing the needs in the province. Since February we have instituted the screening measures to all the ports from the local and the mining companies. There are commercial ports and the mining ports. “ the provincial health officer said. “CMC has been implementing protocols and guidelines according to the DOH standards. The company has also established care and containment facilities to ensure the health of workers and community residents," she added. For its part, CMC said it will continue to closely coordinate with concerned government agencies in implementing stringent health protocols in its mine site in Barangay Valencia, Cagdianao town, to help maintain the province's "Covid-free" status. “We continue to be Covid-free here in CMC as well as in the province. Our success is due mainly to the adherence to the wisdom of the government, following and employing stringent implementation of CMC’s protocol and guidelines.” Dr. Alvin Pura, the company physician, said in an interview Thursday. Pura also assured the company will continue providing assistance to boost the Covid-19 response of both the local and provincial governments. “CMC is in unity with the LGU of the province and the national government down to local Inter-agency task force (IATF) in the prevention of Covid-19 infection in its workplace and the community where we operate. CMC successfully implemented its three-level infectious disease prevention through the strict adherence to the 14-day quarantine of the foreign vessels, acquisition of entry permits issued by PDI, and health inspection of CMC medical staff of all vessel's crew," Engr. Arnilo Milaor, Resident Mine Manager of CMC, said.  "For the protection of our host and neighboring communities, we provide necessary assistance such provision of sanitation kits, regular IEC, house to house health inspection and sanitation, among others,” Milaor added. As of Thursday, records from the Mines and Geosciences Bureau showed that CMC has so far spent PHP5.9 million for Covid-19 response from its realigned Social Development and Management Program (SDMP) and Corporate Social Responsibility (CSR) fund. CMC said the money was spent primarily on relief operations benefiting residents, medical front-liners, and law enforcement agencies involved in Covid-19 containment measures, as well as for survival garden kits to some 1,300 families. Earlier, the company also provided the Cagdianao municipal government with an ambulance unit and a service truck worth over PHP1.2 million to boost the town's Covid-19 response. This aims to improve the LGU’s mobility to respond to emergency situations related to this pandemic health crisis. As of Wednesday (Aug. 19), the Provincial Information Office said Dinagat Islands had no probable and confirmed cases, with 12 suspect cases.
