So... Who Really is The Strongest King in Hell?
Alright people! Every single king in WHB claims to be the strongest, but I think it's time we actually break down what each one has to offer -- in terms of pure power, experience, and the might of their kingdoms.
Please excuse me if I forgot anything. There is a lot of content spread across multiple cards, events, and story chapters and not every king has the same amount of character development. I tried to include what I can recall. If you remember something you think is important to include, just leave it in the replies, I guess?
No waffling. No nuance. You have to choose someone. And, please, we're not voting for our favorite king. We are voting for who is appears to genuinely be the strongest regardless of our feelings toward them.
Feel free to argue your case in the replies or reblogs.
See below for some information on each king.

Satan, King of Gehenna
Power: Able to consume the blood of those who love him and turn it any possible shape or form. He mostly uses this to make weapons that seem to be extremely powerful, both close and long-ranged. It is a power that is useful, but is reliant on other people being with him. While he is able to fight when by himself, he cannot utilize his power individually. Thankfully, he rarely seems to be alone. However, this power is taxing on those he continuously takes blood from (see: Sitri).
Experience: Satan has the same amount of experience as Mammon, Beelzebub, and Leviathan. All of them grew up together and are roughly the same age. His experience seems to be rough given his upbringing. He was not raised to be the king, so he has little in the way of formal experience. He made Gehenna on his own.
The Kingdom: Gehenna is full of devils who love to party, but are also all ready to lay down their lives to defend their kingdom. Gehenna nobles are some of the most waveringly loyal in all of Hell. While it seems that many devils like to train or workout, there does not appear to be any formal military training. In fact, one of the few devils we know has formal training -- Sitri -- actually received his training in Hades rather than Gehenna. However, that is not to say the citizens are unskilled. Many are talented or have years of combat experience to support them, they simply lack formal training. Additionally, Gehenna seems to be the most trusting kingdom, allow anyone in as long as their intentions are good and pure. This can be good or bad, as it allows anyone a chance to join Gehenna as an ally or as a spy.
Mammon, King of Tartaros
Power: Able to make structures of gold at his whim. He is able to use this power independently of any other person. It can be used both offensively and defensively. However, it appears to be a close-ranged ability, meaning it it only viable when the enemy is already near him (mid-range at best). He is also able to hold the souls of the fallen devils of Tartaros, all of whom are willing to destroy themselves in order to keep Mammon alive should he receive lethal damage (regardless of his feelings on the matter). He also has a key that allows him to lock one 'treasure' away where it cannot be touched by anyone.
Experience: Mammon was born the prince of Tartaros and his kingdom knew him from birth. He is highly respected by his citizens. However, he was very weak as a child and spent a large portion of his childhood confined in a cell. He is powerful, but he has a lack of early life experience. However, he has been the king since he escaped from his confinement and has raised Tartaros to prosperity, leading it as a kingdom focused on defending Hell.
The Kingdom: Tartaros is a very technologically advanced kingdom. Many devils seem to still be alive that recall the previous king, and some of them have been serving the royal family since those days (Eligos and Valefor, for example). This means Tartaros has citizens with some of the most experience and those who are great defenders as well as incredibly strong.
Leviathan, King of Hades
Power: Has many contracts with extra-dimensional creatures that he is able to call on in order to fight for him. These creatures have various powers and are able to fight at long, mid, and close-range. However, this means that Leviathan's power is not entirely his own. As seen in his (Bloodshed) card, it is possible for him to lose/use up these contracts or to have the creature unavailable at a given moment. Due to the amount of contracts he seems to possess, this does not appear to be a huge disadvantage for him, but it could cause issues in the future. He is also able to use some kind of ability to strangle people with the ropes around their neck, or to drop ropes from the ceiling and do the same. The exact way he is able to do this is unknown, so it is unclear if this ability has any other uses aside from puppeting ropes.
Experience: Leviathan spent a huge portion of his early life imprisoned and experimented on by Heaven. During this time, he had no ability to fight nor did he have much training. He made his first contract after escaping and became the unquestioned king of Hades at some point later. He was trusted enough to train Sitri, however.
The Kingdom: Man... as loyal as some of Hades' citizens are, Lviathan also seems to be dealing with some of the most disloyal Nobles. Glasyalabolas and Orias must be a handful. Aside from them, the rest of Hades is extremely disciplined to the point of concern. It is stated that those who sleep in too late may simply kill themselves out of shame for their actions. Every year, the citizens of Hades have a festival to reinforce their loyalty to Leviathan and each other, symbolically wearing their nooses to promise that they are willing to die in order to protect Leviathan and one special person. They will also all kill themselves should Leviathan die, so this kingdom is... a little unstable. If the king dies, the entire kingdom will follow soon after. It is unclear how well the average citizen can fight, as we have only ever seen nobles in combat. It is stated in Leviathan (Bath) that his kingdom was built to welcome orphans, so it is possible he does not expect the average citizen to fight (but this is a theory).
Beelzebub, King of Avisos
Power: Has the ability to clone himself as well as turn himself into a swarm of flies. He is noted to have the ability to create strange phenomena, but this seems to be a consequence of his other stated abilities giving him a lot of range and the ability to seemingly be everywhere at once. His clones are able to each fight on their own and each clone seems to be as powerful as the original. These clones do not appear to share memories between them, which means information has to be shared manually between them. However, the swarm of flies can apparently move independently of one another, which allows Beelzebub to use them as spies. However, when a clone dies, it is stated that Beelzebub loses some of his memories.
Experience: It is unclear at this point how experienced he is, but it is clear he has been very busy keeping intel on all of Hell (he states he was watching Belphegor for a long time before he woke up).
The Kingdom: Avisos is a kingdom of sin. Indulge in food, sex, gambling, and whatever else your heart can think of. It is a major entertainment hub. However, it also seems to have almost no military training and the fighting level of most people seems to be basic at best. Guns seem to make up for the fact that most citizens do not know how to fight.
Lucifer, King of Paradise Lost
Power: His power is one I have affectionate referred to as "Absolute Authority". He is able to give orders that seem to rewrite the laws of the universe and must be followed. At the moment, he has set a law that kills any angel that enters Paradise Lost. However, as of now, this power has only been confirmed to work on angels. If this power works on other species is yet unclear, but the other devils seem to at least respect his boundary.
Experience: Lucifer is the second to last king, but he is the oldest king in terms of age. He is also a former angel -- a Seraph to be exact -- which gives him knowledge about the angels that few others would possess and the ability to lie and doubt others.
The Kingdom: Paradise Lost does not seem to have as many citizens as the other kingdoms, but the ones who live there are completely devoted to Lucifer. Any one who lives there can be affectionately described as a 'fanboy'. Paradise Lost benefits from being the kingdom of healers. Everyone there is able to fight to a degree that few others can because they are able to heal each other's injuries in addition to being skilled fighters. They also possess the only Noble confirmed (so far) to be able to revive the recently deceased. However, the kingdom's citizens also seem to be on call to the other ones, since all known healers (as of this point) live there exclusively. Aside from being on call to the other kingdoms, they do not seem to get involved much in the battles of the others. However, they is not to say they are indifferent. The kingdom reacts to situations that happen to occur around them. How does this help Lucifer? It kind of doesn't. Lucifer doesn't seem to need the help of his nobles very much, but he enjoys having them in his life.
Belphegor, King of Niflheim
Power: His power is hard to describe, but he seems to have a massive amount of energy stored inside of him that leaks out when he is active. He can seemingly bend time and space as well has create disasters with very minor movements (such as blinking). He can also transform into a larger skeletal form. This form is so powerful that it oppresses everyone around him and he can seemingly destroy everything within his range with very little effort. He may be able to manifest dreams? Whatever is going on with Vassago.
Experience: Belephegor is the newest king and has little experience running his kingdom. He leaves most things up to Beleth, but Beleth also seems to get Belphegor's approval on certain aspects. He doesn't seem to have much combat or strategic training, but his pure power resolves incidents very quickly. He makes decisions based on a dice roll, but it is also stated that he knows how to throw dice to get the result he wants.
The Kingdom: Niflheim is run like a military, especially since it seems to be so close to Heaven. Agares, a devil with real combat experience and former leader of Niflheim, trains the citizens. There are also devils like Andrealphus who roam around outside the kingdom and eliminate threats in other parts of Hell. The kingdom itself is very ruined, however.
Asmodeus, King of Abaddon
Power: Everyone who sees him is overcome with an uncontrollable lust. The only way around this is to build up an immunity by exposure. He may also be able to place curses given his statement that he created the curse that "first loves do not work out" after being upset that he and Solomon did not work out.
Experience: Seems to be one of the older kings, but spends little time in Hell as he prefers Earth. He is the father of the unholycs. Angels seems to avoid him like the plague.
The Kingdom: A literal prison with a lot of rules regarding the inmates, most of whom are there willingly. There are three levels in the prison, with the most powerful devils being kept on the third floor. HOWEVER, those kept on the third floor seem to be able to do as they wish because the guards cannot reasonably stop them. They are called upon in times of great need because of how unstable they seem to be.

It was supposed to be a quick visit. In and out and on his way, but Solomon had been noticed by a handful of young sorcerers - novices of the Sorcerer's Society hoping to become just as great as him someday - who crowded around him before he could make his escape. Multiple questions are hurled his way, stacking on top of one another into an indecipherable mess. While it's slightly overwhelming, he reminisces to his youth where he might've done the same given the opportunity.
"Woah, woah! One at a time please. I'm only one sorcerer, after all," he states, encouraging them to calm down. Once they're all quiet, he motions to one of the sorcerers. "Let's start with you."
The young sorcerer seems to stand taller after being perceived by such a legend, and blurts out a question. "I-Is it true that you waged war against the ENTIRE Devildom? All on your own??"
The corner of Solomon's lip curls slightly, amused by such a loaded first question. "I might've done something like that once."
All the sorcerers gasp and chatter amongst themselves, excited to hear confirmation from the source. Another sorcerer pipes up after with a seemingly unrelated query.
"What about your cooking abilities?"
Solomon turns to them confused. "What about them?"
"Well, my mentor told me you were banned from here because your food was so 'atrocious and offensive'..." Immediately, Solomon's demeanor changes upon hearing the reminder, as well as being insulted. Seeing how miffed he is, the sorcerer quickly sputters out. "His words, not mine!"
Solomon scoffs. "And who is your mentor?"
The young sorcerer responds sheepishly. "Uh... confidential."
Taking a deep, calming breath, Solomon nods, ultimately letting the incident go. "Smart choice."
The next sorcerer beside the previous one decides to take their turn. "You have lots of pacts, yes? May we see them?"
Without a word, Solomon rolls up his sleeve to show off several intricate circles, all of which look as if they were tattoos done in black ink. Everyone leans in to get a closer look while he begins detailing each of the marks and who they belong to. Some of the sorcerers even whine in envy that they haven't gotten a pact of their own yet. Once done, he pushes the sleeve back down with an almost proud smile on his face - that is, until a different sorcerer points to something peaking out from under Solomon's shirt collar.
"What kind of pact mark is that? It looks almost purple rather than the traditional black."
Whispered questions flurry within the group about The Great Sorcerer perhaps acquiring a special or ultra rare pact. A beat of silence passes before Solomon barks into laughter, realizing what's there. The group is stunned into silence once again as they watch him chortle on.
"I apologize for laughing, but this isn't the mark of a demon," he says while wiping a tear from his eye. Grabbing his collar and pulling it aside, he presents a trail of purple-ish bruises along his neck that make the sorcerers flush with embarrassment upon recognizing what they are.
"They are the marks of a human. A powerful one who is on their way to surpassing even me in prowess... and holds the key to my heart."
Beyond the heads of the sorcerers, his eyes flicker upwards, catching sight of a familiar figure and sweet face walking through the door in search of him. Unable to tame the infectious smile that spreads, he gently pushes through the crowd, haphazardly apologizing as he does. He's checked out from anymore conversation to be had. It was over the moment he laid eyes on you.
"Excuse me," he says as if in a trance, "but I have a date with the beautiful sorcerer who gave me those marks."

oh my god i forgot to share my full piece for @aawomenzine
absolutely bonker to see how gorgeous everyone's work were I want to chew my hands off tysm for letting me join the zine, technically one of my first zine everrr ;;;-;;;;
this piece was a lot of fun and effort to make, i wanted to incorporate snow white elements here (poison apple, mirrors, jealousy, the witch whos also the princess, glass casket, etc.) to various degrees of success 😅❤️ regardless i had a lot of fun brainstorming for it!!!
