I have an African American character in a new story I’m writing. She has curly kinky hair going down to her shoulders. My question is: how would I describe her hair in three different states; wet, recently dried, and dry? Also, how long would it take on average to completely dry? She lives in a relatively cool environment where the sun isn’t normally very bright.
Describing curly hair in various states
Well, it depends on her type of hair. 3C or 4A ? Low porosity or high porosity ?
3C is more curly, 4A more kinky, but I advise you to look it up by yourself as there are more types than just these two (and one can have multiple on its head ! I have a mix of 3B/3C/4A, 3B on the front near my face, 3C for the vast majority and 4A for underneath the sides/back).
Low porosity means that the hair is not likely to absorb anything, high porosity means that it will absorb water/products but reject it as fast as it entered (there are techniques to “lock it up”). Low porosity hair generally keeps its volume even under water, while high porosity hair tends to be wavy when it’s wet, due to water weighing it down.
Oh, and shrinkage entered the chat ! Afro hair generally shrinks when dried, but it varies for one another. For example, my hair shrinks A LOT, meaning that the length I get when they are wet (even though they are low porosity) is totally different from their length once dried, they shorten like crazy.
I advise you to watch videos on YouTube of Black girls doing their hair. You will be able to see their length wet, dried, how they dry depending on how they style it, what methods they use to detangle and so on.
Each head is different, even in the same family, hence why it’s complicated to answer your question with a short answer.

Completely agree with Lydie! Curly / afro hair looks vary, coming in a wide variety of textures, thickness, and porosity. Some folk’s curly hair seems to dry within a second (aka mine…ugh!) while others can hold moisture that seems to cling on for hours on end.
I recommend you do the following:
Determine the general look and hair type for your character
Look up “determining curly hair type” and matching images in relation to said hair (for example, if it’s mostly 4C, look up wet and dry 4C hair images or videos) 
Find the appropriate words for these images. I have a words to describe Black hair that was made for you! See the bottom of this post.

Here’s some more descriptions from the 3 - 4 curly hair range. Feel free to use these terms in your writing. This info is from research I’ve done for my own hair care, mostly based on the NaturallyCurly website.
Hair typing terms and general care guidelines
3 type hair
Curly Twirly 3A 
Definite loopy “S” pattern and curls are well defined and springy. 
Naturally big, loose and often very shiny. 
Size: Sidewalk chalk size. 
Best Products:  Gels and creams with light moisture and curl definition. Milks and smoothies.
Curly Spirally 3B 
Well-defined, springy copious curls 
Range from bouncy ringlets to tight corkscrews. 
Size: Sharpie size.
Best Products: Gels and styling creams with extra moisture and serious frizz control.
Curly Kinky* 3C 
Voluminous, tight curls in corkscrews. 
Can be either kinky or very tightly curled, with lots of strands densely packed together. The very tight curls are usually fine in texture. 
Size: Pencil.
Best Products:  Styling creams, butters, and oils. This hair needs extra moisture and tender care.
*Note on the word kinky: Kinky is not always a well-perceived word, depending on the individual. There’s plenty of alternative words, though.

4 type hair
4A Coily Springy
Tight, coily, most fragile curls.
Well-defined “S” Pattern
Size: Crochet Needle or smaller
4B Coily Crimpy
Tight, coily, fragile curls
Less-defined “Z” Pattern
Hair bends in sharp angles
Best Products: Pre-poo with coconut oil or castor oil to help retain natural oils in your scalp. 
4C Coily Ziggly
Tight, coily, fragile curls
Curl pattern won’t clump without styling
Less visible definition per individual curl
Best Products: Use a creamy humectant as a leave-in to maximize protection from the elements. A curl defining custard or gelee can stretch the coil safely for twist-outs and braid-outs. Use a detangling co-wash with slippery elm or marshmallow root.
Hair typing is for general use
I recommend these types of hair typing charts to get a more general idea of what you’re going for in terms of the look of hair. But everyone’s hair is different! Hair porosity, width and density informs specific hair care needs, not the hair type. 
If you’re not looking for in-depth hair care, but general info just to carry the story along, hair typing terms and assumptions should work just fine for your individual story / characters. Just avoid generalizing. (e.g. her hair is 4c and all 4c hair loses moisture fast! No, OP’s happens to do this, but it’s not a rule for all people with that hair type)

Okay but let’s talk about this. Why it’s excellent characterization for this point of the story and how it will later reflect the changes in Deku’s character.
Alright so let’s refresh as to Deku’s life up to this particular point.
At this moment, the gentle/culture festival arc has just wrapped, and it’s morning after Endeavors big fight with Hood the High-End Nomu.
Which means that Deku’s opinion of Endeavor is still based out of what Deku is told during the sports fest, and what he saw from Endeavor back at Hosu. Meaning that while everyone else is praising Endeavor and only see’s Shouto’s reaction to the fight as pure worry for his dad, Deku understands the truth.
He understands that Todoroki is probably feeling torn about what’s happening, that it’s complicated for him to process.
Great. Cool. It explains Deku’s lack of care for the conversation, his face when Endeavor is praised, his lack of input when Deku usually fanboys over any big fight. Overall, great characterization for him at this particular point.
Season 5 and Manga spoilers ahead
You’ve been warned.
Later in season 5 we will (hopefully) see when Deku, Bakugou, and Todoroki go to intern under Endeavor for a few months following the joint training arc.
It’s during those few months that Deku begins to understand Endeavor and even admire him as a mentor.
(And before I continue, if you start calling Deku an abuse apologist and are going to get offended by what Hori put in the story then leave the post now. It’s not that black and white)
This is because of three reasons.
Endeavor took the time to understand Deku’s needs, his quirk, and genuinely helped him improve his control of Black Whip and OFA simultaneously. (Which would prove invaluable during the war arc) Endeavor was the first mentor who truly understood how Deku learned and helped foster actual growth intentionally.
The Todoroki family dinner that both Deku and Bakugou found themselves at. Where Deku was given a front seat to the Todoroki family drama and it’s complexities.
So let’s break each reason down one by one and understand the writing present and Deku’s change of opinion.
Endeavor As a Mentor
Deku at the time of this posting (ch 307) has had three and half mentors.
The first being All Might of course. This started before UA at all, when All Might gave Deku OFA and began to train him. The obvious flaws we saw here was All Mights lack of understanding on both the teaching and Deku as a whole. Instead of giving Deku helpful advice he was left to trial and error the quirk much to the dismay of both his broke bones and Recovery Girl.
Secondly, is Gran Torino. During the Stain arc, we saw Gran teaching at least somewhat better than All Might, also using the trial and error method but this time giving the kid more mental help. Encouraging him to figure out why he’s different than All Might. This eventually leads to Deku figuring out Full Cowling on his own.
Third, we have Endeavor. Who begrudgingly took Deku and Bakugou on as interns because Shouto demanded he did. Nonetheless before training even begins, we get this now iconic page.

Where Deku goes on one of his longest tangents but instead of telling him to shut up, or outright ignore him at all, Endeavor simply listens and converses back to him without referencing or chastising Deku at all. Something neither of his mentors before had done.
Gran and All Might both served their purposes, helped Deku in their own way but neither one stopped to truly listen to Deku. They always wrote off his mumbling or out loud thought process and spouted information instead. Endeavor opens up a dialogue of how to improve. This is seen multiple times through this small arc as well.
Beyond that, Deku is seen to have made MAJOR improvements after his time interning with Endeavor. By the time the War Arc rolls around, Deku is using 45% of OFA and has totally mastered Black Whip.
Honestly I can on and on about Endeavor as a mentor. He’s just so well written.
But for the half of a mentor I’ve listed, is Aizawa Shouta, Eraserhead. He’s Deku’s home room teacher and has had some major impacts on Deku but not in the way of being a mentor if that makes sense. It’s more that Deku honors Aizawa, feels grateful to him, and wants to see how Aizawa will continue to foster his growth moving forwards. But there aren’t any real one on one times with the two of them beyond the overhaul arc.
The bottom line is that so far, no one has helped Deku grow more than Endeavor.
The Dinner of Perspective
Chapters 249-252 are all about the Todoroki family as Fuyumi holds a family dinner to welcome Midoriya and Bakugou, and get to know them.
However, this arc is all about what Endeavor is doing to atone. We get to finally meet Shouto’s brother Natsuo in this small sub arc. There is loads of tension between Shouto and Enji during the entirety of MHA but this scene is mostly about Natsuo and Enji’s tension. Natsuo hates Enji openly, referencing Enji neglect for his other children openly.
We see throughout the chapters that Bakugou and Deku are tense during this. It’s awkward for them, Bakugou especially since here he admits to eavesdropping on Shouto and Deku back at the sports fest. But the whole time Deku is watching with rapt attention as the family struggles to have one normal dinner. He even offers Shouto advice as to what he sees from it.
It’s acknowledgment of what he already knows, and what’s he is seeing now. Deku doesn’t forget about Endeavors past. Never for a moment, but through seeing the different sides to this narrative Deku is better able to understand how Endeavor is not the same person he was. He’s not all rainbows and sunshine perfect now but he’s trying.
These two viewpoints lead Deku to genuinely care about Endeavor.
We see this best in the war arc’s aftermath when Deku openly references Endeavor among those he loves in 305 when talking to the vestiges.

Which is why, this scene in the anime original first episode to Season 5 shows great characterization for Deku. The animators understood where Deku would fall during that conversation at that given time. Later when all these turning points I’ve talked about are animated this small scene will show the growth Deku goes through from this point on.

Izuku wanted many things.
She wanted her friends and family to live happy lives. She wanted to be the next symbol of peace and make All Might proud. She wanted to be surrounded by the people she cared about. She wanted to card her fingers through Shinsou’s purple hair and tell him how sorry she was. She wanted to give Tenya a warm hug and tell him she hadnt meant to hurt him. She wanted to look into Todoroki’s mismatched eyes and reassure him that his safety mattered. She wanted to see her mom and cuddle while watching a movie. She wanted to be free of this personal hell.

ToshInko: Mistaken For couple and Unexpected Virgin. (Yes, Izuku exists) Bodyguard and Detective would be cool too.
Toshinori moves in next to young mother Inko and actually meet her because he couldn't help but to make funny faces to her adorable baby. They soon become friends.
However, as Hisashi is almost always abroad, Inko's neighbors starts to spread rumors about her infidelity. One of them even goes as far as to inform Hisashi that his wife is spending too much time with her neighbor. Hisashi, being a snivelling little shit who realized having a child was too much, threatens to divorce her.
Inko, wise woman that she is, decides that she has enough of everyone bullshit and that as long as Toshinori consents to it, there is nothing that prevents her from climbing this man like a tree.
A week later, Hisashi gets the divorce papers handed to him by All Might's personal attorney.
