Over 5 billion hryvnias of violations detected in six months!

In the first half of 2025, specialists from the North-Eastern Office of the State Audit Service detected violations of legislation totaling over 5 billion hryvnias in the field of public finance management and public procurement.

In particular:

🔹 According to the results of 16 audits, violations totaling 427 million hryvnias, of which over 185 million hryvnias led to financial losses.

🔹 During 5 audits, ineffective decisions and risky operations totaling over 1.8 billion hryvnias were identified. 32 recommendations were implemented, which yielded an economic effect of 50 million hryvnias.

🔹 In the field of procurement, violations totaling over 2.9 billion hryvnias were identified and expenses of 522 million hryvnias were prevented.

🔹 33 officials were held accountable, materials from 22 audits were transferred to law enforcement agencies, and 12 pre-trial investigations were opened.

Понад 5 мільярдів гривень порушень виявлено за півроку!

У першому півріччі 2025 року фахівці Північно-східного офісу Держаудитслужби виявили порушення законодавства на загальну суму понад 5 млрд грн у сфері управління державними фінансами та публічних закупівель.

Зокрема:

🔹 За результатами 16 ревізій — порушення на 427 млн грн, з яки�� понад 185 млн грн призвели до фінансових втрат. 

🔹 Під час 5 аудитів виявлено неефективних рішень та ризикових операцій на суму понад 1,8 млрд грн. Впроваджено 32 рекомендації, що дало економічний ефект у 50 млн грн.

🔹 У сфері закупівель встановлено порушення на суму понад 2,9 млрд грн та попереджено витрат на 522 млн грн.

🔹 До відповідальності притягнуто 33 посадовців, матеріали 22 ревізій передано правоохоронцям, відкрито 12 досудових розслідувань.

The representatives of the Public Administration Office of the State Audit Service conducted an audit of the KNP “Miska Clinical Richly Profile Medicine No. 25” of Kharkiv Municipality for the sake of it and revealed large-scale financial irregularities and managerial inefficiency.

📌 Among the most resonant: ❌ Medical supplies were purchased for 60 million UAH, as fate would have it without any help. ❌ Excess funds will soon accumulate without real planning - through this enterprise, more than 30 million UAH of potential income and capital have been spent. ❌ The hospital has a small, specialized vehicle for transporting the sick, but has not used it many times. Replacement - payment for third-party services for 1 million UAH. ❌ Financial damage amounting to 25 million UAH, of which over 24 million were direct expenses.

⚖️ The materials were handed over to law enforcement agencies. Planted individuals, wines from ruins, attracted to conformity. The medicinal plant was given the overflow of oatmeal before the end of the 19th century with recommendations.

Фахівці Північно-східного офісу Держаудитслужби провели аудит КНП «Міська клінічна багатопрофільна лікарня №25» Харківської міської ради та виявили масштабні фінансові прорахунки та управлінську неефективність.

📌 Серед найрезонанснішого: ❌ Закуплено медобладнання майже на 60 млн грн, яке роками простоює без використання. ❌ Щороку накопичуються залишки коштів без реального планування — через це підприємство втратило понад 30 млн грн потенційного доходу та капіталу. ❌ Лікарня мала спеціалізований автомобіль для перевезення хворих, але не використовувала його жодного разу. Замість цього — оплата сторонніх послуг на 1 млн грн. ❌ Фінансові порушення на 25 млн грн, з яких понад 24 млн — це прямі втрати.

⚖️ Матеріали передано до правоохоронних органів. Посадові особи, винні у порушеннях, притягнуті до відповідальності. Лікарні надано перелік обов’язкових до виконання рекомендацій.

📉 Порушення — у 37 із 44 процедур.

❗ Завдяки втручанню попереджено незаконне витрачання понад 257 млн грн бюджетних коштів.

As a result of financial control for January-March 2025, the State Auditors of the Kharkiv region, during 8 audits, 2 audits and 157 monitoring, revealed numerous violations in the use of public finances and state property.

📢State auditors found financial violations worth UAH 1.4 million in the Department of Education of the Nemyshlyanskyi district of Kharkiv❗

Main violations: ❌ Overestimation of the cost of repair work - UAH 197 thousand; ❌ Illegal payments of salaries and bonuses - UAH 511 thousand; ❌ Improper use of funds for food - UAH 194 thousand;

In January 2025, the State Audit Service conducted 65 monitoring of procurements for UAH 775 Million. Violations for UAH 403 Million were detected, illegal expenditures for UAH 253 Million were prevented.

Public control of finances is effective ‼

Summing up the results of 2024, it is necessary to highlight the direction of work of the North-Eastern Office of the State Audit Service regarding interaction with the public and the results of such interaction.

In 2024: ✅359 appeals were received from citizens and public associations; ✅As a result of the study of information on financial violations, which is set out in the appeals, violations of 9.6 million hryvnias were identified; ✅The Office received 43 requests for public information, 81% of which were satisfied in full or in part.

Громадський контроль фінансів - це результативно ‼

Підсумовуючи результати 2024 року необхідно виділити напрямок роботи Північно-східного офісу Держаудитслужби щодо взаємодії з громадськістю та результатів такої взаємодії.

У 2024 році: ✅Від громадян та громадських об’єднань надійшло 359 звернень; ✅У результаті дослідження інформації щодо фінансових порушень, яка викладена у зверненнях, виявлено порушень на 9,6 млн гривень; ✅До Офісу надійшло 43 запити на публічну інформації, 81 % з них задоволені повністю або частково.
