Katniss Everdeen was never casual about Peeta Mellark.
In Catching Fire, when she and Gale talked about running away from District 12 Katniss automatically assumed Peeta was going with them. Even when Gale pushed back on the idea and asked what if Peeta wanted to stay. Her voice cracked when she said, "Then he'll stay." And when Gale asked directly if she'd leave him behind Katniss responded, βIβll get him to come.β
Leaving Peeta behind was never an option in her mind, even if it was impractical to take that many people with them. Katniss wanted to disappear into the woods with her family, and her family includes Peeta.
She insists it's all an act and it means nothing but Katniss knows the safest place for Peeta is with her.
