Anything can be personified in hetalia canon because personification manga is inspired by kami from shinto belief, or more broadly the animistic idea that everything has a soul. Hetalia characters are not limited to nations. This is why knightly orders, the christian god, santa, aliens, fairies, ghosts, and living cursed objects also exist in the story. This means you too can personify literally anything including overlapping ideas. There are also differences between nation-states and people-nations, all of which can exist and overlap and even be bound by things other than land claims. There is no reason to limit yourself in this, especially since himaruya doesnt.
