I'll add more toxicity to this issue:
The commander's motive for a relationship with an Arkann could be to gain control over the person who did all of the above. Cruelty upon cruelty, only in the case of a commander with a 'velvet' glove in the form of manipulation of feelings.

Arcann Tirall - Toxic Romance (Because of the Shitty Writing)
I feel like I need to specify that I am talking about the writing of the character and not the character themselves.
Anyway, Arcann did not get a redemption arc so his relationship with the commander can only ever be toxic in this context.
That’s just a fact. This man put you in carbonite, stabbed you with a lightsaber and then glassed a bunch of planets in retaliation for your escape. That’s not a man you’re going to have a healthy relationship with.
Arcann post-redemption, still doesn’t matter because those things still happened and I cannot imagine with the things written as they are, why anyone would want a relationship with the person who did those things to them.
Now, if it were written better, I could definitely see a healthy relationship blossoming between the commander and Arcann. But it would have to go something like this:
Put you in carbonite out of fear of what his father might do if he doesn’t– and felt sorry for doing it.
Never glasses any planets.
He has good intentions in trying to take over the galaxy (still wrong, but at least he’s not exactly his father.)
When you meet up and he offers you a surrender and ends up stabbing you later, that can’t happen. Or if it does, it has to happen differently. Maybe he was trying to talk you down because you seemed like a dangerous terrorist to him and when he strikes the killing blow, it actually shocks and horrifies him.
Maybe after that, he starts to change.
THAT should’ve been his redemption arc. Realizing that even though he only wanted the best things out of his plans, they were still wrong and getting people hurt.
I’d also change a lot around him like Vaylin and Thexan, but whatever. We’re talking about Arcann right now.
In order for this romance not to be toxic, Arcann would have to feel bad about what he’s done in a personal and visceral way that we SEE.
I don’t even have to go in-depth on this one, there’s no real nuance here. It’s bad because it’s bad. He hurts you, a lot. And then he’s somehow cured. And then you’re in a romantic relationship. The way this is written is the worst.
Arcann after redemption is honestly one of my favorite characters, but he is indeed a toxic choice for the commander. I’ve tried writing romance for him and it only works if I rewrite literally everything.
So, Arcann Romance: Toxic.
(But it could’ve been better if they’d just had some competent people writing the Kotfetet storylines to begin with.)
