I’ve mentioned this before, but the people of Sevii really aren’t known for battling! Even if a good number of them have very powerful Pokemon, they almost never actually battle. ‘But Pigeon,’ you ask, ‘how is that safe? Isn’t Sevii full of high-level wild Pokemon in the games?’ Yes. Yes it is. Sevii’s something of a conundrum; as a consequence of being fully unlocked post-game the Sevii archipelago is home to the most powerful trainers in Kanto that aren’t part of the Pokemon League, and it’s home to the Trainer Tower which is similar to the other games’ Battle Towers, but they really don’t fight normally. The Trainer Tower isn’t even Sevii run — in the manga it’s a Team Rocket base that’s used to keep people hostage.
The manga also features Team Rocket just doing a whole lot of harm to the archipelago in general:
On the television, Carr says that he and his teammates, Orm and Sird of the The Three Beasts will attack the Sevii Islands until they are given Red,Blue, and Greenas ransom. Blue hears a rumbling sound and looks outside to investigate. An explosion shoots up from the Icefall Cave, and the Three Beasts Emerge from it. Carr reveals that he will attack Five Island, Orm will attack Six Island, and Sird will attack Seven Island. Carr tells the people that if they want them to stop, they will have to hand over Red, Blue, and Green.
On Six Island, Orm is disappointed to see how weak the islanders are.
The people of Sevii aren’t all that great at battling because they don’t have to be. The mainland is predominantly occupied by humans, but Seviis islands are too remote for that. Humans live scattered around in little clusters ( the main town on Three Island and the most bustling and populous place in the archipelago is referred to as a ‘sleepy little village’ by the Kanto Pokemon Federation while they’re ransacking it ) so the local Pokemon normally just recognize locals as non-threats and leave them alone unless they do something foolish like when Lostelle ran into the Berry Forest on her own and went in so deep looking for berries she wound up getting kidnapped by a Hypno.
Wild Pokemon normally aren’t any concern for Sevii locals. It’s wild people coming in from Kanto that are the real worry. Team Rocket grunts destroy the Memorial Pillar and set fire to Resort Gorgeous and set up a small base of operations in Five Island’s Meadow, on Six Island Pattern Bush, Alternating Cave and Ruin Valley are attacked and Seven Island is ransacked and its Tanoby Key is broken, freeing the Unown sealed inside, and the Kanto Pokemon Federation biker gang goes on a completely unrelated pillaging spree on Three Island attacking the locals. That isn’t even mentioning all the trouble the Rockets cause on One Island and Four Island with the whole ‘find the ruby and the sapphire for Celio’ fetch-quest thing in the games.
On one hand, tourists bring in revenue. On the other hand the locals just constantly seem to be subjected to Kanto’s baddies taking every hecking opportunity imaginable to make life as difficult as possible for them. There’s a certain prejudice against people from the mainland all being hoodlums and scoundrels unless proven otherwise.

Cinnabar island’s part of Sevii! Sort of; Sevii’s based off of Japan’s Izu Seven, and Cinnabar’s based off of Izu Oshima, which is the first and largest island in the chain. It’s like one big mama island with its little group of island-lings. In the context of the games though Cinnabar isn’t part of the big seven in Sevii, which would be… Islands One through Seven. It’s in the greater Sevii archipelago in the same way that Birth Island and Navel Rock are, in that they’re all part of the same chain of volcanic islands but that the numbered islands are just much closer to each other culturally. Sevii islanders tend to look more fondly on Cinnabar than they do the rest of Kanto and have a habit of not really referring to it when they talk about ‘the mainland’.
The people of Cinnabar on the other hand completely consider themselves part of Kanto’s mainland and will almost never refer to themselves as having anything to do with Sevii because ( other than just not being part of the Big Seven ) A: when you say you’re from Sevii people tend to think you’re from some balmy beachside out of the way vacation place and Cinnabar is a technological powerhouse and most definitely NOT as out-there and remote as Sevii is and B: getting associated with a cluster of islands primarily known for being pretty in terms of nature and devoid of anything but fishermen is… Not very hip. It’s only cool to go to Sevii, for a vacation ( it’s actually a pretty popular vacation destination for people from both Kanto and Hoenn ) but if you live there you’re immediately assumed to be either a fisherman, a sailor or some loner.
There’s a reason youngsters on One Island are all stated to want to leave One Island, other than Celio because he’s just a shut-in. To-shima ( and Nii-jima ), the island One Island is based off of, has about three hundred inhabitants and its main claim to fame is the volcano, the hot springs covering the island thanks to said volcano, and the fact that it’s basically bright red because 80% of the island is covered in camellias for eight of the twelve months of the year. There isn’t that much to do if you live there permanently.
People from One Island specifically are usually known for being kind and cooperative. ‘Moyai’ is a term cheered frequently by the locals that in the local dialect translates to ‘tying our boats together’ or ‘working together cooperatively’, so a stereotype about Sevii Islanders on the mainland is that they’re pushovers. Team Rocket and the Kanto Pokemon Federation coming in and collectively punching the archipelago in the face didn’t help that any.

a little spin-off headcanon ( ? ) from that last one:
Most of the people on Sevii know each other one way or another, so word gets around about people — like Kimberly up on the Cape Brink on Two Island being odd for giving the eye to Pokémon and being super hardcore about Pokémon training. People have reputations.
Celio’s reputation is exceptionally positive, even if he doesn’t really recognise it. It’s supported in the games; there’s an old man on One Island who goes out of his way to tell the player that they’re all lucky to have an ‘upstanding young man like Celio’ living on the island even if they are in the middle of nowhere. He’s kind, polite, needlessly apologetic, he offers to do things for people, he tries making himself useful when he thinks he can provide something worthwhile, he goes out of his way to heap praise onto people that help him out with anything — he’s just nice. He doesn’t like going out and he gets nervous easily and is prone to long periods of just not talking in the middle of a conversation or tripping over himself when he’s speaking to someone he doesn’t know all that well, but he’s perfectly comfortable with the other residents of One Island. They’re primarily elderly; there’s an ageing couple living in a house directly next to the Network Centre, there’s an old man living with his granddaughter, there’s a little boy with his fisherman father and a young lady who frequently talks about her boyfriend in Hoenn and there’s the cynical Nurse Joy working behind the counter. He’s the sort that’ll drop by people’s houses on his way to the Network Centre for work to share sweets he’d picked up while shopping or to ask if the residents need him to go pick up anything for them.
It’s the main reason why he gets on best with either the very young or the very old. He doesn’t do all that great with people closer to his own age.

Considering the little boy npc on One Island says that he’s never heard of Pallet Town and the one old man standing in front of the Network Centre doesn’t know Bill as anyone other than ‘Celio’s friend’ and gets surprised to find his granddaughter freaking out over him being some famous Pokémaniac, the people of Sevii are… Not the most up to date in terms of news.
Even if you’re from Kanto and you’re actively trying to stay in the loop, you’re going to fail. Sevii is that far out in the middle of nowhere. The Team Rocket members on the archipelago have zero idea that Team Rocket has already disbanded until you go beat them and literally tell them. Celio’s better than most at least since he does own a Town Map of the Kanto region and stays in regular contact with Bill and Lanette in Kanto/Johto and Hoenn due to work ( and the rest of the boxdevs too, but he speaks to the two of them most frequently ), but that still doesn’t stop him from being a little clueless about the goings-on of places outside of his immediate social circle. He’ll know the news on new technological improvements and advancement in science, but when it comes to League activity especially he hardly knows the Kantonese League ( and even then he only knows most of them by their faces). The only League member he actually follows is Lorelei, and that’s because she’s from Four Island herself and he’s a fan of hers.

fun One Island headcanons ayyyyyy — these are taken from the games, the manga, and the island that One Island’s based off of in real life so I’m taking liberties oooooohhhh:
It’s famous for being a vacation destination. I’ve said that a billion times but that’s One Island’s main claim to fame. It’s called beautiful several times in multiple canons; it’s essentially a balmy tropical paradise despite being this tiny little island to the far south of Kanto, and it attracts a lot of tourists looking to go someplace quiet and full of nature. It’s known for its sights even compared to the other islands in the Sevii archipelago; Three Island is much more residential despite still being rural enough to earn the locals a bunch of insults from the Kantonese biker gang wreaking havoc the first time the protag pays them a visit in FRLG ( they call Three Island’s town a ‘sleepy little village’ with ‘nothing at all to do for entertainment’ and the locals a ‘bunch of hayseeds’ — they also get angry at the player for siding with the Seviians instead of them since they’re both Kantonese ), the npcs all talk about the incredible views of nature you get there, people ask you if you’re visiting to go sightseeing, etc. The free outdoor hot springs draw in lots of tourists on their own; they’re pretty renowned for their therapeutic properties.
It’s a really small island. The main modes of transportation are by boat and bike. Since it’s so undeveloped and small it’s also really popular with athletic types; triathalons and ocean swims take place on it, along with surfing competitions. Thanks to Mt. Ember it’s also prime hiking terrain. About 80% of the island is covered in camellia forests so for the majority of the year One Island is bright red from the flowers; the locals say that that’s how Kindle Road got its name.
Moltres’ presence is said to herald warmth and springtime weather. Since Moltres lives in Mt. Ember locals often cite its presence as the reason for why One Island is especially fortunate when it comes to weather and perpetually trapped in a sort of eternal perfect-spring-day sort of warmth.
There isn’t a clinic or a hospital anywhere on One Island. In the manga there’s a room with a bed for resting in the Network Centre and… that’s it. In the games the Pokémon Centre isn’t even the Pokémon Centre — it’s the Network Centre with a section for healing Pokémon and accessing the PC run by a Nurse Joy. The actual island One Island is based off of also doesn’t have any hospitals — they warn people to make sure that they’re careful when visiting because any serious injury means having to get airlifted to Tokyo. It’s the same with Sevii; Three Island has a clinic being the most heavily populated of the Sevii Islands, but even then it’s pretty small. If you get hurt on One Island and it’s too bad for the Network Centre nurse to fix you better hope the ferryman cranks the speed up.
Mt. Ember ( sometimes mistakenly referred to as Mt. Magma by people not native to Sevii ) is prone to sudden violent eruptions. The biggest drawback to living on the island other than the remoteness ( though most of the people choosing to live there count that as a blessing ) is the fact that residents can be subjected to emergency evacuations at any given moment. Most of them usually wind up just staying in Cinnabar until they can be brought back in. Post-Cinnabar’s volcanic destruction things got more difficult; the majority have switched to hopping over to a different island temporarily or waiting things out in Vermillion. It’s been a while since the last time it’s actually erupted.

Celio has no need for stationery, so he doesn’t ever really… Use it. He doesn’t get out that much, either. He’s active in that he goes out hiking and running around the island studying and helping the locals, sure, but in terms of actuallygetting out of Sevii he won’t do it unless it’s for work. He’s pretty stationary.
He isn’t popular, plain and simple. Bill makes it a point in the games to point out how he keeps all to his lonesome and complains about how long the ferry to and from Sevii takes, and the very first thing you’re forced to deal with during the initial Sevii quest in the games is just how remote the Sevii Islands are. You aren’t allowed to leave Sevii until you’ve delivered Bill’s meteorite to the Rock Maniac on Two Island and save his daughter from the Hypno on Three Island ( and save the Three Islanders from the Kantonese bikers before that), so you’re forced to experience at least the first three islands that way, and all the while you’re stuck without any contact to Kanto at all. You cannot fly or take the ferry back, sure, but you can’t even use the PCs in the Pokémon Centre to contact Oak or swap your Pokémon; before Celio gets his machine working the islands are completely cut off.
They have been cut off, too. Forever. There are no stores on One Island, there’s only a small market selling just Great Balls and Fresh Water andnothing else on Two Island until you beat the E4, and the only PokéMart among the first three islands in the archipelago is on Three Island. If we’re going off of the behaviour of the Kantonese biker gang that attacked Three Island, people from Kanto generally look down on people from Sevii; if someone says anything positive about Sevii it’s how naturally beautiful it is, but when referring to the people they call the locals hayseeds and mock them over how small their villages are and how dull and boring their lives are because they live so far out. They get angry at the player and specifically question why you, someone from Kanto, would side with Sevii locals instead of joining the bikers in picking on them since you’re both from the mainland.
Sevii is naturally cut off from hecking everything, and before Celio gets the machine working and connects to Kanto ( and Hoenn, Orre, etc. ) that was just how the islands were. They kept to themselves. There’s a lot ofus and them language between people from Sevii and people not from Sevii, and he grew up with it so he just… Stays to Sevii. If he need to contact someone else he connects with them over the internet or via telephone. He’s friendly and plenty nice, sure, but if it isn’t for work or business and you aren’t another boxdev inviting him over for something he really won’t make too many exceptions when it comes to staying put on One Island.

Celio is… Kind of a gossip
in the postgame of FRLG he comes up to you if you visit One Island and talks to you like ‘hey, you know, I’ve heard rumours about you…’ and proceeds to tell you a little about what he’s heard. He also fills half of all of Bill’s information on your Fame Checker, which is… An item that’s basically built just to hold gossip
The stuff he tells you about Bill isn’t too personal ( he tells you that he’s lactose intolerant, that his first catch was an Abra and than his family still lives in his childhood home in Goldenrod City ) and the stuff he talks to you aboutyourself with aren’t too personal either ( he says how he heard that you’re originally from Pallet Town and then proceeds to ask you what your favourite Pokémon and your favourite things to eat are ), but the point still stands: Celio really likes talking about other people, way more than he likes talking about himself. Whenever he does talk about himself it’s always in a negative light( ‘sorry I’m wasting so much of your time’ / ‘sorry for bothering you when you look so busy…’ / ‘if Bill were here I could rely on him for everything, but I want to try this myself for once’ ), but he heaps praise on you and Bill ( ‘Bill is one amazing guy…’ / ‘You made my dream come true… It’s all thanks to you, Fire/Leaf!’ ) so he’s just made it a habit to gather info on people he likes.
