Headcanon: In much the same way as Zim managed to fail upward by getting sent to Vort to become a scientist developing weapons as a way to channel his destructive tenancies and later became an Invader just because the Tallest were looking to appease him to get him out of their hair, the Tallest themselves managed to fail upward into their roles. They were so useless as soldiers, scientists, and anything else they ever tried the Control Brains decided the only thing they were suited for was being waited on hand and foot, so they pumped them full of Irken growth hormones to make them the new Tallest after Spork.
