While linguists and other researchers study how language shapes us and how it creates or conjures things into reality, the consistent theme when it comes to nonhuman animals, terrestrial or not, is the way in which language erases them. In terms of aquatic animals, the state of affairs is far worse. It is even more crucial, then, to think about, as Carol J. Adams might put it, why the absent referent can’t be identified (1990, The Sexual Politics of Meat) (Adams, 2015). In much of the work done to raise awareness around the cruelty and suffering of nonhuman animals on land, one can generally connect food item to origin animal (pork chop to pig, etc.). When consuming “fish,” very few people can identity or accurately imagine the animal from which the food item came. This is the infrastructure of the absent referent at work. How do you even talk about seafood? Would you ever say that you are very concerned about “landfood?” Seafood, like the term “landfood,” is a wholly inaccurate way to quantify aquatic animals. The term “aquatic animals” encompasses crustaceans, amphibians, reptiles, marine mammals, molluscs, aquatic insects, finfish, aquatic birds, corals, and echinoderms, as they are directly and indirectly “harvested” as a part of the seafood industry. Whether through trawling, dredging, bycatch, illegal fishing, or negligent practices, aquatic animals suffer in a more interwoven way than terrestrial animals do. A single haul can include a multitude of species, the method of death has no welfare considerations and is traumatic and cruel, and the average ratio of “catch” to “discard” is unacceptably high. In 1994, the Food and Agriculture Organization of the United Nations estimated an annual loss of between “17.9 and 39.5 million tons” of discards by fisheries (FAO, 1994). This number has increased by millions of tons and billions of lives. The authors of that study acknowledged that they could not get adequate data to accurately estimate the economic loss to fisheries or the biological, ecological, and “cultural impacts of discards.” They did, however, note that it would be through outside pressures that practices would shift: “it appears most likely that socio-cultural attitudes towards marine resources will guide international discard policies” (FAO, 1994). And here we are, 30 years later, with shifting attitudes and changing societal norms in part due to the threat of climate change and in part due to advances in knowledge about nonhuman animals and their worlds—our shared world. It is a low bar to hope that we can change policies about discarded aquatic animals, but there are signs that human beings are awakening to the short time they might have to be able to thrive on this planet, and what can be done to lengthen that time.

AI 'lights up' nanoparticles, revealing hidden atomic dynamics
A team of scientists have developed a method to illuminate the dynamic behavior of nanoparticles, which are foundational components in the creation of pharmaceuticals, electronics, and industrial and energy-conversion materials. The advance, reported in the journal Science, combines artificial intelligence with electron microscopy to render visuals of how these tiny bits of matter respond to stimuli. "Nanoparticle-based catalytic systems have a tremendous impact on society," explains Carlos Fernandez-Granda, director of NYU's Center for Data Science and a professor of mathematics and data science, one of the paper's authors. "It is estimated that 90% of all manufactured products involve catalytic processes somewhere in their production chain. We have developed an artificial-intelligence method that opens a new window for the exploration of atomic-level structural dynamics in materials."

Expanding the framework for reparations to include present and future compensation for the disproportionate effects of the climate crisis on Black people is an idea gaining in popularity among climate justice advocates.
No estimates have been proposed for climate reparations in the U.S., but in 2023, researchers calculated a global projection of $192 trillion owed by wealthy nations to poor ones—with the U.S. as the major emitter of greenhouse gases responsible for $80 trillion.
Asked at a congressional hearing whether the U.S. would ever contribute to global climate reparations, Climate Envoy John Kerry said “No, not under any circumstances!”
In his testimony, he jokingly added the exclamation point.
Tragically, there’s nothing funny about climate reparations either in the U.S. or abroad. Here’s why.
What are global climate reparations?
University of Hawaii law professor Maxine Burkett coined the term climate reparations in a 2009 landmark law review. By it, she is referring to the moral obligation of industrialized countries to finance the reconstruction of towns and cities after climatic events in the Global South and to pay for future climate mitigation and adaptation.
She points out that rich countries, which pollute the global atmospheric commons with carbon emissions to grow their economies, “disproportionately and unfairly” harm the climate vulnerable in Global South countries. They should pay them to address grievances—both in the present and the future.
Burkett writes: “I use reparations to describe a process, instigated and propelled by the moral challenge of a massive wrong, to construct methods to
improve the lives of current victims into the future. Climate reparations is the effort to assess the harm caused by the past emissions of the major polluters and to improve the lives of the climate-vulnerable through direct programs, policies and/or mechanisms for significant resource transfers, to assure the ability of the climate-vulnerable to contemplate a better livelihood in light of future climate challenges.”
Since many of the poor countries Burkett has in mind are (or were) colonies of the rich perpetrators of these climate injustices, the idea of climate colonialism helps bring into focus the imperialist roots of the problem.
From this point, it’s easy to see how slavery also is intertwined with climate injustice, and, more broadly, environmental racism in the United States. Black people living in colonial America were treated first as indentured servants by their masters before slavery became customary. So, calls for climate reparations to be made to Black individuals and to Black communities in the U.S. are justified, based on the same reasoning Burkett advanced for global BIPOC.
The need for climate reparations in the U.S.
Demands by climate justice groups for climate reparations in the U.S. intensified when the Sixth Assessment Report (AR6) of the Intergovernmental Panel on Climate Change (IPCC) acknowledged for the first time in 2022 that colonialism was a driving force of human-caused climate change.
AR6 states: “Vulnerability of ecosystems and people to climate change differs substantially among and within regions (very high confidence), driven by patterns of intersecting socioeconomic development, unsustainable ocean and land use, inequity, marginalization, historical and ongoing patterns of inequity such as colonialism, and governance (high confidence).”
In previous articles, such as on climate gentrification in Charleston, South Carolina, and on environmental racism in Los Angeles and Louisiana, the current and future climate harms disproportionately felt by Black people are glaringly evident. Climate reparations in the U.S. are desperately needed to compensate for these and similar climate harms endured by Black people in recent decades and are predicted to intensify in the future.
Climate impacts on Black people in the U.S.
The U.S. Environmental Protection Agency (EPA) detailed six climate impacts on Black people and other marginalized groups in a 2021 report. These are:
Air pollution and health. Higher asthma rates
Extreme temperature and health. Premature death
Extreme temperature and labor. Lost work hours
Coastal flooding and traffic. Traffic delays
Coastal flooding and property. Inundation from rising sea levels
Inland flooding and property. Property damage and loss
The report included these statistics on how bad the climate crisis affects Black people:
Black people are 40% more likely than whites to reside in neighborhoods with the highest projected increases in premature death due to extreme temperatures.
Black people are 34% more likely than whites to live in areas with the greatest estimated rates of childhood asthma due to particulate air pollution (from fossil fuel power plants).
Here are other statistics compiled by the NAACP:
More than one million Black people live within a half-mile of methane (fracked) gas facilities.
Over 6.7 million Black people reside in the 91 U.S. counties with oil refineries.
One million or more Black people face a cancer risk above EPA’s “level of concern” due to unclean air. They live in what experts refer to as “sacrifice zones.”
Approximately 13.4% of Black children have asthma, compared to only 7.3% of white children.
According to the recent National Climate Assessment, marginalized communities will face more flooding than any other group: “For socially and economically marginalized and low-income groups, climate change and current and future sea level rise could exacerbate many long-standing inequities that precede any climate-related impacts.”
The EPA report acknowledged that the most serious climatic events disproportionately affect marginalized communities who have the fewest resources to prepare for and recover from such incidences.
When climate catastrophes occur, Black communities receive less help than white communities to rebuild. As a result, Black communities see a decrease in wealth (lowering of property values) while whites benefit from increases.
Proposals for climate reparations by U.S. government
To address and resolve the climate harms disproportionately affecting Black people both now and in the future, climate reparations are appropriate. Unfortunately, the U.S. government has done little more than offer lip service to this national crisis.
Although both Clinton and Biden Administrations issued executive orders “to focus federal attention on the environmental and human health effects of federal actions on minority and low-income populations with the goal of achieving environmental protection for all communities,” no significant improvements resulted.
Biden’s Justice40 (J40) Initiative designates substantial funds to address climate justice problems, but progress is slow, as discussed in a previous article. Incidentally, race is not given as a criterion for eligibility in over 500 federal programs across 16 agencies.
State programs to address climate-related inequities
Although they are not meant as climate reparations, there are two programs in U.S. states that serve to remedy climate-related problems faced by marginalized communities.
Racial Equity Impact Statements (REIS)
Chicago’s Department of Housing views its work to create affordable and safe housing through a racial equity lens. Since 2021, they issue Low-Income Housing Tax Credits (LIHTC) to developers as incentives to the private sector to
create affordable rental housing. Their Qualified Allocation Plan (QAP) is a streamlined set of instructions to guide LIHTC developers through the process.
Whole-Home Repairs Program (WHRP)
Pennsylvania’s Department of Community & Economic Development administers WHRP. This program grants funding for county agencies to enhance the habitability and safety of buildings for low-income homeowners and for landlords renting affordable units. Funding for improvements for energy or water efficiency is also available. Additionally, WHRP allocates funding to counties for construction-related workforce development.
Federal officials could develop programs like these specifically for Black communities, adding urban green spaces, raising and enforcing clean air and water standards, and upgrading local infrastructure. Such programs would represent the first meaningful steps toward instituting climate reparations in the U.S.

New algorithms could enhance autonomous spacecraft safety
For humans throughout history, the sky has evoked thoughts of a vast emptiness, of a great vacant dome punctuated during the day by the sun, and at night by numerous tiny spots of light (and periodically by the moon). As we have ventured into space, both physically, with spacecraft, and optically, with a range of telescopic technologies, we now know that there is quite a lot of stuff up there.
This discovery has profound implications for the aerospace industry. Imagine, for example, a multibillion-dollar autonomous spacecraft that has been carefully designed and engineered for years is launched into space with precision calculations only to lose one of its thrusters and go sailing into an asteroid.
Historically, engineers have dealt with the possibility of equipment failure on board spacecraft in two main ways: First, by having a "safe mode" in which the spacecraft can do the least amount of damage to itself while scientists on the ground look at the data, make a diagnosis, and develop a solution; and second, by equipping autonomous vehicles with redundant systems. These allow a spacecraft, for example, to shut off a malfunctioning thruster and start using backup thrusters.
However, dangerous situations may crop up in space with little warning and insufficient time for space-to-ground communications. And though redundant systems have been quite effective, they add to the expense and heft of autonomous spacecraft.
This is why experiments are being conducted in the laboratory of Soon-Jo Chung, Bren Professor of Control and Dynamical Systems and senior research scientist at JPL, which Caltech manages for NASA, to streamline emergency features on autonomous vehicles such that they can diagnose and safely respond to encounters with other objects in real time. With new algorithms on board, spacecraft can test their own equipment and predict which future actions are most likely to keep them operating safely.
As one of the supervisors for this project, Fred Hadaegh, research professor in aerospace at Caltech and former JPL chief technologist, explains, "Having redundant systems is not always practical. It means the spacecraft has to be bigger, heavier, and more expensive than it would be otherwise. So, the idea here is that when a spacecraft encounters a problem, it can figure out what's not working and correct or adapt to that specific fault."
Chung's lab houses, among other things, an advanced multispacecraft dynamics simulator facility.
"The simulator occupies a large room with a really flat floor," explains James Ragan, a Ph.D. student in the Graduate Aerospace Laboratories of the California Institute of Technology (GALCIT) and lead author of a new paper on this topic. "The model spacecraft uses air bearings so that it moves across the floor with near zero friction. At rest, it seems to be floating, and if you push it in one direction, it will keep going until it hits something, which is what space dynamics are like."
Ragan has programmed the robotic spacecraft simulator with what he and his co-authors call s-FEAST: Safe Fault Estimation via Active Sensing Tree Search. "Our s-FEAST algorithm rapidly 'dreams' about numerous possible futures that could result from actions it takes now," Ragan says.
"Because the system is noisy, these futures are uncertain. There are multiple possible outcomes, which leads to a tree of possible branching futures. Each branch represents one possible way the future might happen, based on things the spacecraft controls—the test actions it selects—and also things it doesn't, such as observations coming from faulty sensors."
Chung adds, "What is innovative about our s-FEAST method is that we systematically solve the chicken and egg problem of estimating vehicle states, such as positions and velocities, and inferring failures or degradations, which are intrinsically coupled to one another."
When the spacecraft detects unexpected data, it turns to the s-FEAST algorithm, which runs test actions "similar to how you might carefully test your muscles when you feel an unexpected pain, and you want to figure out just what hurts and how to avoid actions that might further injure you," Ragan explains.
s-FEAST simultaneously spins out a range of possible futures and from those selects the course of action that appears most likely to diagnose what went wrong and also to avoid danger. In the case of this model, danger amounts to a collision course with an asteroid.
"The key idea here is that s-FEAST isn't replacing all spacecraft operations. It's your emergency response," Ragan says. "The spacecraft receives an internal signal that something is wrong, so s-FEAST takes over all the spacecraft's computing power to quickly assess what's going on and take remedial action. Once the danger is pinpointed and addressed, s-FEAST hands control back to the spacecraft's ordinary computing environment."
s-FEAST can also be used proactively. Say an autonomous spacecraft is about to take on a particularly risky or mission-critical action; s-FEAST can run a testing cycle to ensure that all systems are working properly before this action.
Chung and his co-authors envision that the proposed method will establish a new way of making expensive space exploration safer and more cost effective. "Space systems make autonomous operations necessary since we cannot grab and fix spacecraft and Mars helicopters operating in a world far away from us," Chung says. "Space is our ultimate 'proving ground' for any autonomy research we do for Earth-based vehicle systems."
Not surprisingly, the s-FEAST algorithm that worked on the spacecraft simulator was adapted by the team to work on a ground track vehicle as well. Both experiments were successful, so s-FEAST technology holds great promise for autonomous vehicles on Earth as well as in space.
The research is published in the journal Science Robotics. Co-authors are Ragan, Caltech postdoc Benjamin Rivière, Hadaegh, and Chung.
