The recent attack on six boys from the Bengali community in Shillong has reignited the ‘native’ versus ‘outsiders’ debate in the Indian state of Meghalaya. The deeply entrenched idea that only Indigenous people — known as ‘tribals’ — should have rights to stay, own land or secure good jobs there is contributing to the marginalisation of people who aren't originally from the area. A hilly state whose name means “the abode of clouds” in Sanskrit, Meghalaya is an epicentre for many of North East India's Indigenous tribes. Bordering both the Indian state of Assam and neighbouring Bangladesh, the three Indigenous communities of Khasi, Garo and Jayantia comprise about 83 per cent of the state's population. Its non-Indigenous community includes Bengali, Nepali and other Indian communities, like Sikhs, Biharis, and the Marwadi people. The Bengali youth were attacked — allegedly by a 20-person-strong mob — on July 3, when they went to play basketball in the Lawsohtun district of Shillong. On Twitter, the Meghalaya police confirmed the report and appealed to eyewitnesses to assist:

The incident has provoked widespread discussion across Shillong, putting issues like land rights and illegal immigrants back on the front burner. In an article for the Assam Tribune, journalist Patricia Mukhim raised concerns about rising inter-community conflicts in Meghalaya, but several netizens criticised her stance, alleging that she is trying to sully the Indigenous community by ascribing racist motives to the incident. Meghalaya governor Tathagata Roy, however, defended Mukhim's writings:

The Dorbar Shnong, an important political institution for the Khasi and Jaintia tribes of Meghalaya, mentioned that the incident was a “clash between two groups and not to be misunderstood as racial”. However, incidents like this are not stand-alone; Meghalaya has a history of similar events.
Who are the ‘outsiders'?
The xenophobic narrative in Shillong took root during Britain's colonisation of India, when Meghalaya was part of Assam. From 1864 to 1874, officials from West Bengal were brought in to help with administrative work; many of them settled in various parts of Assam. After the partition of Bengal in 1947, some Bengali Hindus who were being persecuted in Bangladesh (then East Pakistan) came seeking refuge. The Assam government settled them in the vicinity of Shillong, during which time other communities — like the Nepali, Marwadi and Bihari — also settled there. The state's notion of illegal immigrants, therefore, is not limited to Bengalis; many ‘tribals’ also consider Nepali people, as well as Indian communities like Biharis and Punjabis, as foreigners. The third wave of Bengali migration in Meghalaya happened when refugees fled the oppression of the Pakistani army during the Bangladesh Liberation War in 1971. By January 21, 1972, Meghalaya had become a full-fledged Indian state, with Shillong as its capital. Ironically, according to a popular story among the community's Indigenous folk, most of the Nepali people in Meghalaya arrived after the 1950 Treaty of Peace and Friendship between the governments of India and Nepal, which allows citizens of both countries to travel between them without the need for passports or visas. “One who speaks a different language follows a different culture and practices” and “who is not native to the land” — these are the definitions of an ‘outsider’ in Meghalaya.

Land rights and socio-economic issues
Many Indigenous groups paint the ‘non-tribals’ as exploiters of their jobs, land and economic resources. While reviewing the book ‘Insider Outsider: Belonging and Unbelonging in North-East India’ for the online news portal LiveMint, Sanjukta Sharma wrote:
Ever since the 1950s, the hills of the North-East have been marked along ethnic lines. As scholar Binayak Dutta says in his essay, multi-ethnicity has been viewed as a ‘transgression of community spaces’ in the region, and violence viewed ‘as a legitimate means to homogenize geopolitical and social spaces, in the name of protection of community interests.
‘Dkhar’ (or ‘Dikhar’) is a derogatory term often used to describe ‘non-tribals’ and mainland Indian people. More recently, it is being used to refer to Bengali-speaking people who hail from East Bengal (Bangladesh) and West Bengal. The state of Meghalaya falls under the sixth schedule of the Indian constitution, which protects the culture, language and civil rights of Indigenous people. Additional privileges, like land rights, also favour to some extent the interest of the local tribes. Writer Naomi Dutta acknowledged the complexity of the issue in a tweet:
I am an Assamese Hindu but grew up in Shillong. As a non tribal.( a minority). This thread is interesting – even as I am conflicted. The fear of the outsider & regional chauvinism, yet the real loss of indigenous identity. It is complex – there are no easy answers. The ethnic tensions of Meghalaya — as well as most of India's north-eastern states — can be linked to the ‘outsider’ narrative, as well as to the protection of the uniqueness of culture, language, and customs of local Indigenous communities. Apart from conscious cultural and linguistic awareness, politics also plays a major role in building these narratives. A Facebook group, ‘Stop Discriminating Non-Tribals in North East’, stresses:
Before we divide and classify ourselves into various caste[s], creed[s], tribes, or religion[s], let us just take a moment to consider the fact that above all these divisions lies the fact that we are all fellow human beings and our specie[s] has thrived because of the saga of migration that [began] from Africa millions of years before the existence of the modern society.
Therein lies the rub. As Mahua Sen, who authored an essay in ‘Insider Outsider’, asks:
If benevolent humanity were to erect a symbolic sculpture of a refugee, wouldn’t it be a poetic paradox to assign it a square piece of land in this world?

NEW DELHI: India´s home affairs minister on Sunday said his government “will not allow a single illegal immigrant to stay”, as he visited Assam state where a controversial citizenship register sparked uproar from the almost two million people excluded.
The register, feared to be a cover for the ruling Hindu-nationalist Bharatiya Janata Party to expel Muslims, has ensnared many Muslims as well as the Hindus who are a vote bank for the party.
Senior figures in the party had shied away from commenting on the list, published on August 30 and which sparked an outcry from local BJP leaders over Hindus who were omitted.
The home affairs ministry, paraphrasing a speech by Home Affairs Minister Amit Shah in the northeastern state, said he was satisfied with the “timely completion of the process”.
“Shah… also added that the government will not allow a single illegal immigrant to stay back in the country,” the statement said.
Prime Minister Narendra Modi´s government had backed the National Register of Citizens (NRC), saying it was aimed at weeding out “foreign infiltrators”.
Shah, Modi´s right-hand man, previously said India must act against “infiltrators who were eating the country like termites”.
During his visit, Shah was expected to be pressed by the local BJP leadership for his government to pass legislation to protect the rights of what it says are genuine citizens excluded from the list.
While there are no clear answers as to how or why individuals have been included or excluded, bureaucratic bungling amid the mountains of paperwork appears to be one factor.
Local culture
Assam, a poor and isolated state of 33 million, is largely surrounded by Bangladesh and has long seen influxes of migrants.
But under the NRC, only those who can demonstrate they or their forebears were in India before 1971 can be included in the list.
Shah did not make further comments about the NRC. Those left off the register have 120 days to appeal at Foreigners Tribunals, and if they fail, they can appeal that decision through the courts.
The national government has stressed that those omitted will not become stateless.
Touching on New Delhi´s contentious move on August 5 to strip autonomy status from the part of Muslim-majority Kashmir it controls, Shah stressed his government would not revoke another constitutional clause for several states — most in the northeast.
The Article 371 clause, which also covers Assam, is aimed at preserving the local culture of those states.
“I have clarified in parliament that this is not going to happen and I am saying it again today in Assam,” he said.
Opposition politicians had questioned Modi´s government on whether those special rights would also be scrapped after the Kashmir move.
Under its previous autonomy, Kashmiris enjoyed special privileges such as the sole right to own land or take government jobs and university scholarships.
New Delhi has yet to lift a strict lockdown in the restive valley imposed just ahead of the decision to prevent any outbreaks of unrest.

On Unusual Career Choices or ‘WTF Am I Doing Anyway?’
Dear Nobody,
October 31, 2017: I’m writing this from my field station, far from home, in a remote village in the far-flung state of Arunachal Pradesh, India. I first arrived here in October last year, where I then spent the next nine months managing a wildlife conservation program that involves the local tribal community. I’m back here again until next July. The past one year has been one crazy adventure, with all the trials and tribulations that come with living and working in the field for such long periods of time. I get so caught up with day-to-day life that I barely spend any time reflecting on the vast majority of these experiences. I would like to take some time out to do this before it all fades from memory, and I would like to share my thoughts with you. Having someone listen to you sometimes validates your experiences. So, while I know this is a selfish gesture - because I’m writing more for myself than for you - I do hope that it will prompt you to share things with me in return, if you should feel like it.
I’m going to start by telling you how to get to our field station located in this remote village in Arunachal Pradesh. It is, after all, the first hurdle. The easy part is the direct flight to Guwahati, the capital of the neighbouring state of Assam. Once you land, the quickest and most convenient option is to take a taxi to our destination, which is 6-7 hours (about 260 km) away by road. However, since this taxi ride costs as much as the airfare to Guwahati, you will often take the other more painful route. First, you take an Uber from the airport to a location 25 km away from the city. Here you’ll find a big government interstate bus stand and further down, another unofficial (basically illegal) stop with a line of tempo travellers. You head for the latter. But brace yourself because there will be a crowd of young men here, all talking at you in rapid Assamese, tugging at the suitcase or backpack you might be carrying, insisting that you get on board their traveller. Beware because they will tell you anything you want to hear. “Are you going to Place X?” “Yes, yes, madam, of course.” A few hours later, you may find yourself and your luggage on the highway, waiting for another mode of transport because apparently the traveller you took was going to Place Y. Assuming you took the right traveller though, you will reach Place X, a busy township. You then shoulder your massive backpack or drag your heavy suitcase a little way down the road and across a major intersection, get on another traveller which passes by Place Z. If you make all the connections in time, you will get off at Place Z and might be able to take the bus which goes to our destination. If not, you’ll be stuck haggling with a few local taxi drivers until they’re willing to take you down the terrible 20 km stretch of road to our village for a reasonable price. Once you get to the check gate at the border of Assam and Arunachal, you will see a looming, rather un-aesthetic archway that says ‘Welcome to Place XYZ’, where the driver will pay Rs. 50 so that his Assam registered car can enter Arunachal without a permit (a bribe, in other words). If you’re unwilling to cover this ‘extra charge’, then you’ll be dropped off unceremoniously at the check gate, walking the remaining 1.5 km to our field station in the village, luggage in tow. This entire journey from home, starting with the commute to the airport, until you arrive at the field station may take about 12 hours, if all goes well.
You might wonder why anyone who isn’t a masochist would endure such a journey and to what end? In one of his papers, Nigel J. Collar, one of the inspiring wildlife conservationists of our times had this to say about our kind – “[conservationists are] widely perceived as benign and generous people, committing their careers to a regime of low pay, long hours, high stress and worthy — even if, in some estimations, essentially lost — causes.” However, as noble as our cause may seem, it doesn’t make much sense to a vast majority of the population who are preoccupied with the accumulation of wealth or material possessions. Hence, it isn’t surprising that my parents aren’t the only people who ask me why I do what I do. I get it all the time with tones ranging from utter disbelief to genuine bafflement. Why would I leave the convenience and comfort of the city to live in a tiny village of 50 houses and to carry out fieldwork in the forest in some isolated part of the country that nobody’s even heard of? Why would I leave behind my family, friends, Ultimate frisbee, cellphone network, hot water baths, chocolate cake and venture out so far? And just to save some endangered species - never mind that nature in all its glory and wrath needs no ‘saving’, it’s our own skins that we’re really trying to save.
In the past, I have warded off these questions by saying that wildlife conservation is my passion, that I want to be working in these challenging landscapes. But more recently, I’ve started to wonder at the truth in these statements. Passion is a word that’s thrown around too loosely in SOPs and CVs, in conversations with new acquaintances and old friends alike. ‘Bellydancing is my passion’, ‘chemical engineering is my passion’, ‘changing babies’ diapers is my passion’, whatever. I’ve started to really dislike that word. Passion implies a gravity that I simply don’t feel for anything, not even for Ultimate frisbee, a sport which I’m completely addicted to. Why then did I set myself on this strange career path (ignoring the fact that I think ‘careers’ are a ridiculous concept to start with)? More often than not, wildlife conservation is futile and frustrating. You’re up against economic forces and selfish human interests that you can’t possibly hope to reason with. There are many mornings when I wake up and wonder what the fuck (excuse my French) I’m doing with my life. I constantly question the point of any of it. And yet, for reasons unknown even to myself, I persist. I would pick this thankless, gruelling job over a 9-to-5 in front of a computer screen any day. So, the honest answer to my parents and the puzzled circle of friends and relatives is that I’m not sure.
While I can’t answer the ‘why’ of my choice of career, I know that the how of it plays a pivotal role in enabling this choice. What I mean is this – I can afford to go off the radar and live in the middle of nowhere because I have an older sister who valiantly shoulders all the adult responsibilities that I shirked off when I decided to come here, the care of our aging parents being just one tiny example. She was also the reason I got to go off and do a master’s abroad (the first in my family) in something as obscure as ecology, without having to worry about whether I’d be able to find a job after graduation. If it hadn’t been for the constant support and backing of my family, if it weren’t for all the privileges I’ve been fortunate enough to enjoy (sometimes without even realizing it – take this quiz), I doubt I would have been able to choose such a career. I think that when a lot of people in underpaid (and often glorified) jobs, like conservation or journalism, say that they aren’t doing it for the money, it often means that they don’t have to (here’s a link to an article about conservation careers and privilege – stop kidding yourself).

Dineshwar Sharma has, arguably, the toughest job in the country.
With the situation in the Valley stuck in a stalemate, the fomer IB (Intelligence Bureau) chief has been named the government's interlocutor for Kashmir.
Sharma tells WION that he has been allowed to talk to anybody and everybody -- including the Hurriyat; that Prime Minister Narendra Modi "is very much emotionally attached to Kashmir and wants to see a doable solution to the problem", and that he (Sharma) will be guided by former Prime Minister Atal Bihari Vajpayee's philosophy of insaniyat (humanity), Kashmiriyat (the composite, secular Kashmiri culture), and jamhooriyat (democracy).
It should help that Sharma already has valuable experience at this type of job.
He has before this also been an interlocutor with insurgent groups in Assam and Manipur.
What is the problem in Kashmir? Pakistan has contributed to the problem of Kashmir from the very beginning. Right from 1987, it has provided logistics, supplied arms and funds. and fuelled the insurgency in every possible manner. The problem continues till today.
How difficult is your job, keeping in mind that Pakistan continues to interfere? It is very difficult and I realise that, but I'm sure the people of Kashmir realise real harm is being caused to them by outside forces.
Have you been given a brief by the government on whom to talk to and whom not to talk to? I have been given complete freedom by the government.
Can you talk to the Hurriyat, to any leader you wish to?
Yes I can talk to the Hurriyat. I will talk to everyone.
It is now known that some Hurriyat members have been involved in cross-border funds transfers, while on the other hand they are stakeholders. Your response? Stakeholders does not mean a few, select faces. It means all the people of Jammu and Kashmir. Some of them might be doing something wrong. What do I have to do with that? I don't have to look into that aspect. That is a separate investigation.
Who are these stakeholders? I have already said that the citizens of India living in Jammu and Kashmir are the stakeholders.
How do people meet you? It is being worked out. I'm sure that the people of Jammu and Kashmir will come forward because I feel they are fed up with the current situation and with what Pakistan has done to them. I'm sure they will respond to the overture.
How serious is the Kashmir problem? We have seen that radicalisation has taken place in Kashmir and it needs to be addressed very seriously. It is the responsibility of all of us, which includes the people of J&K and this country, to see that radicalisation is curbed.
How did the radicalisation take place? A lot of material is pouring in from across the border via the internet. That has added to the problem.
How is today different from when you served in Kashmir? There was no radicalisation in the 90's. It was different. The sentiment was about azadi. It was only a fight for azadi. Things have changed today.
What has changed? Radicalisation gained pace after the ISIS gained a footprint in Iraq and Syria. From that point in time, radicalisation picked up, which was then further fanned from across the border via the internet.
Doesn't it -- radicalisation -- pose a national security risk? Radicalisation is a major threat all over the world. It is not only about India or J&K. But J&K being more sensitive, we have to be more careful about it.
Does the breakup of the ISIS and the coming back of recruits pose a challenge? Many factors are involved, which are then complicated by outside forces who would like to see more unrest in the state. They will try to make the radicalisation more acute so that Kashmir remains disturbed all the time.
What explains the participation of students in street protests in such large numbers? They were pushed to come out onto the streets to protest. Vested elements motivated and organised these students. They are a weapon to be used by interested parties. Any action by security forces would get them maximum international attention... That was the purpose.
Then how does the state deal with them? My job is to make them realise that this (stone pelting) is not the right thing.
When you talk to people in Kashmir, you get the sense that Pakistan needs to be involved... but then we will end up talking to an entity that is fanning the fire That issue is not part of my charter. People of Kashmir need to realise that Pakistan is creating problems; it needs to be understood.
Before you, there was a committee and nothing came of it? Are their reports still secret? Let me go and meet the people. I'm sure I will be able to make some difference.
Do you have access to the earlier report? Yes I'm reading the report. It is a good beginning for me to carry forward.
Tell us about the report? They have done a great job.
How is the problem of Kashmir different from Punjab and Assam? I will answer the question in one line. Outside forces are not so much involved in Assam as they are in Kashmir. That makes the job in Kashmir tough.
Outside forces were also involved in Punjab? Punjab has been sorted out. Punjab also took a long time. It cost the nation a lot. It took time. Kashmir will also take time but eventually it will be sorted out. I have no doubt about it.
Talks take place but there is no outcome? What's your philosophy, talks with an outcome or talks even if no outcome is visible? I think through talks many problems can be addressed. We should try to ensure that the genuine problems of the people of Kashmir are addressed by the state and central government.
You have arrived in the midst of a deadlock. Doesn't that tell us the muscular approach does not work in Kashmir? I don't want to comment on that at this stage for it will get misinterpreted.
Do you think the national vs anti-national narrative has impacted the average Kashmiri, especially through social media? Yes. In the early 90's there was no social media. There were no cellular phones. Now the youth is connected and has access to each and every development. All these factors have contributed. This is not the Kashmir of the early 90's.
Some issues still remain as they were... Human rights is still an issue... Yes, some issues still remain.
In the Yashwant Sinha report, one word stuck to me. It said there was a crisis of acknowledgment. Is it correct that the mainland does not acknowledge that there is a problem in Kashmir? I have said that it is a big personal challenge for me and it is a big problem for the country. There is no question of not acknowledging the problem.
You don't agree? There is a crisis in Kashmir, I'm saying it. But to say people in the rest of the country don't understand this is not true.
Where do you fit the Kashmiri Pandits into your talks? Let me go to Kashmir and talk to people. They can be brought onto the same boat.
Lots of Kashmiris are nostalgic about "insaniyat, Kashmiriyat, and jamhooriyat". How will you take those sentiments of former Prime Minister Atal Bihari Vajpayee forward? I will try to follow the path shown by Mr Vajpayee.
His path was about continuity of engagement despite setbacks? Let me go and see. I will try to ensure peace and look for doable solutions so that this does not keep happening again and again.
There has been a breakdown of ordinary life in Kashmir. How can that be restored? I have to meet the people and I'm sure they will respond and together we will find a solution.
What mandate has Prime Minister Modi given you, and what is his message? The prime minister is very much emotionally attached to Kashmir and wants to see a doable solution to the Kashmir problem. He has already announced, on August 15, that the problem of Kashmir should be solved by embracing the people of Kashmir.
Did he say this to you? He said this to the nation.
But what did he tell you? Prime Minister Modi told me to talk to the Kashmiris and embracing Kashmiris is the objective of this government.
