THE MANNA TEST
“I will now rain down bread from heaven for you.”—Exodus 16:4
God rained manna down on His people. Manna, the miraculous bread which God provided to Israel for forty years, was “fine flakes like hoarfrost on the ground” (Ex 16:14). Jesus proclaimed that the manna of the New Testament is both the Eucharist and the bread of God’s Word (Mt 4:4). Jesus also proclaimed: “This is the bread that came down from heaven. Unlike your ancestors who ate and died nonetheless, the man who feeds on this bread shall live forever” (Jn 6:58). This bread is Jesus’ “flesh, for the life of the world” (Jn 6:51), that is, Holy Communion. In the new covenant, we can receive the new, “hidden” (Rv 2:17), and ultimate Manna, Jesus Himself, the Bread of life (Jn 6:35).
When the Lord rained manna down on His people, He tested them to see whether they would follow His instructions or not (Ex 16:4). In the new covenant, when the Lord rains down on us the manna of His Word and the Eucharist, He is testing us to see if we will not only hear His Word but also do it (Jas 1:22). The Lord gives us the new manna of His Word and the Eucharist to see whether we will live a eucharistically centered life and bear fruit in a hundredfold harvest (Mt 13:8).
Are you passing the manna test? Are you following all of Jesus’ instructions, not just in the letter of the law but in the Spirit? (2 Cor 3:6) Abide in God’s Word (Jn 8:31); live in communion with Him; pass the manna test.

First Reading Hebrews 12:4-7,11-15 God is training you as his sons.
In the fight against sin, you have not yet had to keep fighting to the point of death. Have you forgotten that encouraging text in which you are addressed as sons? My son, when the Lord corrects you, do not treat it lightly; but do not get discouraged when he reprimands you. For the Lord trains the ones that he loves and he punishes all those that he acknowledges as his sons. Suffering is part of your training; God is treating you as his sons. Has there ever been any son whose father did not train him? Of course, any punishment is most painful at the time, and far from pleasant; but later, in those on whom it has been used, it bears fruit in peace and goodness. So hold up your limp arms and steady your trembling knees and smooth out the path you tread; then the injured limb will not be wrenched, it will grow strong again. Always be wanting peace with all people, and the holiness without which no one can ever see the Lord. Be careful that no one is deprived of the grace of God and that no root of bitterness should begin to grow and make trouble; this can poison a whole community.

First Reading 1 Corinthians 1:26-31 God chose what is foolish by human reckoning, to shame the wise.
Take yourselves for instance, brothers, at the time when you were called: how many of you were wise in the ordinary sense of the word, how many were influential people, or came from noble families? No, it was to shame the wise that God chose what is foolish by human reckoning, and to shame what is strong that he chose what is weak by human reckoning; those whom the world thinks common and contemptible are the ones that God has chosen – those who are nothing at all to show up those who are everything. The human race has nothing to boast about to God, but you, God has made members of Christ Jesus and by God’s doing he has become our wisdom, and our virtue, and our holiness, and our freedom. As scripture says: if anyone wants to boast, let him boast about the Lord.

”Knives, Soft Beds Now in Life of Paroled Man - Free, After Fifteen Years, Lifer Tells Of His Experiences In B.C. Penitentiary,” Vancouver News-Herald. December 31, 1942. Page 3. --- Prisoner 2146 has not had a visitor at the B. C. Penitentiary for the past five years.
Inmates allowed one visit a month by immediate relatives. They must sit in a screened cell. Between them and their visitor, also in a screened cubicle, sits a guard who warns against what may or may not be said. ---
The last time Prisoner 2146 had a visitor, it was his sister. She had her two small children with her. The children wanted to know what all the bars were for and why their uncle was kept locked up behind them.
“That got me. I couldn't stand the sight of those youngsters looking at me through the bars. I told my sister not to come back any more."
Prisoner 2146 was a "lifer" in the B. C. Penitentiary - reprieved from the death sentence to life imprisonment. Next month will mark the fifteenth anniversary of his entrance behind prison walls.
But he won't be there to mark it off on the calendar.

Prisoner 2146 is free. He is with his sister and his niece and nephew and brother-in-law. He has been paroled.

"Prisoner 2146" is not his correct designation. His name, too, remains a secret. He has paid his penalty for murder, he has a chance to start all over again and make good. He intends "making good."
Wednesday afternoon I chat-ted with him for an hour or more.

He was paroled, with another life-term prisoner, on the day before Christmas. The first thing he did was rush to buy Christmas presents clothes, shoes, a hat, ties and shirts for himself and lots of toys for the children who had not seen him for so many years.

The other life-termer was sentenced with him, 15 years ago, for the murder of a fellow-rod-rider on a freight train.
What would you do what would you want to do first, if you had been right out of the world, behind prison bars and high walls, for 15 years?
Well, Prisoner 2146 wanted to sleep in in the mornings, most of all.
----
But he can't do it. He awakens at 6 every morning and he hasn't been able to sleep very well since his release.
"It's the soft bed," he told me. "You know, you roll over and sink down in that mattress and you think you're falling and you wake up with a start. And you hear unfamiliar sounds and you find you're not in a little cell - and you can't go to sleep again."
He's still quite amazed by his freedom. He was scarcely 19 when he was sentenced to death, was reprieved to the half-life of a penitentiary for 15 of the longest years any human being could experience.
He has served six months in solitary confinement, on bread and water for days at a time, in a tiny cell below ground level.
In 15 years he has seen more than 2100 prisoners come and go - he gave me the exact number instantly - has seen many of them die, many go insane. It was more than "stir crazy" they really went off their heads.
"One afternoon a prisoner walking by my cell (he named him) looked in at me and said: "The doc says I've only got five hours to live,' and that night he died. It was heart trouble. So-and-so, (he named another prisoner) went crazy and was taken to Essondale. But he wasn't crazy. He was just putting on an act. He came back after awhile."
Did you every try cutting meat and eating all your food with only a fork and spoon?
Prisoner 2146 has been doing that for 15 years and he's having an awful time trying to get used to knives, plates, saucers, cups, glasses, serviettes and other gadgets of an ordinary household table.
No penitentiary prisoner is allowed a knife - it could be a lethal weapon or a means of escape. He presents a metal tray at a long counter in the kitchen. It is filled with food, he is given, a metal mug, his spoon and fork, and he returns to his cell to eat behind locked doors. In the morning, after breakfast, he re-turns that tray to the kitchen to be cleansed.
He goes to his cell at 4:30 every afternoon, is allowed out for breakfast at 7:30 a.m.
Prisoner 2146 has never driven a car or truck he doesn't know how. He has seen. only one talking picture during his 15 years in prison. That was an educational film. Since his release he has been attending a lot of movies.
He is somewhat terrified of city traffic, and street cars, he admits, have him goggle-eyed.
"You dodge in front of one street car," he tells me. "and there's another one tearing at you from the other direction."
He has tried riding on the street cars, but he's a bit nervous about them. To begin with, when he gets out of the centre of the city he is lost. It is the only part of town he has learned to know.
He knows he is safe on a Number 1 car, because it just goes around in a circle. But several times he has taken a street car to go somewhere in the city, has become utterly confused and has had to return downtown to "get my bearings again."
The war and labor regulations have caused him some confusion, too.
His first thought on being released was to join the army. He wanted to go overseas.
But yesterday he took his "medical" and the doctor put him in "C" category but told him he probably wouldn't last long in that. What's the trouble? If you had lived for 15 years on concrete floors would you be surprised if the doctor told you you had flat feet! And the army doesn't want flat feet!
So he thought he would return to logging, which he knew in his youth. He found it had changed a lot since then, but he went to the Selective Service office to arrange it all.
He grinned inwardly when the clerk asked: "Previous occupation?"
Finally it was arranged that he would get a job and when you read this he'll probably be on his way up the coast to a big logging camp.
He has a lot of lost time to make up. He's looking forward to the clean life out-of-doors after 15 years of close prison walls.
He will probably be British Columbia's most enthusiastic logger.

Complementary Hebrew Scripture Lesson from The Twelve Prophets: Amos 5:12-24
For I know how many are your transgressions,  and how great are your sins— you who afflict the righteous, who take a bribe,  and push aside the needy in the gate. Therefore the prudent will keep silent in such a time;  for it is an evil time.
Seek good and not evil,  that you may live; and so the Lord, the God of hosts, will be with you,  just as you have said. Hate evil and love good,  and establish justice in the gate; it may be that the Lord, the God of hosts,  will be gracious to the remnant of Joseph.
Therefore thus says the Lord, the God of hosts, the Lord: In all the squares there shall be wailing;  and in all the streets they shall say, “Alas! alas!” They shall call the farmers to mourning,  and those skilled in lamentation, to wailing; in all the vineyards there shall be wailing,  for I will pass through the midst of you,    says the Lord.
Alas for you who desire the day of the Lord!  Why do you want the day of the Lord? It is darkness, not light;  as if someone fled from a lion,  and was met by a bear; or went into the house and rested a hand against the wall,  and was bitten by a snake. Is not the day of the Lord darkness, not light,  and gloom with no brightness in it?
I hate, I despise your festivals,  and I take no delight in your solemn assemblies. Take away from me the noise of your songs;  I will not listen to the melody of your harps. But let justice roll down like waters,  and righteousness like an ever-flowing stream.

The mighty one, God the Lord,  speaks and summons the earth  from the rising of the sun to its setting. Out of Zion, the perfection of beauty,  God shines forth.
Our God comes and does not keep silence,  before him is a devouring fire,  and a mighty tempest all around him. He calls to the heavens above  and to the earth, that he may judge his people: “Gather to me my faithful ones,  who made a covenant with me by sacrifice!” The heavens declare his righteousness,  for God himself is judge.
“Hear, O my people, and I will speak,  O Israel, I will testify against you.  I am God, your God. Not for your sacrifices do I rebuke you;  your burnt offerings are continually before me. I will not accept a bull from your house,  or goats from your folds. “For every wild animal of the forest is mine,  the cattle on a thousand hills. I know all the birds of the air,  and all that moves in the field is mine.
“If I were hungry, I would not tell you,  for the world and all that is in it is mine. Do I eat the flesh of bulls,  or drink the blood of goats? “Offer to God a sacrifice of thanksgiving, and pay your vows to the Most High.¹ “Call on me in the day of trouble;  I will deliver you, and you shall glorify me.”
But to the wicked God says:  “What right have you to recite my statutes,  or take my covenant on your lips? For you hate discipline,  and you cast my words behind you. You make friends with a thief when you see one,  and you keep company with adulterers.
“You give your mouth free rein for evil,  and your tongue frames deceit. You sit and speak against your kin;  you slander your own mother's child. These things you have done and I have been silent;  you thought that I was one just like yourself. But now I rebuke you, and lay the charge before you.
“Mark this, then, you who forget God,  or I will tear you apart,  and there will be no one to deliver. Those who bring thanksgiving as their sacrifice honor me;  to those who go the right way  I will show the salvation of God.”¹
¹Hebrews 13:15 repeats this thought in a passage about service well-pleasing to God.

With my voice I cry to the Lord;  with my voice I make supplication to the Lord. I pour out my complaint before him;  I tell my trouble before him. When my spirit is faint,  you know my way. In the path where I walk  they have hidden a trap for me. Look on my right hand and see—  there is no one who takes notice of me; no refuge remains to me;  no one cares for me.

New Testament Gospel Lesson: Luke 19:11-27

As they were listening to this, he went on to tell a parable, because he was near Jerusalem, and because they supposed that the kingdom of God was to appear immediately. So he said, “A nobleman went to a distant country to get royal power for himself and then return. He summoned ten of his slaves, and gave them ten pounds, and said to them, ‘Do business with these until I come back.’ But the citizens of his country hated him and sent a delegation after him, saying, ‘We do not want this man to rule over us.’ When he returned, having received royal power, he ordered these slaves, to whom he had given the money, to be summoned so that he might find out what they had gained by trading. The first came forward and said, ‘Lord, your pound has made ten more pounds.’ He said to him, ‘Well done, good slave! Because you have been trustworthy in a very small thing, take charge of ten cities.’ Then the second came, saying, ‘Lord, your pound has made five pounds.’ He said to him, ‘And you, rule over five cities.’ Then the other came, saying, ‘Lord, here is your pound. I wrapped it up in a piece of cloth, for I was afraid of you, because you are a harsh man; you take what you did not deposit, and reap what you did not sow.’ He said to him, ‘I will judge you by your own words, you wicked slave! You knew, did you, that I was a harsh man, taking what I did not deposit and reaping what I did not sow? Why then did you not put my money into the bank? Then when I returned, I could have collected it with interest.’ He said to the bystanders, ‘Take the pound from him and give it to the one who has ten pounds.’ (And they said to him, ‘Lord, he has ten pounds!’) ‘I tell you, to all those who have, more will be given; but from those who have nothing, even what they have will be taken away. But as for these enemies of mine who did not want me to be king over them—bring them here and slaughter them in my presence.’”

19th September >> Daily Reflection/Commentary on Today’s First Reading for Roman Catholics on Wednesday of the Twenty-Fourth Week in Ordinary Time (1 Corinthians 12:31 – 13:13) ~ A hymn to agape-love.
We have here probably one of the most quoted passages from Paul, if not from the whole Bible.
We have seen Paul speaking to the Corinthian Christians about the various gifts of the Spirit with which different people are endowed so that they can better serve the needs of the community in many different ways. He had been criticising them for laying too much emphasis on and even ambitioning the having of certain more “prestigious” gifts.
Using the analogy of the human body he had said that the overall unity of the community was more important than any one gift just as the unity of the body depended on its having a full complement of limbs and organs for it to function properly.
Today, however, he goes further and says that, above and beyond any gifts or ‘charisms’, there is “a more excellent way”. That way is the over-riding element of love. Love is not on the same level as the other gifts. Rather, it is one of the most evident signs of the presence of the Spirit of Christ in the community and its members.
‘Love’ here as in many parts of the New Testament translates the Greek word agape, a word with a very specific meaning. The word ‘love’ can mean many things and C S Lewis has written a book called The Four Loves, each one of which can be found in the scriptures. Let us just briefly describe three of these: eros, philia, and agape.
Eros describes physical, sensual love, the love of lovers sharing physical intimacies with each other. At its best, it is a genuine and very beautiful form of love which involves the total giving of two people to each through their bodies. Paul is not talking about this.
Philia is really the highest form of love. It is the love of friendship, where friendship implies a total mutuality and sharing between two people in a mutual self-giving to each other. It is the love of lovers at its best, the love of the happily married couple, and of friends who are deeply committed to each other. Sex may or may not be part of it. It implies an enduring relationship which may not be present in an eros situation. Again, Paul is not talking about this here.
Agape is reaching out to another person with a deep desire for that person’s total well-being and wholeness. It is the love of compassion and caring. It differs from philia in that it does not expect a return (though that may be given); it is a totally unconditional form of loving. It is the love that God reaches out to all creatures whether they return that love or not. In the First Letter of John we are told that God IS agape. It is a constituent of his very being. Agape is a form of love which desires the good of the other quite independently of that person’s lovableness. It is the love that God extends equally to every single person, irrespective of who they are or how they respond. So it is a love that can be extended even to enemies, criminals and those who want to destroy us. It is the love that Jesus showed for those who were nailing him to the cross. It is the love that Paul is speaking about here. It is a love which desires the good of the other and hence is then especially offered to those who lack it most.
(However, we might also add that a person cannot survive only on agape, the giving form of love. No one can remain permanently in a totally altruistic mode. At bottom whatever we do must ultimately be for our own good and wellbeing. What we really need for our wholeness is a true philia relationship. It is interesting that when Jesus asked Peter his three questions after the resurrection, “Simon, do you love me more than these?”, he used the verbs for both agape and philia. In fact, it may not be possible to show a great deal of agape unless we have a philia experience as part of our lives. We can live without eros but, when joined with philia, eros adds what we might call an incarnated dimension to our lives – although it is also the form of love most abused.
Paul speaks of the supremacy of agape over everything else we do or achieve. If our actions are not motivated by an agape love, then they are of no real value as far as our Christian life is concerned.
Using hyperbolic language, he gives four exaggerated examples of some of the gifts to be found in the community:
– the gift of eloquence, even to the point of being able to speak not only every earthly language but the language of angels;
– the gift of prophecy (in the sense we described it yesterday), the ability to understand all mysteries and “knowing everything” that can be known;
– a faith strong enough to move mountains (as Jesus said true faith could do);
– a generosity which would give away everything one has, even to offering one’s body in martyrdom.
To have any of these gifts in the highest degree could make one a prominent and highly respected person in the community. But if, at bottom, these things are not motivated by genuine love (agape), they are rated as nothing.
Speaking both positively and negatively, Paul now lists some of the qualities of this kind of agape love:
– It is patient and kind (Virtues apparently not very conspicuous in the Corinthian community.)
– It is never jealous. (Jealousy seems to be present in those Corinthians who ambition certain charisms rather than be satisfied with what they have.)
– It is never boastful or conceited. (Paul accuses the Corinthians of a certain arrogance which their overall moral behaviour in no way justifies.)
– It is never rude or selfish. (Paul mentions the divisive factions and also the selfish behaviour of some when celebrating the Lord’s Supper.)
– It does not take offence and is not resentful. (True agape is totally focused on the needs of the other and is not upset by hostility or rejection. Such inner resentment is a sign of an insecurity in oneself. The truly agape-love person cannot be offended because he or she is a person who totally accepts himself as he/she is.)
– It takes no pleasure in other’s sins but delights in the truth. (The reaction to the weaknesses of others is not delight nor judgement but compassion. True love also is never afraid of the truth but always wants to see it come to the surface. At the same time, the truly loving person will always speak the truth in love, being sensitive to the weaknesses of those for whom the truth can be very painful. We can speak the truth in a very unloving way.)
– It is always ready to excuse, to trust, to hope, and to endure whatever comes. (True love always wants to find the good in everyone. It is biased towards believing that people act in good faith. In spite of outward circumstances, it never loses the certain hope that the truth and the good must ultimately prevail. It is ready in the worst of times to hang in there and to believe in the ultimate goodness of people.)
Love alone, says Paul, outlasts everything else. Because love is part of God’s very nature; God is love. Loving is not just something God practises – it is a part of his very essence.
On the other hand, many of the church’s most highly prized gifts will eventually pass away. Paul mentions prophecy. There will come a time when it is no longer needed. The gift of speaking languages will not be part of the life to come. Knowledge, however wide, will eventually be shown to be so inadequate when we come face to face with the Infinite Source of all knowledge and wisdom. For “once perfection comes, all imperfect things will disappear”.
‘Perfection’ is a translation of the Greek word pleroma which means ‘fulfilment’, ‘completeness’, ‘maturity’. That ‘perfection’ will be realised when Christ comes at the end to bring all creation to himself to share in his glory.
Right now, says Paul, we are like children, talking like children, acting and arguing like children. We think we are adults but it is not really the case. We are like a man looking at his reflection in one of those polished metal mirrors of those days. The image can be seen but is somewhat blurred. But then, when the Lord comes, we will have the extraordinary experience of seeing God clearly face to face.
What I know now is so imperfect. But then “I shall know as I am known”. That is, I will know the Lord to the fullest extent possible for a human creature analogous to the unlimited way in which God knows me.
And so, Paul sums up by saying that in the end only three things will perdure: faith, hope and love (agape). We will not need faith when we are face to face with our infinite Creator. We will not need hope because every possible desire of our being will be fulfilled forever. But agape will remain. Face to face with God, we will be eternally bathed in that agape which pours from him and fills us with the happiness for which we were created.

FOCUS AND LITURGY OF THE WORD
This pivotal gospel reading is situated strategically the day before Ash Wednesday, the beginning of Lent. It seems to prepare us for the mindset we need to cultivate as we walk with Jesus toward the Cross. This reading follows the story of the rich man who sought to follow Jesus but went away sad because he had many possessions and wasn’t willing to sell all he had to follow Jesus. At this, Jesus turned to his disciples commenting how hard it would be for a wealthy person to enter the Kingdom of God. You can just hear the disciples gasp. Jesus reassures them - “but nothing is impossible with God.”
The disciples are shaken up- they murmur among themselves wondering who among them will be first in the Kingdom of God. Peter then says to Jesus in what sounds to me like a very self-justifying way “We have given up everything and followed you.” You can just hear his emphasis on the word “We”. Implied is they will certainly enter the Kingdom…..won’t we? Not quite sure. Wanting reassurance.
Jesus gives his answer: he typically expands on what they have said and throws in a surprise at the end, and a puzzle: ”Amen, I say to you, there is no one who has given up house or brothers or sisters or mother or father or children or lands  for my sake and for the sake of the gospel who will not receive a hundred times more now in this present age: houses and brothers and sisters and mothers and children and lands, with persecutions, and eternal life in the age to come. But many that are first will be last, and (the) last will be first.”
A promise and a puzzle. Jesus sure knows how to help us think! I don’t know why he included everything but fathers in his promise. I do understand why he included persecutions. But the first shall be last? The last, first? First and last in what way? The temptations is to jump to wealth, status, power in the “First” category…..but further thought reveals no, this is only what our society seems to value now. What about wisdom, what about kindness, what about humility? I’m sure you can name many “things of value" that aren’t “things.”
So my exercise for this Lent is to pick a no-thing of value to cultivate each week. Forty no-things, gifts to those around me and to this hurting world. And I will try to put some action words in there, too. Faith being a verb, perhaps as simple as a smile to a person passing, an offer to grocery shop for an ill neighbor, a rosary every day for those I cannot physically help. Saint Casimir
(1458 – 1483)
Saint Casimir’s Story
Casimir, born of kings and in line to be a king himself, was filled with exceptional values and learning by a great teacher, John Dlugosz. Even his critics could not say that his conscientious objection indicated softness. As a teenager, Casimir lived a highly disciplined, even severe life, sleeping on the ground, spending a great part of the night in prayer and dedicating himself to lifelong celibacy.
When nobles in Hungary became dissatisfied with their king, they prevailed upon Casimir’s father, the king of Poland, to send his son to take over the country. Casimir obeyed his father, as many young men over the centuries have obeyed their governments. The army he was supposed to lead was clearly outnumbered by the “enemy”; some of his troops were deserting because they were not paid. At the advice of his officers, Casimir decided to return home.
His father was irked at the failure of his plans, and confined his 15-year-old son for three months. The lad made up his mind never again to become involved in the wars of his day, and no amount of persuasion could change his mind. He returned to prayer and study, maintaining his decision to remain celibate even under pressure to marry the emperor’s daughter.
He reigned briefly as king of Poland during his father’s absence. He died of lung trouble at 25 while visiting Lithuania, of which he was also Grand Duke. He was buried in Vilnius, Lithuania.
Reflection
----------
For many years, Poland and Lithuania faded into the gray prison on the other side of the Iron Curtain. Despite repression, the Poles and Lithuanians remained firm in the faith which has become synonymous with their name. Their youthful patron reminds us: Peace is not won by war; sometimes a comfortable peace is not even won by virtue, but Christ’s peace can penetrate every government repression of religion.

First Reading Hebrews 12:4-7, 11-15 ‘The Lord disciplines the one he loves.’
Brothers and Sisters: In your struggle against sin you have not yet resisted to the point of shedding your blood. And have you forgotten the exhortation that addresses you as sons? ‘My son, do not regard lightly the discipline of the Lord, nor be weary when reproved by him. For the Lord disciplines the one he loves, and chastises every son whom he receives.’ It is for discipline that you have to endure. God is treating you as sons. For what son is there whom his father does not discipline? For the moment all discipline seems painful rather than pleasant, but later it yields the peaceful fruit of righteousness to those who have been trained by it. Therefore lift your drooping hands and strengthen your weak knees, and make straight paths for your feet, so that what is lame may not be put out of joint but rather be healed. No cursing allowed." —Notice outside the classroom[src] Defence Against the Dark Arts (sometimes written as DADA) is a subject taught at Hogwarts School of Witchcraft and Wizardry and Ilvermorny School of Witchcraft and Wizardry. In this class students learn how to magically defend themselves against Dark Creatures, the Dark Arts, and other dark charms. Offensive magic is also taught in this class, such as how to duel, which requires the use of both offensive and defensive magic. The subject is core class at Hogwarts. The position of Defence Against the Dark Arts professor here was once rumoured to be jinxed, as no teacher could hold the post for more than a year. Tom Marvolo Riddle (Lord Voldemort) jinxed the position because Dumbledore did not give him the job when he applied for it. The subject is also a class at Ilvermorny. It began teaching the subject in the 17th century. Defence Against the Dark Arts is a required subject from first year to fifth year. The curriculum of the class varies greatly depending on what the professor at the time deems appropriate. Due to the jinx on the teaching post that was present before Lord Voldemort died, many teachers have been appointed to this post. The lessons generally have a practical approach, with many of the teachers (except Dolores Umbridge) believing that when it comes to the Dark Arts a practical approach is the best way, with theoretical assignments given as homework. In the fifth year Ordinary Wizarding Level examinations are taken; as such, students are spent learning new topics and possibly revisiting the past four years of lessons (depending on the teacher). As part of their Defence Against the Dark Arts O.W.L., students must sit a written exam one of the questions asks to describe the five signs of a werewolf and after students must complete a practical exam of; counter-jinxes, defensive spells, Riddikulus, and the Patronus Charm (for bonus points). To advance to the N.E.W.T. class a student must first achieve a high O.W.L. score of either 'Outstanding' or 'Exceeds Expectations'; most teachers set the bar at 'Exceeds Expectations'. Also, due to the course being directly related to the Dark Arts itself, dark wizards who wish to teach would typically apply for this course, notably being Lord Voldemort and Severus Snape. Gilderoy Lockhart, fraudulent and incompetent, is one known teacher who taught nothing to the classes of his respective tenure, aside from nonsensical and unrelated materials, considering that he was hired solely for the purpose of ousting him as a fraud to the world. In the 1997-1998 school year, the class was changed to Dark Arts. During the 1995-1996 school year, the Minister for Magic, Cornelius Fudge, had gotten into his head that Headmaster Albus Dumbledore was using the students to create a private army of young wizards to overthrow the Ministry. As such, he implanted Umbridge to become the teacher of the Defence Against the Dark Arts classes, which he believed to be the main source of training (e.g. defensive spells) for Dumbledore's would-be soldiers. Umbridge supplied a syllabus based entirely on theories on avoiding conflicts instead of facing them, all of which was simply reading out of the textbook, believing that this would be sufficient in passing the examinations. This misguided belief deprived the students on any useful lessons as even the theories are inaccurate, thus leading to the formation on Dumbledore's Army, which taught more practical defence that students from all grades found more useful. Umbridge would later claim that the spells Harry taught were deemed by the Ministry inappropriate for students at their ages. During the time between Voldemort's jinx started to take effect and broke there was at least one professor per year. Therefore, between c. 1965 and 1990 (the year before Harry began studying at Hogwarts) there could be around twenty-five different professors in the position. ‘CURFEW-LIKE’ RESTRICTIONS ENFORCED ACROSS STATE
Scaling up the precautionary measures to prevent the spread of COVID-19, the Karnataka government on Monday enforced “curfew-like” restrictions across the State from Tuesday and will be in force till March 31.
All public and private transport including Uber, Ola and autos will be off the road, while only essential services will be available across the State.
The government, which had initially announced restrictions only in nine districts that had reported COVID-19 cases, later revised the order to cover the entire State.
The government has enforced this under Epidemic Disease Act, 1981, making more stringent the guidelines put in place earlier.
Only services and activities related to health, medicine, agriculture, and grocery would be allowed to operate in these districts.
Similarly, industries would be asked to ensure that only 50% of their workforce were deployed for work.
Government and private offices would be classified as “essential” and “non-essential” services depending upon the nature of operation and only those in the essential sector would be allowed to operate.
Tests:
The government had decided to strictly quarantine and test all those who had come in contact with the COVID-19 patients.
It had been decided to test at least 200 people for a population of 10 lakh.
To facilitate this, licences would be granted to more number of government and private labs, he said. While a testing lab was already set up in Kalaburagi, a similar facility was about to commence in Ballari, Belagavi, Mangaluru, and Hubballi and at NIMHANS in Bengaluru.
The government would obtain the services of police in keeping a vigil on the C-category international travellers who have been home quarantined.
The family members of such persons would also be quarantined and the police would be instructed to paste notices on their houses and also inform locals about it.
A vigilance team comprising senior IAS officers had been formed to monitor the situation.
Special hospitals will be identified for handling the COVID-19 cases while more “fever clinics” would be set up for conducting tests.
Free food at Indira Canteens:
With the poor and the daily wage workers being worst hit by the lockdown and the resultant job losses, the State government on Monday announced that free food would be served at Indira canteens all through the day.
No public festivities:
This Ugadi on Wednesday will be without the usual fanfare with a ban on public celebration or religious rituals to stem the spread of COVID-19.
LOK SABHA PASSES FINANCE BILL WITHOUT DEBATEFinance Bill:
A Finance Bill is a Bill that, as the name suggests, concerns the country’s finances — it could be about taxes, government expenditures, government borrowings, revenues, etc. Since the Union Budget deals with these things, it is passed as a Finance Bill.
Rule 219 of the Rules of Procedure of Lok Sabhastates: ‘Finance Bill’ means the Bill ordinarily introduced in each year to give effect to the financial proposals of the Government of India for the following financial year and includes a Bill to give effect to supplementary financial proposals for any period.
It is introduced in Lok Sabha after the presentation of the annual Budget is passed by the House. It is also certified as a Money Bill.
The Constitution defines financial legislation into two categories: Money Bills and Financial Bills.
Money Bills–Article 110
Financial Bills (I)– Article 117 (1)
Financial Bills (II)– Article 117 (3)
All Money bills are Financial bills but all Financial bills are not Money bills.
Difference between a Money Bill and the Finance Bill:
A Money Bill has to be introduced in the Lok Sabha as per Section 110 of the Constitution.
Then, it is transmitted to the Rajya Sabha for its recommendations.
The Rajya Sabha has to return the Bill with recommendations in 14 days.
However, the Lok Sabha can reject all or some of the recommendations.
In the case of a Finance Bill, Article 117 of the Constitution categorically lays down that a Bill pertaining to sub-clauses (a) to (f) of clause (1) shall not be introduced or moved except with the President’s recommendation.
Also, a Bill that makes such provisions shall not be introduced in the Rajya Sabha.
Who decides the Bill is a Finance Bill?
The Speaker of the Lok Sabha is authorised to decide whether the Bill is a Money Bill or not.
Also, the Speaker’s decision shall be deemed to be final.
Why finance bill is needed?
The Union Budget proposes many tax changes for the upcoming financial year, even if not all of those proposed changes find a mention in the Finance Minister’s Budget speech.
These proposed changes pertain to several existing laws dealing with various taxes in the country.
The Finance Bill seeks to insert amendments into all those laws concerned, without having to bring out a separate amendment law for each of those Acts.
For instance, a Union Budget’s proposed tax changes may require amending the various sections of the Income Tax law, Stamp Act, Money Laundering law, etc.
The Finance Bill overrides and makes changes in the existing laws wherever required.
What changes can be made via Finance Bill?
The most awaited changes in the tax proposals in the Union Budget usually pertain to personal income tax.
In addition, there might be changes in the rules, procedures, deadlines for filing tax returns or the payment of tax itself.
Since the introduction of GST, there is no amendment to indirect taxes in the Union Budget, since that is under the purview of the GST Council.
What are the different types of Bills?
There are four types of Bills, namely
(i) Constitution Amendment Bills;
(ii) Money Bills;
(iii) Financial Bills; and
(iv) Ordinary Bills.
Constitution Amendment Bills:
These are Bills which seek to amend the Constitution.
A Constitution Amendment Bill must be passed by both Houses of Parliament.
It would require a simple majority of the total membership of that House, and a two thirds majority of all members present and voting.
Further, if the Bill relates to matters like the election of the President and Governor, executive and legislative powers of the centre and states, the judiciary, etc., it must be ratified by at least half of the state legislatures.

Article 368 of Part XX deals with the power of Parliament to amend the Constitution and the procedure thereof. It keeps a check on the arbitrary power of the Parliament of India.
Money Bills:
A Bill is said to be a Money Bill if it onlycontains provisions related to taxation, borrowing of money by the government, expenditure from or receipt to the Consolidated Fund of India.
A Money Bill may only be introduced in Lok Sabha, on the recommendation of the President.
It must be passed in Lok Sabha by a simple majority of all members present and voting.
Following this, it may be sent to the Rajya Sabha for its recommendations, which Lok Sabha may reject if it chooses to.
If such recommendations are not given within 14 days, it will deemed to be passed by Parliament.
Financial Bills:
A Financial Bill may only be introduced in Lok Sabha, on the recommendation of the President.
The Bill must be passed by both Houses of Parliament, after the President has recommended that it be taken up for consideration in each House.
Ordinary Bills:
All other Bills are called ordinary bills.
An Ordinary Bill may be introduced in either House of Parliament.
It must be passed by both Houses by a simple majority of all members present and voting.
Why in News?
The Lok Sabha was adjourned sine die on Monday after the passage of the Finance Bill, 2020 without any debate due to the situation arising out of the COVID-19 pandemic.
The House was scheduled to adjourn on April 3.
Adjournment:
Adjournment terminates the sitting of the House which meets again at the time appointed for the next sitting.
The postponement may be for a specified time such as hours, days or weeks.
If the meeting is terminated without any definite time/ date fixed for next meeting, it is called Adjournment sine die.
Adjournment sine die:
Adjournment sine die means “without assigning a day for a further meeting or hearing“.
To adjourn an assembly sine die is to adjourn it for an indefinite period.
HYDROXYCHLOROQUINE IS RECOMMENDED FOR VERY SPECIAL CASESHydroxychloroquine:
Hydroxychloroquine is in a class of drugs called antimalarials.
It is used to prevent and treat acute attacks of malaria.
It is also used to treat discoid or systemic lupus erythematosus and rheumatoid arthritis in patients whose symptoms have not improved with other treatments.
Chloroquine:
Chloroquine is used to treat malaria, as well as in chemoprophylaxis, which is the administering of drugs to prevent the development of disease.
Since 2006, it has not been recommended for use in severe malaria because of problems with resistance, particularly in the Oceania region, according to the World Health Organization.
WHO includes it on its list of “essential medicines,” meaning it should be kept affordable and accessible at all times.
According to the Swiss-registered organization, Medicines for Malaria Venture, chloroquine is a derivative of quinine, which French chemists in 1820 isolated from the bark of the cinchona tree found in South America, employing it as a treatment for fevers.
Hydroxychloroquine is what’s known as an analog of chloroquine, meaning the two have similar structures but different chemical and biological properties.
The formeris considered the less toxic derivative, according to studies.
Why in News?
US President Donald Trump had said a hydroxychloroquine-azithromycin combination could be a “game changer” in the fight against COVID-19.
The Lancet Global Health explored its therapeutic and prophylactic properties.
“Notably, the drug shows antiviral activity in vitro against coronaviruses, and specifically, SARS-CoV-2 [the virus that causes COVID-2].
Pharmacological modelling based on observed drug concentrations and in vitro drug testing suggest that prophylaxis with hydroxychloroquine at approved doses could prevent SARS-CoV-2 infection and ameliorate viral shedding.”
It also mentioned clinical trials currently under way in China on whether the drug can be used for treatment.
Hydroxychloroquine and chloroquine have in vitro activity against SARS-CoV, SARS-CoV-2, and other coronaviruses, with hydroxychloroquine having higher potency against SARS-CoV-2.
What has India recommended?
The National Taskforce for COVID-19 has recommended hydroxychloroquine for prophylaxis in case of asymptomatic healthcare workers involved in the care of suspected or confirmed cases of COVID-19 and asymptomatic household contacts of laboratory confirmed cases.
CENTRE AMMENDS LAW TO ENABLE EXCISE DUTY INCREASE ON FUELWhat is Excise Duty:
Excise duty is basically a production tax.
Tax on the production stage for most of the commodities is made by the centre in the form of union excise duties (UED).
It is imposed on manufactured items in India that are meant for domestic consumption.
The UED is not payable on the goods exported from India.
Manufacturers have to pay excise duties to the centre and tax is imposed and collected on a value addition base.
In other words, the UED is implemented as a VAT and it is called as CENVAT (Central Value Added Tax) from 1999
The Central Government levies excise duty under the Central Excise Act, 1944 and the Central Excise Tariff Act, 1985.
The Central Board of Excise and Customs (CBEC) is responsible for collecting excise duty.
What is state excise duty?
Excise duty on production few items including that on liquor is imposed by state governments.
Excise duty on alcohol, alcoholic preparations, and narcotic substances is collected by the State Government and is called “State Excise” duty.
For most of the states, excise duty is the second largest tax revenue after sales taxes (state VAT).

Commentary on 1 Kings 10:1-10
The story of the Queen of Sheba's visit to Solomon gives an opportunity for the sacred writer to describe the extraordinary magnificence of the Jerusalem court.
Archaeological evidence suggests that Sheba is to be identified with a mercantile kingdom that flourished in southwest Arabia c. 900-450 BC. It profited from the sea trade of India and east Africa by transporting luxury commodities north to Damascus and Gaza on caravan routes through the Arabian Desert. It is possible that Solomon's fleet of ships threatened Sheba's continued dominance of this trading business. The queen, too, may have wanted to establish better trading relationships. Solomon dominated Transjordan and, holding Ezion-Geber, controlled the caravan route from north Arabia to Syria and Egypt. Judging by the descriptions of both Solomon and the queen it was a highly lucrative trade for both of them.
However, some hold that the queen mentioned here more probably ruled over one of the Sabaean settlements of northern Arabia. The Hebrew Bible distinguishes between the more usual Sheba (used here) and Seba which it associates more closely with Cush, or Ethiopia. The name Seba came to be used for the far South, just as Tarshish stands for the Western limits of the earth, figuring as one of the great tribes of travelling merchants. This far-off people, together with the kings of Arabia and Seba, will come to do homage to the future King, as implied in Matthew’s account of the birth of Jesus (Matt 2:11, referring to Ps 72:1-11 and Is 60:6).
The purpose of the queen’s visit was to test Solomon’s wisdom, whose fame had reached as far as her kingdom. Arriving with a large retinue and weighed down with expensive gifts, she asked him questions on all the things in which she was particularly interested. He dealt easily and competently with every problem she posed to him.
It seems that the queen of Sheba recognised a connection between the wisdom of Solomon and the God he served. Jesus used her example to condemn the people of his own day who had not recognised that "one greater than Solomon" was in their midst (Matt 12:42; Luke 11:31).
When the queen saw the wealth and opulence with which Solomon was surrounded – his palace, the food on his table, the number and dress of his attendants and the holocausts he offered in the Temple, she was rendered speechless. She said that, although she had been sceptical of the reports she had heard, having seen with her own eyes she realised she had been only told half the truth.
Solomon far surpassed all her expectations both in his wisdom and his prosperity. Indeed, she said, blessed were the king’s court and attendants to be always in the presence of such wisdom. In fact, the reports she had received at home gave no idea of the reality she now saw with her own eyes.
She concluded by calling blessings on the God who put a person of such wisdom and judgement as Solomon on Israel’s throne. However, it does not imply her personal recognition of the God of the Israelites; there is no hint that she abandoned belief in her own gods.
Before leaving, she gave even more gifts, including 120 gold talents, an enormous amount of money. Never again would anyone bring such an abundance of gifts as the Queen of Sheba brought to Solomon.
Underlying this story, of course, is the understanding that all Solomon's magnificence was a sign of God's blessings on his people. He and he alone was the source of all these blessings. It is clear that the description of this visit was not merely to describe the purpose of the queen’s visit to experience Solomon's wisdom at first hand. For the writer, the focus is not on the queen but on the magnificence Solomon’s court as a reflection of Israel’s glory and God’s special favour on them as a people.
We too need to remember that all the good things we have and experience are not simply the result of our own efforts. They can disappear just as quickly as they came. We can never claim anything as absolutely our own.
We are simply stewards of all that comes into our hands. They are not merely for our own enjoyment, least of all to be used at the expense of others. They are given as things by which we can be of service to others. Everything is for one purpose only: God's praise and service. And an awareness of that is a form of real wisdom.

First Reading Hebrews 12:4-7, 11-15 The Lord disciplines those he loves.
Brothers and sisters: In your struggle against sin you have not yet resisted to the point of shedding blood. You have also forgotten the exhortation addressed to you as children:
“My son, do not disdain the discipline of the Lord or lose heart when reproved by him; for whom the Lord loves, he disciplines; he scourges every son he acknowledges.”
Endure your trials as “discipline”; God treats you as his sons. For what “son” is there whom his father does not discipline? At the time, all discipline seems a cause not for joy but for pain, yet later it brings the peaceful fruit of righteousness to those who are trained by it. So strengthen your drooping hands and your weak knees. Make straight paths for your feet, that what is lame may not be dislocated but healed. Strive for peace with everyone, and for that holiness without which no one will see the Lord. See to it that no one be deprived of the grace of God, that no bitter root spring up and cause trouble, through which many may become defiled.

First Reading 1 Corinthians 1:26-31 God chose the weak of the world.
Consider your own calling, brothers and sisters. Not many of you were wise by human standards, not many were powerful, not many were of noble birth. Rather, God chose the foolish of the world to shame the wise, and God chose the weak of the world to shame the strong, and God chose the lowly and despised of the world, those who count for nothing, to reduce to nothing those who are something, so that no human being might boast before God.
