Ennore oil spill CPCL refuses 73.7cr penalty Chennai Petroleum Corporation Limited (CPCL) rejected the IIT Madras report on the oil spill during Cyclone Michaung, saying it is "flawed and based on inaccurate methods to determine both the source of the leak and volume spilled in Ennore". Tamil Nadu Pollution Control Board (TNPCB), acting on a National Green Tribunal (NGT) order from Oct 2024, issued a show cause notice asking CPCL why it shouldn't pay a penalty of 73.68 crore for the spill. CPCL refused to pay, citing the incident as a force majeure situation, arguing that all industries in Manali area were severely impacted by flooding. PSU pointed out that around 25 petrochemical and chemical industries operate in and around Manali, with oil also found in upstream areas of its unit along the Kosasthalaiyar river. It maintained that penalising CPCL was unfair, given that it took all efforts to restore normalcy in Ennore

Major refiners such as Indian Oil Corporation (IOCL), Bharat Petroleum Corporation Ltd (BPCL), and Hindustan Petroleum Corporation Ltd (HPCL) have implemented or are upgrading DHT units across their refineries. IOCL’s recent DHT upgrade at its Barauni and Gujarat refineries has enhanced diesel desulphurization capacity. Similarly, BPCL has commissioned an advanced DHT unit at its Kochi refinery with a capacity of over 5 MMTPA. HPCL has completed DHT revamp work at its Visakhapatnam and Mumbai refineries as part of its BS-VI compliance program. Mangalore Refinery and Petrochemicals Ltd (MRPL) and Chennai Petroleum Corporation Ltd (CPCL) have also commissioned DHT units in recent years to meet ULSD specifications. Private sector refiners like Reliance Industries and Nayara Energy operate high-capacity DHT units, ensuring consistent production of export-grade diesel. New DHT units are also being integrated into ongoing refinery expansion projects, such as HMEL’s Bathinda complex and Numaligarh Refinery’s expansion in Assam, both targeting enhanced diesel output and quality. With India’s growing diesel demand and stricter environmental regulations, investments in DHT technology are set to increase. 3.   Imports
