Employer incentives are one of the services we provide on employee retention tax credits. The most current version of the tax credit was signed into law as a result of the COVID-19 crisis with the CARES Act in 2020. It was then updated by the CAA and then again by ARPA.
The purpose of the tax credit is to keep workers on the payroll during the pandemic. The Employee Retention Tax Credit is an offset to payroll taxes, not an income tax credit. The original credit began March 12, 2020, and its original expiration date was the end of 2020. The Consolidated Appropriations Act of 2021 extended ERC through the first half of 2021, and then the American Rescue Plan (ARPA) extended it through the end of 2021.

Employee Retention Credit: What It Is And How To Claim
This credit is calculated differently for eligible quarters in 2020 or 2021. Eligible employers can claim up $5,000 per employee in 2020, and up to $7,000 per qualified quarter in 2021. After the American Rescue Plan Act was passed, most employers, including colleges, universities hospitals and 501 organisations, could be eligible for the credit.

The maximum credit was raised to $21,000 with its renewal and expansion as part of the Consolidated Appropriations Act 2021. Businesses had to choose which option to use when the ERC and Paycheck Protection Program were rolled-out under the CARES Act. Many selected PPP because it was easier to sign up for a Small Business Administration-backed loan than to learn the details of eligibility for ERC.

Working With Employee Retention Credit
You must have paid employees in the quarter you are claiming credit for. Credits up to $50,000 per calendar quarter for Recovery Startup Companies in Q3 2021 and Q4 2021. The ERC was expected be available for all 2021 under the ARPA and CAA expansions. The Infrastructure Investment and Jobs Act was signed by President Biden in November 15. It ended the ERC retroactively at September 30, 2021, for most employers.
The amounts of these credits will need to be reconciled by the employer at quarter's end on Form 941.
It is important for businesses to understand that they cannot claim a payroll expenses as both an ERTC pay and a forgivable expense on the PPP forgiven application.

Reflection 10 1. Why will there always be some unemployment? Economists divide the reasons people are unemployed into five reasons: cyclical, structural, seasonal, frictional and institutional. For the unemployment rate to become zero, all five would have to disappear. Cyclical unemployment happens because the economy goes through periodic cycles of booms and busts. During the HYPERLINK "http://www.nber.org/cycles.html" Great Recession from 2007 to 2009, businesses needed far fewer workers because they were selling less. Structural unemployment occurs when a worker’s skills no longer match any business need. The economy is constantly evolving, and new types of jobs are being created, while old jobs are destroyed. Seasonal unemployment is when there is no work because of weather or time conditions. For example, lifeguards who protect swimmers are usually hired in summertime and then laid off in the fall. Little can be done about seasonal unemployment since control of the weather and seasons are beyond human control. This means we always will have some seasonal unemployment. Frictional unemployment arises because searching for a job does not always provide instantaneous results. It takes time for businesses looking for workers and people wanting jobs to find each other. 2. Why the Unemployment Rate Matters? Unemployment adversely affects the disposable income of families, erodes purchasing power, diminishes employee morale, and reduces an economy's output. According to the U.S. HYPERLINK "https://www.investopedia.com/terms/b/bls.asp" Bureau of Labor Statistics (BLS), when workers are unemployed, their families lose wages, and the nation as a whole loses their contribution to the economy in terms of the goods or services that could have been produced.1 Unemployed workers also lose their HYPERLINK "https://www.investopedia.com/terms/p/purchasingpower.asp" purchasing power, which can lead to unemployment for other workers, creating a cascading effect that ripples through the economy. In this way, unemployment even impacts those who are still employed. When companies are trying to cut costs, they often reduce their workforce as one of their cost-saving measures. Those workers who are left to do more work after a company lays off part of their staff are not likely to receive any additional compensation for the extra hours they are working. 3. Unemployment can also have a negative effect on the mental state of those who are still employed. They may become more concerned about losing their jobs or be hesitant to search for other employment because they have a false belief that they "are lucky" to be employed at all. They may even feel guilty about having a job when their co-workers are out of work. After further research, I agree, a high unemployment is also problematic for the U.S. economy. Over 70% of what the U.S. economy produces is purchased by domestic consumers through their HYPERLINK "https://www.investopedia.com/terms/p/pce.asp" personal consumption habits.2 Unemployed workers consume far less than those with a steady income because they have less discretionary income. 4. The effects to the Federal response to Covid-19 pandemic: The Consolidated Appropriations Act (CAA), signed by President Trump, continued providing unemployed individuals with a flat amount but reduced it from $600 to $300 each week starting Dec 26, 2020.4 This provision was set to expire on March 14, 2021; but was extended once again with the Biden administration's American Rescue Plan Act (ARPA). The appropriate response, in a red-hot economy coming out of a pandemic, and lockdowns, with HYPERLINK "https://www.wsj.com/articles/weekly-jobless-claims-coronavirus-04-29-2021-11619647721?mod=article_inline"unemployment still far higher than it was pre-Covid, the country is in a striking predicament. Businesses can’t find enough people to hire. Surveys suggest why some can’t or won’t go back to work. Millions of adults say they aren’t working for HYPERLINK "https://www.wsj.com/articles/the-other-reason-the-labor-force-is-shrunken-fear-of-covid-19-11618163017?mod=article_inline"fear of getting or spreading Covid-19. Businesses are reopening ahead of schools, leaving HYPERLINK "https://www.wsj.com/articles/nearly-1-5-million-mothers-are-still-missing-from-the-workforce-11619472229?mod=article_inline"some parents without child care. Many people are receiving more in unemployment benefits than they would earn in the available jobs. Some who are out of work don’t have the skills needed for jobs that are available or are unwilling to switch to a new career. The labor-market imbalance is fact, many workers, particularly women, find it difficult to work outside the home. Only 60% of the 200 largest U.S. school districts were fully reopen the week of April 27, according to Georgetown University’s FutureEd think tank, and many child-care centers continue to operate at reduced capacity. Some employers and economists could enhance unemployment benefits as another factor. The Department of Labor stated, more than 16.1 million people received unemployment benefits the week ended April 17, 2021. That includes gig workers and the self-employed who are typically not eligible for such payments. Under the relief bills passed by congress, those receiving jobless benefits get an additional $300 a week on top of regular state benefits, which average $318 a week, according to the Department of Labor. This means the average unemployment recipient earns better than the equivalent of working full time at $15 an hour. A possibility: Workers could stand to benefit from a temporary reduced supply of labor. They could command promotions and better wages, which they then could spend in their communities, boosting economic output. They might also be able to negotiate more flexible schedules or other perks. Analysts say the labor shortages should ease over time as more potential workers are vaccinated, schools fully reopen, and federal benefits expire, though the process could take months and the impacts are already being felt.
