Formula E 2024: Rulebook Highlights and Changes
A few days before the next meeting of the World Motorsport Council, the Fédération Internationale de l'Automobile (FIA) has made the complete Sporting Regulations for the 2024 Formula E season public. In addition to some adjustments for the fast-charging pit stops called "attack charge," there will be a number of other rule changes in Formula E next year. Every year, the FIA makes adjustments to the regulations to react to new circumstances, changed procedures, or incidents. However, this year, due to the introduction of the "attack charge," there were significantly more changes than usual. The following changes to the regulations for the 2024 season deserve a mention here:
Article 3: General Conditions A new addition to the Sporting Regulations is that a team competing in the series for the first time may now be given one year to achieve the mandatory 3-star award in the FIA's Environmental Accreditation Programme. This demonstrates the commitment of Formula E to sustainability and environmental awareness.
Article 4: Licences The restriction that a Formula E Rookie can participate in a 1st Free Practice session has been removed. This is a consequence of the race series instead running a separate "zero" Free Practice session, as was held as part of the Rome E-Prix. This change allows rookies to gain valuable experience.
Article 6: Formula E World Championship An error has been fixed regarding the awarding of points: previously, the article stated that points are awarded "per event." Correctly, however, it should read "per race," as points are, of course, awarded twice in a double-header. Additionally, obligations for the championship-winning team's principal have been clarified, with significant fines for non-compliance.
Article 11: FIA delegates The Fédération Internationale de l'Automobile shall additionally nominate one e-Safety Delegate and one Environmental Officer at the Events. These additions highlight the importance of safety and sustainability in Formula E.
Article 13: Competitors' (teams) applications The entry fee for teams increases from 106,060 euros to 123,030 euros, reflecting rising costs associated with high-level competition.
Article 16: Incidents It has been added that time penalties of five or ten seconds must be served at the next pit stop or the attack charge: the car must first come to a halt in the pits, after which as many seconds must elapse as were imposed as a penalty. Only then may the car be worked on or charged during the attack charge. Touching the car or the driver is considered as working on the car. This rule also applies in the case of a safety car or full course yellow. Here, however, a driver may only serve the time penalty if he was already in the pit lane at the time when the race was called to be neutralized. During a 10-second stop-and-go penalty, no work at all may be done on the car. If a driver is classified outside the top 10, a time penalty can be converted into a grid penalty for the next race, expanding the strategic options for teams.
Article 21: Car livery The reference that both cars of a team must have substantially similar livery has been deleted. The camera housing on one of the two cars must always be yellow, previously it only said "fluorescent." This change offers more design flexibility for teams.
Article 23: Pit entry, Pit lane & Pit exit Teams are now allowed to put pit stop marks for the drivers in the pit lane. However, they must always remove these after the event, enhancing the organization of pit stops.
Article 27: General car & personnel requirements It has been added that new staff who are allowed to be on site in addition to the 27 regular staff members must never have previously taken on an operational role at an E-Prix during the season, ensuring fairness in the competition. Other team personnel or guests of the team may only be in the "viewing area" of the pit when the track is "live," i.e., from five minutes before the start of a practice session or from the grid procedure before the start of the race, improving safety measures.
Article 28: Spare cars, motors, batteries, gearboxes The rule introduced last year that each team may use two jokers for MGU, gearbox, and inverter with the exceptional approval of the FIA has been deleted again, reverting to previous regulations.
Article 30: General safety It has been added that violations of the promoter's operational fire safety requirements may result in a disqualification, emphasizing the importance of safety in the competition.
Article 31: Practice sessions Added here that cars should drive into their garages when they arrive at the pits in the event of a red flag, enhancing safety procedures.
Article 32: Free practice The FIA is now allowed to set different rules for the shakedown in order to carry on specific tests there. The use of the maximum power of 350 kW may only be done in accordance with the specifications of the battery manufacturer, ensuring fair competition.
Article 33: Qualifying The requirement to report the tires used ten minutes before the start of qualifying has been deleted. It was also clarified that drivers whose lap time was deleted in a duel will be placed behind the drivers who achieved a valid lap time, ensuring consistent enforcement of the rules.
Article 36: Starting procedure Again, the requirement to report the tires used ten minutes before the start of the race has been removed. Should a driver needs assistance after the 15 seconds signal before the race start, the starting procedure will be interrupted so that Marshals can push the car into the pit lane. When the dummy grid is cleared, the starting procedure will be continued, ensuring a smooth start to the race.
Article 37: Racing The attack mode now does not necessarily have to be activated twice. It has also been clarified that a driver may not activate attack mode in his first two laps, preventing early strategic activations. Additionally, a reference to additional energy allocation and a circular regarding attack charge usage have been replaced, offering clearer guidance.
Besides the two people needed for charging, no other team personnel are allowed to be in the area in front of the pit lane during the fast charge. Also, tire changes are not allowed before the end of the charging process, maintaining fairness and safety standards.
Teams are prohibited from queuing both cars to perform the attack charge. Only one car may be in the pits at any one time during the attack charge. During the attack charge, a minimum standing time must also be adhered to, ensuring fair and equal opportunities for all teams.
The attack charge may only be used if the battery is in a predefined window regarding its state of charge. If a driver has not yet used an attack charge and the race is abandoned, a stop-and-go penalty and an additional 20 seconds will be added to his race time, ensuring that all drivers adhere to the attack charge rules consistently.
Article 40: Suspending a race In the event of a race stoppage, instead of stopping the timekeeping system, only the race time will now be stopped, race laps will be counted, simplifying race management.
Article 41: Resuming a race The race time covered in a restart under safety car conditions until the green flag is
given or until the starting lights go out will count towards the added laps, streamlining race proceedings.
Appendix 2: Podium Ceremony Instead of being laid out on a table to the side of the podium, the four trophies shall now be on four individual plinths, maintaining a consistent and visually appealing podium presentation.
There will now be exclusively digital flags at the awards ceremony, displayed in 16:9 format above the podium. Instead of green or dark blue carpet, the podium floor will now be covered with non-slip vinyl, enhancing the overall visual presentation.
Instead of three persons for the presentation of the trophies, the number of persons present may now be individually determined. However, they must always be on the same side of the podium. The presenter of the podium ceremony must now no longer be identical with the Master of Ceremonies. In addition, the obligation of the presenter to be visible to the audience when calling on the winners is removed, providing more flexibility in the ceremony's organization.
The passage that no TV cameraman may be present at the award ceremony has been deleted, potentially improving media coverage.
Three water bottles, towels, and caps must be available for the drivers in the parc ferme. The drivers must be given the winners' caps after leaving the cars and the subsequent weighing procedure, which they must wear on their heads for all televised moments, adding a consistent and professional touch to the post-race activities.
Appendix 3: Rules of Organization Each race winner must be available for a period of one hour for Formula E virtual media activities during the period from Monday to Wednesday after a race. The title winner must even be available for media activities for the entire day on the Monday after the last race of the season. Drivers are not entitled to be paid for this, and in case of non-appearance or lateness, the incident will be reported to the race stewards, ensuring media availability and commitments.

Software Dev who graduated 2023 here with an anecdote! One time during senior year I had a computational theory class where we did homework in pairs (do the work separately, compare work, refine). The homeworks took hours and involved painstakingly drawn diagrams of finite automata and Turing machines. I made beautiful LaTeX documents of these arcane glyphs that caused me such grief.
Eventually my homework partner tried plugging one of the questions into chatgpt in what I can only guess was a bout of frustrated despair over a tricky question. It's solution to "give steps for building a Turing machine that does A, B, and C" was "first build a Turing machine that does A, B, and C". This was worse than useless and we instead went with my less dubious hand calculated solution.
I have a deep distain for "vibe coders" and various flavors of ai/tech-bros for a multitude of reasons. There's the environmental cost for one thing. Then there's the utter disregard for the amount of thought and planning that goes into writing good, easily debuggable software (there's gonna be some truly tragic legacy code spawned from all this nonsense). Of course there's the huge potential for safety issues; the ai can and will hallucinate package dependencies that break everything.
If you need a piece of software built and are hiring a programmer, make sure they know how their own code works and aren't just plugging in whatever the ai spat out. Make sure they've considered all the ways a user could break the code and found ways to protect against that. See if they have documentation for their code, and if it is 1) readable and 2) things work the way it says they do in the documentation.

BALITANG NASYONAL: 'BAN Toxics' educates Bulacan community on chemical safety in 'National Poison Prevention Week'

SAN JOSE DEL MONTE, BULACAN -- In observance of 'National Poison Prevention Week', environmental justice organization 'BAN Toxics' intensifies efforts in promoting poison prevention awareness and chemical safety in the community. Anchored on this year's theme "Lasong Umahon sa Pabago-Bagong Panahon: Iba't Ibang Sektor Magsitugon", BAN Toxics calls for community action against the dangers of toxic exposures.
This builds on the foundation of Presidential Proclamation #1777, issued in late-June 2009 by former Philippine president 'Gloria Macaraeg Macapagal-Arroyo', which declared the 4th week of this said month and the awareness event. Proclamation #1777 was issued in response to the rising cases of poisoning by promoting awareness and the widespread dissemination of information. It aims to empower all sectors of the society to recognize the risks, identify symptoms and take proactive steps to prevent poisoning at home and in the community.
In line with this, BAN Toxics organized a 'Knowledge-Sharing Seminar' on 'Poison Prevention at Home and in Schools' as part of its 'Toxics-Free and Waste-Free Schools Programme' (TFSP). Around 80 students, teachers and parents attended the seminar at 'Benito Nieto Elementary School' (BNES) in 'Barangay Muzon, San Jose del Monte, Bulacan' Tuesday (June 26th, 2025 -- Bulacan local time).
The seminar sought to create a healthy, sustainable and safe environment by creating awareness of poison prevention; mobilizing parents, educators and local leaders to help in safe chemical management and encourage partnership among the key sectors to safeguard the people against being exposed to toxic chemicals that had not been seen in your naked eye: "Preventing poisoning begins with awareness at the grassroots level. Children are especially vulnerable to toxic exposures, with medicines, household items, school supplies, and toys containing hazardous chemicals that pose serious health risks", said Thony Dizon, Advocacy and Campaign Officer of the said EJO.
During the seminar… 'Dr. Annabelle M. Sinlao', Vice Chairman of the Committee on Environmental Health and Ecology of the 'Philippine Medical Association' (PMA) spoke about poison prevention at home and in schools around Bulacan, she stated that awareness and caution are the first steps in creating a healthier community. A study conducted by BAN Toxics in late-November 2024 found that 62.64% of 257 sampled plastic toys exceeded established safety limits, containing lead, arsenic, cadmium and mercury, as well as traces of bromine and chlorine.
In a more recent market sampling conducted by the group this June, a children's backpack featuring some unlicensed fictional cartoon and gaming characters like 'My Little Pony', 'Sonic the Hedgehog', 'Roblox', etc. was found to contain 18,900 parts per million (ppm) of lead, while a red-painted water container showed 12,000 ppm, both significantly surpassing the allowable regulatory thresholds. Other school supplies tested, including pencils, crayons, sharpeners, erasers, plastic envelopes, watercolor sets and vinyl paper clips, were also found to contain traces of other hazardous chemicals such as arsenic, antimony, barium, cadmium and chromium.
BAN Toxics remains a leader of health and environmental advocacy against toxic chemicals in the country. The group is urging the government to tighten control on the manufacture and importation of children products and the community to be cautious particularly when buying plastic products.
The group pushing for stronger enforcement of the Republic Act #10620 or the 'Toy and Game Safety Labeling Act of 2013' and appeals to the 20th Congress to reintroduce and pass the "Safe and Non-Hazardous Children's Products Act", a bill unanimously approved by the 18th Congress in 2017 but left unenacted during the Duterte administration: "We urge all sectors to come together in addressing toxic exposures in our homes and schools. Every child has the right to a clean, safe, wastes-free and toxics-free environment. It is our shared responsibility to ensure that no child suffers from exposure to harmful chemicals", Dizon concluded.
