Greetings!
So, it's been awhile. I decided early on in the process that I was going to take a break after the FY25 bill was finally signed and that I was not going to touch the Reconciliation Bill at all (aka the One Big Beautiful Bill).
So, I've been waiting, patiently, for any action on the FY26 budget. I watched several hearings. I've monitored Congress.gov. The Appropriations page still ends at 2025. But, today there's finally some action. Actually yesterday to be precise.
H.R. 3944 Military Construction/Veterans Affairs was included in a rules package debated yesterday (6/23) at the House Rules Committee. It may come to the floor as soon as today. The House can't do anything on their reconciliation bill until the Senate asks, so they might as well try governing.
So, to make this short and sweet, we're off and running! FY2026, here we come!

Where we stand
Currently two appropriations bills have passed the House:
Defense (H.R. 4016)
Military Construction/Veterans Affairs (H.R. 3944)
The House Appropriations Committee has approved 9 bills:
the aforementioned Defense and MilCon/VA
Agriculture (H.R. 4121)
Energy & Water (H.R. 4553)
Homeland Security (H.R. 4213)
Interior & Environment (H.R. 4754)
Legislative Branch (H.R. 4249)
National Security/State (H.R. 4779)
Transportation/Housing and Urban Development (H.R. 4552)
The Senate has not passed any appropriations bills but has invoked cloture on the MilCon/VA bill the House passed. They could vote on it this week before they leave for Recess, but their focus is currently on approving President Trump's nominees.
The Senate Appropriations Committee has approved 6 bills:
Agriculture (S. 2256)
Commerce/Justice/Science (S. 2354)
Interior & Environment (S. 2431)
Legislative Branch (S. 2257)
Transportation/Housing and Urban Development (S. 2456)
and the House passed MilCon/VA, rather than their own version
The following bills have been approved by a subcommittee:
Commerce/Justice/Science (House)
Financial Services (House)
That leaves one bill that has seen no action in either House:
Labor/HHS/Education
The House of Representatives has already left on August Recess, to return on September 2nd, when they will have exactly 28 days left to pass a budget or a continuing resolution.
The Senate remains in town until Friday, August 1st, depending on action on the currently scheduled items. They are also expected to return on September 2nd.
Based on past years performances, I expect little action on any of the actual bills and several rounds of continuing resolutions until a massive omnibus bill with several caveats.
