Chapter Three

Maria Hill dropped the file onto the conference room table like it was a live grenade. “Motion to suppress Exhibit B, Exhibit E, and preliminary statements from the intake log.”
Across from her, the Avengers looked up from their scattered files and half-drunk coffee. Tony, legs kicked up on the table, slowly lowered his sunglasses. “She’s tossing out our evidence?” He exclaimed. “On what grounds?!”
“Improper chain of custody on the Prague lab samples, lack of independent verification on the digital logs and-” Maria glanced at the page, jaw tightening. “-interrogation without formal counsel present.”
Natasha barely moved, her voice was flat. “That interrogation didn’t even include questions. We asked him to confirm his name when he was brought on to the quinjet.”
“She filed it as a rights violation.” Maria said. “The judge could side with her. Anything gathered between his detainment and her first meeting is inadmissible.”
“She’s good.” Steve muttered. Not admiring, just resigned.
“Too good.” Tony added, spinning his tablet toward him. “Which is why I’ve spent the last four hours looking into her.”
“Stark
” Maria warned but Tony ignored her.
“She’s been a defense attorney in New York for around a decade I believe, maybe less. Passed the bar with a near-perfect score. And then? Radio silence. No social media, no interviews, barely any photos that aren’t court composites or grainy trial press shots.”
Bruce frowned. “That’s not unusual for lawyers, is it?”
Tony leaned forward. “Not for normal lawyers, no. But this one? She’s got classified SHIELD seals on several of her past cases, sealed after trial, not before. You don’t get that kind of protection unless someone upstairs is nervous.”
Maria’s expression tightened. “You were poking into SHIELD casework?”
“I was poking and-” Tony said. “-I found a case involving an international arms dealer five years ago. Guy vanished mid-trial. Sienna filed a motion for mistrial two days later. No ruling. Case disappeared.”
“Off the books?” Steve asked.
Tony nodded. “More like burned.”
Natasha finally stood. “She’s not just doing her job. She knows how to play the system. She’s ten moves ahead of us and she’s not even sweating.”
Maria turned her screen around for them all to see, a new motion, filed just minutes ago. “Motion to Exclude Expert Testimony of Wanda Maximoff filed on grounds of ‘extrajudicial psychic influence’ and ‘unverifiable cognitive methods that violate federal evidentiary standards’.”
“She’s trying to disqualify Wanda?” Steve said, stunned. “We didn’t even use her, Sienna came before we had the chance.”
“She’s going to win that one.” Maria said, quietly. “We don’t have a precedent for enhanced verification in court. Not legally.”
Bruce leaned back. “She’s dismantling our case before it even gets to trial.”
Tony tossed his stylus onto the table. “Yeah, well, I want to know who trained her to do that.”
Natasha was already halfway to the door.
“Where are you going?” Maria asked.
Natasha didn’t look back. “To find a crack.”

Antonia Dreykov’s Residence, Budapest

Night settled over Budapest’s old quarter like a weighted blanket. Natasha moved through the alleys with the easy, practiced steps of someone who used to know every corner of this place. A single security light buzzed and flickered above the rusted door of what looked like an old, shut-down print shop. She knocked twice, paused then once more.
A slit slid open, brown eyes that were cool but sharp studied her. “Romanoff.”
“Antonia. I need five minutes.” The lock turned and Natasha slipped inside.
The room was spare with only a folding table, two chairs and a kettle on a hot plate. Antonia Dreykov, once the Taskmaster, wore a black hoodie and a scar that the world would never see, leaned against the wall with her arms folded.
“You don’t visit old classmates unless the world’s ending.” She said, in accented English.
Natasha offered the faintest hint of a smile.  “Not ending. Just
 rotting in court.”
She slid a photo across the table of Maksim Vasiliev in all his glory, taken during intake.
Antonia’s eyes hardened. “I remember him. Red Room winter inspections. He watched the proficiency trials. Took notes and offered suggestions.” She exhaled. “Always smelled like antiseptic.”
“I need you to tell a tribunal that.” Natasha said. “Under oath.”
Antonia shook her head. “I was never his prisoner. He didn’t lay hands on me. That makes me an observer, not a victim. A lawyer will shred me.”
“Sienna Blake will try.” Natasha admitted. “But the jury or the judges, just need corroboration. Someone outside HYDRA command structure who can place him inside the Red Room, during live exercises. Connect his ‘theoretical science’ to real girls.”
Antonia stared at the photo a long moment then asked the question Natasha was dreading. “What do you get out of this? Revenge or justice?”
Natasha’s reply was quiet but edged. “Both, if the system lets me.”
Finally, Antonia nodded once. “One condition. My testimony is sealed after court. No press. No cameras. I give you what I saw then disappear.”
“Done.” Natasha promised, without hesitation. “Maria Hill will handle the protective paperwork.”
Antonia grabbed a battered backpack, already packed up and ready to run. Natasha knew all too well that she’d done that several times in the past. “Then let’s go. I still owe that man a scar.”

Maria looked up from a stack of motions as Natasha walked in with Antonia at her side. “Tell me that’s not who I think it is.” Maria said, glancing at the bandana that covered half of Antonia’s face.
“Antonia Dreykov.” Natasha confirmed. “Firsthand witness. She’ll place Vasiliev inside the Red Room on multiple dates between 2000 and 2010, observing live neural‑conditioning trials.”
Maria’s brows lifted. “That ties him directly to human experimentation outside his lab network. Undermines his whole ‘I just signed papers’ defense.”
“And it’s not evidence collected before counsel.” Natasha added.  “Fresh witness, voluntary.”
Antonia folded her arms.  “Your tribunal has a witness list form?”
Maria almost smiled. “Several.” She flipped open a new file. “Blake is going to contest relevance and credibility but if we can corroborate Maksim’s travel logs with Red Room intel, the judge should allow it.”
Natasha’s eyes were cool and focused for the first time in this trial.  “One crack at a time.”
Tony’s voice drifted in from the doorway, tablet in hand.  “Good news travels fast. Jarvis just pinged that Blake filed another motion at 05:30.”
Natasha didn’t look away from Maria. “Let her file. We have our own play now.”
Maria nodded, sliding a witness submission form across the table to Antonia. “Welcome to the fight.”

The courtroom wasn’t overly grand but it felt like it was carved from stone. It was all marble pillars, high ceilings, and silence so thick it pressed against your ears. Three tribunal judges sat in elevated chairs, stern-faced and unreadable.
In the gallery, Natasha, Steve, Sam, Bruce, Clint, Bucky, Wanda and Tony lined the second bench. SHIELD’s legal team flanked Maria Hill, who sat rigid at the prosecution’s table.
Across from them, seated alone like she owned the goddamn floor was Sienna Blake.
Charcoal grey suit, heels like blades and not a hair out of place. A single black folder sat before her. No laptop. No assistant. She didn’t need them.
The clerk called the hearing to order. The judges gave nods then the lead judge began. “Counsellor Blake, you may proceed with your motions.”
Sienna stood smoothly. No notes. Just that controlled, deliberate walk toward the center. “Your Honours...” She began, voice calm and unshaken. “The defense respectfully moves to suppress the following. Preliminary intake statements made without legal counsel present, Second, a laboratory sample data lacking verified chain-of-custody documentation. Third, an expert testimony from an individual identified as ‘Wanda Maximoff’ on grounds of unverifiable psychic influence. And finally a witness testimony from Antonia Dreykov, on relevance and credibility grounds.”
There was a quiet intake of breath from SHIELD’s table and the second row. Maria didn’t blink. But Natasha stiffened. How the hell did she know about Antonia already? It was processed as close to the deadline as possible.
The lead judge looked over his glasses. “Ms. Blake, we’ll take each motion in order. Begin with the intake statements.”
Sienna nodded. “My client was detained for over six hours without legal representation. During that time, he was asked to verify documents, names, and operations he allegedly oversaw. Regardless of tone or intention, this constitutes an interrogation. It violates federal and international rights of due process.”
Maria stood. “He was read his rights. He refused counsel initially. Can I add this was all on his way into custody? No formal interrogation took place.”
“Refusal made without full capacity.” Sienna countered. “We have a pending psychiatric evaluation confirming impaired decision-making at the time.”
The judges conferred briefly. “Motion to suppress preliminary statements is granted.”
Tony swore under his breath. Natasha’s fingers tightened into fists. “Next.” The judge ordered.
“Chain of custody for Exhibit E.” Sienna continued. “The Prague lab samples, while potentially damning, were transported through three countries, two field agents and an undocumented private courier. No signed custody, no uninterrupted seal.”
Maria leaned forward. “We have timestamped photos and transfer logs.”
“And I have a U.S. v. Arvello precedent that ruled such documentation as insufficient under federal rules of evidence,” Sienna said, almost bored. “Even when a case involved nerve agents.”
A second pause. The center judge sighed. “Motion to exclude Exhibit E is granted.”
Steve murmured. “You’ve got to be kidding.”
“Welcome to the justice system.” Bruce muttered back.
“Third motion.” The judge prompted.
“Expert testimony from Wanda Maximoff.” Sienna said. “Her enhanced status may give her certain abilities, but the court cannot verify the accuracy of her cognitive impressions. There’s no precedent for psychics in federal court and no method of cross-examination to test the validity of her ‘truth detection.’”
Maria started to argue but the judge cut her off.
“This issue has been discussed previously. Without scientific validation, the tribunal cannot accept such testimony. Motion to exclude is granted.”
A cold, satisfied smile flickered on Sienna’s lips, so brief, it might’ve been imagined. ““Final motion.” The judge spoke. “Antonia Dreykov.”
Sienna nodded. “The defense questions the credibility and relevance of this witness. She cannot place my client in proximity to any specific criminal act, nor claim to be a victim. Her testimony is speculative and possibly biased due to past affiliations with the accuser, Agent Romanoff.”
Natasha stood. “Permission to speak, Your Honour.”
The judge considered. “Granted.”
“She’s not biased. She was there. I brought her in because I’ve been in those same rooms. Maksim Vasiliev didn’t just design the science. He watched it break people.”
Sienna’s tone stayed even. “And yet no record of his participation exists in SHIELD files, no documents, no signed orders. Just implication.”
Natasha narrowed her eyes. “Implication’s enough when you know what to look for.”
The judge cleared his throat. “Motion to exclude Dreykov testimony is denied, pending further evidentiary review.”
Sienna didn’t react. She simply inclined her head and returned to her seat.

The team exited in a tense, quiet crowd. Maria was reviewing the judges’ notes, eyes darting through paperwork.
Tony muttered. “That woman just disarmed three-quarters of our main evidence in this case without breaking a sweat.”
“She’s not just defending him.” Steve sighed. “She’s challenging everything we are.”
Natasha stopped at the edge of the marble steps, jaw tight. She looked down the block and there she was.
Sienna, standing calmly beside a black car, talking quietly into her phone. She glanced up once.
Their eyes met.
Sienna didn’t smile. She didn’t gloat.
She simply looked at Natasha the way you’d look at a chessboard
 and she was moving her knight.

March 25, 2022
The conference room was stark, a sharp contrast to the courtroom’s glory. A low table, somber faces and piles of legal documents formed a barricade between allies and adversaries. At the head sat Judge Harmon, the presiding officer from the tribunal, flanked by Maria, Sienna, and Natasha.
“Ms. Blake-” Judge Harmon began, voice even. “-your motions have been noted. The tribunal will allow subpoenas for further witnesses but they must be submitted within 48 hours.”
Sienna nodded, serene as ever. “Understood, Your Honour. We have a preliminary list, experts on psychiatric forensics, SHIELD operations analysts and an international witness whose testimony will be critical.” Maria exchanged a glance with Natasha but said nothing. 
“Agent Romanoff-” Judge Harmon turned to Natasha. “-your testimony will be scheduled. And any classified information must be vetted through SHIELD’s legal office before presentation.”
Natasha’s eyes didn’t waver. “Understood.”
The judge folded his hands. “This tribunal expects transparency and cooperation. The court will hold everyone accountable.”
The meeting adjourned swiftly, leaving a charged silence.

Sienna and Natasha exited together, the crowd thinning until it was just the two of them.
The tension hung like smoke between them.
Natasha broke the silence first. “You play a dangerous game, Sienna. Defending a monster like Vasiliev, and doing it so well. It’s
 infuriating.”
Sienna’s eyes glinted, sharp but not unkind. “I’m just doing my job. Everyone deserves a defense, even monsters. If you want to bring him down, you’ll have to fight me and the law first.”
Natasha’s jaw tightened. “You’re not just a lawyer. You’re a weapon in a suit and block heels.”
Sienna smiled faintly. “And you’re a soldier with nothing but your fury. But this isn’t a battlefield anymore.”
Natasha stepped closer. “Maybe not. But I won’t back down.”
Sienna’s smile softened, almost a hint of respect. “Neither will I.”

The Rise, Fall & Rise Of F-15 Fighters: How Eagles Continue Their Relevance Even After Decades In Service

Boeing Aerospace announced on September 7 that Poland was actively interested in buying the F-15EX Eagle II fighters. The announcement was made at the press conference at the annual MSPO defense trade exhibition without divulging specific details.
Tim Flood, Boeing’s senior director of Global Business Development for Europe and Americas, said in a statement: “Poland’s interest in the F-15EX confirms its dedication to the preparedness and effectiveness of its military forces.
The F-15EX offers superior interoperability, supportability, and affordability and a robust industry plan to support Poland’s goal of developing independent defense capabilities.”
Rob Novotny, the F-15 program’s head of commercial development, refused to discuss the “price and delivery schedule” of the American company’s proposal to Warsaw.
Additionally, he stated that “there are no negotiations and no contract talks, only some conversations with the Polish Air Force.”
So far, the US Air Force (USAF) is the only customer of the Eagle II and has already acquired two of these fighters and is preparing to purchase 104 of them.
Although the aircraft is being aggressively pitched for export to some countries, no formal agreement has been signed to sell this fighter outside the United States.
The F-15EX, the most modern iteration of the F-15, has several new features and capabilities over earlier Eagles, including a powerful active electronically-scanned array (AESA) radar and a sophisticated electronic warfare suite.
Boeing frequently highlights the jet’s impressive combat range and cargo capacity compared to other American and international fighters on the market.

The journey of US F-15s, from when they entered service with the United States to when they were upgraded to a new role as Eagle IIs, has been spectacular. As Boeing eyes new customers for an aircraft that is an updated variant of its best dogfighter, EurAsian Times dives deep into the rise and fall and another peak in F-15’s popularity.
What Makes The F-15 Stand Out?
The F-15 Eagle is an American twin-engine, all-weather tactical fighter aircraft that is incredibly maneuverable and was developed to permit the Air Force to establish and maintain air superiority over the battlefield.
During the Cold War years, the USAF stressed the necessity for an aircraft that could avoid detection as air defense systems continued to advance, which led to the creation of the F-15.
The Eagle has been exported to numerous countries, including Israel, Japan, and Saudi Arabia. It is still in service with several countries, with upgraded variant production continuing.
With a recorded record of 104 combat wins and zero losses, the Eagle has earned its reputation as the king of the skies over multiple conflicts and under various Air Forces.
The F-15’s air superiority versions and the A/B/C/D models have suffered no losses in combat despite contrary claims that could never be verified.
Emerging as one of the best dogfighters in the world, the aircraft also earned the reputation of a “MiG killer.”
As previously observed by the EurAsian Times, the F-15s emerged as MiG Killers as they established air superiority in the Gulf War from the outset.
At the time, the F-15s shot down many MiGs, contributing to its spectacular combat record and global recognition as one of the best combat jets in history. In June 1979, an Israeli Air Force F-15A shot down a Syrian MiG-21, marking the first air-to-air victory for this cutting-edge aircraft.

A former USAF lieutenant, Cesar Rodriguez, has shot down more MiGs than any other pilot since the Vietnam War.
During the first Gulf War in 1991, Rodriguez’s first two kills were against a Mikoyan MiG-29 and a Mikoyan MiG-23 of the Iraqi Air Force. He achieved his third kill on a MiG-29 of the Yugoslav air force in the 1999 NATO bombing of Yugoslavia.
Captain Jeff “Claw” Hwang accomplished a stunning feat of aerial battle in March 1999 while flying his F-15C, with tail number 86-0156, and downing two MiG-29 planes.
The incident occurred during NATO’s engagement in the Kosovo conflict when the alliance launched several airstrikes against Serbian forces backing Kosovo Albanians seeking independence.
The platform’s capabilities have since been demonstrated, leading to the development of the F-15E Strike Eagle, a modified version designed to excel in air-to-ground combat, and the F-15EX Eagle II, an updated version of the classic F-15 Eagle.

Because of its adaptability, a better all-weather strike derivative known as the F-15E Strike Eagle was also eventually developed. It entered service in 1989 and has since been exported to other countries.
The F-15E was created in the 1980s to conduct long-range, high-speed interdiction missions without the aid of escorting or electronic warfare aircraft. The Strike Eagle has been used in high-end combat operations in Iraq, Afghanistan, Syria, and Libya.
During these operations, the strike fighter has conducted combat air patrols, deep strikes on high-value targets, and close air support for coalition forces.
Additionally, it has been exported to several nations, including Israel and Saudi Arabia. However, the largest user of the aircraft continues to be the United States.
The F-15 Never Lost Its Sheen!
As the US started to focus on fifth-generation fighter jets with stealth technology, like the F-22s, the older F-15 Eagles somewhat took a backseat. By the 2010s, the USAF intended to replace all its F-15 air superiority aircraft with the Lockheed Martin F-22. Still, due to the highly constrained F-22 procurement, the USAF was compelled to continue using the F-15C/D into the 2020s.
It was revealed in June that the proposed House’s fiscal 2024 National Defense Authorization Act (NDAA) would approve the Air Force’s request to retire 57 F-15C and F-15D aircraft, some of which are approaching the end of their service lives and are over 40 years old.
Diminished in utility by their age, the F-15C/D Eagle aircraft were based at the Kadena Air Base in Japan. This was the only unit of these fighters located outside the United States. The US Air Force’s Eagles first landed at Kadena in September 1979, and the model has been continuously stationed there.
The withdrawal was essentially informed by the need to modernize the air presence in the region against the backdrop of exacerbated regional military threats. The aircraft has since been replaced by the F-22 Raptors, as was planned in the original scheme of things by the USAF.
While the F-15s returned to their base, the 3rd Wing at Joint Base Elmendorf-Richardson, Alaska, sent roughly a dozen F-22 Raptors to Okinawa on November 4 to start a six-month rotation.
According to the Air Force, the Raptors are being used as “backfill” for the departing F-15s, as the strategy calls for fighters with more advanced capabilities than the F-15C and D.
Although the F-15C/D is slowly being pulled out to free up resources, the USAF expects to use the F-15E Strike Eagle well into the 2030s. Earlier this year, the US Central Military Command (CENTCOM) sent out its most dependable and battle-tested fighter, the F-15E, to launch retaliation strikes after an Iranian drone purportedly targeted a military base housing US personnel.
The F-15E is somehow still attracting customers. Among potential buyers of this aircraft are countries like Egypt and Thailand. A US deal to sell F-15s to the Egyptian Air Force was announced in March last year. However, a contract needs to be finalized after the price and delivery date are determined and agreed to by both sides.
As for Thailand, the US offered to sell an older generation of fighters, including the F-15 or the F-16s, after turning down the Royal Thai Air Force (RTAF)’s request to purchase the F-35A aircraft. Even though the aircraft is expected to be replaced by more capable F-15EX Eagle II aircraft, it hasn’t lost its sheen.
Re-Emergence Of F-15
As could be deciphered by the latest Boeing announcement for a potential sale of F-15EX to Poland, the newest iteration of this combat-hardened aircraft is looking for export customers, with the manufacturer hopeful of sealing a contract.
Besides Poland, Israel is also looking to buy Boeing’s F-15EX Eagle II fighters. Israel has officially requested the all-new F-15EX fighters by sending a Letter of Request (LOR) for the warplanes to the US government. Tel Aviv is reportedly looking to purchase at least 25. No final contract has been signed.
Boeing is also offering the Eagle II to two countries in the Asian continent. The Republic of Indonesia inked a memorandum of understanding with Boeing to acquire up to 24 F-15EX fighters recently. However, even that deal hasn’t been finalized, and there has been no information on the financial aspects of the agreement.
Earlier, Boeing had pitched the Eagle II to the Indian Air Force as well. At the time, EurAsian Times had noted that the new fighter, which uses the frame of the classic F-15 and bears a resemblance to the Su-30 MKI in terms of its size, can fulfill a host of missions that include homeland and airbase defense, no-fly zone enforcement against limited or no air defense systems, and deploying standoff munitions.

However, with the IAF now invested in choosing a multi-role fighter jet under the MMRCA contract, the F-21 on offer by Lockheed Martin has somehow caught more attention. As of now, the United States Air Force is the only customer of the aircraft. However, with countries expressing interest, customers are expected to line up.
According to Fox News, the F-15E aircraft’s improvements will let it carry out the same bomber duties at a third of the F-35’s operational cost. After two years of experimental testing, the USAF reportedly found that the new F-15EX performed better than anticipated in terms of the quantity and weight of ammunition.
Moreover, according to previous research, the F-15EX may be more capable and less expensive to buy and operate than the F-35 for operations that do not primarily rely on stealth. To top it all, the F-15EX can carry up to 13.6 tons of weapons, more than any other F-15 variant.
The American Eagle aircraft, thus, are far from done.

[ad_1] This year’s Japan’s Defense Security Equipment International (DSEI) exhibition and conference, held from May 21-23 at Makuhari Messe near Tokyo, was the largest ever, attracting 471 companies, 169 from Japan and 302 from the US, the UK and 30 other countries.Reflecting the rapid advance of Japan’s arms industry and the country’s growing contribution to regional security and international military cooperation, this year’s event was about 60% larger than last year’s and about twice the size of the one held in 2023.A year ago, US Forces Japan Strategic Relations Officer Tim Haffner noted that “DSEI brought industry, policy, and strategic leaders together in a collaborative forum to discuss regional security issues for the first time in Japan.This was a pivotal event, signaling Japan as a leader in defense technology and security partnership.” This year’s turnout demonstrates that it most certainly was.Billed as “the only large-scale, fully integrated defense event in the country,” the exhibition featured a very wide range of defense products, from ammunition and armored vehicles to communications and target identification systems, field medical supplies, and small, medium and heavy caliber weapons.Models of Japan’s Mogami warship, underwater drones, railgun and Type-12 missiles attracted a lot of attention, as did the GCAP (Global Combat Air Program) next-generation fighter jet being developed by Japan, the UK and Italy. For Japan’s Ministry of Defence and defense industry, it was an unprecedented marketing opportunity.Prime Minister Shigeru Ishiba visited and spoke at the exhibition, the first sitting Japanese prime minister to do so. “We are currently facing the most severe and complex security environment since the end of the Second World War,” he said. “Today’s Ukraine could be East Asia tomorrow.”Minister of Defense Gen Nakatani, who delivered a keynote address at the conference, said that he hoped the event would “provide a new opportunity for cooperation and exchange between national delegations and companies, help sustain defense industry development, drive innovation and promote peace and stability.”Mitsubishi Heavy Industries (MHI) executive Katsuyuki Nabeta told the press that, “With today’s increasingly uncertain security environment, I believe we must respond not just domestically, but with a broader international perspective. We are pleased to have the opportunity to showcase our technologies and reach a wider audience.”MHI is the prime contractor for Mogami-class frigates and the leading Japanese company in the GCAP project. BAE Systems and Leonardo are its British and Italian counterparts.The conference, which also ran for three days, also included presentations by senior defense officials, ambassadors and defense industry executives from Japan, the US, the UK, Italy, Germany, Australia and Singapore. They addressed the issues of maintaining stability in the Indo-Pacific, keeping pace with emerging threats, developing new technologies, strengthening the defense industrial base and enhancing defense industry cooperation, cybersecurity, the use of AI to improve decision-making on the battlefield and expanding surveillance capabilities in space.One section of the conference was dedicated to the progress of the GCAP and related supply chain opportunities. Senior executives from the GCAP Acquisition, Technology & Logistics Agency and International Government Organization, Japan Aircraft Industrial Enhancement Co (the umbrella organization for Japanese participation in the project), BAE Systems and Leonardo spoke on this topic, demonstrating its importance.In an article entitled “Doubts about Trump hang in background of weapons show,” Japan’s Asahi Shimbun reported that an unnamed Japanese Defense Ministry source had said that “Trump’s unpredictability has created unease about relying on US-made weapons and security arrangements,” and that “European countries in particular are beginning to seek security that does not depend on the United States, and they are likely to move away from the US in arms trading.”Speaking at the event, the German ambassador to Japan, Petra Sigmund, said that, “Germany is increasingly looking to Japan as an arms provider, whom we can trust as a co-developer with similar strengths and similar needs. Also, as a potential procurement partner, in order to be able to scale up production to cut time and to reduce cost.”Sigmund added that Germany is particularly eager to collaborate in the development of “unmanned systems, drones, stand-off weapons, missiles, air defense, cyberspace, as well as maritime intelligence, surveillance and reconnaissance.”He also noted that, “Since 2021, Germany has gradually increased its security engagement here in the [Indo-Pacific] region. We have sent naval vessels, participated in multinational naval and air force exercises both in Japan, Australia and in India.”Professor Mohd Faiz Abdullah, chairman of the Institute of Strategic and International Studies of Malaysia, provided a different perspective. The great powers, he said, are conducting “minilaterals,”which they claim are for “global governance, but it’s about containment really,” and “not conducive to peace and stability.”The world, Abdullah concluded, is entering a period of “unfettered competition
where a lot of parties are going for the killing zone.”But Lieutenant General Sir Tom Copinger-Symes, Deputy Commander of UK Strategic Command, stated that, “We must move beyond transactional relationships between defense and industry

 We now live in what we could describe as a state of persistent competition, punctuated by episodic crises, and under the constant shadow of potential major conflict
 we must innovate together, or we will lose together.”Meanwhile, on May 21, a symposium on the topic of Japan’s defense industry was held at the Global Front conference facility at Meiji University in Tokyo.Led by military historian Professor Atsushi Koketsu, the symposium featured an address by Professor Christopher Hughes of the University of Warwick, UK, on the topic “Japan’s Defence Industrial Strategy and Fighter Aircraft Production: Striving for Tier-One Status.”Starting with the observation that Japan has previously been seen as an exemplary model of a non-great power able to indigenize defence technology, Hughes stated that it clearly maintains this ambition.Despite anti-militaristic constraints, including Article 9 of its Constitution, which renounces “war as a sovereign right of the nation and the threat or use of force as means of settling international disputes,” post-WWII limits on weapons production and arms export bans, Japan has consistently maintained the following rationales for defense production:Deterrence capabilities and specific defense needs Bargaining power in its alliance with the US and internationally Self-sufficiency and ability to respond to national emergencies Industrial policy through dual-use technologyHughes emphasized that Japanese policymakers use “techno-nationalism” to avoid second-tier status.At the same time, Japan limited its defense budget by embedding the defense sector into its civilian sector. This allowed it to avoid the creation of a military-industrial complex, but also led to fragmentation, inefficiency and low profitability, while export restrictions cut off access to international cooperation and markets.Serious attempts to rectify these defects began with the adoption of “Three Principles on Defense Equipment Transfers” under Prime Minister Shinzo Abe in 2014.These allowed arms transfers if they contributed to “the active promotion of peace, international cooperation, or Japan’s security,” provided they were not destined for countries involved in conflict, with onward shipment to third parties subject to Japanese government control.The next big step in Japan’s military reform came in December 2022, when the cabinet of Prime Minister Fumio Kishida approved a new National Security Strategy. A Ministry of Foreign Affairs announcement noted that “the very foundation of the international order is being shaken and the world stands at a historic crossroads

”The new National Security Strategy was accompanied by two other documents, the National Defense Strategy and the Defense Buildup Program. The latter includes building up the capabilities of Japan’s Self-Defense Forces in the areas of stand-off defense, integrated air and missile defense, unmanned defense and cross-domain capabilities, including ground, maritime, air, space, cyber and electromagnetic operations.The Japanese government also committed itself to raising the defense budget from 1% to 2% of GDP by 2027, increased weapons systems procurement as a percentage of the budget, raised profit margins on defense contracts to stop private companies from abandoning the sector and stepped up defense cooperation with Europe, Australia and Southeast Asia.Freed from previous limits, Japanese defense contractors began to actively pursue export contracts, some small – e.g., patrol boats for the Philippines and Vietnam – and some large. An attempt to sell Soryu-class submarines to Australia fell through. Attempts to sell Mogami-class frigates to Australia and Indonesia are underway.Hughes also put considerable emphasis on GCAP, noting that it is an equal partnership with full technology sharing and “freedom to modify.” While others have expressed doubts, he believes that the British government is committed to the project, a view that received support at the Japan-Italy-UK leaders meeting last November.Hughes has been pursuing the subject for a long time. Here are our Day 2 highlights of the 2025 HIMSS Global Health Conference & Exhibition in Las Vegas (March 3-6).
WHO/Europe and HIMSS Strengthen Digital Health Collaboration Amid U.S. WHO Withdrawal
The World Health Organization's European Region (WHO/Europe) and the Healthcare Information and Management Systems Society (HIMSS) have reinforced their partnership to advance digital health initiatives. In September 2022, the two organizations signed a Memorandum of Understanding (MoU) to enhance healthcare systems across the 53 member states of the WHO European Region through data and technology-driven strategies.
Key Focus Areas of the Collaboration
Enhancing Digital Competencies: The initiative aims to equip healthcare professionals with essential digital skills, ensuring they can effectively navigate evolving health technologies.
Monitoring Implementation Progress: The collaboration includes tracking and assessing digital health adoption across the region, promoting continuous improvement.
Establishing Strategic Partnerships: WHO/Europe seeks to build a transatlantic coalition for digital health by engaging HIMSS and other key stakeholders to foster international cooperation and knowledge exchange.
These initiatives are designed to drive the digital transformation of healthcare systems, improving delivery and outcomes across the European Region.
U.S. Withdrawal from WHO and Its Implications
As of March 2025, the United States has initiated the process of withdrawing from the World Health Organization (WHO). On January 20, 2025, Executive Order 14155, titled "Withdrawing the United States from the World Health Organization," was issued, officially beginning the formal withdrawal process. According to the United Nations, the withdrawal is set to take effect in January 2026.
Despite this development, U.S. health agencies, including the Centers for Disease Control and Prevention (CDC) and the Food and Drug Administration (FDA), continue to participate in WHO meetings and activities. For instance, they recently attended a WHO meeting on influenza vaccine composition. Additionally, the U.S. remains a member of the Pan American Health Organization (PAHO), the WHO’s regional office for the Americas.
The withdrawal has raised concerns regarding its potential impact on global health initiatives. WHO officials warn that reduced U.S. funding could delay efforts such as polio eradication, potentially increasing cases and raising costs.
Insights from CEO Hal Wolf
At HIMSS 2025, I had the opportunity to speak with HIMSS CEO Hal Wolf about the implications of the U.S. withdrawal and its impact on the conference.
Have U.S. government officials withdrawn from HIMSS 2025 due to the communications blackout?
Wolf confirmed that 200 attendees from the U.S. Department of Defense (DOD) withdrew their participation. Despite this, overall attendance has grown, reaching 28,000 attendees compared to 26,000 last year. HIMSS has focused on attracting decision-makers and high-level professionals to the event.
How will the U.S. withdrawal from WHO impact HIMSS' collaborative efforts with WHO/Europe?
According to Wolf, "We are doubling our efforts as an NGO with the WHO in our collaboration efforts." He cited a recent MoU with Romania as an example of continued partnerships, emphasizing that HIMSS remains committed to global digital health initiatives.
Future of Healthcare Economics and Revenue Cycles
Wolf also shared insights into the financial outlook for U.S. healthcare institutions:
"Fifty percent of U.S. hospital revenue comes from the federal government," he noted.
The forecast for 2026 suggests reduced funding for healthcare facilities, prompting organizations to prepare accordingly.
Innovations at the HIMSS French Pavilion
The HIMSS French Pavilion featured several groundbreaking companies, particularly in AI and robotics:
Incepto (Incepto Medical): An AI-driven medical imaging company expanding into the U.S. market. Its solutions, developed by radiologists, generate clinical reports, including ICD and CPT codes.
MirokaĂŻ (Enchanted Tools): An interactive robot designed to support pediatric oncology patients in long-term care facilities. MirokaĂŻ engages users in multiple languages and is programmed to bring comfort and joy to patients.
