How to Remote-Control Docking Projects During the Pandemic
The COVID-19 pandemic makes travelling impossible for the moment. Postponement of planned dockings may be possible in some cases, but sooner or later one will run into hard, rule-based deadlines. (Here are overviews of the current policies from flag- and port-states as well as classification societies.)
Will it be at all possible to run remote docking management without physical attendance from the superintendent? Can the officers onboard be trusted with the task? What about finding some local consultant who can take care of business? Is it better to dock now in any case, rather than waiting for the end of the restrictions when yards will be overrun? Can we manage the risks if we dock without attendance from our own people and specialists? These, and other similar questions are spinning around shipping offices at the moment. One thing is clear, somebody has to be nominated to represent the owner if it is decided to go ahead with the docking.
Even with attendance by an experienced superintendent, docking projects are notoriously difficult to control. Technical surprises pop up at the most inconvenient of times, the cost escalates and delays are common. Important jobs are being cancelled to keep the budget and the final invoice is frequently higher than expected. Invoice negotiations, sometimes done without documentation about what has been agreed, leaves too much money in the pot to be settled at the end of the docking. The current situation will only accentuate these challenges and is likely to expose shortcomings in the methodologies and tools used to manage docking.
Trust
The overriding concern of any owner having to hand over the execution of a docking to a third-party will be trust. The concern may not necessarily be related to outright corruption, but rather if the third-party truly will have the fundamental interest of the owner in mind. Local consultants who may have a too cosy relationship with the yard should be handled with caution. The “Docking” group on LinkedIn can be a suitable place to look for reliable partners. Marine consulting companies with a global network who specialize in docking management would be another safe option. Make sure to ask the difficult questions about the methodology, transparency, forecasting and reporting.
Objectives
Under the current circumstances, owners/managers should aim for lowering of the risk of the project as far as possible. That means working with their regular yards and business partners as far as possible and employ methodologies and tools which leads to transparency and control. It also means clarifying the technical objectives for the docking and minimizing the complexity of the scope of work. It’s good practice to document such high-level objectives in a Project Charter document.
Methodology
Many shipping companies approach docking management in a very person-centric way. Typically, the superintendent is in charge of everything and works according to personal preferences, using his own Excel sheets and so on. In a situation where the execution of the docking may have to be handed over to someone else, it would be better to work according to a defined methodology using standardized processes and tools. 
Scope of Work and the Specification
Uncertainty regarding the scope of work is the greatest enemy of solid docking management. The uncertainty sometimes translates into vague and open-ended specifications, allowing the yard to overcharge and take advantage of the owner having no choice but to go ahead with the job. Reducing this uncertainty and producing a specification which is detailed, precise and complete should be a priority. Ship-inspection companies with a global network, offering UTM, vibration analysis and thermography services may be able to help.
Scope-risk
No matter how good the specification is, until thorough inspections are carried out there will always be residual uncertainty regarding the condition and the required repairs – Scope-risk. Owners should systematically manage this risk, starting early in the planning phase. Conduct an early risk assessment meeting for the upcoming docking. Invite anyone who may have relevant insights, preferably including the top-three officers. Identify the main uncertainties, rank them and suggest risk response strategies. Follow up as the planning progresses. Under the current situation, it’s more important than ever that the management of scope-risk is systematic and explicit.
Tendering
Ship repair is a highly competitive industry in which the business model of most shipyards appears to be based on winning projects through low but sometimes confusing and incomplete tenders where the real costs are hidden in the footnotes. The shipyards then hope to make a good profit through changes and additional work and through invoicing of the owner according to minimum quantities of work done, not according to the contract with variation orders. This approach makes cost control difficult.
When comparing quotations, be careful to include realistic or conservative estimates whenever a yard has submitted an incomplete quotation. The aim should be to reach a fair apples-to-apples comparison where deviation costs, etc. are being taken into consideration. Yards submitting a thorough quotation, having a record of a straight-forward approach to invoicing should be preferred. Such soft factors may be evaluated using a balanced scorecard. 
In the current situation where the person communicating with yard(s) during the tendering stage may not be the same as the one actually attending the docking, it’s even more important that it’s clear what has been agreed. If such clarifications and agreements are hidden deep in email threads, the attending superintendent will have a hard time navigating such issues. Better to record all clarifications in a clarification log, available to the parties from a shared location. 
Contract
Both shipyards and owners normally have a set of Terms & Conditions which they try to get the other party to accept. Very often, these Terms & Conditions are extremely one sided, and may not lend themselves to support good docking management and control. Better to use BIMCO’s standard docking and repair contract format REPAIRCON. Used well, it is a powerful contract which will facilitate a professional execution of the docking.
Execution
At the yard, it is particularly important how cancellations, changes and additions are being handled and how the associated cost and time implications are being calculated, communicated and approved by the owner. It’s worth being aware that overly bureaucratic processes may slow down the progress. A modern web/app-based docking management system will greatly enhance both transparency and control. Video conferencing has been a great hit lately and can be used for anything from meetings to remote inspections. Be careful not to treat the owner’s representative as a glorified cameraman, though.
Reporting
Whoever is executing the docking should be able to answer two essential questions at any time: When will the docking be finished and what will it cost in the end? This assessment should be independent from the yard’s and based on solid methodology. As with everything in life, there will be uncertainties and any risks should be reported, along with the measures put in place to manage those risks. Significant deviations from the schedule should be treated in the same way.
Having followed a solid process, the variances to cost and time should be minimal in the end. Owners should expect nothing less!

Doso Agung Buat Transhipment Pelindo III Lebih Baik
Direktur Utama Pelindo III Doso Agung mentargetkan peningkatan hingga 30 persen volume peti kemas domestik di pelabuhan Perak, Surabaya, pada tahun ini. Target ini muncul setelah PT Pelabuhan Indonesia (Pelindo) III menurunkan tarif handling alih muat atau transhipment menjadi 65% dari tarif normal. Doso juga menyatakan pemangkasan tarif ini adalah komitmen Pelindo III dalam upaya menekan biaya logistik nasional. Doso Agung juga berharap kebijakan itu berdampak pada penurunan harga barang secara bertahap bahkan sampai 30% - 40%. "Penurunan tarif handling transhipment ini diharapkan merangsang pertumbuhan pengiriman barang domestik terutama ke wilayah timur Indonesia," kata Doso Agung seusai acara kerja sama penguatan konektivitas Pelindo III, Senin (14/1/2019).

Doso Agung juga memberikan contoh jika selama ini tarif handling transhipment untuk 20 TEUs yakni sebesar Rp1,46 jutaan. Namun dengan penurunan tarif yang mulai berlaku pada 15 Januari 2019 itu, perusahaan pelayaran hanya perlu membayar Rp946.000 atau 65% dari tarif normal.
Arus peti kemas transhipment di Pelabuhan Tanjung Perak selama ini berasal dari wilayah Sumatera, Jakarta, dan sekitarnya. Selain itu ada pula dari dari Kalimantan, terutama kalsel, yang selanjutnya akan diangkut ke berbagai wilayah timur Indonesia seperti Sulawesi, Maluku, Nusa Tenggara, Papua, dan sebaliknya.
"Diharapkan dengan adanya peningkatan arus peti kemas transhipment domestik, Pelabuhan Tanjung Perak semakin mengukuhkan posisinya sebagai penghubung wilayah Indonesia bagian barat dan timur, dengan didukung sekitar 72 rute pelayaran peti kemas domestik,” ucap Doso Agung.
Selama ini, menurut Doso Agung  kontribusi pendapatan dari jasa peti kemas di Pelindo III dari biaya transhipment ini sekitar 10%. Dari penyesuaian tarif itu, diharapkan dapat mempengaruhi kinerja pemasukan peti kemas di Pelindo III. doso agung kerja sama Kerja sama Pelindo III tingkatkan konektivitas pelabuhan. Namun yang paling penting adalah dampak ke depan volume peti kemas akan meningkat dan saya pastikan minimal bisa menekan biaya logistik domestik sampai 20%," ungkap Doso Agung. Doso Agung juga menambahkan, target peningkatan volume peti kemas domestik tersebut diimbangi dengan sistem pembayaran layanan satu pintu atau single billing system yang merupakan kerja sama antara Pelindo I, II, III dan IV.
Konektivitas Antarpelabuhan
Menurut Direktur Operasi dan Komersial Pelindo III Putut Sri Muljanto saat ini Pelindo III tengah memperkuat konektivitas antarpelabuhan di Indonesia melalui sistem window connectivity. “Sistem ini dapat memberikan kepastian sandar bagi perusahaan pelayaran, standardisasi operasional di terminal dan proses bongkar muat barang yang berdampak pada turn round voyage (TRV) kapal,” katanya.
Putut mencontohkan rute Surabaya-Samarinda-Surabaya sebelumnya ditempuh delapan hari dengan adanya sistem ini dapat ditempuh menjadi 7 hari. Dengan TRV yang pendek maka jumlah voyage/trip dapat meningkat dari 45 voyage menjadi 52 voyage.
Selain itu Pelindo III juga mencatat, arus peti kemas transhipment di Pelabuhan Tanjung Perak ada 2016 arus peti kemas transhipment tercatat mencapai 33.374 boks, pada 2017 tumbuh menjadi 35.131 boks dan pada 2018 mencapai 36.980 boks.
Beberapa perusahaan pelayaran domestik yang melayani rute transhipment di antaranya Meratus, Tanto, Salam Pacific Indonesia Lines, Tempuran Emas, Mentari Sejati Perkasa, dan Perusahaan Pelayaran Nusantara Panurjwan.

1. 26 September: International Day for the Total Elimination of Nuclear Weapons

The International Day for the Total Elimination of Nuclear Weapons was observed across the world on 26 September 2017 with an aim to educate the public and their leaders about the real benefits of eliminating nuclear weapons and the social and economic costs of perpetuating them.
Earlier on 7 July 2017, the Treaty on the Prohibition of Nuclear Weapons was adopted with an aim of a world without nuclear weapons.
The Treaty was the result of a global campaign focused on the unacceptability of the use of nuclear weapons under any circumstances.
Background
The United General Assembly declared 26 September as the International Day for the Total Elimination of Nuclear Weapons in December 2013 through its resolution A/RES/68/32 as a follow-up to the high-level meeting of the General Assembly on nuclear disarmament in September 2013.
The day is observed to enhance public awareness and education about the threat posed to humanity by nuclear weapons and the necessity for their total elimination in order to mobilize international efforts towards achieving the common goal of a weapon.
2. Central Government launched the Platform for Effective Enforcement for No Child Labour (PENCIL) Portal

Union Home Minister Rajnath Singh launched the Platform for Effective Enforcement for No Child Labour (PENCIL) Portal during the National Conference on Child Labour organised by the Union Ministry of Labour and Employment.
The ministry also launched theStanding Operating Procedures (SOPs) for the enforcement of legal framework against child labour. 
The SOP aims to ensure complete prohibition of child labour and protection of adolescents from hazardous labour leading to Child Labour Free India.
PENCIL portal
What is PENCIL Portal?
PENCIL portal is an electronic platform that aims at involving Centre, State, District, Governments, civil society and the general public in achieving the target of child labour free society. 
What does the Portal have?
PENCIL Portal (pencil.gov.in) encompasses various components- Child Tracking System, Complaint Corner, State Government, National Child Labour Project and Convergence. 
How it works?
The Districts will nominate District Nodal Officers (DNOs) who will receive the complaints. Within 48 hours of receiving the complaints, DNOs will check the genuineness of the complaint and take the rescue measures in coordination with police, if the complaint is found to be genuine. Till now, 7 states have appointed the DNOs.
3. World’s smallest squirrel discovered

Indonesian scientists have found the world’s smallest squirrel in Borneo rain forest in the central parts of the country.
The squirrel has been named as the Bormean pigmy squirrel or exilisciurus exilis.
Key highlights
The squirrel was found in Meratus mountain of South Kalimantan province of Indonesia. There are six subspecies of small squirrels in Asia, of which three are found in Kalimantan. Of these three, two of them are endemic to Kalimantan.
The squirrel is 73 mm long and weighs about 17 grams. Although active during the day, this species is quite difficult to find in a disturbed habitat.
This type of species lives across Borneo island, especially the area with height of over 1000 metres above sea surface.
About squirrels
Squirrels are members of the family Sciuridae, a family that includes small or medium-size rodents.
The squirrel family includes tree squirrels, ground squirrels, chipmunks, marmots, flying squirrels, and prairie dogs amongst other rodents.
4. INS TARASA to be commissioned into Indian Navy

INS TARASA to be commissioned into Indian Navy in Mumbai
INS ‘TARASA’ will be commissioned into the Indian Navy on 26 September 2017 at Naval Dockyard, Mumbai.
INS Tarasa (T94) is a patrol vessel of the Car Nicobar-class of Indian Navy and the last ship in the series of four Water Jet Fast Attack Craft. 
The ship with a 315 tonne displacement, the ship is designed for a maximum speed of 35 knots with an endurance of nearly 2000 nautical miles. 
Powered by the latest 4000 series MTU engines with advanced machinery control system, INS Tarasa is fitted with CRN-91 indigenous 30mm gun with optronic pedestal.
5. ISRO’s Mars Orbiter Mission completes 3 years in orbit

The Indian Space Research Organisation (ISRO) announced that its Mars Orbiter Mission (MOM), known as Mangalyaan mission, has completed three years in its Martian orbit and it continues to work as expected. 
On the occasion of completion of three years in Martian orbit, ISRO released the MOM second year science data. 
About Mangalyan:-
The MOM spacecraft was launched by ISRO on PSLV rocket from Sriharikota in Andhra Pradesh on 5 November 2013.
The main aim of this mission is to study the Martian surface and mineral composition as well as scan its atmosphere for methane which is an indicator of life on Mars. 
6. Modi revives Economic Advisory Council

With the economy hitting a rough patch in recent months, Prime Minister Narendra Modi has decided to reconstitute the Economic Advisory Council to the Prime Minister that had been rendered defunct after the previous UPA government demitted office in May 2014.
Niti Aayog member Bibek Debroy has been picked as the chairman of the Council, which will also include Aayog’s principal advisor and former Finance Secretary Ratan Watal as its member-secretary.
“Addressing issues of macroeconomic importance and presenting views thereon to the Prime Minister. This could be either suo-motu or on reference from the Prime Minister or anyone else,” is the key term of reference for the panel.
The terms of reference of the council include analysis of any issue, economic or otherwise, referred to it by the Prime Minister and advising him on the same, and attending to any task ‘as may be desired’ by the PM from time to time.
The EAC-PM is an independent body to give advice on economic and related issues to the Government of India.
The formation of the Council at this time suggests it could play a critical role in reviving the economy’s growth momentum that has slumped over the past few quarters, with the first quarter of this financial year clocking just 5.7% growth, down from 7.9% a year ago.
The last chairperson of the Council, when Manmohan Singh was the Prime Minister, was former Reserve Bank of India Governor C. Rangarajan.
7. 96% of villagers have bank accounts, says RBI official

Surekha Marandi, Executive Director, Reserve Bank of India (RBI), Mumbai, said that 96 % of the villagers now have bank accounts.
The village connectivity with banks had grown from 40 % and they had tied up with NGO’s at block levels to reach the demands of the people.
8. Government forms committee for 5G rollout by 2020

The government set up a 5G committee with the mandate to lay down a road map for the rollout of the technology by 2020.
The government is working to create a corpus of ₹500 crore to fund 5G activity, mainly on research and product development.
Under the 5G technology, the government aims to deliver about 10,000 megabit per second (Mbps) in urban areas and 1000 Mbps in rural locations.
The 5G forum will comprise secretaries from the Department of Telecom, the Ministry of Electronics and IT, and the Department of Science and Technology.
9. New underground water treatment plant was inaugurated in Tripura

In Tripura, a new underground water treatment plant was inaugurated at Sadhutilla in southern part of Agartala with the support of the state Urban Development department.
The plant mainly aims to fulfil the long cherished aspiration of people of drinking water that is free from iron and any other contamination.
Key Highlights
The water treatment plant has been designed to treat surface water and deep tube wells.
The plant will start by treating underground water collected through six deep tube wells of the Sadhutilla locality.
It has treatment capacity of 4.8 million litres per day and will supply potable water to 2500 connections at households, schools, markets and institutions of 13 small residential settlements.
It also has two Over Head Storage Reservoirs with capacities of 1,130 kilo litre and 450 kilo litre.
Initially, the plant will supply treated water to 565 households through pipe line.
The main speciality of the plant is that it would be treating water at higher standards with minimizing turbidity and iron in water much below the permissible level.
The plant also has the provisions for recycling sludge water and rain water harvesting.
According to the state Urban Development department, the total cost incurred for constructing the water treatment facility was around Rs 4 Cr and 99 lakh. It has been funded jointly by the Asian Development Bank with 70 per cent share of assistance and the Union Government with 30 per cent share of assistance.
10. 95 mobile companies set up plants in India: IT Minister

95 mobile manufacturing companies have set up their plants under the new government. India is becoming a big hub of electronics and mobile manufacturing. 32 have come in Noida and Greater Noida.

the government has announced plan to make 6 crore families in the country digital literate as part of the Digital India plan.
11. Technocity project by October

The government has cleared the decks for the launch of the Technocity project at Mangalapuram.
This is the State’s first step towards the creation of an ecosystem for emerging technologies.
One portion of the project (300 acres) will be set aside for IT and IT-enabled services and the other dedicated to a Knowledge City for research and development in future technologies such as mobile applications, Internet of Things, financial technologies, cybersecurity, and e-mobility.
Spread over 100 acres of land, the Knowledge City will have academic partners to promote research in new technologies and encourage start-ups.
The Technocity campus and the Knowledge City project are expected to be launched in October.
Connectivity
The Light Metro project that would improve connectivity to the Technocity campus was also back on track after clearing the initial hurdles.
Meanwhile, work on the residential campus of the IIITM-K at Technocity is nearing completion.
Home-grown IT product firm SunTec has unveiled plans for a modern campus and TCS and KASE have been allotted land for new buildings in the proposed facility.
12. Merkel wins 4th term as Chancellor

German Chancellor Angela Merkel won a fourth term in office but will have to build an uneasy coalition to form a German government.
The anti-immigration Alternative for Germany (AfD) stunned the establishment by winning 13.1% of the vote, projected results showed, a result that will bring a far-right party into Parliament for the first time in more than half a century.
Lowest vote share
Ms. Merkel’s conservative bloc emerged as the largest parliamentary party but, with just 33.2% of the vote, saw its support slump to the lowest since 1949 — the first time national elections were held in post-War Germany.
Her main Social Democrat rivals also received their worst result since the 1940s — just 20.8% — after nearly half of voters repudiated the two parties that have dominated Germany since Second World War.
