Quality and Data-Based Management NewYork-Presbyterian Hospital The purpose of this paper is to examine the organization of NewYork- Presbyterian Hospital in relation to the hospital's quality indicators and measures that are currently in place. Further to identify quality indicators and goal measurements used in the organization plan and also to review the mission statement and vision. Rigorous standards are used in ranking healthcare institutions particularly when ranking is applied to hospitals. There are approximately 6,012 hospitals in the United States not including military and veteran facilities and out of all of those "only 177 or fewer than 1 in 30 were of high enough quality to be ranked in even a single specialty this year."(Souroujon, 2004) The first category applied in consideration of a hospital's ranking is that of the hospital's "reputation." (Souroujon, 2004) The second category is that of "mortality ratio" (Souroujon, 2004) and the last is a miscellaneous category of "other care-related" factors. (Souroujon, 2004) Among the hospitals that were in the ranking as being one of the country's "Best Hospitals" is the "NewYork-Presbyterian Hospital." (Souroujon, 2004) Overview of the NewYork Presbyterian Hospital (NYPH) The New York Presbyterian Healthcare System is stated to be a "federation of top-quality hospitals, specialty institutes, and continuing care centers throughout New York, New Jersey, and Connecticut." All members in the NYPH System are "academic affiliates of the two Ivy League Medical Institutions of Weill Medical College of Cornell University and Columbia University College of Physicians and Surgeons." Five centers comprise the New York Presbyterian Hospital, which are stated to be: "NewYork- Presbyterian/Columbia University Medical Center; the Allen Pavilion of NewYork-Presbyterian Hospital; the Westchester Division; and Children's Hospital of NewYork-Presbyterian." Obamacare: New York health insurers want 24% rate hikes on average

For the current year, for example, insurers got an average increase of about 15 percent for individuals. They initially sought a 17 percent increase.

Health insurers this year blamed the higher rate increase requests on the repeal of the individual mandate. A critical part of the Affordable Care Act, it required nearly everyone have health insurance or pay a penalty at tax time. Trump and the Republican-led Congress repealed it effective 2019 as part of a tax bill, USA TODAY reported.

Insurers in New York have attributed approximately half of their requested rate increases to the risks they see resulting from the individual mandate's repeal, said Maria Vullo, the state Department of Financial Services superintendent.

"The individual mandate, a key component of the Affordable Care Act, helped mitigate against dramatic price increases by ensuring healthier insurance pools," Vullo said.

Without the federal action, the average requested rate increase would be 12.1 percent, the state agency said.

Insurers cited other cost factors, too, such as the increase in prescription-drug prices.

DFS is expected to review all of the rate requests and has historically lowered the hikes. Some of the factors include the state agency's review of medical costs, insurer data and state laws related to the rates.

Gov. Andrew Cuomo focused on the issue as part of push back against Republican-driven federal policies, including the repeal of Obamacare and President Trump's decision to withdraw from the Paris climate agreement, USA TODAY Network reported.

Cuomo is often mentioned as a potential Democratic presidential candidate in 2020.

Last year Cuomo installed several measures intent on keeping New York's state-run Obamacare marketplace, called NY State of Health, running despite the individual mandate repeal.

For example, Cuomo took steps to ensure that health insurers who backed out of the marketplace would be banned from participating in the state's Medicaid, Child Health Plus and Essential Plan programs.

The requested 2019 rate increases suggested some health insurers plan on staying in New York's Obamacare marketplace and passing along the rising cost to consumers.

What follows are the 2019 health insurance premium rate increase requests according to DFS. 

The individual market data is separated by health insurer, the total requested rate change for 2019 and the additional percentage associated with the individual mandate repeal.

Industry skills discussed at PHSP event

A new website – www.phsp.org.uk – has been established to keep the industry informed of skills projects and the different activity in place around the UK.

Plumbing and heating organisations and other stakeholders gathered recently to discuss how the industry could work collectively to address training and skills issues.

During the event, hosted by the Plumbing & Heating Skills Partnership (PHSP), attendees were briefed on the skills activity currently taking place across the UK and asked what future skills needs the industry might have.

The PHSP, established by the APHC, BPEC and SNIPEF, launched earlier in the year following the closure of SummitSkills. Led by employers, it has responsibility for the skills needs of the industry and works closely with partner organisations on projects to benefit the plumbing and heating workforce.

Colleges and training providers, government agencies, trade associations and plumbing employers attended. After hearing about the existing skills developments across the industry, delegates were asked to consider what are the key skills challenges facing plumbing and heating, and how the industry could work together to develop solutions.

Issues around consistency of standards, qualifications and apprenticeships across the UK were seen as important, as well as, implementation of the new plumbing trailblazer apprenticeship in England, funding arrangements and skills planning for the future. The group concluded by identifying the key priorities for 2018 and showed a willingness to contribute to skills development activity in the future.

George Thomson, PHSP chairman, said: “I’m delighted at how many organisations attended – this was our first event and we wanted it to be as inclusive as possible. It was great to receive a positive response in the discussions groups, there was a clear common desire for all parties to work together for the benefit of the plumbing and domestic heating industry.” Future events will be held to continue the work started and progress the skills development work being carried out by the PHSP.

The #Plumbing and #Heating Skills Partnership (#PHSP) launched its business plan at an event in Derby recently. The PHSP aims to support essential skills development to ensure that appropriate and consistent standards, qualifications and apprenticeships continue to be available across the #UK. The key priority for 2017 is to support the development activity of the Plumbing and #DomesticHeating trailblazer apprenticeship for England. Second-generation #plumber, George Thomson, was appointed chairman of the group. He is currently the CEO of his family-owned business, The Shower Doctor, based in Edinburgh.
