Here's a coda to this. I was recently rereading ALL the comics and I got to one I forgot about: The Contract. While it doesn't touch on their status within The Administrator's organization specifically, it does reaffirm that within the mercenary world Team Fortress is seen as a bunch of fuckin' degenerates who are incapable of anything worthwhile. More importantly, it illustrates that Miss Pauling A) is kind of a nobody in the world of professional crime and espionage and B) to the extent that she does have a reputation, it is as the handler for the most worthless bunch of rejects that money can pay to kill people.
Anyway if you like Miss Pauling do be sure to read The Contract, it's short and great.

Wait, hang on. We learned that Team Fortress was just one of many teams of mercenaries hired to fight and kill over Redmund and Blutarch’s worthless scraps of land. More specifically, they were the worst of the bunch, the losers. It was a suprise to everyone that they were the only ones that Gray's TFC mercs didn’t manage to kill.
Miss Pauling was assigned specifically to Team Fortress. We see that the headquarters of the Administrator’s organization has many employees. All this time it seemed natural to assume that Miss Pauling and The Administrator were a two-woman band of sorts, but now we see there was an entire shadowy organization. In comic issue 7 Miss Pauling speculates that she may be promoted to second-in-command, which implies she is currently lower on the totem pole. Presumably all those other merc teams had their own handlers assigned to them.
And Miss Pauling was assigned to… Team Fortress. The loser team. She was the loser handler. Not only was she not as important to the Administrator as Zephaniah, she wasn’t even her most important employee. Miss Pauling devoted her life to the mission of a woman who truly didn’t give a shit about her. She never would have heard from the Administrator again if any of the other merc teams were successful in recovering the australium.
Damn! I hope she found a nicer lady to simp for.

I think they ended the TF2 comics perfectly. There was no master plan, no world-ending threats. Just petty grudges and an inescapable hunger. For as bonkers as this game is, the message is legit touching. Nothing lasts forever. All the Australium in the world won’t sustain you, nothing perfect can last. Even if Ms. Pauling gave the Administrator the rest of the cache, how long would that stay? It’s a finite resource. Just to keep two people who don’t know why they hate each other alive. To have the strength to end that, and to end all the suffering the material caused…
I’m really glad the writers made that choice. Because it kind of echoes this being the last issue of the comic. The story’s over. Nothing lasts forever. Not even the grudges and meaningless conflict. The Gravel Wars are over. The mercs can rest.
Idk, just feeling satisfied with an ending is a weird emotion. I think part of it is the meta aspect of things. Despite all odds, the TF2 community is still kicking, for better or worse. It’s funny to say nothing can kill this damn game, but it’s not true. One day, TF2 will be well and truly dead.
And people will move on. The millions of hours people have invested into this game will inch further away. And that’s fine. Nothing can last forever.
It’s a beautiful farewell to the community. And maybe a greeting to whatever comes next.
