कर्नाटक में आरक्षण को लेकर कांग्रेस सरकार और भारतीय जनता पार्टी एक दूसरे के आमने-सामने आ गए हैं. दरअसल, कर्नाटक में जातिगत जनगणना आयोग ने राज्य में पिछड़े वर्गों (OBC) के लिए शिक्षा और नौकरियों में आरक्षण को मौजूदा 32 फीसदी से बढ़ाकर 51 फीसदी करने की सिफारिश की है. अगर कांग्रेस सरकार की यह सिफारिश लागू होती है, तो कर्नाटक में कुल आरक्षण बढ़कर 85 फीसदी हो जाएगा. इस 85 फीसदी में आर्थिक रूप से कमजोर वर्गों (EWS) के लिए 10 फीसदी, अनुसूचित जाति और अनुसूचित जनजाति के लिए 24 प्रतिशत शामिल है.

i want to gather my thoughts on the recently announced caste census. the last census was around 15 years ago. but this caste census which is seen as progressive and necessary is anything but.

it is announced at a time when our society, electorate and politics are extremely fascistic, miltarised and horrifying (please see what's happening in bastar, or the occupation in the kashmir valley, the daily caste atrocities, or why and how people are termed "bangladeshi, rohingya, pakistani, khalistani, naxal" - and what people around you are saying about it). i cannot help but see this caste census as a devious plan which will most likely includes NPR. this is nothing but an instrument in the long-running scheme of the union to strip people of their citizenship, especially muslims and particularly bengali muslims. i personally know non-muslims in bengal, assam, meghalaya and tripura who will be stripped of their citizenship because of 'lack of paperwork' at the time of crossing during the insanity that was the partition. and i want to remind people that there still exists tribunals that "legally" condemn citizens to statelessness and detention centres in which god knows what happens.

i also want to remind again that reports already exist that remain unimplemented, for example the sachar committee report (2006) on indian muslims which also touches upon the concerns of buddhists, mazhabi sikhs, dalit christians, parsis and christians, or the official 2013 report on the socio-economic conditions of tribals, or the many yet to published let alone implemented reports on sc, st and obc. their desperation, poverty and oppression is already made known to the state. yet no policy or redressal has been brought forth. one must ask why. in light of these reports, what new thing does a caste census accomplish which is not driven by divisive electoral, delimitation and disenfranchisement agenda?

i also want people remember that a lot of us took the streets to oppose this. we said we will boycott census if it has anything to do with NPR and NRC. any attempt at disenfranchising fellow citizens and rendering them stateless and "illegal" is evil and must be resisted. all the chatter around this caste census is pointless if it is still linked with population registers.

but i ask myself this question, and out of despair, i ask you: how do we resist?

1️⃣ लेकिन इस बात की भी समीक्षा होनी चाहिए कि आखिर क्यों 70 साल में अनुसूचित जाति के # *श्री के.रामास्वामी # श्री के.जी.बालकृष्णन # श्री बी. सी.रे # श्री ए.वर्धराजन* सिर्फ # चार ही लोग सुप्रीम कोर्ट में जज बन पाए हैं! और *ओबीसी* के जज भी *केवल 2* ही हुये, इसकी भी समीक्षा होनी चाहिए।

2️⃣ 70 साल में *अनुसूचित जनजाति* का एक भी व्यक्ति सुप्रीम कोर्ट में जज नहीं बना है, इसकी भी समीक्षा होनी चाहिए!!

3️⃣ सुप्रीम कोर्ट में आखिर एक ही जाति का *वर्चस्व* क्यों है? इसकी भी समीक्षा होनी चाहिए!!

4️⃣ संविधान के #आर्टिकल 12 के अनुसार सुप्रीम कोर्ट को *राज्य* माना जाना चाहिए। आरक्षण का प्रावधान सुप्रीम कोर्ट में *राज्य की भांति* होना चाहिए! इसकी भी समीक्षा होनी चाहिए !!

5️⃣ सुप्रीम कोर्ट में जब sc-st # *एट्रोसिटी_एक्ट* पर फैसला दिया जा रहा था, उस वक्त सुप्रीम कोर्ट में एससी, एसटी का एक भी जज नहीं था, क्या यह *न्याय के मूल सिद्धांतों* के अनुरूप था? इसकी भी समीक्षा होनी चाहिए!!

6️⃣ संविधान के #आर्टिकल *312 (1)* के अनुसार जजों की भर्ती के लिए # *न्यायिक_नियुक्ति_आयोग* का गठन होना चाहिए ऐसा क्यों नहीं किया जाता है ? इसकी भी समीक्षा होनी चाहिए!!

7️⃣ संविधान संशोधन अधिनियम 1976, के *42 वें संशोधन* के अनुसार जजों की भर्ती के लिए *ऑल इंडिया जुडिशरी सर्विस* का गठन किया जाना चाहिए! यह बिल संसद में कभी पेश ही नहीं किया गया! इसकी भी समीक्षा होनी चाहिए !!

8️⃣ संविधान के #आर्टिकल *229* के अनुसार कर्मचारियों एवं अधिकारियों के मामले में उच्च न्यायालय अपने आप को *राज्य मानता* है और राज्य के अनुसार #आर्टिकल *15(4), 16(4) और 16(4 )(क)* का पालन क्यों नहीं किया जाता है? इसकी भी समीक्षा होनी चाहिए !!

9️⃣ जब केशवानंद भारती मामले में भी #आर्टिकल *12* के अनुसार *उच्च एवं उच्चतम न्यायालय को राज्य* माना गया है, तो राज्यों के लिए लागू *_आरक्षण का प्रोविजन* उच्च एवं उच्चतम न्यायालय में लागू क्यों नहीं किया गया? इसकी भी समीक्षा होनी चाहिए!!

#LokSabhaElections2024 : Congress Releases Manifesto Titled ‘Nyay Patra’ ; 25 Guarantees ;50% Cap On Reservation For SCs, STs, OBCs ; Full Statehood To Jammu and Kashmir

Right to apprenticeship, a legal guarantee for MSP, and passing a constitutional amendment to raise the 50 per cent cap on reservations for SCs, STs and OBCs are among the promises made by the Congress in its manifesto for the Lok Sabha polls released on Friday.

The manifesto, titled ‘Nyay Patra’, was released at the AICC headquarters in the presence of Congress president Mallikarjun Kharge and former party chiefs Sonia Gandhi and Rahul Gandhi. It focused on five ‘pillars of justice’ and 25 guarantees under them.

The opposition party promised to fill nearly 30 lakh vacancies in sanctioned posts at various levels in the central government.

The party also said it would implement 10 per cent quota in jobs, educational institutions for economically weaker sections (EWS) for all castes, communities without discrimination if it comes to power.

The Rajasthan model of cashless insurance of up to Rs 25 lakh will be adopted for universal healthcare, it said.

The Congress will pass a constitutional amendment to raise the 50 per cent cap on reservations for SC, ST and OBC if it comes to power in the general elections beginning April 19, the party promised.

The Congress also said it would conduct a nationwide socio-economic and caste census.

Appealing to people to look beyond religion, language, caste and choose wisely to install a democratic government, the party said the general elections present an opportunity to radically the change style of governance that has been in evidence over past decade.

It said it guarantees a new ‘right to apprenticeship act’ to provide one-year apprenticeship to every diploma holder or graduate below age of 25.

Besides, it said it will give legal guarantee to Minimum Support Prices (MSP) announced by the government every year as recommended by the Swaminathan Commission.

“We will immediately restore full statehood to Jammu and Kashmir,” the party stated in the manifesto.

It said it will launch an urban employment programme guaranteeing work for urban poor in reconstruction, renewal of urban infrastructure.

The party said in the document that it would abolish the Agnipath programme and direct the armed forces to resume normal recruitment to achieve full sanctioned strength: Cong manifesto.

South Will Not Suffer Over Delimitation, Sources Say Amid Population Concern

New Delhi: The government will be considerate of the fact the southern states have successfully managed to control their population and so should not suffer during delimitation, top sources indicated today amid a bitter battle in parliament over the women's reservation bill.Fears of southern parties that South India will be penalised for early population policies by an impact on their seats, will be allayed, sources told NDTV.  The huge population in the north ensures that they will get more seats and there are concerns that the south will be under-represented.The government understands that concern and will do the needful, sources said.The government is trying to push through the bill -- meant to reserve 33 per cent seats for women in the Lok Sabha and state assemblies -- in the ongoing special session of Parliament.But the reservation can only be implemented after a census and delimitation exercise.After next year's election, a Delimitation Commission will be formed. It will be a democratic exercise with representatives from all parties, sources said. The census will be carried out alongside. Even so, the implementation of the women's quota can begin only after 2029.Under Article 82 of the Constitution, only the Census data after 2026 can be used for the delimitation exercise. There is no clarity yet on how the government plans to cross that hurdle.The last delimitation exercise took 18 months, had over 211 meetings with public hearings in every state.In the seven-hour debate in the new parliament today, the opposition parties demanded that the bill be implemented without any delay.Opening the debate, Sonia Gandhi underscored that the initiative for the bill was taken under the UPA government."How many years will they (women) have to wait... two... four... eight? Is this right? Congress demands the bill be implemented immediately," she said, calling for reservation for women from SC, ST and OBC communities. I'm glad you didn't take it the wrong way. Oftentimes when I say something along the lines of what I said above, a lot of people's knee-jerk reaction is to call me slurs (I truly wish I was exaggerating) or just shut the conversation down.

There's a discussion to be had about the creamy layer aspect. Because the SC and ST groups have been victims of the practice of untouchability (which is still practised by approximately half of the country today) and whether economic mobility really helps all that much when it comes to that sort of treatment from society.

I agree, the policies are due for reforms and changes. Which is why I brought up the Caste Census data.

Did you know that to date there have only been 2 censuses in India which have looked at data about caste to see how it affects economic and social status of the people of our country? One was in 1931. Nineteen thirty one. The second happened in fucking 2011. Yes, it is THAT insane. But the more insane thing is that THE GOVERNMENT WON'T RELEASE THE DATA THEY GOT IN THE 2011 CENSUS.

The 2011 census happened under the Manmohan Singh government. That government did not release the data. Then the Narenda Modi government did two terms. This government ALSO DIDN'T RELEASE THE DATA.

That's fucking INSANE. It's fucking 'I'm peeling the paints off the walls with my teeth' insane.

No wonder the policies feel inadequate and stuck in the past. THEY LITERALLY ARE. They're using 1931 population data in the year 2024.

Can you imagine how much better the whole thing could be if our governments weren't incompetent and in some cases, outright malicious towards its own citizens?!?

This is the sectional cut off (aka the minimum required score in each section of the exam to pass) for the IPMAT Indore 2023....the difference between General category and the rest is insane. Not to mention the reservation.

Yes, casteism exists in India. But it's probably not how the rest of the world is made to believe.
