What's the general technology level of your setting? The capabilities and small size of the collars evokes modern/future digital electronics, but that seems to conflict with the analog nature of basically everything else. How do you reconcile the two?
I take a lot from the cassette futurist aesthetics in the vein of the original Star Wars trilogy and the original Blade Runner, so when it comes to general technology levels, I'd say it straddles the two. In each, you still have largely hard analog or analog-adjacent technology, a lot of which is miniaturized. It didn't really seem like a big leap for me to employ that line of thinking in collars.
Now, I'm no hardware expert, so I can't really functionally give you a specification rundown on how the collars work exactly. That's probably an area where you have to employ *some* degree of suspension of disbelief.
As for reconciliation, I suppose I would say it's a matter of framing/how we think about the collars. Instead of thinking about what they *can* do, I'd like to think about what they *can't* do. Yes, they perform wireless communication, but only short range (walkie-talkie like tech has been around since the 1940s). Generally (with few exceptions), long-distance communication using collars requires wired connection to orbital signal/interstellar signal repeaters. Yes, they monitor vital signs, but those are very simple biometrics, nothing quite like a modern health-monitoring watches which count down to the calories/blood oxygen level. They carry unique ID codes which allow users to access data, points of entry, etc. but that kind of technology has been around for some time.
In that way, with the sci fi suspension of disbelief of *some* of their abilities, they can be seen as significant quality of life improvements for Percivals-universe residents which justifies their diagetic existence, while also bearing some technological limitations you'd expect from the analog futurism.

The individual nanites are self replicating and self repairing, meaning she can create more to replace any that are lost and can survive and reproduce enough (eventually) nanites to recreate her chosen form if even a single atom sized nanite survives.
If she reverts to her base components it looks very similar to the chromatic liquid of the fluidic terminator.
This does also mean that she can choose and change her form. She prefers the one she has chosen and as she typically presents herself and it requires a conscious decision to reformat her shape. Ie, if she is asleep etc she will still be in her human form.
She does breathe, she can eat and drink, but these are not necessary for her. She automatically filters out poisons, disease, toxins, chemical warfare type particles etc on a cellular level. She can simply choose not to breathe if she’s in danger of “drowning” or suffocation. She doesn’t require food or water but can enjoy them and can gain energy from them. She can also gain energy from kinetic, electric, solar, radiation etc and can basically transform any kind of energy into raw energy her cells are powered from.
She can be knocked unconscious by a massive electric strike such as would happen with a lightning strike or a concentrated enough emp burst; her cells are shielded from a certain amount of an electromagnetic pulse but at a high enough level she could be knocked temporarily unconscious. Her body would continue its basic programmed function. Ie, she’d still appear as an unconscious human.
She can communicate with other computers and technology based equipment that has any form of WiFi / Bluetooth etc that she can hack into. This can be on a global level including satellites but the further she’s extending her reach and the more she’s trying to absorb and communicate through at any given time the more she has to concentrate to the point that she may go unresponsive and seem to be unconscious or otherwise entirely unaware of her surroundings. Depending on the level of technology of whatever universe she is in, she’s generally going to be one of the most elite forms of technology with some exceptions being Doctor Who where there are many many more potentially advanced species depending, BSG, Stargate, etc. some Star Trek societies, some Halo tech, etc, WestWorld depending on season and so on.
If there is no wireless connection, if she can get a hard wired connection, ie, some nanites into the machine, it acts as a hot spot and allows her to connect.
Also, she can lend nanites to act as antibodies to help someone else fight an infection or disease, or to help form temporary”cybernetics” prosthetics / duplications of blood, limbs, organs, etc as a last ditch effort to keep someone alive until they can receive proper care. This is something she does very, very rarely as it obviously reveals the true nature of what she is and raises a lot of questions and leads to potential risks to herself / whoever she tries to help etc depending on the circumstances … and she’s had experiences where her true nature coming out ruins even very close relationships.

DARPA starts wireless electricity air transfer project

DARPA is embarking on the initial phase of the POWER program, which seeks to transform the distribution of energy through wireless energy transfer carried out in the air.
Three teams - led by Raytheon Corporation, Draper Laboratory and BEAM Co. - will design and develop wireless optical power relays. The objectives of the program include the demonstration of the main components necessary for a resilient and light-speed energy network.
“This project has the potential to advance energy transmission in orders of magnitude, which could radically reshape society's relationship with energy,” said Dr. Paul Jaffe, who leads the POWER program at DARPA. "A wireless power network could release power from new and diverse sources, including space, and connect them quickly and reliably to energy-hungry consumers."
To support rapid development, the optical power relays designed in the first phase of POWER will be demonstrated in capsules transported by existing aircraft in the second phase of the project.

In addition, power transmission will allow future smaller and cheaper aircraft, since fuel storage and engine volume can be drastically reduced. This will be explored through conceptual projects in phase one. Eventually, these new small and distributed platforms could provide economic aircraft with unlimited range and endurance to support military missions. Each relay design will be evaluated based on accurate and efficient energy redirection, wavefront correction for high beam quality and adjustable energy collection. In the third and final phase of the program, the relays will be demonstrated through an aerial optical path that aims to provide 10 kilowatts of optical energy to a terrestrial receiver that is 200 kilometers away from the terrestrial laser source.
Effective relays are a critical component that is missing, necessary for a practical, flexible and adaptable wireless power network. These relays will overcome the unacceptable conversion losses that occur when repeatedly switching from wave propagation to electricity in a multi-jumps network. Relays also allow transmission at high altitudes, which is much more efficient than transmitting energy through the low, thick and turbulent atmosphere. This high-altitude optical layer will provide the long-range and high-performance backbone for the wireless power grid.
"Each of the selected teams proposed unique technical approaches to the power transmission relay problem, ranging from new combinations of existing technologies to high-risk and high-reward technological innovations," said Dr. Paul Jaffe, who leads the POWER program at DARPA. "The range of proposed solutions covers a balance between guaranteed performance and possible advances in size, weight and power to allow small distributed systems for the future wireless power grid."
The first phase will include bench demonstrations of critical technologies and is expected to last 20 months, with the potential for a three-month option of additional risk reduction efforts. The second phase will involve an open request in early 2025 and will focus on integrating relay technologies into an existing platform for a low-power aerial demonstration.
