dannymay 2023 day 12: traditional media!

For the washi tape I used, the ghost zone one I bought from dfeng on etsy, and the circuit board and caution/hazard tapes from tenshika ( n the silver, black, and white washi tapes all came in a commercial pack )

this is actually a redo of one I did this past summer, which was also traditional except it was with paint!

yes the nosebleed looks a lil weird unfortunately I’ve had to accept ink is permanent

TCE-PI determina auditoria em obras executadas com empréstimo da Caixa O Plenário do Tribunal de Contas do Estado (TCE-PI) ratificou por unanimidade a decisão monocrática do conselheiro Kennedy Barros, relator das contas do Governo referente a 2017, que determina auditoria nas obras realizadas pelo Governo do Estado com os recursos da primeira parcela do empréstimo financeiro junto à Caixa Econômica Federal. A decisão também obriga o Governo a apresentar um cronograma das obras a serem executadas com a segunda parcela da operação de crédito. A decisão do Pleno saiu na sessão ordinária desta quinta-feira (10), e é relativa ao processo TC 025611/2017, sobre o relatório de auditoria concomitante do TCE-PI na aplicação dos recursos da primeira parcela do empréstimo do Estado junto à Caixa, de R$ 307 milhões. A operação de crédito assinada entre o Estado e a Caixa totaliza R$ 600 milhões. Na decisão monocrática, dada na última segunda-feira (7), Kennedy Barros rejeitou medida cautelar de bloqueio da segunda parcela, de R$ 293 milhões. A liberação da segunda parcela depende da Caixa, que analisa a prestação de contas do Estado sobre a aplicação dos recursos da primeira etapa. No entendimento de Kennedy Barros, ratificado pelo Plenário do TCE-PI, o bloqueio traria mais prejuízo ao Estado e à população. “Daí a decisão pela realização da auditoria, que esclarecerá se o dinheiro da primeira etapa foi aplicado na destinação prevista ou foi desviado para outra finalidade. De acordo com o que essa auditoria nos apresentar, poderemos então adotar as medidas cabíveis”, explica o conselheiro. Segundo ainda Kennedy Barros, o cronograma a ser apresentado pelo governo, por sua vez, amarrará os recursos da segunda etapa do empréstimo e permitirá ao TCE-PI, por meio da Dfeng (Diretoria de Fiscalização de Obras e Serviços de Engenharia) acompanhar a execução das obras, assegurando que os recursos sejam aplicados conforme prevê o contrato. O Plenário do TCE-PI também decidiu que o Governo do Estado se abstenha de transferir para a conta única recursos da segunda parcela do empréstimo, quando receber, ou de outras operações de crédito com a Caixa.
