Two of the most problematic reports regarding alleged famine were issued in March 2024 and November 2024 by the IPC’s Famine Review Committee (FRC).
The FRC’s March report asserted that famine was “was projected and imminent,” in particular in northern Gaza, and that 677,000 people in the Gaza Strip were already in the Phase 5 Catastrophe level of its food insecurity scale.
If this were correct, it would have meant that at least 135 people were dying of starvation every day in March 2024.
Palestinian children suffering from malnutrition or chronic diseases such as cancer, wait with family members at Nasser hospital in Khan Yunis in the southern Gaza Strip on June 24, 2024, after they reportedly were given permission by the Israeli army to leave the besieged Palestinian territory for treatment through the Kerem Shalom crossing, amid the ongoing conflict in the Palestinian territory between Israel and Hamas. (Bashar Taleb / AFP)
An IPC Special Brief projected that 1.1 million people would be in the Phase 5 Catastrophe level in the period from March 16 to July 15, 2024, which would have meant at least 221 people dying of starvation every day in that period.
The FRC’s November report stated that there was “an imminent and substantial likelihood of famine occurring,” while in December 2024, FEWS NET published an “Alert” asserting that “A Famine (IPC Phase 5) scenario continues to unfold in North Gaza Governorate.”
UKLFI identified numerous, substantive problems with these reports, however.
In June 2024, the FRC itself published an updated report stating that “the available evidence does not indicate that Famine is currently occurring,” despite its dire predictions from March.
The March report also did not provide any statistics on the mortality rate from the malnutrition and starvation it asserted was happening and predicted would strengthen from March to July.
That report noted that the death toll related to malnutrition was 25 in total, whereas the claimed Phase 5 catastrophe level in northern Gaza should have meant that some 60 people were dying from malnutrition every day, according to the population in the region at the time, UKLFI said.
The June report did provide a mortality rate from all causes, meaning as a result of military action and malnutrition together. The stated level would, however, only have qualified as Phase 3 level of food insecurity at the most, if it was based on non-trauma deaths, which it was not.
UKLFI noted in its study that FRC, and the World Food Program organization, were in possession of the non-trauma mortality figures but chose not to share them.

Trucks with aid arrive at the Gazan side of the Kerem Shalom border crossing, in the southern Gaza Strip, on January 17, 2024. (Abed Rahim Khatib/Flash90)
Another key problem with the March report – as pointed out in an Israeli study by public health officials published by Israel’s Foreign Affairs Ministry in May and noted in the UKLFI’s study – was that it failed to take into account food supplied to northern Gaza by the private sector, alongside the humanitarian aid brought into the territory.
The March report was cited directly by the International Court of Justice in the genocide suit brought by South Africa against Israel, and also referenced by the International Criminal Court’s prosecutor Karim Khan when he announced he was seeking arrest warrants against Netanyahu and Gallant, warrants which were ultimately issued by the court.
Indeed Khan specifically cited the FRC claim that 1.1 million were facing “catastrophic hunger,” which he said was the highest number “ever recorded, anywhere, anytime,” when filing his application for arrest warrants against Netanyahu and Gallant.
In November, the FRC issued an “Alert” saying there was a “substantial likelihood of famine, particularly in northern Gaza, and stating, “It can therefore be assumed that starvation, malnutrition, and excess mortality due to malnutrition and disease, are rapidly increasing in these areas.” Famine thresholds “may have already been crossed,” it added.
But this report, too, did not include mortality data to back up its assertions. It stated that a malnutrition parameter known as MUAC indicated Phase 3 malnutrition throughout Gaza, but did not provide precise details.
In a “Special Brief” also issued in November, FRC said that acute malnutrition was “ten times higher” than before the war.
But the FRC reports, and a FEWS NET report, mistakenly asserted that the MUAC rate in Gaza before October 7, 2023 was 1%, when in reality it was 4%, UKLFI pointed out.
And don't forget, boys and girls, Israel is the only country in the world that is expected to supply its genocidal enemies with food, electricity, water, and other humanitarian supplies. Nothing was expected of Hamas, and Hamas was even free to "execute collaborators" without a peep from the world's "human rights" advocates." The double standard is appalling. GAJ

Outgoing Israeli Ambassador to the US Mike Herzog:
Former US Secretary of State Anthony Blinken decided to impose sanctions on Unit 504, one of the IDF's most secret and important, and we managed to prevent him from bringing down the axe at the last minute.
The US State Department has an office dedicated solely to monitoring Israel's use of American ammunition - as is not the case with any other country in the world.
There are a lot of anti-Israel people in the State Department who have put a damper on things.

Hamas on Saturday responded to US special envoy Steve Witkoff’s latest proposal for a hostage and ceasefire deal in Gaza with amendments and demands, leading the mediator to blast the stance as one that is “totally unacceptable and only takes us backward.” A Hamas official, speaking to the Associated Press on condition of anonymity due to the sensitivity of the talks, said proposed amendments focused on “US guarantees, the timing of hostage release, the delivery of aid and the withdrawal of Israeli forces.” A source directly involved in the negotiations told The Times of Israel that Hamas’s response included a demand that would make it more difficult for Israel to resume fighting if talks on a permanent ceasefire are not completed by the end of the 60-day truce. The updated proposal submitted by Hamas envisions the release of the 10 hostages being spread out more throughout the 60-day truce, rather than in two batches on the first and seventh day, as the US offer envisioned. The source said this change was aimed at preventing Prime Minister Benjamin Netanyahu from abandoning talks on a permanent ceasefire after the 10 hostages are released or refusing to engage in the talks altogether, as he did during the previous ceasefire in January. An Israeli official told The Times of Israel that Hamas had also requested a ceasefire lasting up to seven years. Get The Times of Israel's Daily Edition by email and never miss our top stories By signing up, you agree to the terms Witkoff said: “Hamas should accept the framework proposal we put forward as the basis for proximity talks, which we can begin immediately this coming week.” He added: “That is the only way we can close a 60-day ceasefire deal in the coming days, in which half of the living hostages and half of those who are deceased will come home to their families, and in which we can have at the proximity talks substantive negotiations in good faith to try to reach a permanent ceasefire.” The Witkoff proposal stipulates that the parties would have to reach an agreement on the parameters of Israel’s partial withdrawal from Gaza during the 60-day truce. It also provides for further negotiations during the truce on a potential settlement to end the war. Advertisement An Israeli official told reporters on condition of anonymity that Jerusalem was treating Hamas’s response to the proposal as an “effective rejection.” Demonstrators protest against the Israeli government and for the release of Israelis held hostage in the Gaza Strip outside Hakirya Base in Tel Aviv, May 31, 2025. (Tomer Neuberg/Flash90) The latest US proposal was sent to Hamas earlier this week after Israel’s lead negotiator, Strategic Affairs Minister Ron Dermer, signed off on it. Arab mediators are still working with the group to soften some of the edits it demanded, a source involved in the process told The Times of Israel. Related: Full text of Witkoff’s proposal for 60-day Gaza ceasefire and hostage release deal In a statement on Saturday, Hamas said it seeks a permanent ceasefire and a comprehensive Israeli withdrawal from Gaza — demands the Israeli government has largely rejected at this stage — and an ensured flow of aid. In its own response to Hamas, the Prime Minister’s Office said: “While Israel has agreed to the updated Witkoff framework for the release of our hostages, Hamas continues to cling to its refusal.” Advertisement Echoing Witkoff’s statement, the PMO said, “It is unacceptable and sets the process back.” “Israel will continue its efforts to bring our hostages home and to defeat Hamas,” it said. Channel 12 reported that Israeli officials involved in talks told families of hostages on Saturday that, if carried out, the Witkoff proposal would ultimately lead to the release of all hostages held by Hamas, and would not be only a partial deal for some of the hostages. There are currently 58 hostages held i

Education to martyrdom in math classes
Among the passages flagged by IMPACT-se is an 11th-grade history text that claims Zionists “used false claims” to justify their connection to the land while establishing a “Zionist settlement in Palestine.”
These “false claims” include “first, that Jews, despite belonging to various countries and societies, represent a single national group characterized by Semitic ethnic traits… and that there is no solution to the Jewish problem other than the establishment of a Jewish state in the Promised Land (Palestine).”
It also refers to the Jewish settlement of the land as “Zionist colonialism… in Palestine.”

Educational material for 12th graders on Islam includes a religious text interpreting the Quran that portrays Jews as liars and deceivers. A discussion question asks whether a warning about resisting “the temptation of enemies” refers only to Jews.
According to IMPACT-se, the textbooks glorify martyrdom and violence, including a first-grade reading exercise that uses the word “shahid,” or martyr, to teach an Arabic letter. In a second-grade Arabic textbook, a poem tells of a boy and girl pledging to “carry the flame of the revolution,” as they go from Haifa to Jaffa to Jerusalem’s Al-Aqsa mosque.
An 11th-grade reading exercise includes “Martyrs of the Intifada” by Palestinian poet Fadwa Tuqan, which praises stone-throwers during the First Intifada. An 11th-grade history textbook describes the high Palestinian death toll in the First Intifada as “fuel that powered the uprising.”
“The blood of every martyr gave the Intifada the strength to continue,” the text reads.

The glorification of jihad and martyrdom extends even into arithmetic, IMPACT-se found. Fourth and ninth-grade math textbooks include problems requiring students to calculate the number of martyrs killed over a given period.
Meanwhile, at least three maps found in the textbooks omit Israel, instead terming the area between the Mediterranean Sea and the Jordan River as Palestine. An 11th-grade map also refers to 1988 as the year that Palestine was founded, referring to the Palestine Liberation Organization’s largely nugatory declaration of independence that year.
Glorification of the war on the class chalkboard
Beyond the online textbooks, the IMPACT-se report claimed to find images and videos from schools that opened since February in which students are exposed to materials and other content inciting violence against Jews or Israel.
According to Mahmoud Matar, the PA Education Ministry’s representative in Gaza, 93% of all schools in the Strip were destroyed in the fighting that was sparked on October 7, 2023, with Hamas’s deadly invasion of southern Israel.
But in February, as a ceasefire took hold, the PA announced that it was opening 680 learning centers across the Strip. To cope with demand, students must attend in shifts, going for a limited number of hours a few days a week.

Ad campaign and search efforts intensify for missing girl Haymanot Kasau - Israel News - The Jerusalem Post
Kasau, who immigrated with her family from Ethiopia to Israel and lived in the absorption center in Safed, was last seen in February.
By EVE YOUNGJULY 30, 2024 14:20Updated: JULY 30, 2024 22:00
The Aliyah and Integration Ministry and the Jewish Agency for Israel has launched an ad campaign that offers a prize for anyone who provides information about the whereabouts of Haymanot Kasau, a 10-year-old girl from Safed who has been missing for five months.
The campaign began earlier this month. Next Monday, August 5, the Israel Police plans to conduct a massive search for the missing child. Mounted police units and police dogs will participate in the search, alongside IDF trackers and staff members of other entities, such as United Hatzalah, according to Avi Yalew, who works with the family.
Kasau, who immigrated with her family from Ethiopia to Israel and lived in the absorption center in Safed, was last seen in February, when security footage showed her at the entrance of the absorption center, wearing a pink sweatshirt, a black skirt, and white sneakers.
Campaign announces reward
The ad campaign is meant to raise awareness and remind the public that she is still missing. It offers a NIS 350,000 prize for anyone who provides information that leads to finding her.
“We cannot give up. Haymanot needs us!” reads the ad, which calls on the public to not stand by but to “join efforts to find her.”
“Any information, and details, could lead to the breakthrough we want,” the ad says.
A private investigation firm joined efforts to find the child last month, Yalew said.
Eli Ashkenazi contributed to this report.
